The Chinese Communist Party has been surprisingly successful in carrying out its plans in the face of various challenges in the post-Mao era. Compared to their central counterparts, the operating patterns of local institutions in tackling such difficulties have been less examined. This paper aims to fill this gap by exploring the party's management of provincial standing committees (PSCs). As the highest level of local collective leadership, the PSC essentially sets the agenda for the province. Using a new database of PSC members from 1980 to 2016, this study provides a systematic illustration of the historical composition of provincial collective leadership. Instead of making drastic changes, the party has subtly shifted the roles of provincial leaders: it has redefined the role of the vice party secretary, adjusted the number of posts in the provincial government, and raised the level of professionalism. The Chinese Communist Party stresses the regime's role in presiding over the unity of China's minzu (ethnic groups) and their shared stake in China's prosperity. However, an examination of the quality of interactions between Han and ethnic minorities illustrates the regime's vulnerability to counterclaims based on these lived experiences. This paper conducts a case study of Han-Hui relations to argue that physical separation between Han and Hui prevents the two groups from interacting in ways that transmit substantive knowledge about the differences between the groups. Instead, interactions perpetuate stereotypes and distrust. By continuing to push narratives about the unity of all groups and shared family relations, the state highlights the shortcomings of its own policies, and undercuts its own legitimating narrative. This article investigates the increasing reliance on ideological campaigns by the Chinese Communist Party under Xi Jinping as part of an unfolding partybuilding project. Analyzing five campaigns conducted from 2013 to 2021, the study shows that they aimed to re-establish the linkage between the party center and party members, reinforce society's connection to the party center, and crowd out competing narratives both inside the party and outside it. The article highlights the evolution of ideological campaigns in three phases, emphasizing how they developed from focusing on party members' social environment toward positioning the party center and Xi Jinping at its core as the source of values and norms for party members and societal actors. While China has been experiencing rapid economic growth, its conflicts with the United States have become more public. In particular, the argument that the Chinese government can easily gain public support in establishing and promoting national policies under its authoritarian regime has been on the rise. With this background, this study conducts an empirical analysis of data from 4,366 survey respondents using ordinary least squares and ordered logit models to analyze the effect of the Chinese government's political propaganda and individual characteristics on anti-US sentiment. The results suggest that this propaganda strengthens anti-US sentiment. As for individual characteristics, party officials have stronger anti-US sentiment. Moreover, interacting exposure to political propaganda with the main variables suggests that members of the Communist Party of China, national minorities, and rural residents have stronger anti-US sentiment, presumably because they are more influenced by political propaganda.
