The sensitivity of M.K. Wohlgenant's findings to the type of shifts in demand and supply was examined. Instead of using parallel shifts, pivotal shifts were assumed. The results showed that the degree of substitutability was not the only factor for the ranking of producer gains. The type of shifts in supply and demand curves also played a role. Hence, incorrect policy recommendations for the allocation of checkoff funds would result if erroneous a priori generalization is used in shifts of demand and supply.

The effect of welfare measurement on the issue of weak separability in applied demand analysis was studied. Weak separability is an assumption in demand models that a collection of goods can be detached from other goods, granting that expenditures can be forecasted. The practice of weak separability was related to the milk marketing orders of the federal government for 1990. It was concluded that usage of welfare measurements on weakly separable goods result in significant bias results.
