The Western Balkan countries have some of the lowest female labor force participation and employment rates across Europe. Almost two-thirds of working age women in the region are either inactive or unemployed: a huge bite into human capital for a region that endures high emigration and faces declining working age population. The paper uses both macro- and micro-level data to explore what explains low participation and employment rates among women in the region. Our findings show that improving educational attainment, having a more balanced family leave policy, and reducing tax wedge help improve participation of women in the labor force. However, these measures are not enough to notably improve employability of women, which require stronger growth supported by robust institutions.

This Brief provides a survey of key political, social, and economic issues affecting the Western Balkans region. This book provides a critical examination of NATO's evolving strategic and operational roles in the Western Balkans since the disintegration of Yugoslavia in 1991, with a particular focus on Bosnia, Kosovo and the former Yugoslav Republic of Macedonia, in both the conflict and post-conflict phases. While there is a myriad of literature available on the various conflicts that engulfed the former Yugoslavia after the collapse of communism, less has been written on NATO's overall role in these conflicts. This text, therefore, fills the gap, offering a thematic study of NATO's roles and duties in this region from the early 1990s to the present day. The ‘levels of analysis'introduced by Mulchinock provide a new framework for examining NATO's response to the Yugoslav wars of secession, focusing on the role of key NATO member states and the role of different NATO Secretaries-General, along with the impact of inter-institutional cooperation (and conflict) with other international organisations.

Even though comprehensive studies on political systems in the third wave of democratization have been made in the field of transformation, the situation in the Western Balkans remained underexposed. The reason for this might be that the fall of Yugoslavia and the emergence of new states are events that are to be attributed to the third wave of democratization. As Croatia has chosen the path of democracy, others still have problems with the rule of law. This book draws the political culture approach as a focal point providing a comprehensive understanding of transformations. The aim of this volume is to conceptualize the approach of embedded transformation.

This book considers the sensitive heritage elements linked to the very issue of the origins of nations. Beliefs, rituals, and traditional knowledge are examples of intangible cultural heritage (ICH), which communities globally regard as the core of their cultural identity. Moving from a social movement perspective, this timely volume examines narratives on Euroscepticism and frames on Europe from below, at the party and social movement levels. This book explores how ‘balkanization'as a discourse underpins the policies of the European Union (EU) and the North Atlantic Treaty Organization (NATO) toward the Western Balkans. This book provides a detailed evaluation of the hydro-ecological characteristics of the Western Balkans, an area characterized by still preserved inland waters and fish resources important for the European continent, as well as the biodiversity of inland waters important for the planet Earth. Freshwater ecosystems cover only 1% of the Earth's surface; however, they are a habitat for about 40% of fish species. At the same time, inland fisheries make less than 12% of the world's global fish catch, with 43% coming from low-income and food-deficient countries (Africa, South America, Southeast Asia). In Europe, the Western Balkans have significant fishing waters and fish resources, including the Middle Danube drainage (Sava, Drina, Velika Morava river systems), large ancient lakes (Skadar/Shkodra, Ohrid, Prespa, Dojran), and the Adriatic basin characterized by endemic and commercially important species. However, in contrast to the high fishing potential in a significant part of the Western Balkans, diverse and specific political, economic, and social factors largely had a negative impact on the state of fish resources. This volume is multidisciplinary and provides a sound knowledge base for scientific and practical fisheries. In addition, it may be a valuable guide for managers and conservationists worldwide to adapt methods and procedures for the ecological sustainability of fish resources under specific local, natural, and socio-economic conditions. Attempting to pacify the emergent wars in the 1990s, the European Union mediation could not stop the vast destruction and prevent genocide from taking place right next door to the EU, the world's biggest peace project. In the 21st century, the Western Balkans region has again become a subject of testing the EU's “new” foreign policy instrument – mediation. This time, the EU assumed the role of a post-conflict mediator aiming to sustainably resolve the (intractable) conflicts in the post-war setting of the region. While its first mediations in the former Yugoslavia were unsuccessful, the EU's recent mediation attempts in the post-violent stage of the Balkans'conflicts have resulted in varied outcomes. Introducing a new model, this book explains the varying effectiveness of EU mediation in post-conflict and analyses the determining conditions of the EU mediation efficiency in post-conflict settings. The book is among the few publications that shed light on EU mediation utilized as an instrument of conflict resolution that aims to solve protracted conflicts in post-conflict settings.

The countries in the Western Balkans have been severely affected by the wars and conflicts that led to the breakup of former Yugoslavia, by political instability and the effort of creating new states, weak economies and high levels of unemployment, poverty and social exclusion, and inequality. As revealed by recent surveys, such as EBRD's Life in Transition Survey and Eurofound's European Quality of Life Survey, life satisfaction in the region is far below that elsewhere in Europe. In recent years they had achieved a strong impetus of economic growth with falling rates of unemployment and increasing optimism for the future. However, the COVID-19 pandemic of 2020 has brought about a sudden reversal of these trends and a renewed deterioration in the economic outlook, and an increase in social hardships that heralds a repeat of past failures in economic inclusion policies. This book identifies the key challenges in the areas of economic inclusion, focusing on thethemes of labour markets, vocational education and skills, female entrepreneurship and the integration of migrants. It considers the opportunities for solutions to “build back better” once the recovery from the COVID-19 crisis begins, and offers proposals for more acceptable, equitable and effective economic inclusion policies.

In recent years, there has been an increase in new forms of employment. Namely, thanks to the use of platforms in business and the emergence of the'gig economy', there are gradual changes in this domain. These include part-time, temporary, informal, and unpaid family work. This type of employment can be defined as any job, but only of short or uncertain duration. The experiences gained by the countries of the European Union, as well as the countries of the Western Balkans from the COVID-19 crisis, during which they used new technologies in work, should in the future make working systems even more adapted to the digital age. At last, whether working from home is the product of one's own choice or is the result of a pandemic or other environmental shock, the change in the way work is done is real and governments must understand the implications and take steps to position their economies accordingly.

Amplified by a volatile security environment, technology and globalization, terrorism and violent extremism have become a genuine threat on a global level, and the ability of terrorist groups to capitalize on local issues such as poverty and inequality have helped to fuel the process of radicalization and recruitment. The region of the Western Balkans is not immune to these trends, and the gender component has been recognized as an important aspect in efforts to counter and prevent such practices. This book presents edited contributions delivered at the NATO Advanced Training Course (ATC) “Gender Mainstreaming in Counter-terrorism Efforts in Western Balkans” held from 16 to 21 May 2021. The event was designed to explore gender perspectives in counter-terrorism efforts in the Western Balkans and in the wider security-sector, and to analyze drivers to radicalization through the lens of gender. This ATC brought together more than 50 military and civilian participants from 7 countries in the Western Balkans and south-eastern Europe and 35 expert lecturers. Topics include the legal and political framework of gender mainstreaming; the role of technology; the drivers, motivations and roles of women in radicalization and extremist groups; counter-terrorism and gender; gender-sensitive approaches to counter terrorism; gendered perspectives from the frontline; the prospects for women's leadership roles in community-based approaches; and challenges to the implementation of UNSCR 1325 in the Western Balkans. Highlighting critical components and providing a unique insight which contributes to the academic debate on gender mainstreaming in P/CVE and CT efforts, the book will be of interest to all those involved in countering the spread of terrorism worldwide.

This volume explores how the process of European integration has influenced collective memory in the countries of the Western Balkans. In the region, there is still no shared understanding of the causes (and consequences) of the Yugoslav wars. The conflicts of the 1990s but also of WWII and its aftermath have created “ethnically confined” memory cultures. As such, divergent interpretations of history continue to trigger confrontations between neighboring countries and hinder the creation of a joint EU perspective. In this volume, the authors examine how these “memory wars” impact the European dimension - by becoming a tool to either support or oppose Europeanisation. The contributors focus on how and why memory is renegotiated, exhibited, adjusted, or ignored in the Europeanisation process.

The strategies of animal husbandry and hunting were diverse and different between communities, whilst they also changed over time. The differences and variations were sometimes caused by local or regional environmental conditions, but were also the result of social, cultural, political, and even religious factors. Animal Husbandry and Hunting in the Central and Western Balkans Through Time brings new results of research on animal herding and hunting in the central and western Balkans during prehistoric and historic periods. This book explores the stagnation of democracy in the Western Balkans over the last decade. The author maps regional features of rising authoritarianism that mirror larger global trends and, in doing so, outlines the core mechanisms of authoritarian rule in the Balkans, with a particular focus on Serbia, Montenegro and Macedonia. These mechanisms include the creation of constant crises, the use of external powers to balance outside influences, as well as state capture. The authoritarian patterns exist alongside formal democratic institutions, resulting in competitive authoritarian regimes that use social polarization to retain power. As the countries of the Western Balkans aspire, at least formally, to join the European Union, authoritarianism is often informal.

The small water bodies such as headwater streams, springs, ditches, small lakes, and ponds are critical to maintaining freshwater biodiversity. This is especially true for Dinaric karst, where they are often the only water bodies present. However, despite their importance, they remain widely overlooked and excluded from government policies like the EU Water Framework Directive. The aim of this book is to highlight the relationship between the EU and the Western Balkan countries in light of their EU membership perspective and the impact that the EU Enlargement of Central and Eastern European countries at the beginning of the twenty first century has given to the Western Balkans. The book presents, in depth, the dual relationship between the EU and the Western Balkans. On the one hand it displays the continuous EU role in the Western Balkans, in particular in issues such as: the EU accession criteria; the EU approach and enlargement strategy; the visa liberalization process; the Stabilization and Association Process; the Stabilization and Association Agreements; instruments of financial assistance; the EU role in restoring and keeping peace and stability and in increasing the regional cooperation among the Western Balkans countries. On the other hand, it presents and analyses the progress the Western Balkans have achieved and the challenges faced such as: initially with the implementation of the bilateral Free Trade Agreements and then the regional Free Trade Agreement and the Stabilization and Association Agreements; nature and effects of these agreements in developing markets, in increasing trade exchanges among the Western Balkans countries; the progress each country has made toward lasting growth and in fulfilling the criteria of the EU integration process. The book reflects the regional approach of EU towards those countries while differentiating the individual progress in each country. This gives the book an interdisciplinary character. The latest enlargement experiences of the EU are used as a comparison for the current EU policy towards Western Balkans, while confirming a clear integration perspective for the region.

The Western Balkan countries are characterized by an entanglement of different national, ethnic and religious groups. Within all Balkan states, nationalist rivalries have been and are exploited by political leaders as a propaganda tool when faced with internal unrest or unpopularity. Yet, the proximity of ethnic communities to their countries of ethnic origin tie all the Balkan states into a common problem: the spillover effect of regional insecurity. Existing and future disputes require an exhaustive survey of national, ethnic, religious, territorial, economic and political problems, and this is precisely what this volume sets out to do.

This book examines the process of presidentialisation of political parties in the Western Balkans. The Western Balkan countries deserve to be analysed in a comparative perspective due to their distinctive features in terms of processes of democratization, forms of government and institutional assets, the presence of social cleavages (religious, linguistic, ethnic), and, of course, the nature of political parties which differs from other European cases, especially in terms of origins, organization and structure. However, Western Balkan political parties do show certain similarities with other West European cases where power is centralised and held by the parties'leadership. The book ultimately attempts to test whether and to what extent the influence of institutional variables affects the level of presidentialisation of political parties, also considering the parties'organization features.

Since the end of the Cold War there have been a number of cases where the democratization process has been turbulent, or even violent. Addressing electoral violence, its evolution and impact in the Western Balkans, this book explores the conflict logic of election and tries to understand its basic patterns. Two decades of electoral competition in the region are analysed to identify an interesting evolution of electoral violence in terms of forms, actors, motivations and dynamics. By identifying the potential drivers of electoral violence and explaining the escalation and stimulus of violence-related events, the author combines a theoretical approach with original data to emphasise the variability of the phenomenon and its evolution in the region.The book will appeal to students and scholars of post-communist Europe and democratisation processes and the Western Balkans in particular. While WB states have generally been successful in adopting legal reforms that make up a part of EU conditionality, many laws remain unenforced, amounting to'empty shells.'In the space between law, as it is written, and practices as they are engaged in everyday life, exists a gap, characterized by informality, clientelism, and exchange often based on strong tie relationships. Some instances of informality undermine the goal of establishing rule law and contribute to corruption. Others offer valuable solutions to persistent social problems or represent traditional vehicles of social cohesion that should be promoted. The recommendations in this book seek to address both constructive and damaging instances of informality, and to identify policy measures that can help to harmonise not only legislation, but existing informal practices on the ground.

In the past 25 years, exports have contributed strongly to growth and economic convergence in many small open economies. However, the Western Balkan (WB) region, consisting of small emerging market economies, has not fully availed itself of this driver of growth and convergence. A lack of openness, reliance on low value products, and weak competitiveness largely explain the insignificant role of trade and exports in the region's economic performance. This paper focuses on how the countries in the WB could lift exports through stronger integration with global value chains (GVCs) and broadening of services exports. The experience of countries that joined the European Union in or after 2004 shows that participation in GVCs can help small economies accelerate export and income growth. WB countries are not well integrated into Europe's vibrant GVCs. Trade within the region is also limited—it tends to be bilateral and not cluster-like. Our analysis shows that by improving infrastructure and labor skills and adopting trade policies that ensure investor protection and harmonize regulations and legal provisions, the region can greatly enhance its engagement with GVCs. Services exports are an increasingly important part of global trade, and they offer an untapped source of growth. The magnitude of services exports from the WB region compares favorably with that of peers in Europe, particularly in travel services where several of these countries have a revealed comparative advantage. But there is significant room for growth in tourism exports and an untapped potential in business and information technology services exports that these countries can materialize through policy efforts that increase openness and enhance connectivity and labor skills. Serbia offers a good example of how decisive efforts, including education policies to ensure a sustained supply of skilled labor, can help information technology services exports to take off.

In the early 1990s, the Western Balkans were the scene of prolonged and bloody inter-ethnic wars. Numerous issues remain unresolved; Bosnia is a dysfunctional state; Kosovo a disputed territory; Macedonia a fragile republic, however, it is hard now to imagine the renewal of inter-state armed conflict. Investigating the causes and mechanisms driving peaceful transformation in the Balkans, this book examines developments in the region and contributes to discussions on security community building. Focusing on how different professional communities work together in the creation of regional peace and security, it sheds new light on how diplomats, policemen, soldiers and others brought about the transformation from conflict to peace through their everyday practices. Conducted collaboratively by a research community based within the region, this volume will be highly relevant to scholars and researchers studying the Balkans, regional security, security communities and policymakers.

This book examines how European issues have played out in Serbian and Croatian party politics since 2000, in the context of significant challenges brought by European integration of the Western Balkans. It provides a comprehensive analysis of how political parties in these countries have determined and shifted their positions on the EU, by exploring the effect and interaction of party ideology and strategy, position within the party system, relations with the general public and voters as well as transnational party linkages. The author argues that the particular nature of European issues, closely related to crucial identity and statehood dilemmas in these post-conflict societies, largely determined party stances on the EU, feeding significant Eurosceptic sentiments. At the same time, a number of core parties underwent a rapid pro-EU conversion, pragmatically responding to internal and external incentives in the context of dynamic electoral competition and strong EU presence, and aimed at maximising their chances of securing executive office. The book will be of interest to advanced students and scholars in the fields of comparative politics, Western Balkan politics, and EU studies.

This volume casts a fresh look on how the political spaces of the Western Balkan states (Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Kosovo, Macedonia and Albania) are shaped, governed and transformed during the EU accession process. The contributors argue that EU conditionality in the Western Balkans does not work ‘effectively'in terms of social change because rule transfer remains a ‘contested'business, due to veto-players on the ground and strong legacies of the past. The volume examines specific policy areas, salient in the enlargement process and to a different degree incorporated in the accession criteria, as well as EU foreign policy in the spheres of post-conflict stabilisation, democratization and the rule of law promotion.

An assessment of public infrastructure development in the Western Balkans. The paper quantifies the large gaps across various sectors/dimensions, evaluates current infrastructure plans, and discusses funding options available to countries in the region. The paper also identifies important bottlenecks for increased infrastructure investment. Finally, the paper quantifies potential growth benefits from addressing infrastructure gaps, concluding that boosting the quantity and quality of infrastructure is vital for raising economic growth and accelerating income convergence with the EU. The paper concludes with country-specific policy recommendations.

This multidisciplinary approach to the Western Balkans addresses topics from responsible business and ethics, innovation, corporate social responsibility, and new technology to human resources management. It is a theoretical and practical guide towards a sustainable future for the Western Balkans, showing drivers and barriers affecting the region in its effort to green its economy, and provides a systematic and holistic overview and critical examination of the situation in the region. Chapters explore a review of the literature and developing theory, and report empirical procedures. If the Western Balkan countries are following the industrialised states of Western Europe—which are now keen to develop in a sustainable manner, combining economic growth with social justice and improved environment—this work fills the growing need for more research and to expand the current knowledge base about environmental and development challenges, as well as the new, efficient and climate-neutral ‘Green Economy'of this region.

The boom and bust in capital flows to the New Member States of the European Union have received a considerable amount of attention; foreign direct investment and bank flows to the region and countries'participation in regional supply chains have been well-documented. Relatively little has, however, been written about capital flows to the Western Balkans economies, which are often perceived to be ‘late arrivals'to large capital flows. This paper aims to examine how capital flows to the Western Balkans compare with flows to the New Member States, in terms of levels as well as dynamics. We find that while financial integration took off somewhat later in the Western Balkans than in the New Member States, it has increased rapidly, despite still much lower capital account openness. Capital inflows as a share of GDP are comparable to those observed in the New Member States, (perhaps surprisingly) diverse in terms of source countries and broadly similar in composition, though with equity shares higher than they were in the New Member States at comparable levels of GDP per capita.

This book examines civil society empowerment during the EU enlargement process. Building on extensive fieldwork, it compares mobilisation around rule of law issues in Croatia, Montenegro, and Serbia. Moving beyond the traditional focus on the top-down impact of EU support, it demonstrates NGOs'agency and analyses their shifting strategies throughout the membership negotiations. Its approach and findings will appeal to scholars and advanced students of EU integration, social movements, and the politics of South East Europe.

FDI has played a strong role in the export-led growth of eastern European countries that are now members of the European Union (EU). Largely sourced from advanced Europe, FDI inflows were motivated by the intention to pursue new markets and cost efficiency. Over time, foreign investment has restructured the exports sector in these countries in favor of products that are considered more technology-intensive. As these countries face skills shortage and rising wages, what is needed for FDI to continue playing a strong role? Can the Western Balkan countries, who are not yet EU members and have in recent years stepped up financial incentives and policy initiatives to court investors, emulate the experience? This paper takes stock of the FDI experience of both these groups and tries to estimate their potential gains from additional policy efforts.

This volume presents an analysis and comparison of two consecutive US Administrations in the period between 1993 and 2009, the one of William J. Clinton and the other of George W. Bush, and their foreign policy goals and interests in the region of Western Balkans. In that respect, the volume aims to prove that the foreign policy understanding of the region and the US role in it with both Administrations remained essentially the same. Therefore, the case argued here is that both of the Administrations in question comprehended the region in the same fashion and therefore had same or very similar foreign policy goals and interests in it.

The Western Balkan countries have been both a popular subject matter for diachronic analysis and a 1990s favorite. The significant changes that followed the most recent times of conflict in the region mostly evolve around the process of Europeanization. Despite the plethora of analyses, most approaches to the Western Balkans suffer from theoretical stagnancy, ex parte political practice, and detachment of politics from societal needs. This volume is the work of a team of theorists and practitioners who attempt a multidisciplinary approach to Western Balkans reality. In this paper we analyze how Western Balkans public finances adapted to the boom-bust cycle. Large capital inflows into emerging European economies during the mid-2000s resulted in rapid economic growth and convergence to EU income levels. This also resulted in improved fiscal positions of most countries, on the back of strong revenue performance. Yet, since the onset of the global economic crisis, many countries have struggled to adjust to the new situation of lower external financing and lower growth.

Developing and ‘transition'economies face myriad challenges in their attempts to achieve and maintain political stability and foster the economic growth essential for national security, the social well-being of current citizens and sustainable environments for future generations. Governments in the Western Balkans have striven to achieve all of the above, and this volume assesses the nature of their experiences as well as the level of their success in doing so. Featuring detailed case studies of public policy reforms in the region as well as comparative analysis on a range of indicators, the book analyzes the role of key players in setting the political agenda as well as implementing policy reforms. It also distils the lessons that can be learned from the Western Balkan experience, recommending strategies for enhancing the policy making process. In addition, it examines the developmental role played by the full spectrum of policy actors, including the private sector, NGOs, specialinterest groupings, international financial institutions, donor nations and the EU.Each case study has been prepared by academics with deep knowledge and experience of the western Balkans and addresses a core set of questions: identifying the policy issue and its broader context, defining the roles of specific individuals in formulating policy and reform and assessing the influence of networks and coalitions in the policy making process. With so little detailed literature on public policy making in a group of nations strategically positioned between Europe, Russia and the near East, the detailed insights provided by this volume will be widely welcomed.Our book provides case studies of specific public policy reform episodes in selected Western Balkan post-conflict and transition countries. The focus of these case studies extends beyond the technical aspects and entails substantive examination of the policy actors, constituencies and politics that ultimately shape the policy that emerges from the policy making process. Higher education in the Western Balkans is currently undergoing substantial changes as a result of European reform ideas, new domestic policy initiatives as well as universities and colleges in the region trying to adapt to new expectations and challenges. The book analyzes the changes in both policy and practices in various countries in this region predominantly through a comparative approach. Through a number of empirical studies in which new data was collected and systematized, the book shows how countries in the Western Balkans are struggling to maneuver between adapting to broader European reform ideas while at the same time handling domestic challenges. Hence, the book is a valuable contribution to those interested in studying how various higher education systems are developing in the different European regions.
