Purpose. The aims of this paper are (i) to explore public-private partnerships as a tool for economic development of rural economies in developing countries and countries with economies in transition in order to ensure sustainable use of nature and increase public welfare of rural communities through the added value chain; (ii) to develop proposals for the implementation of public-private partnerships on land management and land use in Ukraine. Methodology / approach. The methodological approach involves study of the world’s PPP practice in land management and land use (including the use of land in forestry), study of the connections between PPP projects and scientific approaches to the concept of sustainable development and the added value chain, as well as analysis of domestic scientific bibliography, which relate to the subject of this study. Results. The authors found that the declared priorities of the Agenda for Sustainable Development until 2030 require the application of integrated approaches. In particular, the programme in the mechanism of sustainable development management in the form of PPP to ensure sustainable use of nature and increase the social welfare of rural communities. Because the programme approach here involves investing in natural resources and environmental protection and should cover the entire value chain, which directly or indirectly affects the efficiency of natural rural assets, as well as the use and application of innovative technologies. Originality / scientific novelty. It is substantiated that progress in achieving the declared priorities, in particular in the field of environmental protection, growth of public rural welfare, etc. is possible only in a combination of strengths of all PPP partners, which will eliminate the shortcomings and weaknesses of rural communities. In contrast to existing approaches to the development of the land use economy of rural territories, the basis of the synergy of the parties to PPP is a special natural resource – land, which performs environmental, economic, legal and socio-cultural functions, and determines the form and content, which actually builds sustainable development, including rural. A wide range of PPP forms has been further developed, varying in the degree of involvement and risk taken by the private party in relation to the development of the land use economy of rural territories. The approach to the value chains organization in the development of PPP projects on land management and land use and providing security of land use in terms of taking into account the land use of farmers, formed on different rights, has been improved. The author’s project PPP in the production of pellets a private investor in lumber logging waste provided by some state-owned enterprise both subject to the extension of the moratorium and without its effect is developed. Practical value / implications. The authors’ research shows that the introduction of the value chain in the mechanism of public-private partnership will lead to significant effective changes in the development of the land use economy, in particular of rural territories. Namely, with the use of appropriate policies it will ensure the provision of sustainable use of natural resources and growth of public welfare, in particular rural communities. This approach allows to involve all stakeholders (government, community, business) for effective management of natural assets in general and agriculture in particular and will increase their level of capitalization and investment attractiveness.

Purpose. The purpose of the article is to analyze the background of the creation of family-type farms based on personal peasant farms, to consider possible scenarios for the development of such processes in Ukraine, to identify the strategic objectives of the development of small entrepreneurship in rural areas and the main ways of achieving them. Methodology / method / approach. The theoretical and methodological basis of the research is the dialectical method of knowledge of economic processes, the fundamental provisions of modern economic theory, legislative acts of Ukraine, scientific works of domestic and foreign scientists on trends and specifics of small business development in rural areas. To achieve the goal, there were used methods of logical generalization and systematization; abstract method; techniques of analogy and comparison. Results. The results of the analysis of the background of the establishment of family-type farms based on personal peasant farms indicate a significant untapped potential in Ukraine. The implementation of this process will be facilitated by the availability of labor, natural resources and favorable agro-climatic conditions, as well as the growth of demand for traditional and organic food. Scenarios of possible development of small entrepreneurship in rural areas are considered; and it is considered more acceptable one that involves the support of small business entities and developing market infrastructure for expanding the range of agricultural products and foodstuffs, increasing their production volumes, and improving their quality. The strategic goals of small business development in rural areas and the main ways of their achievement are determined. Originality / scientific novelty. For the first time a SWOT-analysis of the development of small business in rural areas of Ukraine was conducted and three alternative scenarios of possible development of such entrepreneurship in the countryside were considered. The main ways to achieve the identified strategic goals are to create a favorable tax, financial microclimate for the activity of small forms of entrepreneurship in rural areas and the development of the infrastructure of the agrarian market. Practical value / significance. Recommendations for the preparation of regional agro-industrial development programs and rural areas are given. Among the strategic objectives of the regional agro-industrial development and rural development programs, it is proposed to foresee the expansion of the entrepreneurial environment in the village and the development of the activity of agricultural service cooperatives.

Purpose. The purpose of the research is to substantiate the prospects of theoretical, methodological and applied provision of entrepreneurial potential of rural areas taking into account the current trends in the development of socio-economic-territorial systems. Methodology / approach. The methodological basis of the research is the abstract-logical method, methods of analysis and synthesis, by means of which theoretical generalizations of the concepts of the entrepreneurial potential of territories, classification of periods of their development and transformations were made. Results. The need to study the problems of entrepreneurial potential of rural areas is due to the lack of experience and knowledge of the leaders of various organizations, heads of private peasant farms in relation to its formation and reproduction, the implementation of business communications, inadequate methodological and applied to ensure its adaptation to the existing conditions of territorial development. The article analyzes the content of the economic category «entrepreneurial potential of rural territories», identifies the preconditions for forming the theoretical basis of entrepreneurial potential of rural territories, identifies the stages of its evolution and outlines the prospects for its theoretical, methodological and applied support. Originality / scientific novelty. The originality of the research is determined by the classification of the evolution of the concept of entrepreneurial potential of rural territories with the allocation of six stages, in which there is a manifestation of causal relationships of economic development of territories with entrepreneurial activity, oriented on the economic growth of socio-economic-territorial systems. Practical value / implications. The significance of the research is due to the prospects of the theoretical, methodological and applied provision of entrepreneurial potential of rural areas in particular, considering its integration (aggregate) features, the resource component, the environment for its reproduction, the effective use of institutional, managerial, and endogenous potentials.

Purpose. The purpose of paper is to assess the current state of the social infrastructure of Ukrainian rural areas, identify problems and justify strategic development benchmarks based on a correlation and regression analysis of the dependence of the sustainability of rural development on social conditions. Methodology / approach. The theoretical and methodological basis of the research is the dialectic, systemic and synergetic scientific approaches, the use of which in the study of rural development is due to the orientation towards the construction of a European-oriented society in Ukraine. In the process of research, the following scientific methods have been used: abstract-logical, in particular methods of induction and deduction, analogy and comparison; operationalization of concepts; method of theoretical generalization and analysis and synthesis; various methods of the economic-statistical method (statistical observation, comparison, tabular); correlation-regression analysis, etc. Results. The article describes the scientific and theoretical principles of the formation and development of the social infrastructure of the village as an important factor ensuring the socio-cultural and housing and living conditions of the rural population in order to guarantee the reproduction of the labor force and increase the quality of life of the rural population. It was established that during the period of the market transformation of the agrarian sector, the destruction of the social sphere of the village took place, which resulted from the unsystematic, non-complex and often unprofessional solution of the problems of agrarian reform in Ukraine. It is proved that the correlation-regression model of quantitative assessment allows us to determine the extent and priority of the influence of certain exogenous and endogenous factors on the sustainability of rural areas development, and, as a result, provide an effective solution to the identified problems. The originality / scientific novelty of the results is to improve the methodological approach to the comprehensive assessment of the socio-economic status of rural areas based on the use of multi-factor correlation-regression models and to determine the correlation of the relationship between social factors that directly affect the sustainability of rural development. Practical value / implications is that the obtained results will contribute to the development of clear benchmarks for the introduction of new and upgrading of existing institutions, organizations and agencies of all sectors of social services, engineering communications, etc., which would provide a qualitatively new standard of living and well-being of rural inhabitants.
