Functional foods and supplements (nutraceuticals, natural health products) have emerged as a new category of products offering potential health benefits to consumers. Regulatory environments have evolved to govern the types of health claims that can be made for these products. Regulation needs to balance the imperative of protecting consumers from false and misleading health claims while encouraging research and development into products offering socially beneficial health outcomes. The paper explores the sources of market, and 'non-market,' (regulatory) failure related to the consumption and production of healthier foods. The Canadian approach to regulating health claims is compared to regulatory frameworks in the United States, the European Union, Japan, Australia, and New Zealand. The fairly strict Canadian regulatory system, together with the relatively small size of the domestic market, may limit investment in this sector. [ABSTRACT FROM AUTHOR]

Over the past 30 years the U.S.-Canadian softwood lumber trade dispute has resulted in three managed trade agreements that have not been voted on in the U.S. Congress. Nevertheless, U.S. Senators have played an important role in shaping the political environment that has nurtured these agreements. In this paper we construct a lumber influence index based on 14 known events between 2001 and 2006 and analyze what factors influenced a senator's decision to publically call for restricting Canadian lumber imports and to adopt the 2006 Softwood Lumber Agreement. Our results show that the size of the wood products manufacturing industry in a state, campaign contributions, logrolling, and ideology played a significant role and that interest group politics is prevalent in this dispute. In this paper, we rank agricultural economics departments in Canada on the basis of research output as measured by citations, publications, and publications weighted by journal impact factors. The data we employ are from the ISI Web of Science and cover the period 2000–07. In this ranking we include three departments from the United States to assess the performance of Canadian institutions relative to U.S. departments. We also investigate how publication output is affected by academic rank. Several Canadian departments compare favorably to some of the U.S. departments. Between May 2003 and July 2005, the U.S. beef industry faced a total ban on Canadian cattle imports following the discovery of BSE in Canada in May 2003 and restrictions on U.S. beef exports following the discovery of BSE in the United States in December 2003. When the United States reopened its border to Canadian cattle in July 2005, shipments were restricted to cattle less than 30 months of age. The total ban on Canadian cattle imports and restrictions on U.S. beef exports overlapped between January 2004 and July 2005. The restrictions on Canadian cattle imports and U.S. beef exports overlapped for some time after July 2005. This paper addresses theoretically and empirically how to disentangle the impact on the U.S. beef industry of the BSE-related beef trade interruptions in the presence of overlaps and imperfect competition. This paper examines the potential impacts of expansions to Canadian cattle slaughter capacity with varying assumptions about the ability to export live cattle to the United States. A synthetic model is calibrated to historic data and then used to gauge the impacts of changing slaughter capacity, commercial grade beef import competition, and export potential for lower quality cuts on the Canadian cattle and beef sector. Expanded slaughter capacity improves fed cattle prices, but cull prices remain below pre-BSE levels. Reduced ability to export lower quality beef and increased import competition from commercial grade beef also further depress cattle prices. Le présent article examine les répercussions potentielles d'une augmentation de la capacité d'abattage au Canada à l'aide de diverses hypothèses sur la capacité d'exporter des bovins vivants aux États-Unis. Un modèle synthétique est calibré selon les données historiques et utilisé pour évaluer les répercussions qu'une modification de la capacité d'abattage, de la concurrence quant à l'importation de bœuf de qualité commerciale et de l'exportation éventuelle de coupes de viande de qualité inférieure aurait sur le secteur canadien du bœuf. This paper examines the potential impacts of U.S. mandatory country of origin labeling. North American hog and pork markets are represented as vertically related in a partial equilibrium non-spatial model. A synthetic model is calibrated to historic data and then used to trace the program's added costs as they are passed through the market to determine who wins and who loses. The transactions costs reduce the welfare of all agents in the United States. Canadian welfare depends primarily on whether mixed supply chains continue to be accepted in the United States and trade in hogs continues. A closed border significantly reduces the welfare of Canadian hog producers and increases the welfare of Canadian pork processors. This paper utilizes a world spatial equilibrium model to examine the effects of U.S.–Canadian softwood lumber disputes on U.S., Canadian, and other exporters' and importers' lumber markets. Results show that the U.S. import tariff on Canadian softwood lumber impacts prices, supply, demand and trade flows not only in the United States and Canada but also in the other countries. Though the goal of U.S. trade restriction is to limit imports from Canada and protect its producers, the United States cannot fully accomplish this goal as non-Canadian exporters fill the void left by the reduced imports from Canada. Canadian producers lose from the U.S. policy, but their loss is mitigated as Canada redirects its exports to other importers. Importing countries such as Japan and the European Union benefit from the U.S. trade restrictions as Canada seeks to sell its softwood lumber to these countries. [ABSTRACT FROM AUTHOR]

A fixed-effects model to control for time variation in marginal costs is employed to pinpoint evidence of price discriminatory behavior of Canadian and U.S. exporters of agri food products. We test for evidence of pricing to market behavior and whether price discrimination or commodity/country characteristics may provide a plausible explanation. A distinguishing feature of our approach is to examine the time-series properties of the data by the conventional augmented Dickey-Fuller and recently developed panel unit root test. The panel data set employed in this paper consists of annual exchange rates and export prices for three agri food products (wheat, pulse and apples) exported by Canada and the U.S. in foreign markets during 1980-98. Our fixed-effects model suggests that U.S. exporters are sensitive to exchange rate changes, while Canadian exporters in most cases raised price markups in response to a depreciated currency in overseas markets.
