With accompanying examples of initial visual experimentation from the fieldwork/field walking PhD project, the paper outlines some of the challenges of being an artist and using systems of understanding from science, the new ethnography, and cultural geography as a framework for making contemporary art. The PhD project is in its preliminary stages and is designed to explore the area of walking and fieldwork in art, and as art. Some of the challenges are the ambiguous role of the artist as scientist, ethnographer and researcher, the role of reflexivity in art practice; and the pitfalls of `academic art'. While cultural geographers have used artworks as texts to explain places, this project endeavours to work with issues of place, landscapes, power, identity and representation in the art, to feed back into this dialogue. The bulk of the project will take place in the Kimberley region of Western Australia where the concepts of wilderness and wildness are most relevant. Housing for government-employed staff in remote Aboriginal communities is a topic that raises considerable debate amongst those whom it affects. Striking at the heart of Australia's effort towards reconciliation and a legacy of policy failure, debate regarding standards and siting of staff housing is highly political in nature. In Burringurrah, Western Australia, two government agencies recently undertook projects to provide staff housing within the community. Each agency approached its projects differently, but in both cases response at the 'grassroots' level was negative. This paper argues that a primary, but indirect, influence on 'community' satisfaction was the ideological structure of each agency. It follows, then, that understanding this organisational context is crucial to achieving more appropriate housing outcomes in the community. [ABSTRACT FROM AUTHOR]

Rainfall regimes with strong spatial and temporal variation are characteristic of many coastal regions of north and eastern Australia. In coastal regions of north eastern Australia, regimes vary considerably over short distances. This occurs because of changes in local topography, including the height and orientation of mountain ranges and the direction of the coastline with respect to the prevailing moist south east air stream. Northern Australia experiences a tropical monsoon climate with rainfall occurring predominantly during the summer months. Areas with a closer proximity to the coast typically experience the heavier rainfalls. While networks of rainfall gauges have been established and continuous records are available for most of these stations from the 1890s, their low distribution density relative to the complexity of rainfall pattern they are required to represent means that there remains a poor understanding of the spatial and temporal distribution of rainfall in the wet tropics. An enhanced knowledge of rainfall distribution in both space and time has the potential to deliver significant economic and environmental benefits to managers of natural resources. This paper reports on the application of a technique for estimating mean annual and mean monthly rainfall across the Herbert River catchment of north east Australia's dry and wet tropics. The technique utilises thin plate smoothing splines to incorporate both location and elevation into estimates of rainfall distribution. We demonstrate that the method can be applied successfully at the meso scale and within the domain of routinely available data. As such, the method has broad relevance for decision making. This paper considers the likely future population in Australia to 2050 and is cast within the context of environmental limitations, to which Griffith Taylor alerted the nation in the 1920s and 1930s, and for which he was vilified in several quarters. While acknowledging the relative accuracy of his long-range forecasts, the arguments here depart from environmental determinism, although varying sets of environmental ethics and values are considered in relation to Australia's global responsibilities and international commitments. It is argued that an increase in population to 26 million by 2050 will not place severe stresses on the physical environment, provided environmental and resource management strategies are put firmly in place, and if consumption and resource use practices are significantly modified. An ideological linkage exists between a resurgent Australian nationalism and a number of environmental perspectives, but one which rejects growth and biological diversity among humans while embracing environmentalism. Population estimates are rarely constructed for ecological regions. The recent establishment of a Desert Knowledge Cooperative Research Centre (CRC) generates a need for such estimates. This paper obliges by presenting Indigenous and total population projections for the Australian desert to 2016. The desert is found to be a region of relatively low population growth in national terms, contrary to the experience of many other parts of non-metropolitan Australia where population decline is prevalent. Also noted is the markedly different growth observed for the Indigenous and non-Indigenous components of the desert population, with the former projected to increase much more rapidly over time. It is likely that virtually all of the increase in the desert population over the next 15 years will arise from natural increase among Indigenous peoples. As a consequence, the Indigenous share of the regional population is projected to rise from 20 per cent in 2001 to 24 per cent by 2016, with attendant consequences for social and economic policy. This paper examines the significance and contribution of Australian 'creative' industry activities in light of recent debates on the emergence of the 'cultural economy of cities'. First, census employment data and business location counts are used to illustrate patterns of metropolitan primacy and concentration in the cultural industries both across states and in Sydney. Second, the specificities of the locations of cultural production, and the links between cultural industry activities and wider urban-regional change are explored in more detail. A set of observations of urban-regional change is used to demonstrate how the notion of 'cultural economy' should include complex interactions between the material activities of consumers and producers, and the discursive worlds of image makers and place marketers. Urban renewal, housing market pressures and intra-regional migration all mediate Australian experiences of the 'cultural economy'. Such interactions, in addition to key quantitative data on employment and business activity, suggest important policy considerations. [ABSTRACT FROM AUTHOR]

This paper draws upon research in Victoria's Goulburn Broken Catchment exploring landholder responses to dryland salinity. It has been assumed that part of the explanation for limited adoption of recommended practices was that landholders were unaware of the extent of dryland salinity. Socio-economic data from a mail survey was combined in a Geographic Information System (GIS) with other layers, including the location of discharge sites and depth to saline ground water. Comparisons of expert maps and landholder identified salinity sites suggested that landholders in the upper catchment had excellent knowledge of the current extent of salinity on their property. At the same time, the expert maps failed to predict half of the saline-affected sites identified by landholders. It seems that the extensive community education effort undertaken in this region had been successful in raising salinity awareness. Our research also highlighted that most landholders were not concerned about the impacts of dryland salinity and appear to believe they can 'live with salt'. This is an important issue because the small, diffused amounts of salt exported from these properties in the upper catchment are/will have a substantial impact downstream. On 1 July 2000 significant changes to the regulation of Australian dairying came into effect. These changes eliminated subsidies to milk producers and removed barriers to the inter-State trade of dairy products. Victoria's dairy industry group was a powerful proponent of deregulation, because of the comparative advantage that the State's farmers have in production relative to Australia's other milk producers. However, the deregulation of the dairy industry was contested stridently by many stakeholders, particularly farmers and their representative groups in States other than Victoria. Even within Victoria some farmers were equivocal and some were opposed to the regulatory changes. This paper draws on interviews with informants in the Victorian dairy sector to reveal responses to the regulatory changes. The interviews indicate that opinion was divided before deregulation and remains so. The debate was largely between those who saw the regulatory changes as 'inevitable', some of whom thought it would be a 'good thing' and others who accepted, grudgingly, that it was simply going to happen, and those who thought there had to be alternatives that would avoid the expected adverse consequences. In Australia today, there is still relatively limited use being made of spatial information systems (SIS). Nevertheless, the technology and methodology is developing rapidly. What is already available has the capacity to assist in the process of making social service provision and community planning more people oriented, more effective and more equitable in its outcomes. Recognising the need for a sound social science context, this paper demonstrates, using a range of examples especially geared towards rural and regional Australia, the work of the National Key Centre for Social Applications of Geographical Information Systems. World-wide, people and governments are gradually becoming more aware of the potential environmental, economic and health effects of climate change and the need for governments to take action to mitigate such impacts. This was emphasised by the creation of the United Nations Framework Convention on Climate Change (UNFCCC), signed at the Rio Earth Summit in 1992. There has been much discussion on the greenhouse policy response of the commonwealth government of Australia, especially its stance taken at Kyoto in December 1997. Despite the recent nationalisation of Australia's state energy markets, due to Australia's federal political structure, much of the policy responsibility for energy and environmental issues rests with the states. Given these circumstances it is surprising that there has been relatively little academic focus on the energy policies of the states. This paper attempts to partially fill the policy analysis 'gap' by investigating the present environmental aspects of the energy policies of NSW and Victoria, implemented since the signing of the UNFCCC in 1992. Landcare is an important example of the potential of state-sponsored participation to establish viable local organisations and contribute to rural development. In this paper, the authors discuss their research using organisational theory to explore Landcare effectiveness. Data were obtained from a mailed survey to Landcare groups in the state of Victoria during 1998. Levels of group activity were used as a surrogate measure of group effectiveness. Groups were ranked according to their level of activity to assess the impact of factors likely to affect group performance, the efficacy of program logic, and the extent groups were contributing to program goals. Survey data suggested key aspects of Landcare Program logic were sound. Examination of the membership and activity profiles of groups suggested 90 per cent of the respondent groups were making a worthwhile contribution to program goals. This research also confirmed the importance of factors identified by others as significant influences on organisational effectiveness: the importance of having clear goals, objectives and plans; resource availability; facilitation by an outside agency; access to a funded group co-ordinator; and communication between stakeholders. Studies on Australian migrants and housing consistently confirm that the Italianborn have the highest home-ownership rates of all birthplace groups in Australia. Only a few studies have suggested explanatory factors, including agrarian histories and economic aspirations. This paper demonstrates that home ownership for post-war Italian migrants to Australia was indeed conditioned by these and other factors, but within the broader process of migration. Conditions of poverty in Italy made sistemazione (settling down) the goal of migration. Built into sistemazione was a gendered moral imperative to achieve it. Bushmanship, or the competence to interact meaningfully with newly encountered environments in the achievement of predetermined goals, is a factor overlooked in analyses of land-based exploration. The importance of bushmanship is examined in this paper through a comparison of George Grey's inept exploration of north-western Australia in 1836-37 with Edward Eyre's increasingly successful overlanding ventures in south-eastern Australia at approximately the same time. Grey's impetuosity, inexperience and lack of competence contrast sharply with Eyre's growing confidence to handle unfamiliar conditions. The comparison reveals many of the factors that differentiate externally initiated expeditions such as Grey's from forays by settlers determined to wrest a living from newly settled territories. "Despite the fact that indigenous Australians are known to be frequently mobile over the short term, statistical information regarding this population movement is grossly deficient.... This paper examines various means by which short-term population movement can be quantified to yield aggregate indicators of demographic impact. First, census data are used to establish the rate and pattern of inter-regional, short-term displacement. This reveals regional urban centres as net recipients of temporary residents while most rural areas experience temporary absenteeism. Particular attention is paid to the inter-censal period 1986-1991....
