Transnational policy transfer is a well‐documented phenomenon with studies from across many disciplines. However, the literature tends to over‐theorize but under‐operationalize what is transferred and how it is transferred. A significant issue in this regard concerns 'agency': that is, who is supplying and who is demanding policy lessons and examples. This paper highlights a relatively new concept in comparative policy studies, that of the 'instrument constituency', within the framework of transnational policymaking. It argues that instrument constituencies or groups of actors unified by their strong affinity with a specific policy tool are key agents in the transfer process, acting as suppliers and brokers of policy ideas, constantly searching to match their preferred solutions to policy problems. As this paper will show, incorporating such constituencies into policy transfer studies allows a better understanding of transfer as part of a sequential process of diffusion, and how knowledge about a policy instrument is assembled and transferred. Using the Philippinesʼ first nationally representative survey designed to characterise digital commercial and non‐commercial engagements, including the use of information and communications technology (ICT), the digital economy, and technology‐enabled activities, we investigate the presence of gendered disparities in online marketplaces. This is consistent with the spirit of a gender and development approach that aims for equitable outcomes between men and women. We verify whether the observed participation of women in online marketplaces results in higher online sales. To establish the determinants of participation in and incomes from online marketplaces, we use a Heckman estimator in cognisance of the non‐random choices people make when they enter online marketplaces. The negative selection indicates that those likely to sell have unobserved attributes negatively correlated with online income. Based on our modelʼs income predictions, men outperform women in online sales and hold the advantage, replicating a trend observed in traditional marketplaces. Results also highlight the importance of skills, digital awareness and habits, selling platforms, and ICT infrastructure. The paper also identifies potential initiatives for online marketplaces. Abstract: Complex interdependence refers to the multiple channels of interaction and agenda in interstate relations, which involve domestic (public and private) stakeholders and nonmilitary issues. Since the Belt and Road Initiative (BRI) came into being, most analyses have largely focused on infrastructure development. The BRI not only has the potential to impact a host government's socioeconomic agenda but also its overall bilateral relationship with China. It is therefore imperative to measure the progress and prospects of China's Belt and Road projects in the Philippines, in line with Beijing's strategic goal to deepen complex interdependence with partner‐states, against the BRI's five major dimensions of cooperation: (a) policy coordination, (b) infrastructure development and connectivity, (c) trade and investment facilitation, (d) financial coordination and integration, and (e) people‐to‐people ties and connectivity. These, together with the examination of China's BRI projects in other Asian countries as modes of comparison, are crucial in assessing probable outcomes in the Philippines. The paper includes policy recommendations based on possible pitfalls and risks that may hamper the advancement of the Belt and Road projects in the Philippines and Sino‐Philippine bilateral interaction. This purpose of this article is to demonstrate (1) how growing seaweed in the central Philippines is affected by multifaceted local dynamics and (2) how it is also dependent on the complementary livelihood strategies of in situ and ex situ diversification. This article explores the livelihood trajectories of 45 households that were all engaged in growing seaweed in 2015. Surveys and semi‐structured interviews were conducted with households and key informants in two municipalities. Results reveal a process of livelihood divergence. While in one municipality growing seaweed has become a relative success, virtually all households in the other municipality have had to stop growing seaweed, returned to fishing, and remained poor. The reasons for this divergence can be found in the spheres of environmental challenges, value chain governance dynamics, and local coastal governance. This article explores the child protection actors, processes and child maltreatment issues in a regional Local Government Unit in the Philippines. Utilising a qualitative case study design, it engages with 14 young people with histories of child maltreatment and 13 key child protection actors, exploring their views and experiences of child protection actions, processes and outcomes. The findings highlight informal community‐based actors, including neighbours, family, friends and non‐government organisations in initial responses to child maltreatment, compared to formal child protection actors, who respond to severe maltreatment utilising a legal framework. Actors are constrained by limited government capacity and community reach, revealing misalignment between formal child protection activities and breadth of risks for children. Non‐government organisations assist child protection efforts through the provision of residential care. Policy recommendations include strengthening relationships between formal actors and communities, expanding early intervention activities, and developing the capacity of community‐based child protection actors. This article explains how linkages between politicians and rural voters affected the design of agricultural policies, using rice in two countries as examples. In the Philippines, colonial history bolstered an oligarchy of landed elite politicians, whose power was restored after the dictatorship of Marcos ended in 1986. Their practice of patronage brought corruption that led to dwindling rice productivity and increasing import dependence while displacing the political necessity to offer price support to farmers. In Thailand, sociopolitical development was more centralized, with new electoral rules introduced in 1997 to weaken locally confined patronage arrangements. Mass parties competing on a policy platform were favoured instead, resulting in increasing, but eventually, excessive subsidies for rice farmers. Although voter-politician linkages resulted in different rice policies in the two countries, recent instability in the world rice market showed that strategies with greater sustainability considerations are needed in addressing domestic income disparities and global food insecurity. This article explores how global social policy can be implemented in the local context by examining the policy process undertaken for the conditional cash transfer program ( CCT) in the Philippines. It first takes into consideration how they select CCT as flagship social protection program. It, furthermore, takes an in-depth look at the policy implementation process to find out how the Philippines overcomes institutional constraints where clientelism is prevalent and administrative capacity is inadequate. It shows that CCT could be implemented by centralising targeting and delivery system, investing financial resources with political commitment of national government, and rearranging responsible department based upon inter-ministerial cooperation. Even though administrative set-up has been singled out as the principal obstacle hindering necessary policy change in developing countries, this article maintains that the administrative capability can be enhanced in the process of implementing social protection programs.
