VET colleges in China are positioned at the bottom of the educational hierarchy, absorbing the 'left-over' students with 'less desirable' academic records. VET students are stereotyped as 'stupid and lazy' youths suffering considerable prejudice in Chinese society. Drawing on Bourdieu's theoretical insights, this paper investigates the experiences of students in VET colleges and their teachers' perspectives on them. I explore how teachers' stereotyping habitus is practised in VET colleges and how it affects their students' learning experiences. The findings demonstrate that the teachers' pedagogic practices in class impose a designated cultural arbitrary via a hidden curriculum. The students adopted 'passing time' attitudes in class as a response to their teachers' 'misrecognition'. The paper examines how a system of unequal power relations in Chinese VET college is maintained and legitimised, which contributes to the 'transmission' and reproduction of the very culture that has shaped the standing of VET in Chinese society. The internationalisation of educational trajectories has emerged as a new form of cultural capital in education systems. Research suggests that the 'international capital' offered by language enrichment programs has become appropriated primarily by middle- and upper-class families investing in new forms of educational distinction. However, little is known about the appeal of international capital to different class fractions. In this paper, I draw on Bourdieu's theory of class and administrative data on French students and schools to examine the role of international certification in class practices of school choice. The analysis reveals that specific fractions of the upper-middle and upper classes are over-represented in schools offering international certificates. I use the findings to discuss the role of family resources and education system structures in the making of educational strategies. This paper explores the changes in intergenerational mobility seen in Spain during the last century. It examines educational and occupational mobility, paying particular attention to the existence of a differentiated gender effect. The magnitude of the historical changes that have taken place in Spain during the twentieth century and the scarcity of studies in this field increase the value of this paper. More specifically, the paper seeks to describe how the situation has changed with the social–economic and education policy developments in democratic Spain, especially with regards to women. This paper explores how the contradictions of neoliberal education reform and its companion, the self-made aspirational subject, are embodied by Sir Michael Wilshaw, former headteacher of Mossbourne Community Academy in Hackney, East London, through his leadership practices. Wilshaw creates powerful mobility and morality tales that pave over the contradictions and ambiguities inherent in the academies programme and Mossbourne’s approach. Drawing on a larger study of Mossbourne, the paper focuses on how raced and classed pathological discourses are mobilised and inverted both by Wilshaw and policy rhetoric, cultivating compliance through a belief in the aspirational subject capable of transcending social structures. The paper argues that neoliberal academy reforms are not about autonomy, but the imperative to comply with centralised policy demands at the expense of democratic participation and accountability. This paper draws on actor-network theory and on the sociology of cultural consumption to examine the phenomenon of corporate Massive Open Online Courses. Through an analysis of texts available in the public domain, the paper argues that over a short period (between 2012 and 2013) digitisation technology became associated with the emergence of a hybrid ‘actor’: the digital video-recorder teacher. A parallel is drawn between the ‘interactive affordances’ of digital instruction and the playback and cataloguing options that have contributed to shifts in television viewing habits. The digital video-recorder teacher is described as an artefact in the service of a postmodern project of self-improvement through cultural consumption, which recruits digitisation to meet a growing demand for ‘upgrades to the self’. This article responds to criticisms, put forward by Harrison and Waller in this issue, of an earlier paper by Noble and Davies. In particular, we argue that our interpretation of earlier quantitative research is correct, that Harrison and Waller have misconstrued the purpose of our previous paper and the analysis it contains, and that they (mis-)attribute to us a series of propositions and standpoints that are not in our paper. In the light of increasing policy interest in the extent to which providing information can lead to 'more well-informed choices' about participation in higher education, we remain of the view that researching the role of cultural capital in the students' immanent choices is a matter of considerable importance. Social reproduction theory names at least two distinct traditions, one of which has a long history in educational research. Social reproduction theory in education emerged out of a concern with education's relationship to capitalist inequalities. By contrast, social reproduction feminism developed out of feminist interventions regarding the role of women's unpaid care-work in the reproduction of capitalism. In this paper, we suggest that the renewed energy surrounding social reproduction feminism provides an opportunity to revisit social reproduction theorizing in education. We review the fields' histories and ready the ground for an integrated framework. At the heart of this integration is a feminist analysis of reproductive labor in its contradictory relationship to capitalism. Expanding the analysis from the reproduction of capitalist relations to the reproduction of life under capitalism, this approach avoids the pitfalls of determinism and attends to students' participation and teachers' work in the contested labor of social reproduction. This paper contributes to a growing body of literature on widening university participation and brings a focus on the classed and embodied nature of young people’s imagination to existing discussions. We interviewed 250 young people living in disadvantaged communities across five Australian states who had experienced disengagement from compulsory primary and secondary schooling. We asked them about their education and their educational futures, specifically how they imagined universities and university participation. For these young people, universities were imagined as ‘big’, ‘massive’ alienating schools. The paper explores how the elements of schooling from which these young people disengaged became tangible barriers to imagining and pursuing participation in university education. The primary barrier they described was their relationships with school teachers. Our analysis shows how relationships with teachers can impact the imagined improbability/probability of university participation. This paper analyses tuitional practices after a major curriculum change (2005) in primary schools of Turkey. Group discussions conducted with teachers and parents in five maximally contrasting schools (e.g. schools in a squatter and a middle-class neighbourhood of Istanbul) show that tuitional practices, being only ‘loosely coupled’ with the official curriculum, are strongly influenced by generation-specific orientations in teachers’ organisational milieus, by orientations prevalent in the social milieus of pupils and their parents, and by different forms of capital on the part of teachers, parents and school organisations. Combined with empirical analysis, the paper proposes a theoretical framework that complements the assumptions of New Institutionalism by using the basic concepts of the sociology of knowledge and Bourdieu’s concept of capital. This paper explores recent changes in tertiary education policy in New Zealand, which are designed to address legitimation deficits. By offering an analysis of the making, and the subsequent unmaking, of quasi-markets in tertiary education, this paper attempts to describe how the state dealt with legitimation deficits resulting from providers' of tertiary education use of the adult and community education funding category to increase their revenues. In providing this description, the paper helps to provide a way of understanding how the state in New Zealand has responded to legitimation deficits by introducing a new regime of governance. Theorists of friendship in contemporary society have suggested that our relationships with peers are characterised by their emphasis on openness, disclosure and emotional communication. Moreover, Beck and Beck-Gernsheim argue that friendship, as a deliberately sought, trusting partnership between two people, can play an important role in countering some of the negative consequences of a market-driven society, 'acting as a shared lifeline to take the weight of each other's confusions and weaknesses'. However, drawing on a series of in-depth interviews with students from nine different higher education institutions, this paper will argue that such theorists overlook significant complexity in the ways in which young adults choose to 'order' their friendships. Indeed, it will suggest that highly individualised and ruthlessly competitive approaches to academic study can be maintained alongside more socially cooperative relationships with friends and peers, played out in non-academic arenas. This paper draws upon a range of ideas and concepts developed by the British sociologist Basil Bernstein to examine recent challenges and changes encountered by members of professional occupations, including those who teach and research in higher education. The paper discusses and seeks to develop Bernstein's analysis of how particular structurings of knowledge may be related to the formation of occupational identities centred in what Bernstein refers to as 'inwardness' and 'inner dedication'. It then examines a range of challenges to such identities--particularly those arising from the 'regionalisation' of knowledge and from 'genericim'. Previous studies of higher education (HE) choice have tended to draw a strong contrast between the decisions made by young people from working-class backgrounds and those of their middle-class peers. This paper draws on a qualitative, longitudinal study to argue that such assumptions about social class homogeneity overlook the very different ways in which students from a similar (middle class) location come to understand the HE sector. It also suggests that while families have a strong influence on young people's conceptualisation of the sector, friends and peers play an important role in informing decisions about what constitutes a 'feasible' choice. Indeed, this paper shows how rankings within friendship groups were, in many cases, transposed directly onto a hierarchy of HE institutions and courses. On the basis of this evidence, it concludes that a two-step interaction between family and friends best explains the decision-making processes in which these young people were engaged. This paper is concerned with the spatial experiences of Emirati higher education women students. It presents some of the unique ways they engaged with and appropriated their campus space. To understand and explore women's spatial experiences as manifested through their spatial practices, appropriation and emerging spaces, I conducted an ethnographic qualitative inquiry with multiple levels of data gathering and analysis. I utilized social theories of space specifically the social construction of space and Lefebvre's triad as a theoretical framework for this study. The emerging spatial practices of 'togetherness' and 'sitting on the floor' were highly informed by aspects of women students' identity and socio-cultural formation, with an evident link to their traditional past that intersects with their specific nation's modern demands and challenges. This paper explores the notion of a ‘just imaginary’ for social inclusion in higher education. It responds to the current strategy of OECD nations to expand higher education and increase graduate numbers, as a way of securing a competitive advantage in the global knowledge economy. The Australian higher education system provides the case for analysis. Three dilemmas for social inclusion policy in this context are identified: questions of sustainability, aspiration and opportunity. The paper argues that while social inclusion policy has ‘first-order’ effects in higher education, ajustimaginary is required for more inclusive ‘second-order’ effects to be realized. It concludes that transformation of the current imaginary will require a more robust theorization of relations between social inclusion and higher education, to give new and unifying meaning to existing practices and to generate new ones. The provisions of the Higher Education Act (2004) have renewed interest in widening participation research. Therefore, this paper explores the development of this scholarly field, primarily in the United Kingdom, by examining major trends in the study of higher education. Political debates related to higher education, the prevailing structure of the sector and predominant sociological perspectives have largely shaped the empirical and theoretical concerns of widening participation research. These delimiting factors have resulted in incomplete accounts of the barriers to higher education, which do not fully explore the relationship between students' social characteristics, learning experiences and university careers. Furthermore, contemporary research runs the risk of reinventing the wheel and replicating the mistakes of the past, since there has been a collective act of forgetfulness with respect to earlier contributions. Beginning from the argument that the sociology of educational knowledge remains a sociology without a theory of knowledge, this paper illustrates the significance of the structuring of knowledge for the development of intellectual fields through a study of cultural studies in British higher education. The paper presents a means of bridging the divide between analyses of ‘relations to’ and ‘relations within’ education (Basil Bernstein) by conceiving educational knowledge as legitimation, i.e. as both positioned strategies within a field of struggles and potentially legitimate truth claims. First, the institutional trajectory of and claims made for cultural studies by its proponents are outlined. Analysis of the underlying principles of this language of legitimation is developed into a generative conceptualisation of modes of legitimation, and cultural studies is defined as a knower mode, where knowledge is reduced to the knower and epistemology replaced by sociology. Using this framework, cultural studies is then analysed in terms of: (i) relations to its institutional trajectory (developing Pierre Bourdieu’s ‘field’ approach); and (ii) relations within its mode of legitimation, focusing on their ramifications for the field’s structure. This paper examines how affirmative action in Brazilian public universities has evolved from the start of the new millennium up to recent years. After an overview of the existing policies in public universities, we explain these patterns based on an analysis of the processes internal and external to the universities. Although these policies were initially thought of as racial quotas, class-based criteria have predominated, while the racial criteria became relatively circumscribed. Within the institutions, affirmative action brought new concerns about how to support and retain low-income students, as well as a discussion about racism, although the latter remains controversial. Extant research on family migration for education has focused almost exclusively on the education of children. We thus know very little about family migration when it is driven by the educational projects of parents. To begin to redress this gap, this paper explores the experiences of families who have moved to the United Kingdom primarily to enable the mother or father to pursue a degree. This paper explores the process of transnational institutional matching between elite institutions in Singapore and Great Britain, and the role of state-sponsored scholarships in enabling this process as political and administrative elites are selected and groomed. Using data gathered from in-depth interviews conducted with Singaporean undergraduates studying at Oxbridge and a dataset of the institutional origins of 580 Singaporean government scholars, the analysis illustrates how students are being matched from two Singaporean junior colleges to Oxbridge and back to the higher strata of the Singaporean Public Service. We show that the educational trajectories of these government scholars need to be addressed in relation to the informational capital acquired in specific elite schools as well as the governing roles these individuals are meant to obtain within the state upon graduation. In China, there is a growing group of ‘migrant children’, who reside in the city but do not have full rights to access education. Many have been granted a chance to study in public schools after the policy change, but they continue to have lower educational outcomes than the local students. To understand the inequality, this paper examines the educational goals of migrant families in Beijing. Based on the field interviews, it shows that even migrant children who aspire to attain higher education are nonetheless ‘blocked’ by discriminatory examination laws and limited resources. Their subjective outlook is derived from objective conditions and concrete experiences. Their family of origin determines the types of resources available to them, and thus plays an important role in the formation and justification of their educational goals. This paper explores Indian women's views on arranged marriages in the United Kingdom. It is based on research carried out with 32 Indian women studying at a university in the South East of England, UK. The article draws on Wenger's social theory of learning to explore how Indian women's participation in communities of practice in higher education contributes to their participation in arranged marriages. The concept of 'social capital' is used to discuss how women are able to negotiate their participation in arranged marriages, It is used to examine the knowledge and identity resources that women develop through their participation in higher education, which provides them with the means from which to develop the necessary 'bridging ties' leading to their active participation in the wider South Asian community. Despite rapid growth in UK postgraduate education and a current focus on issues of access to higher education, consideration of possible social class differentials at the postgraduate level is missing from the sociological literature. Using Higher Education Statistics Agency data, this paper presents a preliminary investigation of the relationship between social class and progression to postgraduate study in England and considers the interplay with other salient variables, including subject of study, institutional type and first–degree achievement. Evidence of a social class differential in progression to higher degrees is used to test various sociological theories, particularly those proposed by Bourdieu. There is support for the concept of ‘institutional habitus’ developed in recent UK studies. This paper discusses Pierre Bourdieu's multi-faceted understanding of the higher education process by considering the evolution of this domain since the end of the 1970s both in France and England. Following a brief review of Bourdieu's main interpretations of higher education, several theoretical shifts in his thought and practice over time are identified that have sought to accommodate the rapid changes that have occurred in the higher education sector in recent years. This theoretical repositioning is used to reflect on ideas of homological reasoning advanced by Bourdieu and others, and their limitations in the cross-national comparative exercise. Using the findings of her own comparative study of the evolution of the French and English higher education sectors, the author tests some of the conceptual tools developed by Bourdieu mainly during the 1960s and 1970s, and discusses claims for their universal validity. This paper is concerned with the me of the 'competency' movement in education and beyond. It argues that 'competency' should be understood in terms of a change in the social control of expertise in society involving a move from a relatively autonomous form of liberal professional community to more direct State control. This, in turn, is located within a broader analysis of the nature of regulation in late modern societies and draws upon the recent work of Giddens and Bernstein in order to analyse the positioning of expertise between its primary theoretical base in higher education and the social relations of everyday life with which it is concerned. The move by the National Council for Vocational Qualifications into the area of graduate level occupations ('NVQ level 5') is discussed with reference to the role of 'functional analysis' as a methodology for translating expertise into 'competencies' and controlling professional practice. This section presents several articles offering sociologists' views on cuts in British higher education as of 1984. John Brennan contributes a nation-wide view of the cuts in the public sector, outlines institutional policies and prejudices and suggests strategies for survival. His paper also shows that the distinctive ecology of public sector higher education poses both threats and opportunities for sociology. Meanwhile, Alan Waton provides a macro-view of the UGC action. Rosemary Deem writers of her experience as a County Councilor involved in working for the retention of courses in a public sector college and provides the only contribution with a happy ending. Also Ivan Reid discussed the problems and potentials of strategies for survival. According to Brennan, there never was a golden age for the polytechnics. He further said that they have experienced cuts and financial stringency over a long period of time. He also said that the effects have been gradual and have become almost taken for granted. Ivan Reid stated that it is difficult to establish whether sociology and sociology of education face threats over and above that posed to higher education in general. The intimate relationship of sociology of education with teacher education has meant that it has shared the fate of closures and cut-backs with the other disciplines of education and faced many of these well before the present situation.

This study aims to fill a gap in our understanding of the relationship between two major topics in educational research: higher education choices and students' conceptions of employability. It explores, first, the balance between vocational calling, instrumental considerations and chance in subject choice and, second, the relation between vocational calling and two alternative conceptions of employability (thin and thick) articulated in the article. Using survey data from 'Education' students in Spain, the results show an association between a strong vocational calling in subject choice and a 'thick' conception of employability that goes beyond credential performance and underlines the importance of an economy of experience. By contrast, students with lower vocational calling adopt a narrower ('thin') conception of employability, based on credential performance. The consequences of these results for theory and for practice are discussed, highlighting the need to better acknowledge the role of interests, and not only skills, in the employability agenda. Recent studies question students' learning gains on college campuses. Even though academic challenges are further complicated for first-generation college students who arrive at college under prepared, little is known about how these setbacks contribute to students' cognitive and behavioral study approaches in college. Situated within a culture perspective and drawing on semi-structured interviews with first-generation college students and course instructors, this study assesses how students contend with competing academic logics in the transition from high school to college. Findings reveal that students draw on high school scripts to fulfill college coursework demands regardless of how ill suited those scripts may be. Students are not motivated to modify or retool existing scripts unless they result in unsatisfactory academic outcomes. We argue that retooling decisions are contrived within incentive-driven frameworks and suggest that these cost-benefit approaches impact first-generation college students' academic growth opportunities in detrimental ways. Using newly available data from the Trajectories in Education and Careers Study, the first longitudinal study on a representative sample of high school students in Russia, we examined the importance of investments in human and cultural capital on students' mathematics and reading standardized examinations, as well as on the likelihood of matriculation into a selective institution of higher education. Studying mathematics and the Russian language on one's own for more than a year was positively and significantly associated with standardized scores and with an increased likelihood of matriculating into a selective university. A higher number of books at home was also associated with an increased likelihood of matriculating into a selective university. Prior research has shown that students from less educated families are less likely to study both science, technology, engineering and mathematics (STEM) subjects and arts and humanities subjects. This article used a large representative sample of university students in England to explore the relationship between students' enjoyment, perception of ability and socio-economic disparities in subject choices. Although these attitudes differed by students' parents' education level, and were associated with subject choices, disparities in choices persisted when accounting for these differences. Students with less educated parents were less likely to choose arts and humanities and more likely to study social sciences, law and business, over STEM, even when their enjoyment and perception of ability in subjects were similar. Students whose parents had higher levels of education were more likely to choose STEM over arts and humanities as their enjoyment of STEM increased, suggesting different underlying processes informing student choices by social background. This article argues for the importance of studying the moral meanings that young people attach to their aspirations and plans for the future. Drawing on semi-structured interview data with 29 young people from a sixth-form college in a disadvantaged area of East London, I show that aspirations are closely connected to the formation of individual and group identities, and the making of inter-group boundaries. I argue that young people develop aspirations as part of a normatively evaluative narrative about who they are and the kind of person they hope to become. Focusing on moral meanings helps us to better understand young peoples’ range of motivations for pursuing particular goals, and may help to explain why aspirations can remain high even in the absence of capitals, resources, or opportunities. This article addresses the negotiation of ‘queer religious’ student identities in UK higher education. The ‘university experience’ has generally been characterised as a period of intense transformation and self-exploration, with complex and overlapping personal and social influences significantly shaping educational spaces, subjects and subjectivities. Engaging with ideas about progressive tolerance and becoming, often contrasted against ‘backwards’ religious homophobia as a sentiment/space/subject ‘outside’ education, this article follows the experiences and expectations of queer Christian students. In asking whether notions of ‘queering higher education’ (Rumens 2014) ‘fit’ with queer-identifying religious youth, the article explores how educational experiences are narrated and made sense of as ‘progressive’. Educational transitions allow (some) sexual-religious subjects to negotiate identities more freely, albeit with ongoing constraints. Yet perceptions of what, where and who is deemed ‘progressive’ and ‘backwards’ with regard to sexuality and religion need to be met with caution, where the ‘university experience’ can shape and shake sexual-religious identity. Empirical studies have repeatedly shown that in Germany educational success still strongly depends on the social origin of individuals. Using the National Educational Panel Study, we analyse the effects of fathers’ and mothers’ education levels on their sons’ and daughters’ educational attainments across three successive birth cohorts in West Germany. We calculate the predicted probabilities of reaching low, medium or high education levels on the basis of the level of education of the mothers and the fathers. Our results show: a persistence of the status maintenance model, with very few exceptions; a growth in the educational level of women via medium-level education connected to segregation in the labour market; and finally that the first transition of girls to medium-level education has been completed, leaving space for daughters to attempt to outnumber sons in tertiary education, mainly due to the pressure of mothers. In Italy, as in other European countries, students of foreign origin are over-represented in the vocational school tracks, with relevant consequences on their limited chances of attaining a university degree. While research has long underlined the weight that a family’s social, cultural and economic capital has on a child’s school performance, educational expectations and choices, the role that school and teachers themselves play in the transition from lower to upper secondary school has been rarely explored in Italian sociological research. The present study aims to bridge this gap in the literature, showing how teachers’ orienting practices, interacting with highly differentiated patterns of family participation in the school guidance process, can play a relevant role in reproducing foreign-origin students’ segregation into the lower tracks of the school system. Drawing on a qualitative case study and deploying Bourdieu’s thinking tools, this article attempts to understand rural students’ subjectivities and practices in a Chinese elite university, relating the types and volumes of capital they possessed to the process of position-takings. It contextualises their experiences against the backdrop of the rural–urban divide in China and the great educational inequality thus entailed. Rurality in the metropolitan space resulted in a strong feeling of being out of place. Lack of the legitimate cultural forms, together with pervasive financial constraints, constituted a major cause of frustration and alienation for these former academic stars. Exclusion and self-exclusion from the ‘consecrated’ culture, high-status societies and social activities further handicapped their acquisition of valued capitals. This article explores the perceived role of UK international education as foreign cultural capital, obtained outside the UK, in facilitating middle-class social mobility. Drawing on interviews with students in Malaysia, it extends Bourdieu’s concept of cultural capital to explain understandings of the rewards and limitations of undertaking UK education externally. I argue that foreign cultural capital has positive exchange value and an under-researched negative value. I discuss how accumulating local cultural capital is a strategic response to the shortcomings of western knowledge, skills and dispositions. Age, ethnicity, gender and nationality add complexities to the conversion of cultural capital into economic and social advantages. I conclude by arguing for more visibility of external modes of UK international education and the positional possibilities they represent to foreign students seeking distinction within the rapidly expanding global academic marketplace. An essay is presented on further education (FE) in England and related issues such as socioeconomic factors in educational policy, the state's interest in preparing skilled employees for business needs, and social justice in the FE sector. Policy rhetoric concerning competitiveness in a global economy, the development of a vocational education and training system that is based on market demand, and the failure of a supply-led model for the development of human capital are discussed.

The UK Government is calling upon higher education students to see their learning as an investment that will give them direct benefits in the labour market. At the same time, the relationship between educational credentials and their returns in labour market has been changing in recent times. Based on a qualitative study with 53 final-year undergraduate students in a pre-1992 university, this article examines the way higher education students understand the role of their educational credentials in relation to their future employability. It shows that students perceive their academic qualifications as having a declining role in shaping their employment outcomes in what is perceived to be a congested and competitive graduate labour market. While academic credentials are still seen as a significant dimension of their employability, students increasingly see the need to add value to them in order to gain an advantage in the labour market. Systems designed to ensure that teaching and student learning are of a suitable quality are a feature of universities globally. Quality assurance systems are central to attempts to internationalise higher education, motivated in part by a concern for greater global equality. Yet, if such systems incorporate comparisons, the tendency is to reflect and reproduce inequalities in higher education. Highlighting the European context, we argue that, if higher education is to play a part in tackling social inequalities, we must seek alternative methods to explore pedagogic quality in institutional settings. The sociologist Basil Bernstein's concepts of classification and framing provide an illustration of the potential of sociologically informed, qualitative approaches for exploring and improving higher education pedagogy and also for addressing social justice issues: these two concepts are used to analyse documentation about undergraduate sociology in two universities that have quite different reputations within the English and Northern Irish higher education system. This study examines the impact of a country's security unrest on student retention. It draws on the key factors that influence retention worldwide, adopts Bourdieu's notion of cultural capital and also brings in concepts related to terrorism and security unrest traditionally absent from theories on student retention. Based on a case study carried out in Israel on 50 full-time undergraduate students, this study suggests that the difficulties created by a country's political environment alone do not play a significant role in student retention. However, when coupled with the salient features that negatively impact retention worldwide, difficulties created by a country's security situation may increase tendencies to leave or consider leaving higher education. This article analyzes the impact of forces for commodification on universities and highlights some of the potential socio-politico, economic and educational implications. Restructuring of funding and governance frameworks which have attempted to develop new modes of functioning in higher education which are more responsive to government intervention and market forces are outlined. Developments in three key areas of higher education are analyzed: access, knowledge reproduction, and knowledge production. It is argued that these developments pose considerable challenges for the field of the sociology of education, especially since it has tended to neglect higher education as a site of enquiry. Implications for future sociology of education work are outlined. The international literature on the restructuring of higher education reveals that there is a global trend away from forms of funding and regulation which were based on the social compact that evolved between higher education, and state and society over the last century. Governments across the world are making concerted efforts to boost participation rates in higher education. The link between higher education and economic development has focused attention on access to higher education in developing countries. The deepening stratification of higher education systems within industrialized countries is mirrored in the divisions in higher education across industrial and developing countries.

Higher education (as learning and teaching) is increasingly regulated by the state yet is simultaneously being opened up to market forces. Is the system being nationalised or 'marketised'? Opinion is divided, but the debate is often confused by a lack of theoretical explicitness so that inconsistencies, contradictions and dubious elisions are allowed to persist unremarked. Through a critical engagement with the literatures on quasi-markets, the free economy and the strong state, neo-liberalism, and 'steering at a distance', this article identifies three models implicit in discussion of the 'modernisation' of higher education. The first treats marketisation and state intervention as incompatible strategies for reform, the second argues that state intervention may contribute to the success of a higher educational market economy (thus subordinating the state to the market), while the third proposes that market relations are mobilised in the cause of centralised policy objectives. The Swinnerton-Dyer Report of the Working Party on Postgraduate Education bases its recommendations on meeting the manpower needs of society. It largely omits from consideration the contribution to research and knowledge that postgraduates may make while working towards research degrees. This article uses interview and observational data from a study of postgraduate research students in physics to attempt to predict the possible effects on unversity research of any reductions in the number of postgraduate students.
