The process of icing and the resulting layered ice masses, called aufeis, are caused by the freezing of overflow originating from groundwater or surface water. Aufeis can directly impact infrastructure and property, most commonly through winter ice formation and spring flooding within, against, and on the surface of hydraulic structures and transportation infrastructure. They also represent a safety concern for drivers. This geohazard often needs to be managed proactively and efficiently to mitigate associated risks. This paper provides an overview of the consequences of aufeis in northwestern Canada. A total of 50 existing and novel icing and aufeis mitigation approaches are described and classified. The context of applicability for each approach is identified, considering the source of water, the type of infrastructure, and its role in the formation of aufeis. Although road surface friction is considered the most effective performance measure for maintenance operations, it is not commonly used due to the high cost of collection. As a result, most jurisdictions use subjective visual indicators that qualitatively describe the state of the road surface, even though they create measurement inconsistencies and offer less detailed maintenance tracking. For maintenance personnel to transition into using friction, the collection cost must be reduced. This paper attempts to do so by proposing a low-cost, machine learning-based method for predicting road surface friction using dash camera imagery and demonstrates its feasibility through a case study. The dataset used for this project was collected in the City of Edmonton, AB, Canada during its 2021/2022 winter season. Three models were developed using tree-based algorithms, where all three displayed high performance with an average root mean squared error of 0.0796 or 79.3% accuracy based on RMSPE. To improve the climate resiliency of existing and new pavements, it is important to carry out pavement designs using continuous climate records at high temporal frequencies. Over the years, significant research efforts have been dedicated to obtain high-quality climatic data for pavement design including the latest adoption of the Modern-Era Retrospective analysis for Research and Applications, version 2 (MERRA-2). The purpose of this study is to assess how MERRA-2 performs when compared to the Canadian Weather Energy and Engineering Datasets (CWEEDS), which provides hourly meteorological data for many parts of the country from various periods. In the first part, climate parameters at nine locations were directly compared to determine the correlation between two data sets. In the second part, long-term performances were simulated for typical flexible pavement to assess the relative impact of each climate scenario. As detailed in this paper, observed differences between MERRA-2 and CWEEDS indicate the need for further improvement of climate data quality and availability for designing resilient pavements in Canada. The seismic resilience of structures can be quantified through rigorous seismic assessment. Because no detailed guideline is available for nonlinear modelling parameters and the corresponding acceptance criteria for the seismic evaluation and upgrading of steel structures in Canada, the structural commentary of the National Building Code of Canada suggests using ASCE 41, which has been adopted as a standard for seismic evaluation and retrofit of buildings in the United States (U.S.). However, because the steel design standards in Canada and the U.S. are different, their applicability to steel structures in Canada needs to be investigated. To this end, this paper critically reviews the nonlinear modelling parameters and acceptance criteria, and then recommends whether these values need to be revised or are adopted as is for the seismic evaluation and upgrading of steel structures in Canada. The National Research Council Canada (NRC) is currently developing seismic evaluation and upgrading guidelines for existing buildings in Canada. The seismic evaluation guidelines consist of three tiers of seismic evaluation procedures, that is, Tier 1 Quick Evaluation, Tier 2 Deficiency-Based Evaluation, and Tier 3 Detailed Evaluation. This paper presents the Tier 1 Quick Evaluation procedure, which aims to update the initial quick evaluation procedure in the existing seismic evaluation guidelines developed by the NRC in early 1990s. The proposed procedure covers seismic assessment of both structural and non-structural elements, and requires the review of construction documents, on-site inspection, and calculations. A set of checklists are contained to uncover potential key seismic deficiencies of the building under evaluation. The checklists are in the form of evaluation statements that relate to potential seismic deficiencies in the structural systems and non-structural components. National Building Code of Canada (NBC) specifies 45 Seismic Force Resisting Systems to ensure the safety of building structures. Conventional construction concrete moment-resisting frame (CC-CMF) is one of these systems whose seismic response has not been systematically studied in Canada. This paper is an attempt to study the seismic performance of this system using the FEMA P695 methodology. In this regard, different archetype configurations were developed and analyzed through nonlinear static and dynamic analyses. Performance assessment results show that the CSA and NBC requirements for CC-CMF system represent the lower bound of values for seismic force modification factors, and conservatively meet life safety objectives presented in the NBC. Furthermore, different scenarios were considered for identifying ductility-related seismic force modification factor from pushover curves. The effect of height and gravity load levels on seismic force modification factors and collapse margin ratios are also presented by comparing archetypes having different configurations. The National Research Council of Canada (NRC) recently developed a semi-quantitative seismic risk screening tool (SQST) for existing buildings in Canada. The SQST is intended to supersede the Manual for Screening of Buildings for Seismic Investigation developed by the NRC in the early 1990s. The SQST consists of three key components: (i) a structural scoring system that quantitatively assesses the structural seismic risk based on probability of collapse; (ii) a nonstructural component scoring system that qualitatively assesses the seismic risk of nonstructural components based on seismic demand; and (iii) a ranking procedure that prioritizes potentially hazardous buildings for seismic evaluations and possible upgrading. The intent of the SQST is to inexpensively identify and exempt buildings with acceptable life safety risk and optimize the allocation of resources to assess the seismic risks to portfolios of buildings. Seismic screening with the SQST can be completed with either paper-based screening forms or a web-based application. Canada's climate is warming at a rate about double the global average, leading to potential negative impacts on public infrastructures such as jointed plain concrete pavement (JPCP). In light of this reality of changing climate, the work contained in this paper is aimed at evaluating JPCP's early-age behaviour in response to environmental conditions. HIPERPAV® software and the associated models developed by the U.S. Federal Highway Administration (FHWA) were used to identify cracking potential. A sensitivity analysis was performed to assess the effect of different levels of air temperature, mix temperature, base layer temperature, wind speed, and relative humidity. Additionally, projected extreme temperatures predicted by the Canadian Regional Climate Model (CanRCM) were used to determine the relative impact of climate change on cracking risk. The results demonstrated the increased cracking risk under changing climate in several Canadian cities by mid-century and highlighted the importance of developing a pathway forward for climate adaptation. Steel multi-tiered concentrically braced frames (MT-CBFs) represent a bracing configuration where two or more concentric bracing panels are stacked between the ground and roof levels in tall single-storey buildings. A large proportion of MT-CBFs in Canada are located in low-to-moderate seismic regions (seismic category 0–3) where limited ductility CBFs are often preferred in design. Nevertheless, brace tensile yielding may not occur in all tiers of such frames. Additionally, the analysis and design procedure adopted by the 2019 Canadian steel design standard (CSA S16-19) can become tedious in tall frames with multiple panels. In this paper, the seismic behaviour of limited ductility MT-CBFs in moderate seismic regions of Canada is examined to propose a simplified design method. A set of 16 prototype MT-CBFs is designed in accordance with CSA S16-19, excluding the design requirements prescribed for MT-CBF columns. Video-based traffic analysis is a leading technology for streamlining transportation data collection. With traffic records from video cameras, unsupervised automated video analysis can detect various vehicle measures such as vehicle spatial coordinates and subsequently lane positions, speed, and other dynamic measures without the need of any physical interconnections to the road infrastructure. This paper contributes to the unsupervised automated video analysis by addressing two main shortcomings of the approach. The first objective is to alleviate tracking problems of over-segmentation and over-grouping by integrating region-based detection with feature-based tracking. This information, when combined with spatiotemporal constraints of grouping, can reduce the effects of these problems. This fusion approach offers a superior decision procedure for grouping objects and discriminating between trajectories of objects. The second objective is to model three-dimensional bounding boxes for the vehicles, leading to a better estimate of their geometry and consequently accurate measures of their position and travel information. This improvement leads to more precise measurement of traffic parameters such as average speed, gap time, and headway. The paper describes the various steps of the proposed improvements. It evaluates the effectiveness of the refinement process on data collected from traffic cameras in three different locations in Canada and validates the results with ground truth data. The National Research Council Canada recently developed a multi-criteria and multi-level framework for seismic risk management of existing buildings in Canada. One of the key criteria in this framework is benchmark NBC edition, which refers to the applicable edition of National Building Code of Canada (NBC) in which significantly improved seismic requirements were adopted and enforced. Since post-benchmark buildings are expected to demonstrate satisfactory seismic performance, they may be exempt from structural seismic risk assessment. This paper identifies benchmark NBC editions for 17 model building types in Canada. The identification starts by tracking major seismic improvements in the United States benchmark codes and standards. These improvements are then mapped to applicable NBC editions and relevant design standards. Provincial building code editions corresponding to benchmark NBC editions are also identified. The benchmark NBC editions and corresponding provincial building code editions help building owners quickly identify and exempt post-benchmark buildings with acceptable seismic risks and thus allocate resources to the buildings with potentially unacceptable seismic risks. According to the Canada infrastructure report 2016, 62.6% of roads in Canada are in a good condition, nevertheless, with current investment rates, significant road networks will suffer a decline in their condition and will be vulnerable to sudden failure. Accordingly, this paper tackles the pavement resilience from an asset management perspective and aims at developing a resilience-based asset management framework for pavement networks. This was carried out through the development of five components: (i) a central database of asset inventory, (ii) a pavement condition and level of service assessment models, (iii) a regression of the effect of freeze–thaw on pavement network, (iv) a financial and temporal models, and (v) an optimization model to formulate the mathematical denotation for the proposed resilience assessment approach and integrate the above components. The National Research Council Canada recently developed a Semi-Quantitative Seismic Risk Screening Tool (SQST) for seismic risk screening of existing buildings in Canada. This paper presents the structural scoring system that is part of the SQST. The structural scoring methodology is based on FEMA P-154, but has been substantially modified to suit Canadian seismicity and seismic design and construction practices. Structural scores are obtained by adding structural basic scores and applicable score modifiers. For an existing building, a structural basic score is determined by calculating the probability of collapse on the basis of a number of assumptions. Then a series of score modifiers are calculated to address the effects of applicable building characteristics on the building's seismic performance. The structural score is compared with an acceptable structural threshold to determine whether the structural seismic risk is acceptable. Municipal water distribution systems in Canada and other countries include a large number of cast iron pipes that were installed almost 50 years ago. For structural integrity assessment of these pipes, the fracture mechanics approach is found to be more effective than the conventional continuum mechanics-based approach. This paper presents the mechanical properties for fracture mechanics-based strength assessment of water mains determined through testing of cast iron pipes exhumed from two cities in Canada. Microstructure analysis is conducted to understand the materials' inherent properties. Uniaxial tensile tests are conducted to determine the stress–strain relations. The influence of the rate of loading on stress–strain behaviour and loading-unloading responses are investigated. A simplified single-edge notch beam test is used to obtain the fracture toughness. This paper describes the development of a unique rolling load simulator (ROLLS) for testing bridge superstructure with a footprint up to 4 m ×17 m, and its first application to test a full-scale 1220 mm ×900 mm ×16000 mm B900 prestressed concrete box girder. This facility at Queen's University in Kingston, Ontario, is the first of its kind in Canada. ROLLS can apply cyclic loading in a controlled laboratory environment, under realistic highway scale 'rolling wheel loads', in lieu of the conventional 'pulsating stationary loads'. It has two half-axles of a large tandem, each comprising a dual 1140 mm diameter air-inflated tires spaced at either 1.2 or 2.4 m. Each half-axle can apply up to 125 kN, representing the heaviest half-axle load of the CL-625 design truck of the Canadian Highway Bridge Design Code (CHBDC). The maximum travel range and speed are 14.9 m and 6 m/s, respectively. A case study involving analysis of a bridge with eight adjacent B900 box girders of 27.6 m span was carried out prior to experimentally testing one of the girders using ROLLS. Load distribution analyses were conducted using both (i) a finite element model of the full bridge under various CL-625 truck loading configurations and (ii) the CHBDC load distribution method, and both agreed well. Scaling analysis of the girder load share was then conducted to account for shortening it to 16 m to fit in the laboratory, resulting in two-115 kN ROLLS design loads, 1.2 m apart. Multiple passes were conducted at various loads of 40%–100% of the design load, at speeds of 1–5 m/s to examine the machine and girder behaviours. It was found that the applied load fluctuates by less than 10% of full capacity and a 0.13 s/cycle time lag occurs. The measured girder deflection and elastic strains were 11%–20% lower than predicted theoretically. With the two half-axles assembly spaced at 1.2 m, the apparatus has the ability to complete three million cycles in approximately 4.5 months if ran continuously at 5 m/s. [ABSTRACT FROM AUTHOR]

The design method of truck escape ramps (TERs) presented by the Transportation Association of Canada and other organizations is deterministic and assumes fixed values of the design speed, rolling resistance, and ramp grade. This paper presents a reliability-based method for TER design based on the first-order second-moment (FOSM) method and the advanced FOSM (AFOSM) method. These methods rely on the distribution of the component random variables. Each method was used to analyze a TER with one grade and two grades. The FOSM is simple and can be easily used by practitioners, even with calculators. The AFOSM is more complicated but more accurate as it considers the design points in determining the probability of failure. The AFOSM method was used to establish design graphs for the required length of TERs. The correlation between the international roughness index (IRI) and distress is inherent, as roughness is a function of both the changes in elevation of the distress-free pavement surface and the changes in elevation due to existing surface distress. In this way, a relationship between existing surface distress and IRI may be developed. However, the susceptibility of pavement to various types of surface distress is affected by many factors, including climatic conditions. A model that relates pavement surface distress to IRI for Canada needs to account for climatic conditions in different locations. This paper investigates the relationship between pavement surface distresses and IRI for different climatic conditions in Canada using historical data collected at numerous pavement test section locations sourced from the Long-Term Pavement Performance program database. The structural steel design specification in Canada, CSA S16-14, uses the same equations for the design of rolled and welded shape beams for lateral torsional buckling (LTB). A recent study has shown that the current design equations might overestimate the capacity of welded wide flange (WWF) beams. This paper evaluates the performance of the current design equations in providing LTB capacities of welded I-shape beams (WWF beams). An extensive finite element (FE) analysis is performed for simply supported WWF beams subjected to constant moment. In total, 256 FE models are analyzed and it is observed that both CSA and AISC overestimate the LTB capacity of welded I-shape beams by as much as 37%, particularly when residual stress measured at Lehigh University is used in the analysis. Also, the Eurocode is found to be conservative and the proposed equation by MacPhedran and Grondin in 2011 provides better predictions of LTB strengths of WWF shapes than the current CSA approach. High-quality transit service is a vital aspect of any modern city. When unexpected interruptions to the transit service occur, they reduce the quality of service provided to the public. One of the main strategies that is employed to deal with rail service interruptions is “bus bridging,” whereby buses from scheduled services are deployed to offer shuttle services. Very few efforts are found in the literature that have investigated this policy’s effectiveness. Therefore, this study aims at exploring the different aspects and impacts of retracting buses from scheduled services in response to subway and streetcar service interruptions in Toronto. It explores the size of the deployment, as well as the system response and recovery times using detailed subway and streetcar shuttle service reports collected in 2015. Greater opportunity now exists compared to 35 years ago for civil engineers to apply river ice knowledge to practical problems of planning, designing, and operating hydro-power facilities, water intakes, bridges, and other infrastructure along ice-covered rivers. This is due to major advancements made during this period in understanding the physical processes of river ice formation, growth and breakup, in developing instrumentation for acquisition of information on winter environments, and in developing numerical modelling tools. An increasing number of journal articles, as well as papers presented at the river ice workshops of the CGU Committee on River Ice Processes and the Environment (CRIPE) and the ice symposia of the International Association for Hydro-Environment Engineering and Research (IAHR) attest to the advancement in river ice science and engineering knowledge that has occurred during the past 35 years. Over the past 50 years, concrete in Canada has evolved from a simple robust material to a complex composite with impressive improvements in the material properties. Due to the development of water reducers and silica fume, the performance of concrete has improved from the conventional 30 MPa concrete before the CN Tower (1973) to the ultra-high strength 200 MPa concrete used in the Passerelle de Sherbrooke (1998). This paper retraces this evolution of concrete with a focus on both the technical improvements and the important structures built with these technologies. Recent progress in blended cements and poly-carboxylate ether superplasticizers is also presented, along with the concerns and current challenges to ensure an optimized and safe use of these new concrete admixtures. The Transportation Safety Board of Canada (TSB) maintains the Rail Occurrence Database System (RODS). This database contains information on all types of rail occurrences including derailments that must be reported by all Canadian railway operators. This paper analyzes the derailments that occurred on Canadian main track network between 2001 and 2014. The results from the analysis show that between 2001 and 2014 there was an overall decreasing trend in the number and intensity of main track derailments, derailments involving dangerous goods cars, and the number of derailments resulting in the release of dangerous goods. The RODS data was further analyzed to evaluate the frequency of the differing causes of derailments and the severity of the resulting incidents. The most common and severe derailment causes resulted from rail breaks, track geometry, and environmental conditions. Derailment velocity was also found to have an impact on the severity, with higher velocities resulting in a greater number of derailed rolling stock. [ABSTRACT FROM AUTHOR]

This paper describes the architecture of a comprehensive seismic monitoring system developed in 2009 by the British Columbia Ministry of Transportation and Infrastructure (MoT) and the University of British Columbia, Canada. The main purpose of the British Columbia Smart Infrastructure Monitoring System project is to instrument and monitor key structures to provide confirmation of their seismic capacity, assist in focusing retrofit efforts, detect structural damage, and provide rapid damage assessment of those structures, following a seismic event. The automatic creation of shakemaps following an earthquake provides information for the MoT's non-instrumented bridges. The public notification systems and web pages have been developed to display real-time seismic data both from the strong motion network and seismic structural health monitoring network. Tools and methods have been developed to help transform the current practice of inspecting and evaluating structures to a more rational and effective one that uses the up-to-date sensing technology with fast and efficient techniques. Measuring and improving productivity in construction is a complex issue. This paper introduces the development of an internal benchmarking and metrics (BM&M) model for industrial construction enterprises to help them understand and implement mechanisms for continuously improving construction productivity. Processes are developed in the model for: (1) measuring and reporting craft labor productivity performance; (2) examining productivity influencing factors with respect to construction environment factors and construction practices implementation; (3) establishing a productivity performance evaluation model to understand mechanisms by which the environment factors and construction practices impact productivity; and (4) conducting strategic gap analysis of construction practices implementation. The model is validated on data collected by the designed BM&M process from an industrial construction company, which implemented the model. In conclusion, the model can be effectively used to understand the impact of practices implementation levels on productivity. The paper proposes a national infrastructure policy (NIP) for Canada, including establishing a national infrastructure bank to overcome the current dire financial and other difficulties in renewal of Canada's extensively deteriorated infrastructure, and for construction of new infrastructure to fulfill the society's new needs. After examining the deteriorated state of infrastructure in Canada, the USA, and the world, the current infrastructure deficits and the consequences of inaction, along with the views of community and political leaders to establish infrastructure priorities and the needed actions, an NIP is proposed for consideration by all parties involved with infrastructure. Conventional methods for estimating the effect of an intervention suffer from selection bias, where the units that receive the treatment have different characteristics from those in the control group. This paper proposes a novel method that provides a specific criterion for selecting the control group. The method, called propensity score matching (PSM), was applied to the evaluation of red-light cameras (RLC) and its performance was compared with conventional cross-sectional and empirical Bayes methods. The application was performed using field data from the City of Ottawa involving 30 RLC intersections and 89 non-camera intersections observed for a period of 15 years. All three methods yielded fairly consistent results, indicating an increase in property damage collisions and a decrease in injury and fatal collisions. Given the strong theoretical basis of the PSM method and its ability to produce a more stable and reliable estimator, the method is recommended as a viable alternative to the conventional methods. This paper presents key data and relevant analyses assessing low temperature exposure for design and evaluation of elastomeric bridge bearings and isolators in Canada. A large database of temperature records is processed to investigate the potential for instantaneous thermal stiffening and crystallization. The results mainly show that: ( i) temperature conditions at some locations lead to a significant potential for instantaneous stiffening in terms of intensity and frequency; ( ii) in warmer locations, thermal stiffening is highly improbable; ( iii) the number of consecutive days below a given low temperature is very variable geographically; and ( iv) the crystallization testing criteria prescribed in CSA S6-14 can be too conservative. The results are also illustrated using contour maps. Important differences in temperature variation trends between eastern and western Canada are highlighted. The proposed methodology and obtained results constitute efficient tools to determine site-specific temperature conditions for enhanced performance-based design and evaluation of bridges in Canada. This paper evaluates the overstrength, ductility, and response modification factors for low to mid-rise buckling restrained braced frames (BRBFs) designed as per the 2010 National Building Code of Canada. In addition to nonlinear static pushover analyses, dynamic time history analyses are performed to assess the seismic performance of four-, six-, and eight-story BRBFs. Different bracing configurations, including chevron (inverted-V) and split-X braces, are considered for the building frames with varied frame span lengths of 6 m and 8 m. The results confirm that the prescribed design values for overstrength and ductility factors provide reasonable estimations of the lower bound for these factors. The response modification factor obtained in this study ranged from 4.8 to 6 for different frames. The results also indicate that the response modification factor decreases with the increase of story height and span length. Concrete manholes are widely used in sanitary sewer and storm water systems in Canada. However, technical information regarding their structural aspects is limited. The main objective of this paper is to evaluate the effect of main parameters that impact the design of precast concrete manholes. A three-dimensional finite element model for circular precast concrete manholes was developed using Plaxis 3D and was calibrated against the experimental results presented in an earlier paper by the authors. The calibrated numerical model was used to analyze different configurations of concrete manholes and to conduct a parametric study on the parameters that govern its design including: type of native soil around the manhole; trench width ( Tw); water table elevation ( Wt); effect of manhole stage installation; and effect of soil compaction. The critical conditions were identified based on the change in the pressure underneath the centre of the manhole base and the bending moments within the manhole base. It was found that the trench width, stage installation of manhole, and filling soil compaction had marginal effects on the total vertical pressure beneath the centre of the manhole base. It has been observed during previous earthquakes that the damage to operational and functional components of buildings often result in more injuries, fatalities and property damage than those inflicted by structural damage. Operational and functional components of a building include architectural components, mechanical and electrical equipment, as well as building contents. A rational approach to designing these elements against seismic excitations involves the use of floor design spectra. The development of such design spectra for buildings in Canada constitutes the objective of the paper. This objective was achieved by conducting comprehensive analyses of selected reinforced concrete buildings, with different lateral force resisting systems and building heights, under code compatible earthquake records for an eastern and a western Canadian city. It was observed that the floor response was significantly amplified, especially for buildings with short periods. Generally, the higher floors showed higher amplifications with differences in spectra between the floors being more pronounced in low-rise buildings and shear wall buildings with short fundamental periods. The results provided a large volume of data to generate floor response spectra for the design of operational and functional components of buildings in Canada. The purpose of this paper is to provide a summary of the evolution of seismic design in Canada. This paper presents the significant changes to the approach taken in determining seismic hazards and seismic hazard maps, and describes the evolution of the seismic design provisions of the National building code of Canada. The introduction of important parameters in determining the seismic base shear such as the period of vibration of the structure, the influence of type of soil, and the concepts of ductility and energy dissipation capacity of elements and structures are presented. The levels of seismic design base shears, determined from different versions of the National Building Code of Canada, are compared for reinforced concrete frame and wall structures to illustrate the changes. Electrical transmission lines in Canada and elsewhere widely utilize wood structures to support electrical conductors. The Gulfport structure is one of the largest wooden structures used in Canada’s electricity transmission networks. Continuous exposure of crossarms to wide-ranging temperature, moisture, and load conditions makes them vulnerable to internal decay and failure under adverse weather conditions, such as windstorms and snowstorms. These failures can result in forced outages and customer disruptions with significant economic losses, and therefore the electrical utility industry has taken a keen interest in developing condition-assessment methods to support cost-effective replacement of aged wood crossarms. At present, there is no dataset available regarding the remaining strength of wood pole crossarms exposed to the aboveground environment for 30-40 years of service life in Canada. This paper presents a comprehensive experimental study focussed on evaluating the remaining strength distribution in a sample of crossarms removed from service. The experimental data presented in the paper are essential to assess remaining life and develop guidelines for condition assessment of crossarms. The discharge and stage measurements in a river system are characterized by a number of sources of uncertainty, which affects the accuracy of a rating curve established from measurements. This paper presents a fuzzy set theory based methodology for consideration of different sources of uncertainty in the stage and discharge measurements and their aggregation into a combined uncertainty. The uncertainty in individual measurements of stage and discharge is represented using triangular fuzzy numbers, and their spread is determined according to the International Organization for Standardization (ISO) standard 748 guidelines. The extension principle based fuzzy arithmetic is used for the aggregation of various uncertainties into overall stage-discharge measurement uncertainty. In addition, a fuzzified form of ISO 748 formulation is used for the calculation of combined uncertainty and comparison with the fuzzy aggregation method. The methodology developed in this paper is illustrated with a case study of the Thompson River near Spences Bridge in British Columbia, Canada. The results of the case study show that the selection of number of velocity measurement points on a vertical is the largest source of uncertainty in discharge measurement. An increase in the number of velocity measurement points provides the most effective reduction in the overall uncertainty. The next most important source of uncertainty for the case study location is the number of verticals used for velocity measurements. The study also shows that fuzzy set theory provides a suitable methodology for the uncertainty analysis of stage-discharge measurements. [ABSTRACT FROM AUTHOR]

The installation of water and sewer services is an essential element of many construction projects. With an increasing number of construction projects being undertaken in metropolitan areas, delays are no longer affordable. To increase productivity in this type of construction project, workflow must be improved. This paper describes the application of lean thinking principles to improve the productivity of water and sewer service installations. To illustrate this, a case study is presented that applies these principles to water and sewer service installations performed by City of Edmonton construction crews. As well, this paper outlines a study that applies the lean thinking procedures recommended within a queuing theory model to validate the effect of the proposed improvements to productivity. This paper addresses the design of wide-flange steel members subjected to torsional forces as well as axial forces and moments about their strong and weak axes. The current Canadian steel design standard (CSA S16-01) gives no specific guidance on methodology with respect to torsional design. Codes of other countries (American, British, Australian) provide useful insight but are different in format from the Canadian standard and cannot be used directly in conjunction with it. Specialized second-order finite element programs have the capacity for torsional analysis, but are too complicated and costly to use in design practice. There is, therefore, a need for a practical design method that would allow engineers to account for the effects of torsion simply and accurately. This paper, written by a practicing design engineer, suggests a number of approaches that, subject to discussion and approval by experts in the field, could constitute the basis for design of steel members in torsion. The design wind pressures specified in the 2005 National Building Code of Canada (NBCC) have been derived from the Gumbel distribution fitted to annual maximum wind speed data collected up to early 1990s. The statistical estimates of the annual maxima method are affected by a relatively large sampling variability, since the method considers a fairly small subset of available wind speed records. Advanced statistical methods have emerged in recent years with the purpose of reducing both sampling and model uncertainties associated with extreme quantile estimates. The two most notable methods are the peaks-over-threshold (POT) and annually r largest order statistics (r-LOS), which extend the data set by including additional maxima observed in wind speed time series. The objective of the paper is to explore the use of advanced extreme value theory for updating the design wind speed estimates specified in the Canadian building design code. The paper re-examines the NBCC method for design wind speed estimation and presents the analysis of the latest Canadian wind speed data by POT, r-LOS, and annual maxima methods. In January 2002, the Intelligent Sensing for Innovative Structures (ISIS) Canada Networks of Centres of Excellence announced its first pedestrian bridge design competition for ISIS students. The bridge is located on the campus of the Université de Sherbrooke to provide a new access to the new east entrance of the Faculty of Engineering Building. The proposed design was required to convey the innovation and ingenuity of the ISIS Canada Research Network through the use of fibre-reinforced-polymer (FRP) materials. Based on these requirements, five graduate students from the Department of Civil Engineering at Queen's University joined forces to produce the winning conceptual design, demonstrating cost-effectiveness, visual stimulation, and innovation. This application paper presents details of the competition and the winning design for the pedestrian bridge as told by the winning design team. The bridge was built during the summer of 2002 at the Université de Sherbrooke. The objective of the paper is to present the student experience from this highly successful competition, and thus to promote similar design competitions for engineering students. This paper describes the development of the 2004 Canadian Standards Association (CSA) A23.3 shear design provisions for reinforced and prestressed concrete structures. These methods are similar to the 1994 standard in providing a simplified and general shear design method. They differ from previous standards by providing a direct link between these two methods and simple equations for the calculation of β and θ used in the general method rather than providing these values in a table. The paper explains the basic assumptions behind the new shear provisions, provides a derivation of the new equations, and compares designs made with the new equations to designs obtained from previous standards. In general, the new shear provisions require slightly less shear reinforcement than that required by the previous standard. Modelling of pavement performance deterioration is a critical engineering process in Pavement Management Systems. Most of the existing Airport Pavement Management Systems (APMS) employ limited surface distresses in their performance evaluation models. These systems may not serve the objectives of some agencies. It is essential for an effective APMS to include evaluation models that adequately address the specific needs of the agency. This paper presents the development of a unique pavement deterioration index, i.e., the Condition Rating Index, developed for 1 Canadian Air Division (1 CAD). This index is modelled to serve the specific needs of 1 CAD effectively. Performance prediction models for the various classes of pavements are developed based on Markov Chains. The prioritization methodology employed also reflects the needs of 1 CAD. Consequently, this paper investigates the quantification and prediction of Foreign Object Damage (FODp). This paper describes the seismic (shake table) tests conducted on bookcase – partition wall systems. These nonstructural building components can be considered acceleration sensitive (or motion sensitive) rather than drift sensitive. The shake table floor motions used for the seismic testing are described in a companion paper. One bookcase fully loaded with books and two different cantilevered partition wall systems were considered in the shake table tests. Nine different configurations of these free-standing nonstructural building components were tested. For each configuration, three different seismic hazard levels were considered for the motions at the second floor level of a six-storey building designed for two different densely populated Canadian cities (Montréal and Vancouver). A total of 485 shake table tests were conducted in this experimental investigation. The experimental results indicated that pounding between unanchored bookcases and partition walls is very beneficial to the dynamic response of the bookcases, as it prevents resonance from occurring. Also, the seismic performance of bookcases improved dramatically by the proper installation of seismic restraint systems. This paper examines the importance of the unit of analysis selected for trip generation modelling when the model estimation data are collected in a household travel survey. The paper reviews the literature on the arguments made for the use of the "individual" or the "household" as the unit of analysis in trip production modelling, and then through a statistical exposition it determines what should be the appropriate unit of analysis. An empirical test of the forecast performance of household- and person-trip generation models is conducted using data collected in a household-travel-behaviour survey in the Greater Toronto Area of Canada. The paper concludes that the household is theoretically the preferable analysis unit to use in trip production modelling when the model estimation data are collected in a household travel survey in which the household is the sampling unit. The empirical test indicates that household-trip generation models yield predictions of trips at the household and traffic zone level, respectively, that are marginally more accurate than those yielded by person-trip generation models. There is evidence that extreme ice loads combined with moderately high winds may cause catastrophic damage to overhead power lines and prolonged periods of electrical power outage. In this paper, a probabilistic model for combined wind and ice loads was developed for establishing realistic and conservative criteria for design and normalization. The proposed model combines icing of extreme thickness with a moderate wind speed, Vice, reduced by a reduction factor, kr, with respect to the extreme wind speed, Vmax. The evaluation of kr, which is the main purpose of this paper, is done by means of statistical analysis of samples taken from the same initial distribution of hourly wind speeds, Vh. The size of samples corresponds to the average annual icing persistency period, Tipp, observed in the climatic conditions of Quebec. This period, which was established in an earlier study by the authors using statistical analysis of data from the Hydro-Québec passive ice meter (PIM) network, is evaluated to be on average 144 h/year. It was found that kr ranges from 0.4 to 0.7, mainly as a function of the coefficient of variation (COV) of the initial distribution of wind speeds and the return period prescribed for extreme climatic loads. The main objective of this paper is to describe the characteristics of brash ice in the St. Lawrence River downstream of Montréal over a period of three winters. We used two instruments deployed in the St. Lawrence River navigation channel through Lake St. Pierre to measure ice parameters: an acoustic Doppler current profiler (ADCP) and an ice-profiling sonar (IPS). This paper discusses the capacities of these instruments to quantify ice characteristics and to predict the risk of ice congestion. It was found that wind velocity and air temperature play major roles in the variation in ice parameters and, consequently, in the occurrence of ice congestion in the navigation channel through Lake St. Pierre. Comparison of the IPS and ADCP data showed good agreement and demonstrated that these two instruments can be very effective for certain ice applications. [ABSTRACT FROM AUTHOR]

All too often, engineering strategies aimed at improving road safety are reactions to existing problems that occur after a road has been designed and built. Targeting problem locations and developing plans to reduce collisions are vital and have proven to be very successful. Transportation professionals, however, should also take a proactive approach to address road safety before problems emerge. This paper describes an evolving need of how to deal with road safety in a proactive manner. Although a proactive approach should improve the overall safety performance, there is currently a poor understanding of how to proactively plan for road safety. Several logistical and technical obstacles hinder the effective planning for road safety. Each of these obstacles is presented in detail, followed by a description of the opportunity to overcome each obstacle. The paper also includes the results of a case study used to demonstrate the proposed process. A proactive approach to road safety complements traditional, reactive methods currently in use. Significant progress will be realized once safety professionals shift their focus from fixing existing problems to helping plan roads that attempt to be problem free. This paper presents a simplified approach to quantify the contribution of individual factors to the historical growth or decline in total travel between two points in time. The method employs person trip rates and distributions of the individual characteristics at the two time points to determine the portion of urban person travel increase or decrease associated with the change in each factor. The paper presents the application of the approach to investigate changes in person travel in the Greater Toronto Area between 1986 and 1996. Specifically, the study determined the change in person travel attributed to each of the following factors independently: change in population size, change in age distribution, change in residential location distribution, and change in employment status distribution (full time, part time, work at home). In Canada, over 300 heavy vehicles equipped with central tire inflation systems are being used in forestry, mining, and grain hauling. Since 1995, Saskatchewan Highways and Transportation has permitted truck fleets to operate with primary highway axle loads on secondary highways under a partnership program. This paper reports on the comparison of rutting progression on an accelerated field experiment utilizing standard and reduced tire pressures. The experiment was conducted by Saskatchewan Highways and Transportation in the Big Quill Lake area of southern Saskatchewan. The vehicles used in the experiment were nine-axle B trains, eight-axle B trains, and six-axle semi-trailers. The statistical analysis of rutting data presented in the paper shows that reduced tire pressures can effectively extend the pavement service life of gravel and thin membrane surfaced roads. On the thin membrane pavements, there was less rutting on the low-pressure lane until twice as many vehicles had trafficked the road, and rutting was no worse on the low-pressure lane even when 10 times as many vehicles had trafficked the road. There are a myriad of laws, regulations, and policies governing the operating weights and dimensions of trucks. In Canada and many northern states, these regulations form a continuum of basic limits, seasonal variations, and overweight/overdimension limits that are legally permitted. This paper deals with the seasonal aspects of weight limits (winter weight premiums and spring weight restrictions) governing trucking within and to and from the prairie region. This region encompasses Manitoba, Saskatchewan, and Alberta, and the northern tier states of Minnesota, North Dakota, and Montana. The paper presents results of research conducted for the transportation departments of the three prairie provinces and Public Works and Government Services Canada. It discusses existing winter weight premium and spring weight restriction regulations, as well as basic weight regulations in the region, and their technical rationale. It examines possibilities for using advanced technologies to help harmonize and rationalize seasonal truck size and weight regulations and enforcement practices, and identifies immediate opportunities for rationalization and harmonization of spring weight restrictions and winter weight premiums. In this paper, waste management in Alberta (AB) and British Columbia (BC) from 1996 to 2010 are examined with respect to generation characteristics and management efficiency. The daily average waste generation rates in AB and BC were 3.34 kg/capita and 2.50 kg/capita, respectively. It was found that annual family income has a positive relation with residential waste generation in both provinces, as did the proportion of educated citizens. Gross domestic product was positively related to non-residential waste generation in AB, and negatively related in BC. Annual agricultural farm cash receipts were positively related to non-residential waste generation in both provinces, and AB's industry earnings were significantly higher. Between 1998 and 2010, the average diversion rate in AB was 15.1%, and BC's was 32.9%, which place them on opposing sides of the national average (23.4%). The last version of the National Building Code of Canada was issued in 2010. The next version will be issued in 2015. In the code cycle between 2010 and 2015 significant changes have taken place in the seismic design provision. The main factor that drives these changes is an improved understanding of the seismic hazard across the country. Changes have also been introduced in the site effect factors. The structural design provisions have been appropriately adjusted to respond to changes in the estimates of hazard and the new site effect factors. There are also new provisions related to design in regions of low hazard, buildings with flexible diaphragms, buildings with inclined columns, passive energy dissipation systems, base isolation, rocking foundations, glazing systems, racks, and elevators. The first objective of this paper is to demonstrate how mathematical models simulating the structural state of sewer pipes can help to assess the financial resources required for the preservation of sewer networks. The second objective is to assess and compare the annual replacement rate that should be applied to four different Canadian sewer networks to stabilize their global structural state for the long term. The required annual replacement rates are similar for the four studied networks, even if their global structural states were different prior to replacement. Results also show that the required annual replacement rate is three times less if the deterioration states of all pipes in the network are known, as opposed to the case where the structural states are unknown.
