In a recent article in this Journal, Paul M. Sniderman, H. D. Forbes, and Ian Melzer challenge the proponents of what they characterize as the "textbook theory" of Canadian parties. They claim that their examination of the 1965 and 1968 Canadian national election studies contradicts the conclusions of almost every analyst of parties and voting in Canada. While a little debunking of long-held interpretations is always valuable in any discipline, one should exercise caution. Conventional wisdom does not usually acquire that status without containing at least some small measure of validity. In this case I must conclude that more confusion has been created than has been cleared away and previous analysts should not be considered to have erred quite as much as the authors of this article would like us to believe. Sniderman et al. argue that, because of "an obsession with national unity" on the part of political parties and a fear of fragmentation which produces undifferentiated politics of accommodation, "Canadian voters tend to lack strong loyalties to the older parties, at least when compared to the Americans and the British. As a consequence, electoral support for the older parties in Canada tends to be unstable." The first part of this proposition asserts that concern with national unity necessarily produces such similar policy positions that parties are interchangeable, being distinguished only by their leadership. The existing literature underestimates the contribution of federated entities to international environmental agreements. This research note introduces a novel dataset on the role of federated entities in 2,077 environmental agreements. We demonstrate the value of this dataset by revisiting unexamined assumptions that stem from the literature. According to conventional wisdom, (1) federated entities' participation in environmental agreements is a recent phenomenon, (2) this phenomenon is led by federated entities in Western democracies, (3) it has accelerated as a response to the climate crisis and (4) it is driven by the same movement that favours the participation of diverse stakeholders. This research note questions these preconceived ideas and illustrates how the new dataset sheds light on the role of federated entities in environmental governance. [ABSTRACT FROM AUTHOR]

This article introduces White identity as an understudied concept in Canadian politics and compares how White settlers' ingroup attachments and their outgroup attitudes—specifically, White settlers' anti-Indigenous attitudes—shape Canadian politics. We find that White identity is associated with greater support for government spending on policies that disproportionately benefit White Canadians, such as pensions, whereas Indigenous resentment is associated with greater opposition toward government spending on policies that are often perceived as disproportionately benefiting Indigenous peoples, such as welfare. In Canada outside Quebec, both White identity and anti-Indigenous attitudes are associated with voting Conservative. In Quebec, White identity mobilizes support for the Bloc Québécois, while White settlers' negative attitudes toward Indigenous peoples are not associated with vote choice. [ABSTRACT FROM AUTHOR]

This article introduces and discusses the findings of the Canada School Choice Policy Index (CSCPI). This is the first index of its kind that measures the development of school choice policies across the Canadian provinces from 1980 to 2020 using eight unique indicators of choice. In contrast to other countries in the Organisation for Economic Co-operation and Development (OECD), the CSCPI reveals that although Canada has witnessed an increase in school choice over time, this increase has largely been contained within public education systems rather than in the expansion of private education options. Our findings raise the importance of future research to address growing choice in public education systems across the provinces, in addition to choice in the private sphere. [ABSTRACT FROM AUTHOR]

One of the leading features of colonialism is the imposition on a given territory and people a framework for what constitutes authority that renders pre-existing governing practices and legal orders unrecognizable as features of legitimate law and governance. Understood in this way, colonialism renders Indigenous law and governing practices invisible. As a result, decolonization requires changing how authority is apprehended and not only how it is distributed. This article compares two frameworks of authority in relation to the conflict on Wet'suwet'en territory: liberal postcolonial statism and relational pluralism. It shows how each framework provides a distinct lens through which to understand the pertinent features of political authority but argues that relational pluralism presents a better account of how to reconceive political authority in the context of real-world conflict. This article is about Indigenous territorial title and land rights, and specifically those of the Algonquin Anishinaabeg Nation. In 1983, the Algonquins of Pikwàkanagàn, residing in the province of Ontario, petitioned the Crown to recognize Algonquin territorial title and rights to 36,000 square kilometres of their natal homelands in the Ottawa River watershed. With negotiations beginning in the early 1990s, an Agreement-in-Principle was developed and ratified in 2016, the penultimate step to the largest modern treaty in Ontario's history. In this article, we examine the argument for moral rights to territory, not in terms of the Canadian or international legal order, nor even through examining the documents and voice of the Algonquin Anishinaabeg, but through the lens of an argument that has been advanced as the basis of the international territorial rights of states. We argue that the justifications for state rights territory—grounded in the considerations that ensue from an analysis of occupancy groups—provides a stronger claim to territorial jurisdiction and title in the case of the Algonquin Anishinaabeg Nation than the competing claim by the Canadian state. Using a new measure of urbanity for every federal electoral district in Canada from 1896 to the present, this article describes the long-term development of the urban-rural divide in Canadian federal elections. We focus on three questions: (1) when the urban-rural divide has existed in Canada, identifying three main periods—the 1920s, the 1960s and 1993–present—in which the urban-rural cleavage has been especially important in federal elections; (2) where the urban-rural divide has existed, finding that in the postwar period the urban-rural cleavage is a pan-Canadian phenomenon; and (3) how well urbanity predicts district-level election outcomes. We argue that the urban-rural divide is important for understanding election outcomes during several periods of Canadian political development, and never more so than in recent decades. We conclude by discussing the implications of our findings for research on urban-rural cleavages, Canadian electoral politics and Canadian political development. [ABSTRACT FROM AUTHOR]

Following public debates on the topic of trust in Quebec, this article examines the alleged social capital differential between Quebec and the rest of Canada. The literature has found lower levels of generalized trust in Quebec, but explanations offered are diverse and conjectural, with historical, sociological and political factors all in contention. We test contextual and compositional influences, including cohort differences, language and linguistic ability, religion, ethnicity, and neighbourhood-level measures of diversity, using pooled cross-sectional data from the Canadian General Social Survey (2003, 2008 and 2013) linked with precise measures of neighbourhood-level ethnic and linguistic diversity drawn from the Canadian census. We identify those Quebecers who have low levels of trust and those who more closely resemble their counterparts in the rest of Canada. We find that individual linguistic ability and linguistic heterogeneity of the neighbourhood are important correlates of trust and that among francophone populations, social distrust is found most in unilingual homogenous communities. Recent works have compared political participation in a variety of democratic polities. One major finding of some of this research is that to classify individuals as highly active or inactive politically is to oversimplify the notion of participation. Political participation is multidimensional: active participants in one kind of political behaviour may be inactive in another. Preoccupation with one form of participation, such as voting, may obscure the extent and nature of participation taking place. This finding was summarized neatly in a recent work: "Citizens differ not only in the overall amounts of participation they perform but also as to the types of acts in which they choose to engage. Furthermore, these different types of acts are quite distinctive in form and function and can almost be thought of as alternative participatory systems: – systems that are used for different purposes, that are able to provide types of benefits, and that relate the participant to his government and to his fellow citizens in fundamentally different ways." Surprisingly, perhaps, these types of participation have been found to be similar across several democratic polities. Four distinct activities have been located in the several nations: (1) voting; (2) active participation in political campaigns; (3) cooperative activity such as joining with others formally or informally to pursue political goals; and (4) contacting government officials about some public problem. Community action: diversity and ambiguity The present article tries to outline the diversity and the internal tensions in community action by examining various forms of community consciousness (revolutionary, radical, defensive, reformist) and various kinds of leadership activity (protest, organizational, pragmatic). The existence of several kinds of leadership combined with multiple possibilities of action produces splintered activity which is reinforced by its dependence in the political arena and by political restraints. Community action in the process of political decision-making has little impact on the determination of the rules of the game, which are controlled by the government, and on the legitimate and public definition of the issues, which are set, in part, by the mass media. Concerted community action is thus held to be a precarious social movement whose particular conditions of origin, situation, and the peripheral position in society of its community agents determine its heterogeneous, critical, and Utopian dimensions.
