This paper examines consumption risk sharing among 16 regions in South Korea over the 2000–2016 period. The empirical results show that 91.8 percent of shocks to gross regional domestic product are smoothed in South Korea. Capital markets, the tax‐transfer system and credit markets absorb 29.9, 28.9 and 33.0 percent of shocks to gross regional domestic product, respectively. Most notably, South Korea relies more on credit markets for risk sharing than capital markets, an opposite pattern to advanced countries like the USA, Canada and Australia. Furthermore, the patterns of consumption risk sharing are different before and after the 2007–2008 global financial crisis, and differences in regional industrial structure and local development can influence these patterns. This study examines the pricing behavior of banks in the mortgage loan market. Firstly, the paper compares the loan pricing behavior of banks between two periods, one of which is marked as a more competitive state due to regulatory intervention. Secondly, the paper also test for the stock market reaction to model‐implied collusive profits. Using data from banks in Korea, the paper find that mortgage loan rates are more consistent with cooperative pricing behavior than independent pricing behavior in the period from 2006 to 2012. Despite the growing importance of migrants and their role in the South Korean economy, how much and in which ways COVID‐19, as an adverse labor market shock, has affected them has received too little attention, with no single study published to date yet. Motivated by such a paucity, this paper investigates the impact of the COVID‐19 pandemic crisis on employment for migrants in South Korea, with special emphasis on quantifying the magnitude of its causal effect. In doing so, this study exploits the unique fact that only one specific region in South Korea had a substantial number of COVID‐19 infections in the early stage of the pandemic so that estimations can be made using a difference‐in‐differences (DD) model. The DD estimates suggest that COVID‐19 lowered migrants' overall employment probability by 2.5 to 3.2 percent points. However, strong heterogeneity between the genders is apparent: the pandemic severely hurts female migrants' employment, with male migrants weathering it relatively unscathed. Furthermore, female migrants seem considerably harder hit than female host populations. Heterogeneity analyses reveal that (i) a duration of stay exceeding 5 years and (ii) fluency in Korean (as a local language) protect migrants from being heavily affected by the COVID‐driven employment shock. This paper investigates a pattern of price revision by firms in Korea and sheds light on the cause of price stickiness by providing reliable statistical estimates for calibration of the parameters of the widely‐used macro‐models. Based on firm‐level survey data and using a probit model, we identify the firm characteristics or market conditions that discourage firms from carrying out state‐dependent price adjustment. We also estimate the factors driving firms to engage in state‐dependent adjustment rather than wait until the next scheduled revision under three different shocks: demand, general cost and exchange rate shocks. We find a few interesting features, as follows. First, price revision by Korean firms tends to be time‐dependent rather than state‐dependent, with a sizable dispersion across sectors and firm sizes. Second, the pattern of price revision in Korea is not significantly different from that in selected advanced economies. Third, the reason why firms favor time‐dependent price adjustments appears to be endogenous, accounted for by a number of market institution variables. Fourth, in response to shocks, Korean firms tend to wait until the next periodically scheduled revision rather than make a state‐dependent price adjustment, unless marginal costs are affected significantly by the shock, and state‐dependent revisions are often significantly delayed when they do occur. To shed light on the effectiveness of educational inputs for student outcomes, this paper examines the effect of private tutoring expenditures on the academic performance of middle school students in South Korea. To address endogeneity, the paper uses instrumental variables, first-difference, propensity-score matching and nonparametric bounding methods. We apply these methods to a panel dataset from South Korea, the Korea Education Longitudinal Study. The results show that the true effect of private tutoring remains, at most, modest. Instrumental variables (first-difference) estimates suggest that a 10-percent increase in expenditure raises a test score by 0.03 standard deviations or 1.1 percent (0.002 standard deviations or 0.08 percent). Matching estimates imply that the same amount of increase in expenditure leads to a 0.33 to 0.72 percent higher average test score. The tightest bounds of the effect of tutoring reveal that a 10-percent increase in expenditure improves the test score by a low of 0 to a high of 2.01 percent, while statistical tests fail to rule out zero effects. The modest effects of private tutoring found in the present study are comparable to the effects of public school expenditures on test scores and earnings estimated in previous studies. We estimate the impacts of Korean firms' participation in regional trade agreements (RTAs) on the extensive and intensive export margins by identifying exporting firms based on their firm size—small and medium‐sized enterprises (SMEs) and large enterprises (LEs) at the 5 399 HS six‐digit commodity level—and specifying characteristics of RTAs from 2004 to 2015. We apply the EK Tobit estimation technique to control zero trade and the OLS estimation with importer‐product and time fixed effects to alleviate the endogeneity problem. We find that firm size, product type, and depth of RTA significantly matter. Specifically, we find that deeper RTAs with larger, developing, and closer members significantly enhance the export creation effects of SMEs and LEs. Regarding the firm size‐specific effects, we find that SMEs are less sensitive to exploiting RTA participation but more sensitive to the import market size, bilateral and relative trade costs, and the RTA characteristics. LEs' export creation is mainly driven by the intensive margin, while SMEs' export creation is driven by extensive and intensive margins (slightly more by the extensive margin). For the product‐specific effects, we find that Korea's major exportable products such as chemicals, basic metals, motor vehicles, and transport equipment generate significantly strong export creation effects for both LEs and SMEs through their participation in RTAs. Using a panel dataset for the period of 1991–2001, the present paper explores the significant determinants that indicate the likelihood of bankruptcy for chaebol and non‐chaebol firms in Korea, and identifies the differences in the determinants between the two types of firms, with an emphasis on their ownership and financial structures. Logit bankruptcy regressions show that largest shareholder ownership (i.e. ownership concentration) is likely to act as a corporate governance mechanism in reducing bankruptcy risk and that financial stability, operating experience and firm size are also important. In separate regressions for chaebol and non‐chaebol firms, foreign ownership for chaebol firms and ownership concentration for non‐chaebol firms emerge as significantly positive and negative bankruptcy determinants, respectively. In particular, bank ownership is identified as a positive factor for chaebol firms and a negative factor for non‐chaebol firms. These outcomes suggest that ownership concentration and bank ownership are likely to play a monitoring role in lowering bankruptcy risk for non‐chaebol firms. In this paper, we investigated the economic effects of zoning regulations on the retail industry in Korea. We estimated the changes in the number of sales for retail stores using a panel regression analysis for stores in traditional markets. This analysis was conducted to examine the benefit of zoning regulations on retail stores. Our results show that the zoning regulations (called Traditional Commercial Activity Protection Zones) have contributed to an improvement in the actual business performance of small independent retailers. We found that the amount of sales for each store clearly increased on average in the areas designated as Traditional Commercial Activity Protection Zones where there was no market entry of mega supermarket chains (called SSM in Korea). We also present evidence that the effects of this policy differ geographically: the effects were stronger for small and medium cities than for large metropolitan cities. These results suggest that zoning regulations enacted by the government to protect traditional markets and small retailers should also consider regional differences when assessing policy effectiveness. It is now the largest market for Korean exports and a major supplier of its low-cost imports but has at the same time become a serious challenger to Korea in the world markets for manufacturing exports. This paper investigates changes in China's export structure and its effect on Korea, and bilateral trade between the two. A growing body of evidence points to a decline in the labor share of income. A sizable empirical literature delves into the relationship between technological progress, globalization, and market concentration and labor's declining income share, which can exacerbate income inequality. Population aging has often been put forth as a factor that worsens income inequality. However, few studies have empirically examined the nexus between aging and the labor share, a potentially significant driver of inequality. In this study, we use industry‐level data to investigate the nexus in Korea, a rapidly aging country where inequality has emerged as a big social and economic issue. We find a positive and significant association between aging and labor share. Hence, at least in Korea, we do not find that aging exacerbates income inequality by reducing labor's income share. This paper empirically examines whether three East Asian stock markets, namely, those of China, Japan and South Korea, are individually and/or jointly efficient, and whether contagion exists between the cointegrated markets. While individual market efficiency is examined through testing for the random walk hypothesis, joint market efficiency is examined through testing for cointegration and contagion. The present study finds that the hypothesis of individual market efficiency is strongly rejected for the Chinese stock market, but not for the Japanese and the South Korean stock markets. However, when testing for cointegration, market efficiency is strongly rejected for all these markets. We take a simple case of contagion and find that although there is a long-term relationship among the three markets, the contagion hypothesis cannot be rejected only between Japanese and South Korean stock markets, indicating short-run portfolio diversification benefits from these two markets. The present paper investigates which factor is primarily responsible for the sharp depreciation of the Korean won against the US dollar in 1997, using a bivariate vector autoregressive model of real and nominal exchange rates. In the present study, we directly identify the relative importance of fundamental and non-fundamental factors from the raw data series on exchange rates. This approach is different from most previous studies on the Korean currency crisis, which use proxy variables to represent the two factors. The empirical results show that the collapse of the Korean currency in 1997 appears to be mostly a result of the weakened macroeconomic fundamentals of the economy with, to a limited extent, some non-fundamental factors. Using four rounds (1999, 2002, 2005 and 2008) of the Korean Labor and Income Panel Study, the present paper examines determinants of household income and consumption levels and inequalities. Unconditional as well as conditional stochastic dominance tests are performed by year, by household heads' characteristics (age, education, gender, health, marital status and occupation) and by household characteristics (household type, household size and degree of urbanization). Mean least squares regression techniques are used to predict conditional expectations. The residuals containing effects for each characteristic conditional on the remaining characteristics are then used for the stochastic dominance analysis employing extended Kolmogorov- Smirnov tests of first-order and second-order dominance in distribution of income and consumption. The results provide a detailed and up-to-date picture of inequality and poverty by subgroup in Korea, which helps in targeting particularly vulnerable groups. While inequality in disposable income is found to be substantial, consumption inequality is less substantial. Households headed by the elderly, the uneducated, the divorced, the widowed, females, and those with health problems are found to be the most vulnerable groups. [ABSTRACT FROM AUTHOR]

The Korean economy has entered a period of relatively sluggish growth after experiencing very dynamic and high economic growth since the 1970s. The recent growth rate has been around 3 percent, which is similar to that in many advanced countries. According to growth accounting, economic growth is possible because of input increases and productivity increases. Productivity growth is much more important than input increases for long‐term economic growth. We investigated whether there was a structural break in the Korean manufacturing industry and whether the main factor contributing to economic growth shifted from input to productivity. Using various econometric methods, we tested this question and found some interesting results. First, there was an important change in the 1990s, and the productivity trend seemed to show a big structural break at that time. Second, an input increase was the main factor contributing to economic growth before the break and productivity became more important after the break. Whether the dual labor market structure implied by employment type and unionization causes wage discrimination is an intriguing and relevant policy question in the context of South Korea. This study examines the effect of trade unions on wage discrimination against irregular workers by extracting and comparing the ratios of the discriminatory wage gap by employment type between unionized and non‐unionized workplaces. As per the analysis, all generalized decomposition frameworks show that the presence of trade unions expands discrimination regardless of the employment type. In addition, the effects of unionization on the degree of discrimination differ by factors characterized by the dual labor market. In this study, we build a structural vector autoregressive model of the housing market with supply and demand shocks to determine the main causes of house price movements in South Korea. We include housing permits, basic housing demand, and the growth rates of real housing prices in the model. Changes in house prices are decomposed into three structural components: housing supply shocks, shocks to basic housing demand, and shocks to housing market‐specific demand. We find that the main driver of the movements in house prices is housing market‐specific demand shocks, and these are associated with beliefs regarding future house prices and the real estate market, as measured by the Consumer Sentiment Indices for the housing market, rather than credit conditions or financial variables such as interest rates or stock returns. Cashless payments discourage value‐added tax (VAT) evasion through transaction records; and they essentially require cooperation from consumers and small business owners. As indirect VAT payers, consumers' payment methods decisively influence the final VAT declaration. However, the literature has yet to investigate consumers' collusive VAT evasion. This study uses data from approximately 7300 taxpayers as collected by the National Survey of Tax and Benefit of South Korea to examine the impacts of perceived trust paradigms on consumers' responses to payment methods when small business owners offer discount benefits. The results reveal that perceived trust in government significantly strengthens consumers' cooperative VAT compliance. We also discover that when the discount amounts are higher, trust has a greater impact on cooperative VAT compliance. The traditional literature on the role of intellectual property rights (IPR) in innovation highlights the strength of IPR protection in the context of the tradeoff between innovation and diffusion. More recent literature analyzes the role of diverse forms of IPR in promoting innovation and growth and delves into not only regular patents but also utility models (or petite patents) and trademarks. Using firm‐level IPR (patents, designs and trademarks) data from Korea, we further extend this new strand of literature to explore the role of designs at different stages of development. The data spans five decades and can be divided into three subperiods that represent different stages of economic development. We find that design‐intensive sectors tend to be more export oriented. Further, firms' sales growth is significantly associated with the design intensity of firms. Such association is found only during the later stages of economic development in Korea. Taken together with earlier studies, our findings imply that different forms of IPR, in particular designs, matter differently for innovation and firm performance at different stages of development. Designs are not that important in the early stages of development when economic growth relies on the mass production of low‐cost goods by low‐wage workers. The importance of design rises with economic development at later stages when product differentiation becomes critical. Rapid economic growth and development often drives out traditional activities. We determine how increased trade, technology, and access to education in South Korea led to the collapse of its silk sector. Results show that although the imports of silk yarn and fabric reduced domestic silk output and prices, trade liberalization was not the sole contributor to the collapse. Inelastic labor demand for unskilled workers, skill-biased technology, and especially increased access to education all led to a sharp rise in the relative wage of unskilled workers, and the ensuing rise in production costs contributed to the silk sector's collapse. This study examines whether export credit insurance contributes to an increase in exports and investigates the channel through which export credit insurance affects exports. We use detailed Korean short‐term export credit insurance data provided by K‐SURE and conduct a regression with an extensive set of dummy variables using the Poisson pseudo‐maximum‐likelihood estimator. Our regression result shows that short‐term export credit insurance increases exports by mitigating the financial constraints of exporting firms. Furthermore, the export‐enhancing role of short‐term export credit insurance is more significant when the destination country is a developing country or when the exporting companies are small. We examined whether the elasticities of Korean exports with respect to global GDP and to the exchange rate vary depending on exports' expansionary or contractionary regimes. Our empirical analysis incorporated regime changes and cointegration into a multivariable smooth transition autoregressive vector error correction model. Our estimation results revealed asymmetries in the short‐run elasticities of Korea's exports between the two regimes, although their long‐run elasticities remain stable. The positive effect of global GDP on Korea's exports is inelastic during contractionary regimes but elastic in expansionary regimes. This study examined the difference between male and female groups' return on investment (ROI) in education independent of the average gender wage gap. Women's additional ROI in education was significant and positively estimated. Furthermore, the ROI in women's education was consistently higher than that in men regardless of educational stage, except for graduate education. These gender differences were greater in the younger generation than in the older generation and have decreased significantly in the recent ten years in high school education. Although the additional ROI in women's education was positive in the field of culture and arts, education's effect on wage increases in professional occupations was less than in men, especially in the fields of law and medicine. In addition, we show that gender differences in ROI in education were countercyclical. A base effect, large wage declines for low‐educated women during recessions, could explain this phenomenon. However, coinciding with the existence of positive cash flow news in the stock market that promises good business performance, a significant wage increase among highly educated women was found. Using monthly regional panel data on air quality and large retail store sales in Korea, we empirically examine the effect of air pollution on retail sales. We account for regional heterogeneity in air pollution and control for various macroeconomic and climatic factors that can affect retail sales. We also use the air quality indicator in the west coastal islands (affected by trans‐border pollution but uncorrelated with the economic activity in the mainland) as an instrumental variable. The estimation results show that, in general, 1 additional day of PM10 level higher than 80 μg/m3 reduces monthly retail sales by approximately 0.1 percent. Nonetheless, an adaptive pattern emerges over time, particularly when the level of air pollution in the previous month was severe. [ABSTRACT FROM AUTHOR]

Are older workers costly to firms? This study aims to investigate the relationship between an aging workforce on firm productivity and labor costs using a unique Korean firm‐level panel dataset (WPS) covering the period from 2007 to 2011. The primary results show no evidence of a negative relationship between the proportion of older workers and firm productivity, and no significant relationship between the proportion of older workers and labor costs. In addition, the findings of this study implies that failure to account for unobserved firm heterogeneity and endogeneity of changes in age structure biases the results toward finding a correlation between the age structure of workers and firm productivity and labor costs. The present study examined financial market risk exposure of human capital returns, which are represented by the returns to education, using panel data for Korea. Overall, financial market shocks seem to be irrelevant to returns to education. However, when we divide a financial market shock into cash flow news and discount rate news leading to a negative risk premium, returns to education increase after positive news about future cash flows and unexpected increases in discount rates Therefore, the risk exposure to cash flow shocks is offset by the exposure to discount rate shocks. The returns to education of low‐income workers were significantly exposed to the cash flow risk as compared to those with a high income, but they were offset by the positive correlation to discount rate shocks. In contrast, considering the gap between generations, the old generation was not only less exposed to the cash flow risk compared to the young generation regarding returns to education but also positively correlated with the discount rate shock, resulting in less exposure to financial market risks. Using direct loan data for 2012 to 2014 from the Korea Student Aid Foundation, we develop a risk group predictive model for borrowers defaulting on their loans. We used a logistic regression model and the Cox proportional hazards model to develop the risk predictive model. We verified the validity of the models using a receiver operating characteristic curve and a validation dataset. The present study shows that area under the receiver operating characteristic curves is similar for the models and that the major influencing factors for defaulting on their loans are household income, whether a national grant was received, age, whether more than two accounts are overdue, field of study and the monthly repayment amount. Set by government, corporate, financial and individual sources, venture capitalists in Korea have adapted themselves to the new and uncertain venture capital market through stand-alone and syndicated investments. The present study raises questions about whether various financial sources contributed differentially to their portfolio firms during the market boom of 2000. Results show that no single capital source showed better performance, and only corporate venture capitalists contributed to intermediate goods firms. More than 80 percent of US growth between 1950 and 1993 can be attributed to transition dynamics (increases in R&D intensity and educational attainment), with less than 20 percent of growth deriving from population growth. Similarly, growth accounting shows that 80 percent of economic growth in Korea can be attributed to transition dynamics. However, the specific factors that have moved Korea far from its steady state are significantly different from the factors that have done so for the USA. In addition to the growth rates of the two countries, we also analyzed the (steady-state) level of output per worker to determine where the Korean economy is headed relative to the USA. In 1960, Korea was characterized as poor (0.111) relative to its own steady state (0.765), and incomes were at 11.1 percent of those in the USA. Since then, however, Korea has been growing more rapidly than the USA. In our analysis, we also consider the extreme case where total factor productivity levels converge completely. Interestingly, in this case, the USA and Korea exhibit unconditional convergence similar to what is generally observed in the OECD. Korea has adopted the labor institutions of Japan, which are noted for ensuring industrial peace unparalleled elsewhere, fostering worker-management cooperation: company unionism, no temporary layoffs, synchronized annual contracts, seniority-based wages, and the bonus system. Yet the labor relations in Korea have been turbulent for the last 15 years, with its strike intensity exceeding that of any industrialized country during most of that period. Why is labor so militant in South Korea? This research identifies two types of factors responsible for Korean labor militancy. First are sociopolitical factors: abrupt decontrol of labor relations in 1987 for which labor and management were and continue to be ill prepared, and the dominance of the age-cohort of young, assertive workers in the workforce. Using cointegration techniques, the present study re-examines the long-run relationships of South Korea's aggregate import demand behavior. The present study considers four domestic activity variables; namely, gross domestic product, gross domestic product minus exports, national cash flow and final expenditure components for aggregate import demand in South Korea. The sample period covers quarterly data from 1970 to 2002. The present study provides empirical evidence of a cointegrating relation in the South Korea's import demand in which it is significant to South Korea's trade policy implication, particularly to improve external balances.
