This paper investigates the future U.S. demand for streamlined space tourism by showing the missions and factors impacting traveler choices with machine learning. Space tourism is growing and is expected to become available to the masses soon. While private companies need to better understand the demand for space tourism to customize their services, transportation agencies require guidance to support fund management related to commercial space exploration. This work analyzes the three most prominent missions for streamlined space tourism (i.e., suborbital, orbital, and space tourism around the moon) and their selection determinants (i.e., price, safety, training, number of passengers, take-off locations, among other decision-maker factors). A stated preference experiment is constructed to collect data that is analyzed using machine learning. Between the 1950s and 1980s, U.S. space sector activities were government-driven, government-sponsored, government-managed, and assisted by the industry-sector. Awareness of non-governmental space activities originated in the 1980s and gained prominence in the early 2000s with the founding of well-funded private companies. This paper takes an organizational evolution perspective to refine what is meant by "commercial" space markets and activities and compares the results to previous discussions offered by space community authors. From an organization theory perspective, the three primary forces of the evolution change model (variation, selection, and retention) provide a framework for renewed commercial space activity discussions. Together, the strength of these three forces can indicate how "commercial" a market is. Two case examples are presented to illustrate application of this framework: the U.S. space race era activities during the 1960s, and the current space tourism market. Despite competitions for various contracts awarded to industry-sector firms, the Apollo program was clearly government-driven, and was not "commercial" to any significant extent. The current space tourism market is clearly considered "commercial," but with qualifications. NASA planning for the human space flight frontier is coming into alignment with the goals of other planetary-capable national space agencies and independent commercial actors. US Space Policy Directive 1 made this shift explicit: "the United States will lead the return of humans to the Moon for long-term exploration and utilization". The stage is now set for public and private American investment in a wide range of lunar activities. Assumptions about Moon base architectures and operations are likely to drive the invention of requirements that will in turn govern development of systems, commercial-services purchase agreements, and priorities for technology investment. Yet some fundamental architecture-shaping lessons already captured in the literature are not clearly being used as drivers, and remain absent from typical treatments of lunar base concepts. A prime example is general failure to recognize that most of the time (i.e., before and between intermittent human occupancy), a Moon base must be robotic: most of the activity, most of the time, must be implemented by robot agents rather than astronauts. This paper reviews key findings of a seminal robotic-base design-operations analysis commissioned by NASA in 1989. It discusses implications of these lessons for today's Moon Village and SPD-1 paradigms: exploration by multiple actors; public-private partnership development and operations; cislunar infrastructure; production-quantity exploitation of volatile resources near the poles to bootstrap further space activities; autonomy capability that was frontier in 1989 but now routine within terrestrial industry. It outlines new work underway to close these gaps; and articulates conclusions that can guide future work. • Most of the time, most of a Moon base is robotic. • Base elements designed for robotic operations challenge conventional concepts. • Hierarchical supervisory control is essential. Abstract The possibility of an asteroid striking the earth is well known. The chosen technique for diverting such an asteroid depends on the lead time measured from the determination that an asteroid has a large probability of colliding and the expected time of such a collision. There are a large number of possible deflection techniques that are available, each suited to different lead times. If the lead time is unpleasantly short, desperation measures such as using nuclear devices may apply. If the lead time is comfortably long, the heralded gravity tractor (GT) is a good option. It is capable of precisely and verifiably altering the orbit of a threatening asteroid. If the lead time happens to be somewhere between desperate and comfortable, it is not clear what option may be invoked. It is likely the most probable scenario to occur is one where the lead time is somewhere in between very short and very long. There is a plethora of different techniques in the literature, but some are so fanciful that their reliability would certainly be in question. There is a need for a new deflection technique that has the reliability and the precision of the gravity tractor but is able to produce larger deflection forces to handle much shorter lead times. This is the problem that this paper addresses. The proposed solution to this problem is a push-pull asteroid magnetic tractor(MT) that is shown to produce orders of magnitudes larger deflection forces and to accommodate much shorter lead times than the GT. Abstract: According to all available findings at international level, the Kessler syndrome, increase of the number of space debris in Low Earth Orbits due to mutual collisions, appears now to be a fact, triggered mainly by several major break-ups in orbit which occurred since 2007. The time may have come to study how to clean this fundamentally useful orbital region in an active way. CNES has studied potential solutions for more than 12 years! The paper aims at reviewing the current status of these activities. The high level requirements are fundamental, and have to be properly justified. The working basis, as confirmed through IADC studies consists in the removal of 5–10 integer objects from the overcrowded orbits, spent upper stages or old satellites, as identified by NASA. The logic of CNES activities consider a stepped approach aiming at progressively gaining the required Technological Readiness Level on the features required for Active Debris Removal which have not yet been demonstrated in orbit. The rendezvous with a non-cooperative, un-prepared, tumbling debris is essential. Following maturation gained with Research and Technology programs, a set of small orbital demonstrators could enable a confidence high enough to perform a full end to end demonstration performing the de-orbiting of a large debris and paving the way for the development of a first generation operational de-orbiter. The internal CNES studies, led together by the Toulouse Space Centre and the Paris Launcher Directorate, have started in 2008 and led to a detailed System Requirements Document used for the Industrial studies. Three industrial teams did work under CNES contract during 2011, led by Thales Alenia Space, Bertin Technologies and Astrium Space Transportation, with numerous sub-contractors. Their approaches were very rich, complementary, and innovative. The second phase of studies began mid-2012. Some key questions nevertheless have to be resolved, and correspond generally to current IADC actions: The casualty risk associated to a “passive” de-orbitation is of paramount importance, major driver between passive and active re-entry, The residual movement of debris is crucial for the interfacing phase, whichever the solution is, The debris physical state in orbit is a major question, Some solutions increase the collision risk, but for a limited time period; we may not have yet the appropriate tools. The paper gives a status of where we stand, of the cooperation with the international partners, and raises the questions which remain open and have to be dealt with in the coming months. Abstract: The Radio Aurora Explorer (RAX) is a triple CubeSat that launched on November 19, 2010. RAX was designed to study plasma irregularities in the polar lower ionosphere (80–300km), and is the first CubeSat mission funded by the United States National Science Foundation. The scientific mission requires attitude knowledge within 5° (), and a custom attitude determination subsystem was developed for the mission. The subsystem utilizes rate gyros, magnetometers, coarse sun sensors, and an extended Kalman filter, and was designed to be a simple, low cost solution to meet the attitude determination requirements. In this paper, we describe the design, implementation, and testing of the RAX attitude determination subsystem, including derivation of the determination requirements, sensor selection, the integrated hardware design, pre-flight sensor calibration, and attitude estimation algorithms. The paper is meant to serve as a resource for others in the small satellite and nanosatellite communities, as well as a critical reference for those analyzing RAX data. Lessons learned from the design and performance of the RAX determination subsystem will be used in future designs of attitude determination systems for small satellites and similar platforms, such as high altitude balloons and autonomous aerial vehicles. Abstract: A methodology for using RF Doppler data for spin-axis estimation is presented. The NASA Radiation Belt Storm Probes (RBSP) mission, a dual-spacecraft mission planned for a 2012 launch, will yield valuable insights into the physical dynamics and processes of the Earth''s radiation belts, particularly those that produce hazardous space weather effects and those that can affect solar system exploration. Both spacecraft have on-board Sun sensors that, in conjunction with magnetometer data, provide the required data to determine the attitude. However, the quality of the magnetometer measurements is compromised at higher altitudes because of a weaker magnetic field and also during solar storms because of variations in the Earth''s magnetic field. Each spacecraft''s on-board S-band radio frequency (RF) system includes a JHU/APL Frontier Radio transceiver, which provides a coherent downlink signal used for Doppler navigation. The RF system also includes two low-gain antennas offset from the spin axis with boresights parallel to the spin and anti-spin axes. Due to the spin of the spacecraft, a Doppler-induced modulation is present on the downlink carrier. Once the orbit determination is performed and the Doppler signal is analyzed, this modulation, or spin signature, is apparent. This spin signature can be used to accurately determine the spin rate, spin phase, and, in conjunction with Sun sensor data, the spin axis orientation. This provides a level of system redundancy with the magnetometer for attitude determination. The Sun sensor provides the angle from the spin axis to the Sun vector; the amplitude of spin signature on the Doppler data provides the instantaneous aspect angle from the spin axis to the ground station. These two measurements establish the spin axis direction. This paper describes the established theory and a method for processing the spin signature and determining the spin axis as applicable to the RBSP spacecraft. Further, RF-related errors on the Doppler carrier frequency measurement are characterized and related to the error in the spin axis orientation determination. Finally, this paper introduces the concept of attitude determination by processing the Doppler spin signature data alone over a period of time that encompasses a sufficient change to the spin axis/ground station aspect angle. Abstract: What is it about the Moon that captures the fancy of humankind? A silvery disk hanging in the night sky, it conjures up images of romance and magic. It has been counted upon to foreshadow important events, both of good and ill, and its phases for eons served humanity as its most accurate measure of time. This paper discusses the Moon as a target for human exploration and eventual settlement. This paper will explore the more than 50-year efforts to reach the Moon, succeeding with space probes and humans in Project Apollo in the 1960s and early 1970s. It will then discuss the rationales for spaceflight, suggesting that human space exploration is one of the least compelling of all that might be offered. The paper will then discuss efforts to make the Moon a second home, including post-Apollo planning, the Space Exploration Initiative, and problems and opportunities in the 2004 Vision for Space Exploration, and cancellation of that program in 2010. Abstract: This paper discusses a multifaceted strategy to link NASA Minimal Functionality Habitable Element (MFHE) requirements to a compatible growth plan; leading forward to evolutionary, deployable habitats including outpost development stages. The discussion begins by reviewing fundamental geometric features inherent in small scale, vertical and horizontal, pressurized module configuration options to characterize applicability to meet stringent MFHE constraints. A proposed scenario to incorporate a vertical core MFHE concept into an expanded architecture to provide continuity of structural form and a logical path from “minimum” to “optimum” design of a habitable module. The paper describes how habitation and logistics accommodations could be pre-integrated into a common Hab/Log Module that serves both habitation and logistics functions. This is offered as a means to reduce unnecessary redundant development costs and to avoid EVA-intensive on-site adaptation and retrofitting requirements for augmented crew capacity. An evolutionary version of the hard shell Hab/Log design would have an expandable middle section to afford larger living and working accommodations. In conclusion, the paper illustrates that a number of cargo missions referenced for NASA’s 4.0.0 Lunar Campaign Scenario could be eliminated altogether to expedite progress and reduce budgets. The plan concludes with a vertical growth geometry that provides versatile and efficient site development opportunities using a combination of hard Hab/Log modules and a hybrid expandable “CLAM” (Crew Lunar Accommodations Module) element. Abstract: In a sequence of papers on the topic of message construction for interstellar communication by means of a cosmic language, the present author has discussed various significant requirements such a lingua should satisfy. The author’s Lingua Cosmica is a (meta) system for annotating contents of possibly large-scale messages for ETI. LINCOS, based on formal constructive logic, was primarily designed for dealing with logic contents of messages but is also applicable for denoting structural properties of more general abstractions embedded in such messages. The present paper explains ways and means for achieving this for a special case: recursive entities. As usual two stages are involved: first the domain of discourse is enriched with suitable representations of the entities concerned, after which properties over them can be dealt with within the system itself. As a representative example the case of Russian dolls (Matrjoshka’s) is discussed in some detail and relations with linguistic structures in natural languages are briefly exploited. Abstract: Many important SETI terms are either ambiguously defined or interpreted by different experts differently. Based on the author''s experience with astronautical terminology (IAA multilingual space dictionary) a summary of the usual problems connected with an uniform definition of fundamental terms is attempted. In the second part several examples are quoted from the SETI literature—including the terms ETI, SETI and METI themselves, the definition of a habitable zone, of alien life, of an extraterrestrial artifact, of the Drake equation, of the Fermi-paradox, etc. In the third part of the paper a new task for the SETI social sciences community is raised, namely to collect “Lasting Universal Terms”; i.e. terms the meaning of which did not change since millennia, are independent on geographic position and also on the terrestrial environment and biology. Such terms might be preferably used in interstellar communication. All these questions are related to the manner how we might think about ETI and SETI in new ways. Abstract: The beauty of the view from the office of a spacewalking astronaut gives the impression of simplicity, but few beyond the astronauts, and those who train them, know what it really takes to get there. Extravehicular Activity (EVA) training is an intense process that utilizes NASA’s Neutral Buoyancy Laboratory (NBL) to develop a very specific skill set needed to safely construct and maintain the orbiting International Space Station. To qualify for flight assignments, astronauts must demonstrate the ability to work safely and efficiently in the physically demanding environment of the space suit, possess an acute ability to resolve unforeseen problems, and implement proper tool protocols to ensure no tools will be lost in space. Through the insights and the lessons learned by actual EVA astronauts and EVA instructors, this paper will take you on a journey through an astronaut’s earliest experiences working in the space suit, termed the Extravehicular Mobility Unit (EMU), in the underwater training environment of the NBL. This work details an actual Suit Qualification NBL training event, outlines the numerous challenges the astronauts face throughout their initial training, and the various ways they adapt their own abilities to overcome them. Abstract: The field of disaster risk management is relatively new and takes a structured approach to managing uncertainty related to the threat of natural and man-made disasters. Disaster risk management consists primarily of risk assessment and the development of strategies to mitigate disaster risk. This paper will discuss how increasing both Earth observation data and information technology capabilities can contribute to disaster risk management, particularly in Belize. The paper presents the results and recommendations of a project conducted by an international and interdisciplinary team of experts at the 2009 session of the International Space University in NASA Ames Research Center (California, USA). The aim is to explore the combination of current, planned and potential space-aided, airborne, and ground-based Earth observation tools, the emergence of powerful new web-based and mobile data management tools, and how this combination can support and improve the emerging field of disaster risk management. The starting point of the project was the World Bank’s Comprehensive Approach to Probabilistic Risk Assessment (CAPRA) program, focused in Central America. This program was used as a test bed to analyze current space technologies used in risk management and develop new strategies and tools to be applied in other regions around the world. Abstract: This paper demonstrates an application of the Design Structure Matrix (DSM) to Integrated Concurrent Engineering (ICE), an approach to conceptual space systems design intended to increase the pace of work by bringing together all relevant personnel in the same room to conduct focused, collaborative one-week design studies. Although the DSM methodology explicitly incorporates the concurrent aspects of engineering design, it has not been applied formally to an integrated, rapid design environment such as ICE. In this paper, a DSM consisting of 172 design parameters and 682 dependencies is constructed to represent the typical process employed at the Mission Design Laboratory (MDL), an ICE facility at NASA Goddard Space Flight Center (GSFC). Analysis of the DSM reveals an optimal sequencing among five phases of the ICE design process, the interdependent disciplines in the design team, and a set of starting assumptions that can be made at the outset of the work to facilitate a more structured approach to the highly complex and iterative process of space systems design. Abstract: Current educational system is facing a contradiction between the fundamentality of engineering education and the necessity of applied learning extension, which requires new methods of training to combine both academic and practical knowledge in balance. As a result there are a number of innovations being developed and implemented into the process of education aimed at optimizing the quality of the entire educational system. Among a wide range of innovative educational technologies there is an especially important subset of educational technologies which involve learning through hands-on scientific and technical projects. The purpose of this paper is to describe the implementation of educational technologies based on small satellites development as well as the usage of Earth remote sensing data acquired from these satellites. The increase in public attention to the education through Earth remote sensing is based on the concern that although there is a great progress in the development of new methods of Earth imagery and remote sensing data acquisition there is still a big question remaining open on practical applications of this kind of data. It is important to develop the new way of thinking for the new generation of people so they understand that they are the masters of their own planet and they are responsible for its state. They should desire and should be able to use a powerful set of tools based on modern and perspective Earth remote sensing. For example NASA sponsors “Classroom of the Future” project. The Universities Space Research Association in United States provides a mechanism through which US universities can cooperate effectively with one another, with the government, and with other organizations to further space science and technology, and to promote education in these areas. It also aims at understanding the Earth as a system and promoting the role of humankind in the destiny of their own planet. The Association has founded a Journal of Earth System Science Education. Authors describe an effective model of educational technology developed in the Center for Earth Remote Sensing of Bauman Moscow State Technical University and based on scientific and educational organizations integration in the field of applied studies. The paper also presents how students are being trained to acquire and process satellite imagery data from Terra and Aqua satellites. It also reveals the results of space monitoring for Russia''s ecologically complex regions conducted by Bauman Moscow State Technical University students in cooperation with specialists from the Laboratory for Aerospace Methods of Moscow State University named after M. Abstract: The development of new system capabilities typically depends upon the prior success of advanced technology research and development efforts. These systems developments inevitably face the three major challenges of any project: performance, schedule and budget. Done well, advanced technology programs can substantially reduce the uncertainty in all three of these dimensions of project management. Done poorly, or not at all, and new system developments suffer from cost overruns, schedule delays and the steady erosion of initial performance objectives. It is often critical for senior management to be able to determine which of these two paths is more likely—and to respond accordingly. The challenge for system and technology managers is to be able to make clear, well-documented assessments of technology readiness and risks, and to do so at key points in the life cycle of the program. In the mid 1970s, the National Aeronautics and Space Administration (NASA) introduced the concept of “technology readiness levels” (TRLs) as a discipline-independent, programmatic figure of merit (FOM) to allow more effective assessment of, and communication regarding the maturity of new technologies. In 1995, the TRL scale was further strengthened by the articulation of the first definitions of each level, along with examples (J. Mankins, Technology readiness levels, A White Paper, NASA, Washington, DC, 1995. ). Since then, TRLs have been embraced by the U.S. Congress’ General Accountability Office (GAO), adopted by the U.S. Department of Defense (DOD), and are being considered for use by numerous other organizations. Overall, the TRLs have proved to be highly effective in communicating the status of new technologies among sometimes diverse organizations. This paper will review the concept of “technology readiness assessments”, and provide a retrospective on the history of “TRLs” during the past 30 years. Abstract: The current emphasis in the US and internationally on lunar robotic missions is generally viewed as a precursor to possible future human missions to the Moon. As initially framed, the implementation of high level policies such as the US Vision for Space Exploration (VSE) might have been limited to either human lunar sortie missions, or to the testing at the Moon of concepts-of-operations and systems for eventual human missions to Mars [White House, Vision for Space Exploration, Washington, DC, 14 January, 2004. ]. However, recently announced (December 2006) US goals go much further: these plans now place at the center of future US—and perhaps international—human spaceflight activities a long-term commitment to an outpost on the Moon. Based on available documents, a human lunar outpost could be emplaced as early as the 2020–2025 timeframe, and would involve numerous novel systems, new technologies and unique operations requirements. As such, substantial investments in research and development (R&D) will be necessary prior to, during, and following the deployment of such an outpost. It seems possible that such an outpost will be an international endeavor, not just the undertaking of a single country—and the US has actively courted partners in the VSE. However, critical questions remain concerning an international lunar outpost. What might such an outpost accomplish? To what extent will “sustainability” be built into the outpost? And, most importantly, what will be the outpost''s life cycle cost (LCC)? This paper will explore these issues with a view toward informing key policy and program decisions that must be made during the next several years. The paper will (1) describe a high-level analytical model of a modest lunar outpost, (2) examine (using this model) the parametric characteristics of the outpost in terms of the three critical questions indicated above, and (3) present rough estimates of the relationships of outpost goals and “sustainability” to LCC. Abstract: In previous papers, the authors developed an active control scheme based on the linear quadratic regulator (LQR) to maintain the separation distance constraints of the NASA benchmark tetrahedron constellation. Two different active control schemes were used to maintain the separation distance constraints, but one control scheme applied to every eccentricity of the NASA benchmark problem. Through this paper, the digital LQR strategy will be developed with this active control scheme to maintain the separation distance conditions of the tetrahedron constellation. The motion of a pair of satellites in an elliptical orbit about the Earth is defined by the linearized Tschauner–Hempel (TH) equations. These equations will be defined discretely in the true anomaly angle for the development of the digital control scheme. In summary, the digital LQR approach will be implemented and studied to determine how this active control scheme maintains the separation distance constraints for different specific sizes of the NASA benchmark tetrahedron constellation. Abstract: A prototype high altitude balloon payload dedicated to measuring wind characteristics, pressure and temperature in terrestrial atmospheric environments was developed as part of a National Aeronautics and Space Administration (NASA) Workforce Development Educational Grant. The WindSat as it became known was one of 15 conceptual projects suggested by various NASA agencies with this specific concept suggested by the Jet Propulsion Laboratory (JPL). The WindSat project was designed, built, and tested by the University of Colorado at Colorado Springs (UCCS) Space Grant program to determine the feasibility of obtaining atmospheric weather in the upper and lower atmosphere for entry, descent, and landing of planetary missions. In the first phase of the project described in this paper, the payload was designed for and tested in the terrestrial environment of Earth. The prototype is similar to a radiosonde in function; however, the prototype logs data at a frequency of 1Hz to determine relative gusts and also records values on both ascent and descent through the atmosphere. Abstract: This paper summarizes results from two postmission disposal (PMD) parametric analyses based on the high fidelity NASA orbital debris evolutionary model LEGEND. The first analysis includes a non-mitigation reference scenario and four test scenarios, where the mission lifetimes of spacecraft are set to 5, 10, 20, and 30years, respectively, before they are moved to the 25-year decay orbits. The comparison among the five scenarios quantifies how a prolonged spacecraft mission lifetime decreases the effectiveness of the 25-year decay rule in the low Earth orbit region (LEO). The second analysis includes three 25-year decay PMD scenarios where the mission lifetimes of spacecraft are set to 5years but with disposal success rates set to 50%, 70%, and 90%, respectively. It illustrates how the PMD success rate impacts the long-term debris environment. The conclusion of this paper is that a prolonged spacecraft mission lifetime and a lower PMD success rate can have noticeable negative impact on the debris environment in the long run. The global political structure has changed dramatically since the breakup of the former Soviet Union, and world changes have caused the United States to reprioritize its national hypersonic needs. The US Government has looked at the needs of the future, and the hypersonic aerospace plane is one of the systems included in alternative force structures. One hypersonic aerospace plane concept would involve magnetohydrodynamic (MHD) technology (i.e., the AJAX hypersonic flight vehicle concept) originally proposed by Russian scientist Vladimir Fraishtadt.This paper reports on the current progress and findings of an air-breathing horizontal takeoff and landing design concept using an MHD energy bypass injector ramjet engine being studied at MSE Technology Applications, Inc., HyperTech Concepts, and several universities for the National Aeronautics and Space Administration Langley Research Center under a Phase II Small Business Innovation Research project. The areas that are addressed in this paper include: (1) ionization required to achieve the required energy bypass, (2) utilization of a nonequilibrium model to calculate nonequilibrium engine ionization conditions, (3) hydrocarbon fuel reforming, and (4) vehicle performance and sizing. Abstract: Historically, engineers at the National Aeronautics and Space Administration (NASA) had few opportunities or incentives to share their technical expertise across the Agency. Its center- and project-focused culture often meant that knowledge never left organizational and geographic boundaries. The need to develop a knowledge sharing culture became critical as a result of increasingly complex missions, closeout of the Shuttle Program, and a new generation of engineers entering the workforce. To address this need, the Office of the Chief Engineer established communities of practice on the NASA Engineering Network. These communities were strategically aligned with NASA''s core competencies in such disciplines as avionics, flight mechanics, life support, propulsion, structures, loads and dynamics, human factors, and guidance, navigation, and control. This paper is a case study of NASA''s implementation of a system that would identify and develop communities, from establishing simple websites that compiled discipline-specific resources to fostering a knowledge-sharing environment through collaborative and interactive technologies. It includes qualitative evidence of improved availability and transfer of knowledge. It focuses on capabilities that increased knowledge exchange such as a custom-made Ask An Expert system, community contact lists, publication of key resources, and submission forms that allowed any user to propose content for the sites. Abstract: Many governmental space activities need to be planned with a time horizon that extends beyond the comfort zone of reliable technology development assessments and predictions. In an environment of accelerating technological change, a methodological approach to addressing non-core technology trends and potentially disruptive, game-changing developments not yet linked to the space sector is increasingly important to complement efforts in core technology R&D planning. Various models and organisational setups aimed at fulfilling this purpose are in existence. These include, with varying levels of relevance to space, the National Aeronautics and Space Administration (NASA) Institute for Advanced Concepts (NIAC, operational form 1998 to 2007 and recently re-established), the Defence Advanced Research Projects Agency of the US Department of Defence, the Massachusetts Institute of Technology (MIT) Medialab, the early versions of Starlab, the Lockheed Skunk Works and the European Space Agency''s Advanced Concepts Team. Some of these organisations have been reviewed and assessed individually, though systematic comparison of their methods, approaches and results have not been published. This may be due in part to the relatively sparse scientific literature on organisational parameters for enabling disruptive innovation as well as to the lack of commonly agreed indicators for the evaluation of their performance. Furthermore, innovation support systems in the space sector are organised differently than in traditional, open competitive markets, which serve as the basis for most scholarly literature on the organisation of innovation. The present paper is intended to advance and stimulate discussion on the organisation of disruptive innovation mechanisms specifically for the space sector. It uses the examples of the NASA Institute for Advanced Concepts and the ESA Advanced Concepts Team, analyses their respective approaches and compares their results, leading to the proposal of measures for the analysis and eventual evaluation of research for disruptive innovation in the space sector. Abstract: The United States (US) National Aeronautics and Space Administration (NASA) Exploration Systems Mission Directorate (ESMD) provides university faculty fellowships that prepare the faculty to implement engineering design class projects that possess the potential to contribute to NASA ESMD objectives. The goal of the ESMD is to develop new capabilities, support technologies and research that will enable sustained and affordable human and robotic space exploration. In order to create a workforce that will have the desire and skills necessary to achieve these goals, the NASA ESMD faculty fellowship program enables university faculty to work on specific projects at a NASA field center and then implement the project within their capstone engineering design class. This allows the senior – or final year – undergraduate engineering design students, the opportunity to develop critical design experience using methods and design tools specified within NASA''s Systems Engineering (SE) Handbook. The faculty fellowship projects focus upon four specific areas critical to the future of space exploration: spacecraft, propulsion, lunar and planetary surface systems and ground operations. As the result of a 2010 fellowship, whereby faculty research was conducted at Marshall Space Flight Center (MSFC) in Huntsville, Alabama (AL), senior design students in the Mechanical and Aerospace Engineering (MAE) department at the University of Alabama in Huntsville (UAH) had the opportunity to complete senior design projects that pertained to current work conducted to support ESMD objectives. Specifically, the UAH MAE students utilized X-TOOLSS (eXploration Toolset for the Optimization Of Launch and Space Systems), an Evolutionary Computing (EC) design optimization software, as well as design, analyze, fabricate and test a lunar regolith burrowing device – referred to as the Lunar Wormbot (LW) – that is aimed at exploring and retrieving samples of lunar regolith. These two projects were implemented during the 2010–2011 academic year at UAH and have proven to significantly motivate and enhance the students understanding of the design, development and optimization of space systems. The current paper provides an overview of the NASA ESMD faculty fellowship program, the 2010 fellowship projects, a detailed description of the means of integrating the X-TOOLSS and LW projects within the UAH MAE senior design class, the MAE student design project results, as well as the learning outcome and impact of the ESMD project had upon the engineering students. Abstract: Habitable volume is an important spacecraft design figure of merit necessary to determine the required size of crewed space vehicles, or habitats. In order to design habitats for future missions and properly compare the habitable volumes of future habitat designs with historical spacecraft, consistent methods of both defining the required amount of habitable volume and estimating the habitable volume for a given layout are required. This paper provides a brief summary of historical habitable volume requirements and describes the appropriate application of requirements to various types of missions, particularly highlighting the appropriate application for various gravity environments. Then the proposed “Marching Grid Method”, a structured automatic, numerical method to calculate habitable volume for a given habitat design, is described in detail. This method uses a set of geometric Boolean tests applied to a discrete set of points within the pressurized volume to numerically estimate the functionally usable and accessible space that comprises the habitable volume. The application of this method to zero gravity and nonzero gravity environments is also discussed. This proposed method is then demonstrated by calculating habitable volumes using two conceptual-level layouts of habitat designs, one for each type of gravity environment. These include the US Laboratory Module on ISS and the Scenario 12.0 Pressurized Core Module from the recent NASA Lunar Surface Systems studies. Results of this study include a description of the effectiveness of this method for various resolutions of the investigated grid, and commentary highlighting the use of this method to determine the overall utility of interior configurations for automatically evaluating interior layouts. Abstract: Space technology and resources are used around the world to address societal challenges. Space provides valuable satellite services, unique scientific discoveries, surprising technology applications and new economic opportunities. Many developing countries formally recognize the advantages of space resources and pursue national level activity to harness them. There is limited data or documentation on the space activities of developing countries. Meanwhile, traditional approaches to summarize national space activity do not necessarily capture the types of activity that developing countries pursue in space. This is especially true if they do not have a formal national space program or office. Developing countries pursue national space activity through activities of many types—from national satellite programs to commercial use of satellite services to involvement with international space institutions. This research aims to understand and analyze these trends. This paper introduces two analytical frameworks for evaluating space activity at the national level. The frameworks are specifically designed to capture the activity of countries that have traditionally been less involved in space. They take a broad view of space related activity across multiple societal sectors and disciplines. The discussion explains the approach for using the frameworks as well as illustrative examples of how they can be applied as part of a research process. The first framework is called the Mission and Management Ladders. This framework considers specific space projects within countries and ranks them on “Ladders” that measure technical challenge and managerial autonomy. This first method is at a micro level of analysis. The second framework is called the Space Participation Metric (SPM). The SPM can be used to assign a Space Participation score to countries based on their involvement in various space related activities. This second method uses a macro level of analysis. The authors developed both frameworks as part of a long term research program about the space activities of developing countries. Abstract: Mars is covered with a layer of dust that has been homogenized by global dust storms. Dust, levitated by these storms as well as by the frequent dust devils, is the dominant weather phenomenon on Mars. NASA''s Mars exploration rovers have shown that atmospheric dust falling on solar panels can decrease their efficiency to the point of rendering the rover unusable. Dust covering the surface of the moon is expected to be electrostatically charged due to the solar wind, cosmic rays, and the solar radiation itself through the photoelectric effect. Electrostatically charged dust has a large tendency to adhere to surfaces. The Apollo missions to the moon showed that lunar dust adhesion can hinder manned and unmanned exploration activities. In this paper, we report on our efforts to develop an electrodynamic dust shield to prevent the accumulation of dust on surfaces and to remove dust already adhering to those surfaces. The technology uses electrostatic and dielectrophoretic forces to carry dust particles off surfaces and to generate an electrodynamic shield that prevents further accumulation of dust. The concept of the electrodynamic dust shield was introduced by NASA in the late 1960s and later reduced to practice during the 1970s for terrestrial applications. In 2003, our laboratory, in collaboration with several universities, applied this technology to space applications, specifically to remove dust from solar panels on Mars. We show how, with an appropriate design, we can prevent the electrostatic breakdown at the low Martian atmospheric pressures. We are also able to show that uncharged dust can be lifted and removed from surfaces under simulated Martian environmental conditions. We have also been able to develop a version of the electrodynamic dust shield working under hard vacuum conditions that simulate the lunar environment. We have implemented the electrodynamic dust shield on solar arrays, optical systems, spectrometers, viewports, thermal radiators, batteries, and power systems, as well as on fabrics for spacesuits. We present data on the design and optimization of the electrodynamic dust shields and provide data on the performance of the different implementations of the technology for lunar and Martian exploration activities. Abstract: Space Exploration educators worldwide are confronting challenges and embracing opportunities to prepare students for the global 21st century workforce. The National Space Biomedical Research Institute (NSBRI), established in 1997 through a NASA competition, is a 12-university consortium dedicated to space life science research and education. NSBRI''s Education and Public Outreach Program (EPOP) is advancing the Institute''s mission by responding to global educational challenges through activities that: provide teacher professional development; develop curricula that teach students to communicate with their peers across the globe; provide women and minority US populations with greater access to, and awareness of science careers; and promote international science education partnerships. A recent National Research Council (NRC) Space Studies Board Report, America''s Future in Space: Aligning the Civil Program with National Needs, acknowledges that “a capable workforce for the 21st century is a key strategic objective for the US space program… (and that) US problems requiring best efforts to understand and resolve…are global in nature and must be addressed through mutual worldwide action”. [1] This sentiment has gained new momentum through a recent National Aeronautics and Space Administration (NASA) report, which recommends that the life of the International Space Station be extended beyond the planned 2016 termination. [2] The two principles of globalization and ISS utility have elevated NSBRI EPOP efforts to design and disseminate science, technology, engineering and mathematics (STEM) educational materials that prepare students for full participation in a globalized, high technology society; promote and provide teacher professional development; create research opportunities for women and underserved populations; and build international educational partnerships. This paper describes select EPOP projects and makes the case for using innovative, emerging information technologies to transfer space exploration knowledge to students, engage educators from across the globe in discourse about science curricula, and foster multimedia collaborations that inform citizens about the benefits of space exploration for life on Earth. Abstract: This paper shares an interesting and unique case study of knowledge capture by the National Aeronautics and Space Administration (NASA), an ongoing project to recapture and make available the lessons learned from the Apollo lunar landing project so that those working on future projects do not have to “reinvent the wheel”. NASA’s new Constellation program, the successor to the Space Shuttle program, proposes a return to the Moon using a new generation of vehicles. The Orion Crew Vehicle and the Altair Lunar Lander will use hardware, practices, and techniques descended and derived from Apollo, Shuttle, and the International Space Station. However, the new generation of engineers and managers who will be working with Orion and Altair are largely from the decades following Apollo, and are likely not well aware of what was developed in the 1960s. In 2006, a project at NASA’s Johnson Space Center was started to find pertinent Apollo-era documentation and gather it, format it, and present it using modern tools for today’s engineers and managers. Abstract: In response to the scientific interest in Jupiter''s Galilean moons, NASA and ESA have plans to send orbiting missions to Europa and Ganymede, respectively. The inter-moon transfers of the Jovian system offer obvious advantages in terms of scientific return, but are also challenging to design and optimize due in part to the large, often chaotic, sensitivities associated with repeated close encounters of the planetary moons. The approach outlined in this paper confronts this shortcoming by exploiting the multi-body dynamics with a patched three-body model to enable multiple “resonant-hopping” gravity assists. Initial conditions of unstable resonant orbits are pre-computed and provide starting points for the elusive initial guess associated with the highly nonlinear optimization problem. The core of the optimization algorithm relies on a fast and robust multiple-shooting technique to provide better controllability and reduce the sensitivities associated with the close approach trajectories. The complexity of the optimization problem is also reduced with the help of the Tisserand–Poincaré (T–P) graph that provides a simple way to target trajectories in the patched three-body problem. Preliminary numerical results of inter-moon transfers in the Jovian system are presented. For example, using only 59m/s and 158 days, a spacecraft can transfer between a close resonant orbit of Ganymede and a close resonant orbit of Europa. [Copyright &y& Elsevier]

Abstract: Nuclear Electric Propulsion (NEP) is a technology conceptually proposed since the 1940s by E. Stuhlinger in Germany. The JIMO mission originally planned by NASA in the early 2000s produced at least two designs of ion thrusters fed by a 20–30kW nuclear powerplant. When compared to conventional (chemical) propulsion, the major advantage of NEP in the JIMO context was recognized to be the much higher I sp (lab-tested at up to 15,000s) and the capability for sustained power generation, up to 8–10 years when derated to I sp about 8000s. The goal of this paper is to show that current or near term NEP technology enables missions far beyond our immediate interplanetary backyard. In fact, by extending the semi-analytical approach used by Stuhlinger, with reasonable ratios α≡power/mass of the propulsion system (i.e., 0.1– 0.4kW/kg), missions to the Kuiper Belt (40AU and beyond) and even the so-called FOCAL mission (at 540AU) become feasible with an attractive payload fraction and in times of order 10–15 years. Further results regarding missions to Sedna’s perihelion/aphelion, and to Oort’s cloud will also be presented, showing the constraints affecting their feasibility and mass budget. Abstract: There has been increased interest in the exploration of the Moon in recent years. Pin-point precision landing is highly desirable for future lunar missions. This paper is concerned with the design of the on-board data handling (OBDH) subsystem for the pin-point lunar lander of the Magnolia-1 project, funded by NASA. Four proposed on-board data handling architectures are outlined and compared in terms of power consumption, performance and reliability. Implementation results are presented, which are obtained from prototyping of the flight computer for the optimal OBDH architecture option on a Xilinx Virtex-5 Field Programmable Gate Array. Abstract: In the early to mid-2000s, NASA made substantial progress in the development of solar sail propulsion systems. Solar sail propulsion uses the solar radiation pressure exerted by the momentum transfer of reflected photons to generate a net force on a spacecraft. To date, solar sail propulsion systems were designed for large robotic spacecraft. Recently, however, NASA has been investigating the application of solar sails for small satellite propulsion. The NanoSail-D is a subscale solar sail system designed for possible small spacecraft applications. The NanoSail-D mission flew on board the ill-fated Falcon Rocket launched August 2, 2008, and due to the failure of that rocket, never achieved orbit. The NanoSail-D flight spare is ready for flight and a suitable launch arrangement is being actively pursued. Abstract: Contemporary narratology (narrative theory) offers a useful framework for interpreting interstellar messages that have already been sent to potential extraterrestrial recipients, as well as for designing messages that may be transmitted in the future. In this paper, narratological concepts are used to analyze in depth a single interstellar message sequence, elucidating methods by which various parts of speech (nouns, verbs, adjectives, and adverbs) can be paired with pictures to describe the human body in motion. The concept of focalization is applied to the message sequence''s use of isolation and magnification, which highlight the structure and function of the human body and its constituent parts. The challenges of interpreting gaps within narratives, as well as the setting in which events occur, are considered. The importance of closure in providing a fitting end to narratives is examined, and the plausibility of creating images that could be interpreted correctly by extraterrestrial intelligence is assessed. Narratological concepts examined here, as well as additional aspects of narrative, provide important resources for future work in interpreting and designing interstellar messages. Abstract: Previous discussions of interstellar messages that could be sent to extraterrestrial intelligence have focused on descriptions of mathematics, science, and aspects of human culture and civilization. Although some of these depictions of humanity have implicitly referred to our aspirations, this has not clearly been separated from descriptions of our actions and attitudes as they are. In this paper, a methodology is developed for constructing interstellar messages that convey information about our aspirations by developing a taxonomy of maxims that provide guidance for living. Sixty-six maxims providing guidance for living were judged for degree of similarity to each of other. Quantitative measures of the degree of similarity between all pairs of maxims were derived by aggregating similarity judgments across individual participants. These composite similarity ratings were subjected to a cluster analysis, which yielded a taxonomy that highlights perceived interrelationships between individual maxims and that identifies major classes of maxims. Such maxims can be encoded in interstellar messages through three-dimensional animation sequences conveying narratives that highlight interactions between individuals. In addition, verbal descriptions of these interactions in Basic English can be combined with these pictorial sequences to increase intelligibility. Abstract: The present paper is a synthesis of three presentation given by myself at the Toulouse IAC 2001 (Analogy as a tool to communicate abstract concepts in SETI), the Bremen IAC 2003 (From maths to culture: towards an effective message), and the Vancouver IAC 2004 (Philosophical and religious implications of extraterrestrial intelligent life). Its aim is to find a way to make our cultural concepts understandable to hypothetical extraterrestrials (ETs) in a SETI communication. First of all, I expose the reasons why I think that analogy could be a good tool for this purpose. Then, I try to show that this is possible only in the context of an integrated language, using both abstract symbols and pictures, also sketching two practical examples about some basic concepts of our moral and religious tradition. Further studies are required to determine whether this method could be extended to the higher-level abstract concepts in the other fields of our culture. Finally, I discuss the possible role of mathematics, logic and natural science in the construction of an analogy-based language for interstellar messages with a cultural content and a possible way of managing this matter from a social point of view. Abstract: Altruism has previously been proposed as a topic for interstellar communication, because it begins to describe one important class of human and non-human behaviors, and because it can be modeled in mathematical and physical terms. Prior research has focused on altruism toward close relatives. The current paper explains how we could communicate basic principles of reciprocal altruism, in which one entity undergoes short-term self-sacrifice for the benefit of another, as well as for long-term self-interest. After providing an algorithmic description of the loss of mass involved in the evolution of stars—a phenomenon that should be familiar to extraterrestrial astronomers—an analogous process is described at a human scale, where the maintenance or loss of mass represents the maintenance or loss of health, and ultimately life. An adaptation of the Prisoner''s Dilemma game is communicated, showing limitations of both cooperation and defection as strategies for interacting with other agents. For the overall stability of a population, there are significant advantages for entities not always either cooperating or defecting in their responses; we end by modeling a more flexible strategy discussed by game theorists, known as Tit For Tat. Abstract: Ten thousand years ago, no-one on Earth was living a “civilized” life. What has happened since is remarkable and impossible to fully comprehend; yet, everyone has ideas about civilization, and how the world came to be as it is. Such understandings of civilizations on Earth inevitably influence speculation about extraterrestrial civilizations, in two ways. First, sometimes a specific Earth civilization or historical experience is explicitly used as a basis for inferences about extraterrestrial civilizations. Second, more general assumptions about the development and functioning of Earth''s societies shape conjectures about alien societies. This paper focuses on the latter, general assumptions, with the aim of considering how we can use multidisciplinary approaches, and our knowledge of Earth''s civilizations, to our best advantage in SETI. Abstract: The aim of HuLCC (the human language chorus corpus), is to provide a resource of sufficient size to facilitate inter-language analysis by incorporating languages from all the major language families: for the first time all aspects of typology will be incorporated within a single corpus, adhering to a consistent grammatical classification and granularity, which historically adopt a plethora of disparate schemes. An added feature will be the inclusion of a common text element, which will be translated across all languages, to provide a precise comparable thread for detailed linguistic analysis for translation strategies and a mechanism by which these mappings can be explicitly achieved. Methods developed to solve unambiguous mappings across these languages can then be adopted for any subsequent message authored by the SETI community. Initially, it is planned to provide at least 20,000 words for each chosen language, as this amount of text exceeds the point where randomly generated text can be disambiguated from natural language and is of sufficient size useful for message transmission (Elliot, 2002). Abstract: The Search for ExtraTerrestrial Intelligence (SETI) finally has its own full-time telescope. The Allen telescope array (ATA) in Northern California was dedicated on October 11, 2007. This array, which will eventually be composed of 350 small radio antennas, each 6.1m in diameter, is being built as a partnership between the SETI Institute and the University of California Radio Astronomy Laboratory. Last October, Paul G. Allen (who provided the funds for the technology development and the first phase of array construction) pushed a silver button and all 42 antennas of the current ATA-42 slewed to point in the direction of the distant galaxy M81. Specialized electronic backend detectors attached to the ATA began making a radio map of that galaxy and simultaneously began SETI observations of HIP48573, a G5V star near M81 on the sky and a distance of 264 light years from Earth. The Allen telescope array will greatly improve the speed of conducting SETI searches over the next few decades, and it will allow a suite of different search strategies to be undertaken. Abstract: SETI''s essential premises involve evolution in multiple domains: cosmology, biology, culture and technology. Comparatively little has been written about the last of these, technology, in relation to SETI''s targets, but it is a crucial variable and well worth deep examination. In particular, it would seem prudent to consider carefully our assumptions about hypothetical extraterrestrial societies which have developed technology that SETI could detect, or which could detect, at interstellar distances, the existence of intelligent life on Earth. This paper contributes to that effort by reflecting upon our habits of projecting terracentric assumptions onto hypothetical worlds, exploring dominant narratives about technological development and presenting varied philosophical theories about the nature of technology. It highlights the cultural aspects of technology here on Earth, particularly their role in the development of radio technology. In the end, it is clear that technology need not develop along a prescribed, linear path; projections about extraterrestrial societies which rely on this assumption need to be reconsidered. Abstract: Despite the fact that major efforts have been expended on passive searches for extraterrestrial signals, few deliberate “transmissions” to potential alien recipients have occurred. These have generally taken the form of simple graphics depicting such things as our appearance, location, and biological construction. In this paper, we consider (a) the fundamental technical and astronomical limitations to interstellar messaging—in other words, how many “bits” could any society reasonably send, and (b) what might be a likely transmission strategy. Abstract: While most optical SETI experiments are configured to detect nanosecond pulses, the majority of their counterpart radio searches integrate for seconds to minutes, looking for unchanging narrow-band carriers or slowly pulsed modulation. The former approach is suggested as an effective way to stand out against stellar photon noise, while the latter approach is dictated by the dispersive effects of the interstellar medium as well as the high visibility of narrow-band signal components. In this paper, we consider effective signal strategies for those that produce, rather than simply search for, optical and radio beacons—signals that are designed to elicit responses from technological civilizations. By considering the communication problem from the point of view of the transmitters, rather than the receivers, we deduce some likely signal characteristics for beacons, and concommitant new strategies for SETI. Abstract: While modern SETI experiments are often highly sensitive, reaching detection limits of 10−25 W/m2 Hz in the radio, interstellar distances imply that if extraterrestrial societies are using isotropic or broad-beamed transmitters, the power requirements for their emissions are enormous. Indeed, isotropic transmissions to the entire Galaxy, sufficiently intense to be detectable by our current searches, would consume power comparable to the stellar insolation of an Earth-size planet. In this paper we consider how knowledge can be traded for power, and how, and to what degree, astronomical accuracy can reduce the energy costs of a comprehensive transmission program by putative extraterrestrials. Indeed, an exploration of how far this trade-off might be taken suggests that extraterrestrial transmitting strategies of civilizations only modestly more advanced than our own would be, as are our SETI receiving experiments, inexpensive enough to allow multiple efforts. Abstract: Robotic reconnaissance (“recon”) has the potential to significantly improve scientific and technical return from lunar surface exploration. In particular, robotic recon can be used to improve traverse planning, reduce operational risk, and increase crew productivity. To study how robotic recon can benefit human exploration, we recently conducted a field experiment at Black Point Lava Flow (BPLF), Arizona. In our experiment, a simulated ground control team at NASA Ames teleoperated a planetary rover to scout geology traverses at BPLF. The recon data were then used to plan revised traverses. Two-man crews subsequently performed both types of traverses using the NASA “Lunar Electric Rover” (LER) and simulated extra-vehicular activity (EVA) suits. Abstract: Our experiments to find extraterrestrial life are predicated on the assumption that it is most likely to be found on so-called “habitable worlds.” These are planets and moons where surface liquid water exists, and atmospheres of light gases are found. Our searches presume that life on other worlds has a biochemistry at least somewhat similar to our own. While these postulates might be our best guide for finding biology, they could be misleading us in the search for extraterrestrial intelligence (SETI). Timescale arguments suggest that shortly after a sentient species invents the technology for communication, it develops synthetic intelligence. Consequently, SETI’s targeted searches of star systems that might have habitable planets in the conventional sense may be chasing a very short-lived prey. Abstract: In this paper, I am interested in exploring the potential of ritual performance as a means of communication with ETI. I argue that the study of ritual and ritualized behavior, understood as a technique for representation of meaning and meaningfulness about the world, has potential to inform how scientists think about the construction and interpretation of interstellar messages. I do not suggest that ritual activities themselves provide more than limited potential for communication with ETI. However, the structural elements of ritual and the manner in which meaning is conveyed through the formality and repetition of ritual is at least to some extent decipherable cross-culturally and provides one way to think about how to express important aspects of humans and their cultures to ETI and to represent, if not specific meanings themselves, the fact that a message is meaningful. Abstract: Space exploration is a multifaceted endeavor and will be a “grand challenge” of the 21st century. It has already become an element of the political agenda of a growing number of countries worldwide. However, the public is largely unaware of space exploration activities and in particular does not perceive any personal benefit. In order to achieve highly ambitious space exploration goals to explore robotically and with humans the inner solar system, space agencies must improve and expand their efforts to inform and raise the awareness of the public about what they are doing, and why. Therefore adopting new techniques aiming at informing and engaging the public using participatory ways, new communication techniques to reach, in particular, the younger generation will be a prerequisite for a sustainable long-term exploration program: as they will enable it and carry most of the associated financial burden. This paper presents an environmental analysis of space exploration in the United States and Europe and investigates the current branding stature of the National Aeronautics and Space Administration (NASA) and the European Space Agency (ESA). We discuss how improved market research and new branding methods can increase public space awareness and improve the image of NASA and ESA. We propose a new participatory approach to engage the public as major stakeholder (along governments, the industrial space sector and the science community) that may provide sufficient resources for and sustainability of a long-term space exploration program. Abstract: On October 4, 1957, the Soviet Union launched the first Earth-circling artificial satellite and the United States responded by taking numerous actions aimed at “remediating” a Cold War crisis. This included the establishment of a separate civilian space agency charged with the conduct of an official program of scientific and technological space exploration, consolidation of Department of Defense space activities, the passage of the National Defense Education Act, the creation of a Presidential Science Advisor, and a host of lesser actions. The politics of these changes is fascinating, and has been interpreted as an appropriate political response to a unique crisis situation. Interest groups, all for differing reasons, prodded national leaders to undertake large-scale efforts, something the president thought unnecessarily expensive and once set in place impossible to dismantle. But was the Sputnik crisis truly a crisis in any real sense? Was it made into one by interest groups who used it for their own ends? This paper will trace briefly some of the major themes associated with the IGY and Sputnik and describe the political construction of the crisis as it emerged in 1957–1958. It will also discuss something about the transformation of federal science and technology that took place in response to this “crisis” and how it set in train a series of processes and policies that did not unravel until the end of the Cold War.
