There is a wide variety of ways in which different cities are governed, based on the different state type as well as the sectoral policies that are applied. This paper aims to show how theories on governance should pay more attention to different sectoral policies and state types when explaining modes of governance in cities. The study will make a comparative analysis of two cities from different countries in which tourism plays a leading role: Amsterdam and Antalya. These cities have followed very different paths under the influence of their respective state types. It is found that the type of state is not only influential in creating different modes of governance for both cities, but also in creating different forms of governance. [ABSTRACT FROM AUTHOR]
