The article profiles the Organization for Security and Cooperation in Europe (OSCE) established in 1975 with member nations including Canada, U.S. and Germany. The purpose is to be a forum for political negotiations and decision-making within Europe and Central Asia. A Parliament of Canada paper indicated that a Charter of Paris for a New Europe set in November 1990 proposed for foundation of a Conference for Security and Cooperation in Europe (CSCE) Parliamentary Assembly.
