Reports on the United States administration's issuance on December 30, 2003, of a list of African countries that have met requirements to give them access to trade preferences. Exclusion of the Central African Republic and Eritrea from the list because they were unable to meet eligibility requirements for the African Growth and Opportunity Act; Criteria on which eligibility for trade preferences is based; Inclusion of Angola in the list of eligible countries.
