Cyber vulnerabilities in the Air Force and the DoD frequently ignore satellite ground systems. Space ground system cyber security assaults and investigations include those involving satellite control, communications terminal hacking, and GPS spoofing. It is statistically unlikely that humans are the only intelligent species in the universe. Nothing about the others will be known until contact is made beyond a radio signal from space that merely tells us they existed when it was sent. That contact may occur tomorrow, in a hundred years, or never. If it does it will be a high-risk scenario for humanity. It may be peaceful or hostile. Relying on alien altruism and benign intentions is wishful thinking. We need to begin identifying as a planetary species, and develop a global consensus on how to respond in either scenario.

This book flags and contemplates the lurking problem of space crimes that may escalate and expand with diversification of space activities, greater footfall on the celestial bodies and passage of time, for the lack of appropriate solutions. ​It appraises the incumbent problems to evolve solutions and make recommendations regarding space crime situations. Recognizing current situation where commercial space travel has commenced, and space tourism is not far behind, the book takes a pole position on discussing the topic with its endemic challenges. Space transportation is expected to lead to commercial mining of celestial mineral resources from the Moon and asteroids, as has been found technically feasible and commercially viable. Access to space technology has changed dramatically in the past 10 years. Traditionally, access to space capabilities required dedicated receivers and significant investment. With the advent of new information technologies that incorporate and disseminate the benefits of space directly to users, access to space technology is no longer so exclusive. This book calls for the urgent regulation of satellite mega-constellations in outer space, proposing a new model of “international regulatory coordination”, in order to ensure the sustainable balance of science and advanced telecommunications. We are currently witnessing expansion of the Internet off our planet. The proliferation of new space-based internet connectivity has been accompanied by much discussion about the potential impact on astronomy. Scientists are increasingly concerned that mega-constellations proposed by SpaceX, OneWeb, Amazon and Facebook, might wreak havoc on scientific research and transform our view of the stars. These commercial operators plan to launch hundreds of thousands of satellites into Low-Earth Orbit (LEO) in the coming decade, representing a 1000% increase on objects currently in orbit. This book examines this new space race in the context of historical rivalries, for it is clear that mega-constellations are being actively pursued by a US administration determined to dominate LEO as tensions with China rise. This creates a risk of interference with earth-based scientific activities that use optical and radio frequency techniques to study the universe. This book examines these developments in the context of the Outer Space Treaty (OST), which provides all States with the freedom of scientific investigation, exploration and use of outer space, while balancing this with obligations to avoid interference with the space activities of other States. Detlev Wolter untersucht in der vorliegenden interdisziplinären Arbeit die völkerrechtlichen Grundlagen für die Anwendung der sicherheitspolitischen Konzeption »Gemeinsamer Sicherheit« auf den Weltraum. Gestützt auf die Menschheitsklausel als zentralem Strukturprinzip des Weltraumvertrages und das Kooperationsgebot entwirft er eine umfassende Theorie der friedlichen Nutzung des hoheitsfreien Gemeinschaftsraums. Der Strukturwandel des Völkerrechts von einem Koexistenz- zum Kooperationsrecht mit der Herausbildung von Allgemeinwohlinteressen im Völkerrecht wird für die Sicherheit im Gemeinschaftsraum fruchtbar gemacht. Dazu werden Entstehungsgeschichte, Anwendungsbereich und Inhalt des Grundsatzes der friedlichen Nutzung des Weltraums und des Prinzips des Gemeinsamen Erbes der Menschheit anhand der Staatenpraxis in den Vereinten Nationen und der Genfer Abrüstungskonferenz beleuchtet und die global commons-Diskussion auf den Sicherheitsbereich bezogen. Die Herausarbeitung konkretisierender Rechtsstandards und Kriterien der friedlichen Nutzung bildet die Grundlage für eine völkerrechtliche Bewertung der Pläne von Präsident Bush jr. zu einer weltraumgestützten Raketenabwehr. Im rechtspolitischen Teil schlägt der Autor ein multilaterales Abkommen über kooperative Sicherheit im Weltraum (KSW-Vertrag) mit folgenden Bestandteilen vor: Transparenz und Vertrauensbildung, strukturelle Nichtangriffsfähigkeit, schrittweise Denuklearisierung, Schutz vor unautorisierten und versehentlichen Raketenangriffen und vor Raketenangriffen unter Verletzung eines Nichtverbreitungsregimes, Verbot der aktiven militärischen Nutzung des Gemeinschaftsraums von zerstörerischer Art und Errichtung einer International Satellite Monitoring Agency. Der Entwurf für eine gemeinsame Sicherheitsordnung knüpft strukturell an eine kooperative Völkerrechtsordnung mit den Gemeinschaftswerten von Abrüstung, wirtschaftlicher Entwicklung und multilateraler Friedenssicherung an.

This book, first published in 1991, is the cumulative result of a long period of research by qualified experts in an attempt to analyse the legal and scientific problems of arriving at definitions in the task of preventing an arms race in outer space. Problems of definition confront the negotiator at the very outset of any discussion on preventing a space arms race – this book sets out to remove these problems by examining the possible definitions.

This book proposes a framework for assessing countries'levels of compliance with international space law and norms. It begins by exploring the development of two movements – the evidence-based policymaking and programming movement, and the rise of ratings and rankings research – and their growth across various disciplines. The analysis suggests that such efforts are useful in gauging the behavior of countries in space according to how well they adhere to existing space law and norms. To date, there is no comprehensive, periodic, and systematic measure of countries'efforts to comply with space law and norms; this work endeavors to fill that gap by offering a framework in which to assess compliance. Applying the framework results in five possible ratings that a country may be assigned, ranging from highly compliant to non-compliant. Ideally, the proposed framework can be used to promote compliance, and with it, space security and sustainability.

This book stems from the worrying scale and intensity of conflicts, humanitarian crises, and human rights violations around the world, which can be seen in a wide range of global hotspots including Venezuela, Yemen, Syria, Myanmar, Sudan, Eritrea, and numerous others. These developments are also relevant for Europe, given the large-scale migrations they can produce. In order to effectively respond to them, it has become imperative to analyse ways in which space data and technologies can be used to uphold human rights and monitor violations. Various international tribunals, such as the International Court of Justice (ICJ) and the International Criminal Court (ICC), are increasingly relying on satellite data and especially images when considering human rights violations cases. This use of space-related technologies represents a trend that promises to continue as the range and accuracy of space-derived data improves. Further, satellite data has important legal implications because it allows the fulfilment of international obligations to be monitored, and offers a powerful tool for dispute resolution. Accordingly, this book examines the use of satellite images for cases concerning human rights violations, since the multitude of humanitarian crises worldwide demonstrate that it is of the utmost importance to analyse how space law, policies and space-related applications could further support the implementation and monitoring of the observance of human rights, thus contributing to enhanced security and sustainable development. A range of relevant areas, such as migration, refugees (including settlements and whether they are adequately supplied with basic necessities), water distribution and quality, housing and settlement monitoring are crucial aspects addressed in this book.
