Many academic and popular writers have argued that ‘compulsory voting’ is an illusion in Australia because it is not compulsory to fill out the ballot-paper. This is the orthodox assumption. I argue that this view is mistaken, and that the duty to vote clearly includes the marking of the paper. Australian historical and political science academic accounts of the ‘secret ballot’ often describe it as being designed in Australia and first applied in Victoria in 1856. Narratives often focus on Chartists and radicals finding fertile ground in the New World for ideas that had met insurmountable resistance in the Mother Country. But this concentration on the ‘British story’ has led to a misconception in this country: that the secret ballot was first tried in Australia. This comes from conflating the ‘Australian ballot’ with the ‘secret ballot’. Voting by ballot, in ‘secret’—that is, not by a show of hands, on the voices or signed voting paper—was in use in America and Europe well before being implemented in Australia. This was the secret ballot many demanded for Australia, but they got something else: the Australian ballot, wholly original, with identifying features—such as the government printed ballot paper—previously unimagined. This paper argues that internal migration should be given more attention in Australia as a factor to be taken into account in studying voting patterns. After briefly outlining some facts about the recent extent and nature of Australian internal migration, the paper describes and analyses some new information about the amount of elector turnover in the 14 Western Australian Commonwealth electoral divisions between the 1990 and 1993 elections. Even in divisions which had little change in overall enrolment levels, the analyses show such a high degree of turnover that, in almost all of the divisions, between a quarter and a third of the 1993 electors had not been enrolled in the same division at the 1990 election. The 2017 Australian Marriage Law Postal Survey led to the adoption of same-sex marriage. Using ecological analysis, this paper tests five hypotheses to explain voting in the plebiscite. Social characteristics exerted a strong influence on the vote, with a higher ‘yes’ vote in more affluent and suburban electorates, and a higher ‘no’ vote in electorates with large numbers of traditional households. The strongest predictor of a ‘no’ vote was electorates with large proportions of newly arrived immigrants. Electorates that had larger proportions of female same-sex couples displayed a higher ‘yes’ vote. Higher turnout in the plebiscite benefitted the ‘yes’ vote. This study offers a new framework for understanding the decision-making strategies of first-time voters. Using data from in-depth interviews with young people prior to the 2013 Australian federal election, the paper explores the extent to which our participants were knowledgeable about the upcoming election and the degree to which they invested cognitive effort into making their voting choice. The analysis reveals five distinct voting strategy typologies, which we use to construct a conceptual model that identifies and describes different voting approaches employed by young people. The findings show that young people are not a homogenous group of disinterested and disengaged voters. Calls for increased regulation are sometimes made in response to what is dubbed an ‘arms race’ in elections – a cost explosion in electoral expenditure driven by the competitive dynamics of elections. In 2010, New South Wales (NSW) adopted the first comprehensive caps on electoral expenditure in Australia on this basis. This paper examines the evidence for a cost explosion over the course of three NSW elections (1999–2007). It finds a significant but unevenly distributed increase in electoral expenditure – over 3 per cent per annum over and above inflation and the growth in voter population. The impact of voters’ gender on leader evaluations in parliamentary systems has been largely unexplored, while the impact of female leaders on voter attitudes and preferences remains to be fully established. This paper uses Julia Gillard’s historic candidacy in the 2010 Australian federal election to explore how voters evaluated Australia’s first female prime minister, and to test the impact of their assessments on vote choice. The authors also examine whether Gillard’s high-profile candidacy affected women’s levels of political interest, awareness and engagement in what had been largely a ‘man’s game’. Their findings confirm that Gillard enjoyed a gender-affinity effect in 2010 in terms of both leader evaluations and vote choice, and women’s political engagement was significantly affected by the Gillard candidacy. This paper explores the voting patterns of trade union members in Australian elections conducted between 1966 and 2004 and finds that, on average, 63% of trade union members vote for the Australian Labor Party. Despite the fact that union membership declined from around half of the workforce in the early 1980s to a quarter of the workforce in the early 2000s, unionists have not become more pro-Labor. Analysing unionists' voting behaviour by gender, it is found that male unionists were more pro-Labor than female unionists in the 1960s, but that the reverse is true today. Recognising that union membership may be endogenous with respect to political ideology, this study instruments for union membership and concludes that the observed association between union membership and voting reflects a causal relationship. It is known that many Liberal-National voters are environmentally conscious. However, the lack of importance of environmentalism in influencing voter behavior in Australia, compared with socio-economic ideologies and issues, means that few Liberal-National identifiers are likely to find appeal in the parties which place most emphasis on protecting the natural environment, as these parties are generally Left-leaning with regard to socio-economic policy. Given the balance of influences on the vote, Liberal-National vulnerability on environmental issues would seem to be most exploitable by a Right-of-Centre environmental party. This article examines the case of the 'liberals for forests', a rare example of just such a party, which had some success in Western Australian State elections in 2001. The paper supports the notion that environmental issues, including those such as logging often linked with Left partisanship, have the potential to influence vote choice, in a positive sense, on the Right as well as the Left of Australian politics. Recent research in Australian sociology and political science has debated the extent to which postmaterialist values and economic self-interest shape voting in federal elections. Some researchers have argued that postmaterialist values have partly displaced materialist concerns with physical security and economic well-being in Australian public life. This displacement, coupled with the adoption by major political parties of postmaterialist 'quality of life' issues such as the environment, has meant that voting in Australia has come to be more dependent on postmaterialist values than on perceptions of economic interest. Other research, however, has found no relationship between postmaterialist values and voting behaviour, while economic evaluations remain a strong determinant of voting behaviour. Part of the disagreement reflects methodological differences in the research. But different methodological problems compromise each of the previous studies. In this paper we use data from the 1990, 1993, 1996 and 1998 Australian Election Studies to investigate postmaterialist and economic voting in the Commonwealth House of Representatives and the Senate. Using various statistical methods, we first explore bivariate relationships between key variables and then use multivariate models of postmaterialist and economic voting to adjudicate between the contending positions. Like many other advanced industrial democracies, Australia has experienced major and ongoing economic reform over the last two decades, the pace of which has, if anything, increased since the election of the Liberal–National government in 1996. These developments have led to a growing sense of economic insecurity among many voters. Many of these concerns were focused on the 1998 election, when the Liberal–National Coalition advocated the introduction of a goods and services tax. This paper uses the 1998 Australian Election Study (AES) survey to examine the impact of economic evaluations, economic insecurity and economic issues on voting in the election. The results demonstrate the existence of widespread economic concerns across the electorate, but that the Coalition gained a marginal electoral advantage on the tax reform issue. Economic issues were also a cause of defection to the new One Nation Party, although further analysis reveals that its support was motivated more by race and ethnic concerns than by economic discontent. This article examines the 2013 Australian federal election to test two competing models of vote choice: spatial politics and valence issues. Using data from the 2013 Australian Election Study, the analysis finds that spatial politics (measured by party identification and self-placement on the left–right spectrum) and valence issues both have significant effects on vote choice. Spatial measures are more important than valence issues in explaining vote choice, however, in contrast with recent studies from Britain, Canada and the USA. Explanations for these differences are speculative, but may relate to Australia's stable party and electoral system, including compulsory voting and the frequency of elections. It is sometimes claimed that compulsory voting violates a particular rightnotto vote. For some, this assumed right is as fundamental as the righttovote. The existence of such a right, however, has attracted little sustained scholarly attention. This article explores from a political theory perspective whether the alleged ‘right not to vote’ is deserving the same legal and moral protection as the right to vote. I argue on two broad grounds that it is not. First, not all rights are capable of being legally waived and voting is one of them. Second, voting is a right but it is also a duty; it is a duty-right. This article assesses religion and voting in Australia since 1987 and examines how Tony Abbott's status as Liberal leader corresponded with changes in leader evaluations and voting, and with significant changes in Australian parties and the electorate. Religious attendance became associated more strongly with Liberal voting in 2010. Catholics voted Liberal significantly more from 2010, in significantly higher numbers they viewed the Liberal leader more positively in 2013, and they viewed the Labor leader significantly less so. Evaluations of Abbott were structured by attitudes about abortion and same-sex marriage, whereas evaluations of Kevin Rudd were not. There is a vigorous international debate about lowering the voting age to 16, with some jurisdictions already moving in this direction. The issue of the voting age also intersects with broader normative and empirical approaches to youth political engagement. Using evidence from Australia, this article evaluates empirically the arguments put forward for lowering the voting age. The findings suggest only partial support for lowering the voting age to bring it into line with other government-regulated activities. There is no evidence that lowering the voting age would increase political participation or that young people are more politically mature today than they were in the past. Leadership change formed the backdrop to the 2010 Australian federal election, with the replacement of Kevin Rudd as Prime Minister by Julia Gillard, the country's first female Prime Minister. This article uses the 2010 Australian Election Study to examine patterns of voter defection between the 2007 and 2010 elections. The results show that the predominant influence on defection was how voters rated the leaders. Julia Gillard was popular among female voters and her overall impact on the vote was slightly greater than that of Tony Abbott. Defectors from Labor to the Greens disapproved of Kevin Rudd's dismissal from office. Policy issues were second in importance after leadership, particularly for those moving from the Coalition to Labor, who were concerned about health and unemployment. This article discusses voting patterns among men and women in political elections in Australia. The author considers statistics derived from the Australian Election Study (AES) during the period 1987-2007, which indicate weak gendered voting patterns. In the light of ongoing demographic trends (such as low fertility rates and growth of single-person households), some of the features of the 2004 Australian federal election outcomes and campaign raise the possibility that we might have seen the beginnings of a divide in voting behaviour based on family structure, particularly those aspects related to the presence of children. Relevant data from the 2004 Australian Election Study (AES) are quite limited, so I use data from both the 2004 AES and the 2003 Australian Survey of Social Attitudes to explore the relationships between federal voting and family structure, and attitudes towards children, parenting and families of different types. The results show effects on voting that apparently result from financial considerations related to the presence of children and others that are related to differences of values. In recent years, a number of countries have adopted versions of the 'Australian' electoral system of preferential voting for both national and sub-national elections. This article examines the diffusion of preferential voting systems around the world. It distinguishes between various types of preferential voting manifested in both majoritarian (eg alternative vote) and proportional (eg single transferable vote) contexts. It then examines the empirical record of the adoption of preferential voting in Europe, North America and the Pacific, identifying three ways in which the 'Australian' system has been transferred to other countries, via colonial transplanting, international imitation, and normative appeal. While the first two approaches have been traditionally influential, in recent years the normative appeal of preferential voting systems has become paramount. This is in part because of the globalisation of electoral assistance, which has provided an important opportunity for the diffusion of what have been, until recently, distinctively 'Australian' electoral procedures. While it is now well established that Australian party leaders at the national level influence political choice in federal elections, little systematic study has been undertaken of the equivalent role that State Premiers and Opposition Leaders might play. In the 2001 Australian Election Study (n = 2010), questions were asked of a national probability sample of voters about respondent feelings towards their State Premier and State Opposition Leader, in addition to equivalent questions about Prime Minister John Howard, Opposition Leader Kim Beazley and other major political figures in federal politics. The data generated by this survey thus provide an opportunity to investigate the impact that contemporary State political leaders have on electoral choice. The analysis produces mixed results, but the findings show that State leaders generally do have an impact on voting behavior in State elections, although in some cases this influence is eliminated when account is taken of voter attitudes towards the federal leaders. The analysis also affords an opportunity to test the extent of crossover between State and federal politics, in terms of how much State leaders influence federal voting and vice versa. The 1949 federal election in Australia is widely regarded as one of Australia's most significant elections. This election ended eight years of ALP government and began a long period of unbroken rule by Liberal-Country Party governments. Surprisingly, very little has been written about the 1949 election although various authors have addressed themselves to the question of why the Chifley government lost in December 1949. The orthodox interpretation is that Chifley's defeat in 1949 was to do with the issues of `bank nationalisation' and `communism'. In this article, I offer a reinterpretation of the connection between political issues and voting behaviour in the 1949 election. Following the theory of Fiorina that voters tend to make their decision on the basis of how a party fares in handling problems in the past, I argue that the Australian electorate in 1949 responded negatively to Chifley's handling of the general economy and his policies on two crises in 1949-the national coal strike and the dollar crisis. Since 1960 the winners of contemporaneous elections in the two countries had been parties occupying similar positions on the political spectrum.
