This paper looks at the settlement reached between the antigay group Focus on the Family and the Pinelas Suncoast Transit Authority on October 12, 2004 in Tampa, Florida. The settlement will allow Focus on the Family to post advertisements in bus shelters for its Love Won Out seminar, which promotes the theory that homosexuality is curable. The group sued after it was prevented from posting the advertisements in 2000, claiming a violation of its First Amendment rights. Normally, private companies can reject advertising they do not want, but in this case it was a government entity working through private contractor Clear Channel Outdoor, which has refined its policy to allow the signs.
