Abstract

Development of food store retailing relies on the creation of a public policy that will ensure effective operation. A case study of New Jersey's food stores reveals that despite of its vast consumer market, food store business declined for the past years due to several operational barriers like business cost, liability suits, and excessive regulations. Policy reform is needed to provide a favorable business environment for food stores and to increase competitiveness of firms.
