This paper follows up an earlier study, published under the title The Gentlemen's Club, of the system of drug and alcohol control operating through multilateral treaties and United Nations organs. It reviews some changes which have occurred in the period 1973-78 in drug use patterns, illicit trafficking, control machinery, sources of national influence on international policy-making and the approach adopted towards drug abuse. It discusses four major issues in international drug control: the new goal of demand reduction, opium crop substitution projects, channelling development aid into the UN Fund for Drug Abuse Control and the control of psychotropic substances.
