The accurate interpretation of hurricane risk graphics is expected to benefit public decision-making. To investigate public interpretation and suggest improvements to graphical designs, an interdisciplinary, mixed-methods approach is being undertaken. Drawing on a series of focus groups with Miami residents that focused on understanding interpretations of the National Hurricane Center’s (NHC) track forecast cone or “Cone of Uncertainty,” we developed an online survey targeting a much larger sample of Florida residents (n = 2,847). The findings from this survey are the primary focus of this short article. We attempt to answer three questions: 1) What are the most frequent and trusted sources of information that Florida residents use when they learn that a hurricane is coming their way? 2) How accurately are Florida residents able to interpret risk based on the NHC Cone of Uncertainty graphic? 3) What is the relationship, if any, between the number of correct interpretations and income, age, education, housing location, housing type, or “most trusted” sources of information? Unlike previous public surveys that focused more on evacuation decisions, forecast usage, and perception of hurricane risk, our approach specifically pays attention to the details of design elements of the forecast graphics with the long-term goal of minimizing misinterpretation of future graphics. Our analysis suggests that many residents have difficulty interpreting several aspects, suggesting a rethink on how to graphically communicate aspects such as uncertainty, the size of the storm, areas of likely damage, watches and warnings, and wind intensity categories. Graphical communication strategies need to be revised to better support the different ways in which people understand forecast products, and these strategies should be tested for validity in real world settings.

Improving the forecasting and communication of weather hazards such as urban floods and extreme winds has been recognized by the World Meteorological Organization (WMO) as a priority for international weather research. The WMO established the 10-yr High-Impact Weather Project (HIWeather) to address global challenges and accelerate progress on scientific and social solutions. In this review, key challenges in hazard forecasting are summarized, followed by a synthesis of the requirements, current status, and future research in observations, multiscale data assimilation, multiscale ensemble forecasting, and multiscale coupled hazard modeling., The 28th IUGG General Assembly (IUGG2023) (Berlin 2023)

The Observing System Research and Predictability Experiment (THORPEX) was a 10-yr, international research program organized by the World Meteorological Organization’s World Weather Research Program. THORPEX was motivated by the need to accelerate the rate of improvement in the accuracy of 1-day to 2-week forecasts of high-impact weather for the benefit of society, the economy, and the environment. THORPEX, which took place from 2005 to 2014, was the first major international program focusing on the advancement of global numerical weather prediction systems since the Global Atmospheric Research Program, which took place almost 40 years earlier, from 1967 through 1982. The scientific achievements of THORPEX were accomplished through bringing together scientists from operational centers, research laboratories, and the academic community to collaborate on research that would ultimately advance operational predictive skill. THORPEX included an unprecedented effort to make operational products readily accessible to the broader academic research community, with community efforts focused on problems where challenging science intersected with the potential to accelerate improvements in predictive skill. THORPEX also collaborated with other major programs to identify research areas of mutual interest, such as topics at the intersection of weather and climate. THORPEX research has 1) increased our knowledge of the global-to-regional influences on the initiation, evolution, and predictability of high-impact weather; 2) provided insight into how predictive skill depends on observing strategies and observing systems; 3) improved data assimilation and ensemble forecast systems; 4) advanced knowledge of high-impact weather associated with tropical and polar circulations and their interactions with midlatitude flows; and 5) expanded society’s use of weather information through applied and social science research.

The Cyclone Global Navigation Satellite System (CYGNSS) is a new NASA earth science mission scheduled to be launched in 2016 that focuses on tropical cyclones (TCs) and tropical convection. The mission’s two primary objectives are the measurement of ocean surface wind speed with sufficient temporal resolution to resolve short-time-scale processes such as the rapid intensification phase of TC development and the ability of the surface measurements to penetrate through the extremely high precipitation rates typically encountered in the TC inner core. The mission’s goal is to support significant improvements in our ability to forecast TC track, intensity, and storm surge through better observations and, ultimately, better understanding of inner-core processes. CYGNSS meets its temporal sampling objective by deploying a constellation of eight satellites. Its ability to see through heavy precipitation is enabled by its operation as a bistatic radar using low-frequency GPS signals. The mission will deploy an eight-spacecraft constellation in a low-inclination (35°) circular orbit to maximize coverage and sampling in the tropics. Each CYGNSS spacecraft carries a four-channel radar receiver that measures GPS navigation signals scattered by the ocean surface. The mission will measure inner-core surface winds with high temporal resolution and spatial coverage, under all precipitating conditions, and over the full dynamic range of TC wind speeds.

The principal hypotheses of a new model of tropical cyclogenesis, known as the marsupial paradigm, were tested in the context of Atlantic tropical disturbances during the National Science Foundation (NSF)-sponsored Pre-Depression Investigation of Cloud Systems in the Tropics (PREDICT) experiment in 2010. PREDICT was part of a tri-agency collaboration, along with the National Aeronautics and Space Administration's Genesis and Rapid Intensification Processes (NASA GRIP) experiment and the National Oceanic and Atmospheric Administration's Intensity Forecasting Experiment (NOAA IFEX), intended to examine both developing and nondeveloping tropical disturbances. During PREDICT, a total of 26 missions were flown with the NSF/NCAR Gulfstream V (GV) aircraft sampling eight tropical disturbances. Among these were four cases (Fiona, ex-Gaston, Karl, and Matthew) for which three or more missions were conducted, many on consecutive days. The objectives and preliminary results of an interagency field program, the North Pacific Experiment (NORPEX), which took place between 14 January and 27 February 1998, are described. NORPEX represents an effort to directly address the issue of observational sparsity over the North Pacific basin, which is a major contributing factor in short-range (less than 4 days) forecast failures for land-falling Pacific winter-season storms that affect the United States, Canada, and Mexico. The special observations collected in NORPEX include approximately 700 targeted tropospheric soundings of temperature, wind, and moisture from Global Positioning System (GPS) dropsondes obtained in 38 storm reconnaissance missions using aircraft based primarily in Hawaii and Alaska. In addition, wind data were provided every 6 h over the entire North Pacific during NORPEX, using advanced and experimental techniques to extract information from multispectral geostationary satellite imagery.
