Southeast Asia is a development success story. By 2025, it is forecast that extreme poverty in the region will have been ‘eradicated’. Does this mean that the challenges so evident in the 1960s when the countries of the region began to pursue development have been met, and the objectives achieved? The paper makes a case for thinking afresh about development and the poverty project, recognising that development is never neatly achieved but, rather, re‐worked, re‐engineered and re‐imagined over time. This is done through identifying different categories of ‘poor’, each produced through different poverty‐making processes, measured and viewed in different ways, and their poverty addressed using different approaches and policies. With specific reference to the cases of Laos and Thailand, and drawing on longitudinal research in the latter country, it is argued that while economic growth does trickle down, it trickles down in quite discrete and often contingent ways. Despite its small area and intensively cropped landscape, East Java accounts for 30% of Indonesia's cattle population. About two million households draw on family labour to raise cattle in backyard sheds and small enclosures, largely for cash income. In this paper, we examine the opportunity for such small-scale producers to benefit from Indonesia's economic transformation, given the rising urban demand for beef. The paper reports on a study in two contrasting sites in East Java - irrigated lowlands and rainfed uplands - to explore the constraints facing small-scale cattle producers in these environments, the means by which they have adapted to these constraints (especially by going beyond the farm household to access feed supplies) and possible means to enhance their production systems and incomes. The findings suggest that such cattle production systems can provide a viable source of livelihood, even for resource-poor households; hence, appropriately adapted cattle improvement programmes are a sensible component of a pro-poor development strategy. This paper conducts an analysis of the socioeconomic determinants of Vietnam's cross-provincial variations in natural disaster vulnerability. The purpose is twofold: (i) to capture disaggregated vulnerability variations normally obscured by national statistics, thereby providing more nuanced insights into Vietnam's vulnerability to natural disasters; and (ii) to take advantage of the fact that the overall political system and key institutional structures to a large extent are constant across Vietnam's provinces, which makes the analysis a novel addition to the many disaster studies based on cross-national variations. The paper's analysis indicates that much of Vietnam's cross-provincial variations in natural disaster fatalities and economic costs can be explained by differences in key socioeconomic factors. High provincial rates of inequality, poverty and infant mortality, for instance, appear to drive up natural disaster fatalities. Local adaptation efforts should focus as much on these broader socioeconomic dimensions as they focus on the geophysical susceptibility to natural hazards of individual areas. [ABSTRACT FROM AUTHOR]

Fairtrade market growth is characterised by expansion and exclusion in terms of producer opportunity. This paper draws producers in the Pacific region into the debate, analysing the development context among these small-island developing states and, specifically, the practices and principles of four 'ethical' enterprises. The analysis reveals that the unique and complex context in which these organisations operate is at odds with Fairtrade's requirements, standards and assumptions. The paper highlights the need for contextually relevant requirements and principles, and the likelihood of alternative governance arrangements and actors, for an inclusive Fairtrade system and market in the region. Drawing on field work in Southern Thailand undertaken in July 2005, the study illuminates the complex and contingent way in which the Indian Ocean tsunami of December 2004 affected communities, households and individuals. The paper problematises the indiscriminate/discriminate patterning of impact and recovery and also makes a case for a delocalised and transnational approach to understanding the impacts of the wave. Using the notion of ‘tsunami footprints’ and drawing on qualitative interviews, the paper proposes that impacts need to be seen in the context of the spatially dispersed networks of association that characterise the Thai space economy and Thai society. Drawing on work on poverty dynamics, the paper also explores three explanatory disjunctures in recovery transitions: the disjuncture between the pre-tsunami context and the post-tsunami situation; the disjuncture between structure and agency; and the disjuncture between the appearance of progressive and gradual change in societies and the lived reality of turbulence. Drawing on Harold Brookfield's seminal interventions on intensification and disintensification in tropical agriculture, the paper argues that a de-linking of poverty and livelihoods in rural areas from farming and agricultural resources is occurring in rural South-East Asia. This is often driven as much by changes in lifestyles and life views than by economic and environmental imperatives. The paper proposes that farming is in the process of losing its resonance and significance for the rural poor. Emerging patterns of change in the South-East Asian countryside are used to construct a generalised framework of agrarian transition where the current trend towards pluriactivity is likely to be replaced by a mixed landscape of agrarian entrepreneurs, neopeasants and remnant smallholders. In this paper, we present highly disaggregated estimates of expenditure-based poverty in Fiji using data from the 2007 national census and 2008-2009 Household Income and Expenditure Survey. Predicted poverty is estimated at provincial and tikina levels. Poverty in Fiji is marked by considerable spatial heterogeneity that cannot be gauged by the division level household survey estimates revealing pockets of poverty even within relatively well-off regions. Predicted poverty is highest in Cakaudrove province in Northern Division. Most strikingly, we find that 50% of all the poor in Fiji are concentrated in just 6 out of 85 tikinas, namely Suva, Labasa, Ba, Naitasiri, Vuda and Nadi. This finding has important implications for efficiency of targeted poverty alleviation programmes. We also focus on squatter settlements for which poverty headcount estimates using the Household Income and Expenditure Survey are not feasible. We find these settlements have rates of poverty headcount ratio that range from 38-55% depending on the Division the squatter settlement is located in; this range is significantly higher compared with the average urban poverty estimated at 26% and raises important social policy issues for addressing urban poverty. In the 1980s, rural settlements in the Northeast of Thailand were farming focused, and strategies of living were structured around the need to secure subsistence in the face of a capricious environment and a weak developmental state. More than half of households in the region lived below the poverty line, and the immediate prospects for ‘development’ were not bright. Drawing on a 25-year longitudinal study of two villages in Mahasarakham, the paper describes and reflects on how risk and vulnerability have been re-shaped during a quarter of a century of profound economic and social change. From largely environmental and local, the pattern of risk and opportunity have become increasingly economic and non-local as external events wash across the shores of rural settlements like Ban Non Tae and Ban Tha Song Korn. This paper examines the new urban poverty in China since the deepening of market-oriented reform in the 1990s and argues that the institutional process goes beyond recent market-oriented reforms. Poverty generation is driven by broad economic restructuring and transformation of welfare provision. De-industrialisation and decline in state-owned enterprises have generated a significant number of laid-off workers, forming the new urban poor who are simultaneously confronted with the transformation of welfare provision. The loss of workplace-based entitlement is a direct cause of their poverty or exacerbates their underprivileged conditions. For at least a significant proportion of new urban poor without the hope of returning to the mainstream labour market, the minimum living standard support programme in fact captures them at the edge of survival. This paper shows that an important requirement of the MIRAB model, economic success in the host country, is a characteristic of Pacific Islander migrants to the USA and their offspring. Pacific Islanders improved their economic lot in the 1980s and again in the 1990s. Part of this improvement was due to increases in their human capital: Pacific Islanders acquired more education, work experience and better English language skills. In the late 1960s, Harold Brookfield and Doreen Hart were ‘startled’ by the order of magnitude differences in incomes from village cash cropping in different parts of Papua New Guinea (PNG). This paper traces these differences, back into a pre-colonial past and forward to the present and concludes, as Brookfield did in the 1960s, that severe environmental constraints, rather than market forces, are the primary cause of the pattern of spatial inequalities observable in PNG. Brookfield noted the existence of an ‘acute dilemma’ in 1960s development funding: should funds be invested where the returns will be highest, or where the need is greatest. This dilemma is as acute today as it was then. However, in the meantime, people from poor places are moving to better-off places, seeking access to markets for their produce and health and education services for their families.
