The paper responds to a note by Robert Dixon that in an earlier paper we had mistakenly argued that Weintraub's consumption coefficient enhances Kalecki's model and helps to elucidate trends in the secular and functional distributions of income. We demonstrate the conditions under which our original claims for the use of the consumption coefficient are satisfied. Weintraub's consumption coefficient, the ratio of total consumer expenditure to income from employment, helps to elucidate trends in the sectoral and functional distributions of income. It simplifies and adds precision to Kaleckian macroeconomics by showing how distributions of income affect the level of economic activity. Empirical estimates of the coefficient are presented for the UK from 1972 to 1995. From 1975 onwards, the coefficient has indicated a marked redistribution of income in favour of capitalist (non-employment) income, accompanied by a significant rise in the average propensity to consume from capitalist (non-employment income). Wealth effects induced by the housing boom of the 1980s have enabled capitalists' income and consumption to continue to increase after 1989 despite a fall in investment. Michal Kalecki's theories of tax incidence and the business cycle are integrated to demonstrate how the amplitude of the business cycle is affected by the taxation of wages and profits. The impact of taxation depends on the stage of the cycle, the economy's long-run position, the direction of tax policy, and the process and degree of tax shifting. With no tax shifting, a wage tax dampens the cycle and a profits tax amplifies it. With tax shifting, the effects of both taxes become indeterminate. Contemporary neoclassical property tax incidence theory sees its historical antecedents in Alfred Marshall and H. G. Brown. Its origins can, however, be traced back to David Ricardo via the single tax movement. The classical Ricardian theory of local tax incidence has been misinterpreted by twentieth century economists: Ricardo's analysis of the Poor Rate is wholly consistent with modern theory. The logical consistency of the Harberger model of property tax incidence is questioned and a Kaleckian theory of incidence is presented. Results are shown under both competitive and noncompetitive market structures. The model suggests forward shifting of local business rates of 10 to 20 percent.
