• Decoupling of GDP from all energy sources under multiple principles are examined. • World economy achieved weak energy decoupling in most years during 2000–2011. • World economy coupled with coal use and tended to couple with cleaner energy use. • None of studied economies achieved long-term GDP-embodied energy decoupling. • Decoupling delusions occurred when only considering direct and total energy use. Decoupling indicators are widely used to understand links between economic growth and energy use. However, traditional decoupling analyses mostly focus on domestic energy consumption (i.e., the production-based principle) and neglect off-site energy use across global supply chains to satisfy an economy's final consumption (i.e., the consumption-based principle). Moreover, analyses for total primary energy conceal an economy's preference for different energy sources. Therefore, this paper evaluates decoupling states of GDP from all types of primary energy use under consumption-based principle, for world economy and eight typical economies during 2000–2011. Regarding total primary energy, world economy witnessed weak decoupling in most years, and most economies studied (e.g., USA, Japan and China) achieved decoupling initially but performed negative decoupling finally. For EU, USA, Japan, Russia and India, production-based decoupling performances were generally better than consumption-based ones. Decoupling phenomena detected under production-based principle even became coupling or negative decoupling under consumption-based principle in some cases. As for each energy source, world economy decoupled from oil use, but still coupled with coal use, and gradually showed a trend to couple with natural gas and renewables use. Different energy sources showed distinct decoupling degrees from GDP, affected by individual embodied energy requirement structure. • A conceptual framework was designed for a bioenergy system for rural India. • Agro waste potential was estimated through survey. • Techno-economic analysis of an integrated system was conducted. • Uncertainty was assessed through Monte-Carlo simulation. This paper presents a holistic approach to promote bioenergy in India by designing a conceptual framework that combines resource, technology and market. The proposed concept is an attempt to integrate pelletization and gasification technology for bioenergy system development through an end-to-end approach. The potential of bioenergy resource (i.e. agro waste) was estimated based on survey. The study further assessed the economic feasibility of agro waste pelletization. The economic evaluation was made using indicators such as net present value (NPV), internal rate of return (IRR), discounted payback period (DPBP) etc. Pellet plant capacity of 0.5 ton h−1 showed acceptable economics and the NPV , IRR and DPBP were ₹9.35 million ($0.13 million), 41% and 2.8 years, respectively. Moreover, the larger capacity plants (>2 ton h−1) were subjected to more risk under low pellet prices (< ₹5 kg−1 or $71.4 ton−1). The cash flow statement showed a strong debt paying ability for the project. Pellet price was the most sensitive factor followed by annual operating days on pellet plant economics. Monte Carlo simulation predicted an average NPV of ₹9.3 ± 2.0 million ($133.2 ± 29.1 thousand). The economics of fuel pellets utilization in a gasifier for energy applications was also evaluated. The pellet fed gasifier system appeared to be cost competitive with commercial liquefied petroleum gas (LPG) and wood at a pellet price range of ₹6.3–8.8 kg−1 ($90–126 ton−1) in a select scenario. Selecting an appropriate location for a large infrastructure project poses difficult situations. It shall satisfy sustainability indicators and establish harmony among multiple goals of multiple stakeholders. In such a situation, Multi-Criteria Decision Making techniques allow assessing qualitative and quantitative attributes, analysing and removing subjective biases and help in arriving at objective decisions. However, a single Multi-Criteria Decision Making technique may not be an effective tool to generate concrete results as there is no validation of the results. By utilising hybrid Multi-Criteria Decision Making methods, one can incorporate, gauge, and assess the range of social, economic, and environmental impacts precisely and achieve an accurate result by validating results by other methods. Therefore, this paper develops a model called as Social, Economic, Environmental and Technical Assessment model. It combines four fuzzy Multi-Criteria Decision Making techniques viz. Fuzzy Stepwise Weighted Assessment Ratio Analysis, Fuzzy Multi-Objective Optimization by Ratio Analysis, Fuzzy Weighted Aggregated Sum Product Assessment and Fuzzy Technique for Order of Preference by Similarity to Ideal Solution. This paper utilises the case of hydropower plants in India, how the policy and decision-makers can arrive at the selection of the best location for an infrastructure project. According to the assessment value, Teesta Low Dam IV (Darjeeling, West Bengal) is the preferred hydropower plant for all selected methods. Abstract: This paper presents rigorous experimental outdoor performance of a 2.32kWP stand-alone photovoltaic (SAPV) system in New Delhi (India) for four weather types in each month such as clear, hazy, partially cloudy/foggy and fully cloudy/foggy weather conditions respectively. The daily power generated from the existing SAPV system was experimentally found in the range of 4–6kWh/day depending on the prevailing sky conditions. The number of days and daily power generated corresponding to four weather types in each month were used to determine monthly and subsequently annual power generation from the existing SAPV system. There are three daily load profiles with and without earth to air heat exchanger suitable for three seasons like summer (3.75–6.15kWh/day), winter (2.79–5.19kWh/day) and rainy (3.75kWh/day). The hourly efficiency of the SAPV system components are determined and presented in this paper. The life cycle cost (LCC) analysis for the existing typical SAPV system is carried out to determine unit cost of electricity. The effect of annual degradation rate of PV system efficiency is also presented in this paper. Abstract India is the second largest developing country and fourth largest carbon emitter in the world. It has registered the rapid economic growth (7–9%) in the last decade. However, both its total carbon emissions and emission intensity (CO 2 emissions per GDP) kept increasing during period 2007–2013. There are few studies using input-output (I-O) analysis for India's energy/emissions in the literature. This paper tries to fill in the gap by using I-O framework to study India's total emissions and intensity changes and its driving forces with the latest data available and newly proposed techniques. The results show that India's carbon emission were mainly driven by private consumption (50–55%), followed by investment (25–26%) and exports (14–19%). During period 2007/08–2013/14, India's total emissions increased by 56.6%, where total final demand change resulted in emissions increasing and the shift of demand from raw material industry to high-value added manufacturing industry helped to reduce the emissions. When measuring India's relative emission efficiency, its aggregate embodied intensity (AEI) indicator in aggregate was mainly determined by private consumption (47–49%), followed by investment (23–24%) and exports (15–18%). From 2007/08 to 2013/14, the AEI values in aggregate and by final demand category all increased except the AEI of inventory change, mainly caused by production structure change. The emission efficiency improvements helped to reduce India's total emissions and carbon intensity, but the contributions were small. The policy implications of our findings are also discussed. Appliance labels are a widely used policy instrument to increase the adoption of energy-efficient technologies. Most countries use categorical labels to facilitate comparison of appliances based on energy consumption. Studies have found that consumers respond positively to the labels, but the differentiated response to the categories on labels is not well understood in the literature. This study presents the results of a discrete choice experiment corroborated by an analysis of secondary market data to demonstrate that consumers differentiate between label categories; with a greater value being placed on appliances with higher levels of energy efficiency performance. We examine two appliances - air conditioners and refrigerators and observe that there are some differences in consumer response - likely due to the different usage patterns of the two appliances. Consumer responses were observed in hypothetical choice situations constructed ensuring statistical and design efficiency. In a mixed logit model specification with correlated random parameters, the magnitude and the distribution of consumer preference for the highest category of energy efficiency are estimated. The results are validated by estimating the incremental price of higher category of energy efficiency using market data for comparison. The sources of consumer heterogeneity for the highest category of energy efficiency are identified after controlling for other consumer variables. The findings presented in this paper are useful for improving the effectiveness of existing energy efficiency programs and designing new programs to accelerate adoption of energy efficient technologies. Abstract: The daylight factor model given by Charted Institute of Building Services Engineers (CIBSE) was modified in this paper to incorporate time variations with respect to zenith angle (θz ) and vertical height (h) of working surface above ground surface which was normalized with central height (H) of skylight dome. The modified model contains constant exponents which are determined using linear regression analysis based on hourly experimental data of inside and outside illuminance for each month of the year 2007–2008. The prediction of modified model is found in good agreement with experimental observed inside illuminance data on the basis of values of root mean square percentage error (e) and correlation coefficient (r). The annual average daylight factor values for big and small dome skylight rooms are determined as 2.3% and 4.4% respectively. Since coal will be widely used in the next decades, mainly in the developing countries such as China and India, carbon capture and storage (CCS) technologies will have a key role in the containment of global warming. This paper presents a techno-economic comparison between the most promising power generation technologies for a CO 2 -free power generation in a short-term future. In particular, three different power generation technologies have been considered in their conventional (without CCS) and CO 2 -free configurations: (a) ultra supercritical (USC) pulverized coal combustion, (b) oxy-coal combustion (OCC) and (c) integrated gasification combined cycle (IGCC). Process simulation, based on Aspen Plus and Gate Cycle commercial tools, allows to calculate plant performance, including the energy penalty due to the CCS system (10.9% points for USC and 8.7% points for IGCC). In parallel, a detailed economic assessment shows that, among the commercial-ready technologies, USC could be the most convenient solution for power generation without CCS (presenting a levelized cost of electricity – LCOE – of 38.6 €/MW h, significantly lower than 43.7 €/MW h of IGCC), whereas IGCC becomes competitive for CO 2 -free systems (with a LCOE of 59.6 €/MW h, to be compared with 63.4 €/MW h of USC). Moreover, oxy-coal combustion, which is currently not mature enough for commercial-scale applications, promises to become strongly competitive for CCS applications due to its relatively low levelized cost of electricity (62.8 €/MW h). This kind of analysis typically presents strong uncertainties, due to the variability of several key parameters (e.g. fuel and CCS prices, determined by the fluctuation of the international markets, or an improvement of the technologies). This paper presents a quantitative assessment of Sustainable Energy Security (SES) of the energy demand sub-system for India by calculating a multidimensional SES index. The demand sub-system has been evaluated for four dimensions of SES, viz., Availability, Affordability, Efficiency and (Environmental) Acceptability using 23 selected metrics. A hierarchical structure has been used to construct indices using ‘scores’ (objective values of selected metrics), and ‘weights’ (subjective values, representing importance of each metric) which are then aggregated, to obtain a SES index. Various sectors of the energy demand sub-system are evaluated and dimensional and sectoral indices are calculated for the years 2002, 2007 and 2012. Assessment of the obtained energy indices is undertaken (separately for rural and urban residential sector) and results reveal that all (except one) sectoral indices have shown an increase during the period of assessment. The results show that from 2002 to 2012, the aggregate SES index has increased by approximately 10% which indicates a gradual improvement in the sustainability and security of the energy demand sub-system. However, the SES index is approximately 0.7 (against a desired target of 1.0), which implies that there is still a large scope for improvement in the performance of the India’s energy demand sub-system. A sensitivity analysis of various indices reveals that the SES index is relatively robust to variation in weights allotted to different dimensions and hence provides a reliable assessment of the energy demand sub-system. Renewable energy has a critical role in limiting the greenhouse gas (GHG) emissions. This paper assesses the implication of aligning renewable energy deployment target with national emission reduction target for mitigation cost. The assessment methodology uses Asia-Pacific Integrated Assessment/computable general equilibrium (AIM/CGE) model to determine the mitigation cost in terms of GDP and welfare loss under alternative renewable targets in different climate-constrained scenarios. A range of country-specific emission constraints is taken to address the uncertainties related to global emission pathway and emission entitlement scheme. Comparative results show that China needs to increase its share of non-fossil fuel significantly in the primary energy mix to achieve the stringent emission reduction target compared to India. The mitigation cost in terms of economic and welfare loss can be reduced by increasing the penetration of the renewable energy to achieve the same emission reduction target. The modeling results show that coordinated national climate and renewable energy policies help to achieve the GHG emission reduction target in an efficient and cost-effective manner. Small Hydro Power (SHP) is one of the most important renewable energy generation sources. It is a cost-effective technology that is being used for rural electrification in the developing countries including India. The Indian government is providing attractive initiatives to the private investors to promote faster development of SHP. Until now, a lot has been written about assessment, potential, advantages and the technical aspects of the SHP plants. However, the important business sustainability perspective has not been yet subjected to empirical analysis. Sustainable development involves three interconnected dimensions: social, economic and environmental sustainability. This paper attempts to investigate whether SHP business in India is a sustainable business. The study is based on the analysis of qualitative data acquired through 28 in-depth interviews with various actors that are connected to the SHP industry in India which include Independent Power Producers (IPPs), manufacturers, designers, consultants and representatives of various government organizations. The empirical material was collected in four states of India namely New Delhi, Himachal Pradesh, Uttarakhand and Jammu and Kashmir (J&K) in February, 2013. The data was acquired by individual in-depth interviews, group discussions and direct observation of one SHP plant. The results show that all the three dimensions of sustainability are being realized to a certain extent. However, utmost efforts have to be undertaken in order to call this sector completely sustainable. Both benefits and challenges in all these dimensions are highlighted and recommendations towards a sustainable SHP sector are provided. Coal-fired energy generation is the backbone of India's power sector and considered a driver of its economic development. However, it is associated with detrimental environmental and health impacts in India and its fleet is currently struggling with overcapacity and inefficiency problems. One solution to address these challenges is the early retirement of some of India's coal-fired power plants. In this paper, we introduce multidimensional indices that identify plants for retirement based on comprehensive criteria that include technical and economic characteristics of plants as well as their environmental impacts. We implement an ensemble approach, where we formulate 8008 indices based on all possible combination of seven relevant parameters and rank plants accordingly. This approach facilitates a comprehensive analysis of the plants' performance on different parameters and provides a new outlook on plant retirements that differs from the common approach of retiring plants based solely on technical characteristics such as age, capacity, and heat rate. Our results show that top plants recommended for early retirement are typically 7 years older, 13% more expensive and have around 40% higher population exposure to emissions compared to an average plant in India. We estimate the potential costs saved from the retirement of the worst-performing 50 GW of generating capacity to be $21 billion resulting from shifting ownership towards a cheaper cost of capital and replacing coal by more competitive sources such as solar power. • Identify plants for early retirement based on technical, economic and environmental indicators. • Worst performing 50 GW capacity are older, more expensive to operate and have higher population exposure. • Costs saved from retiring 50 GW capacity and replacing them with solar are $21 billion. • A multidimensional approach is essential for a politically feasible phaseout of coal. Abstract: In this paper life cycle energy (LCE) demand of a residential building of usable floor area about 85.5m2 located at Hyderabad (Andhra Pradesh), India is evaluated under different envelopes and climates in Indian context. The house is studied with conventional (fired clay) and alternative wall materials (hollow concrete, soil cement, fly ash and aerated concrete) under varying thickness of wall, and insulation (expanded polystyrene) on wall and roof. The house is modelled for five different climatic zones of India, i.e. hot and dry, warm and humid, composite, cold and moderate. Study suggests that alternative wall materials alone (without insulation) reduce LCE demand of the building by 1.5–5%. Aerated concrete (AC), as wall material, has better energy performance over other materials. LCE savings are significant when insulation is added to external wall and roof. It varies from 10% to 30% depending on the climatic conditions. Maximum LCE savings with insulation are observed for warm and humid climate and least for moderate climate. For same thickness of insulation, LCE savings are much more with roof insulation than wall insulation. But wall insulation is found to be preferable to a thicker wall. It is also observed that there is a limit for thickness of insulation that can be applied on external walls and roof from life cycle point of view. Abstract: This paper presents a statistical approach for the estimation of the diffuse/global irradiation on various inclined surfaces from the measured data of horizontal surface. In fact diffuse solar radiation on an inclined plane consists of two components: sky diffuse radiation and reflected radiation from the ground. For analyzing estimation of the daily tilted sky diffuse component from the daily horizontal diffuse irradiance, we have considered six models Badescu, Circumsolar, Skartveit and Olseth, Hay, Klucher and Liu and Jordan (Isotropic). All these models except Badescu adopted the same methodology for estimating the ground-reflected radiation component, therefore, only sky diffuse component was analyzed at Lucknow (latitude 26.75°, longitude 80.50°), India location. Statistical analysis showed that the Skartveit and Olseth model gives good prediction for the low inclination angle however; Klucher model gave better performance for highly inclined south-facing surfaces. The Root Mean Square Errors (% RMSE) value varies from 3.45% to 24.15% except for Badescu and Circumsolar model which predict worse results. Abstract: Sensitivity analysis is a technique that evaluates the model response to changes in input assumptions. Due to uncertain prices of primary fuels in the world market, Government regulations for sustainability and various other technical parameters there is a need to analyze the techno-economic parameters which play an important role in policy formulations. This paper examines the variations in technical as well as economic parameters that can mostly affect the energy policy of India. MARKAL energy simulation model has been used to analyze the uncertainty in all techno-economic parameters. Various ranges of input parameters are adopted from previous studies. The results show that at lower discount rate coal is the least preferred technology and correspondingly carbon emission reduction. Abstract: Since 2003 India has been actively promoting the cultivation of Jatropha on unproductive and degraded lands (wastelands) for the production of biodiesel suitable as transportation fuel. In this paper the life cycle energy balance, global warming potential, acidification potential, eutrophication potential and land use impact on ecosystem quality is evaluated for a small scale, low-input Jatropha biodiesel system established on wasteland in rural India. In addition to the life cycle assessment of the case at hand, the environmental performance of the same system expanded with a biogas installation digesting seed cake was quantified. The environmental impacts were compared to the life cycle impacts of a fossil fuel reference system delivering the same amount of products and functions as the Jatropha biodiesel system under research. The results show that the production and use of Jatropha biodiesel triggers an 82% decrease in non-renewable energy requirement (Net Energy Ratio, NER=1.85) and a 55% reduction in global warming potential (GWP) compared to the reference fossil-fuel based system. However, there is an increase in acidification (49%) and eutrophication (430%) from the Jatropha system relative to the reference case. Although adding biogas production to the system boosts the energy efficiency of the system (NER=3.40), the GWP reduction would not increase (51%) due to additional CH4 emissions. For the land use impact, Jatropha improved the structural ecosystem quality when planted on wasteland, but reduced the functional ecosystem quality. Fertilizer application (mainly N) is an important contributor to most negative impact categories. Optimizing fertilization, agronomic practices and genetics are the major system improvement options. Abstract: In this paper, a study is carried out to evaluate the annual thermal and exergy performance of a photovoltaic/thermal (PV/T) and earth air heat exchanger (EAHE) system, integrated with a greenhouse, located at IIT Delhi, India, for different climatic conditions of Srinagar, Mumbai, Jodhpur, New Delhi and Bangalore. A comparison is made of various energy metrics, such as energy payback time (EPBT), electricity production factor (EPF) and life cycle conversion efficiency (LCCE) of the system by considering four weather conditions (a–d type) for five climatic zones. The embodied energy and annual energy outputs have been used for evaluation of the energy metrics. The annual overall thermal energy, annual electrical energy savings and annual exergy was found to be best for the climatic condition of Jodhpur at 29,156.8kWh, 1185kWh and 1366.4kWh, respectively when compared with other weather stations covered in the study, due to higher solar intensity I and sunshine hours, and is lowest for Srinagar station. The results also showed that energy payback time for Jodhpur station is lowest at 16.7years and highest for Srinagar station at 21.6years. Electricity production factor (EPF) is highest for Jodhpur, i.e. 2.04 and Life cycle conversion efficiency (LCCE) is highest for Srinagar station. Abstract: This paper describes the fabrication, experimentation and simulation stages of converting a 165l domestic electric refrigerator to a solar powered one. A conventional domestic refrigerator was chosen for this purpose and was redesigned by adding battery bank, inverter and transformer, and powered by solar photovoltaic (SPV) panels. Various performance tests were carried out to study the performance of the system. The coefficient of performance (COP) was observed to decrease with time from morning to afternoon and a maximum COP of 2.102 was observed at 7 AM. Simulations regarding economic feasibility of the system for the climatic conditions of Jaipur city (India) were also carried out using RETScreen 4. It was observed that the system can only be economically viable with carbon trading option taken into account, and an initial subsidy or a reduction in the component costs – mainly SPV panels and battery bank. Abstract: In this paper, energy metrics (energy pay back time, electricity production factor and life cycle conversion efficiency) of hybrid photovoltaic (PV) modules have been analyzed and presented for the composite climate of New Delhi, India. For this purpose, it is necessary to calculate (1) the energy consumption in making different components of the PV modules and (2) the annual energy (electrical and thermal) available from the hybrid-PV modules. A set of mathematical relations have been reformulated for computation of the energy metrics. The manufacturing energy, material production energy, energy use and distribution energy of the system have been taken into account, to determine the embodied energy for the hybrid-PV modules. The embodied energy and annual energy outputs have been used for evaluation of the energy metrics. For hybrid PV module, it has been observed that the EPBT gets significantly reduced by taking into account the increase in annual energy availability of the thermal energy in addition to the electrical energy. Abstract: This paper investigates thermal performance of an existing eco-friendly and low embodied energy vault roof passive house (or mud-house) located at Solar Energy Park of IIT Delhi, New Delhi (India). Based on embodied energy analysis, the energy payback time for the mud-house was determined as 18 years. The embodied energy per unit floor area of R.C.C. building (3702.3MJ/m2) is quiet high as compared to the mud-house (2298.8MJ/m2). The mud-house has three rooms with inverted U-shape roof and remaining three rooms with dome shape roof. A thermal model of the house consisting of six interconnected rooms was developed based on energy balance equations which were solved by using fourth order Runge Kutta numerical method. The predicted six room air temperatures were found in good agreement with the experimental observed data on hourly basis in each month for one year. The annual heating and cooling energy saving potential of the mud-house was determined as 1481 kWh/year and 1813kWh/year respectively for New Delhi composite climate. The total mitigation of CO2 emissions due to both heating and cooling energy saving potential was determined as 5.2 metric tons/year. Abstract: This paper presents the suitability of artificial neural network (ANN) to predict the performance of a direct expansion solar assisted heat pump (DXSAHP). The experiments were performed under the meteorological conditions of Calicut city (latitude of 11.15°N, longitude of 75.49°E) in India. The performance parameters such as power consumption, heating capacity, energy performance ratio and compressor discharge temperature of a DXSAHP obtained from the experimentation at different solar intensities and ambient temperatures are used as training data for the network. The back propagation learning algorithm with three different variants (such as, Lavenberg–Marguardt (LM), scaled conjugate gradient (SCG) and Pola-Ribiere conjugate gradient (CGP)) and logistic sigmoid transfer function were used in the network. The results showed that LM with 10 neurons in the hidden layer is the most suitable algorithm with maximum correlation coefficients (R2 ) of 0.999, minimum root mean square (RMS) value and low coefficient of variance (COV). Abstract: This paper uses Granger causality tests to examine the differences of causal relationships between coal consumption and GDP in major OECD and non-OECD countries, using data for the period of 1980–2005. What we discovered is that unidirectional causality running from GDP to coal consumption exists in Japan and China, and no causality relationship between coal consumption and GDP in India, South Korea and South Africa while the series are not cointegrated in USA. The major OECD or non-OECD countries especially China, India and South Africa should reduce their CO2 emissions in coal consumption to reach sustainable development. [Copyright &y& Elsevier]

Voltage stability improvement and load profile management remain the major concerns of the power system load serving entities. The evolution in demand side management technology with automatic control enables a large number of appliances including energy storage devices to provide efficient ancillary services for the distribution utilities. In this paper, a novel methodology is developed for residential consumers using battery energy storage systems as a key vehicle for centralized incentive based demand side management. The aim is to employ energy storage at end-users' premises to provide both active and reactive power support to the distribution utility so as to achieve the desired voltage stability margin at various network nodes while optimizing the deviation settlement charges under frequency linked pricing environment. The results indicate that the centrally controlled active and reactive power dispatch from the energy storage minimizes the load shedding required to bring the network node voltages within the operating limits and optimizes the costs involved. The demonstration is carried out on the IEEE-33 bus radial distribution system using the realistic loading data of a distribution utility in India. The proposed strategy could be of immense importance to the distribution utilities to optimize load curtailment and maximize their social welfare while operating under real time pricing environment. This paper presents the formulation and application of a novel agent-based integrated assessment approach to model the attributes, objectives and decision-making process of investors in a long-term energy transition in India's iron and steel sector. It takes empirical data from an on-site survey of 108 operating plants in Maharashtra to formulate objectives and decision-making metrics for the agent-based model and simulates possible future portfolio mixes. The studied decision drivers were capital costs, operating costs (including fuel consumption), a combination of capital and operating costs, and net present value. Where investors used a weighted combination of capital cost and operating costs, a natural gas uptake of ~12PJ was obtained and the highest cumulative emissions reduction was obtained, 2 Mt CO 2 in the period from 2020 to 2050. Conversely if net present value alone is used, cumulative emissions reduction in the same period was lower, 1.6 Mt CO 2 , and the cumulative uptake of natural gas was equal to 15PJ. Results show how the differing upfront investment cost of the technology options could cause prevalence of high-carbon fuels, particularly heavy fuel oil, in the final mix. Results also represent the unique heterogeneity of fuel-switching industrial investors with distinct investment goals and limited foresight on costs. The perception of high capital expenditures for decarbonisation represents a significant barrier to the energy transition in industry and should be addressed via effective policy making (e.g. carbon policy/price). Abstract: The on-going climate change concerns have stimulated heavy interest in biofuels, and supporters of biofuels hail that they are considered naturally carbon-neutral. Critiques on the other hand cry that the large-scale production of biofuels can not only strain agricultural resources, but also threaten future food security. People who live in the drylands of India are often faced with challenges and constraints of poverty. Foremost among the challenges are the marginal environmental conditions for agriculture, often influenced by low and erratic rainfall, frequent droughts, poor soil condition, unreliable irrigation water supply, and rural migration to urban areas in search of work. In this paper, we have analyzed a case study of community lift irrigation practiced in India and its impact in boosting agricultural productivity and enhancing local food security. The lift-irrigation model practiced in the drylands of India to grow food crops can be adopted for the expansion of biofuel crops that has the potential to eradicate poverty among farming communities if appropriate sustainable development measures are carefully implemented. Abstract: The last decade has seen a surging demand for biofuels in the wake of increasing oil prices and rising environmental concerns. The most common biofuel is bio-ethanol accounting for more than 90% of total biofuel usage. It is increasingly produced from sugar cane making cane a strategic crop for biofuels. Given the growing demand for “green” fuels, bio-ethanol production has been supported by energy policies in the past decade, which have consequently been accused of contributing to the global trend of rising food prices and thus jeopardising food security. However, while biofuel policies are an important driver, prices as much as food security will ultimately be determined by supply constraints of strategic crops. This paper hence investigates drivers of and constraints to sugar cane production in China and India and shows that supply side constraints vary significantly in the two countries. China and India both face serious limitations with regard to suitable available land for the further expansion of sugar cane production. Equally they are both faced with challenges to increasing yield output per hectare, albeit different ones. With regard to productivity, China achieved 2.7% annual yield growth since 1997, while India has seen yield decreases of −0.1%p.a. over the same period. The authors conclude that cane used as a feedstock to meet the rising energy demand will come at the expense of converting fertile land for non-food purposes. [Copyright &y& Elsevier]

This paper first examines the current status of biofuels in these countries, including the national development targets, strategies, incentives and policies.
