Still in vogue in most postgraduate examinations, covers only a part of the examinee's medical knowledge. The direction that the discussion takes during a case presentation and the level of interrogation depends both upon the examinee's and examiner's approach. This leads to a subjective assessment. Certain areas of clinical pediatrics like interpretation of laboratory and radiological reports, communication skills, problem solving and knowledge of clinical procedures are not tested routinely in the traditional examination. Objective structured clinical exams (OSCEs) have been in use as an assessment tool for graduate medical students and postgraduate medical training all around the world, in anesthesia training in the United Kingdom, Australia and New Zealand, and even in the United States, where medical schools have been using OSCE for a long time. When the OSCEs were introduced as a formal assessment tool for the certification of anesthesia trainees in the United States, it was adopted in a way that was slightly different than the classic way of using OSCEs in other countries. One of the differences was in the limitation of the OSCE to examine only nine skills, six of which are communication and professionalism skills and three of which are for interpretation skills, although the focus of the American OSCE is on communication and professionalism. However, it did not ignore the interpretation skills, with at least two stations on the real exam dedicated to the interpretation skills. The general theme of this book is that it utilizes some adult learning techniques to fuel an interactive learning experience for the candidates, so that they can work together on building their skills and preparing for the OSCE component of their assessment. The authors worked carefully on creating a manuscript that can be used by the practicing examiner/standardized patient to guide the process of mock OSCE encounters in a fruitful, educative and enjoyable manner.

This edited volume examines the practices and applications of digital diplomacy in the OSCE Region. As a security organization, the Organization for Security and Cooperation in Europe (OSCE) prioritizes its member states'cyber security and cyberspace activities. The book examines two key areas where digital diplomacy challenges traditional diplomatic practices of the OSCE member States: institutional adaptation and policy innovation in the OSCE Region. The Code of Conduct on Politico-Military Aspects of Security, adopted by OSCE member states during the Budapest Summit of December 1994, has become a significant addition to the range of politically binding documents of the OSCE. The Code, besides referring to internationally legally binding provisions for the conduct of politico-military affairs, codifies some of the existing norms on the democratic control and use of armed forces for interstate and intrastate purposes. It also lays down guidelines for the personal responsibility and accountability of the individual members of these armed forces. Moreover, this latest product of OSCE norm setting aims at becoming a valuable and effective instrument for the prevention of armed conflict. The significance, validity, and virtues of the Code are critically examined in this work. It is based on a seminar which was sponsored by the Ministries of Foreign Affairs of Germany and the Netherlands, and organized by the Netherlands Institute of International Relations Clingendael, in cooperation with the German Stiftung Wissenschaft und Politik. The book introduces the Code as a whole and deals with experiences from the negotiating table. It links the Code with international law and evaluates the Code on its early warning and conflict prevention merits. The work also investigates the connections between the Code and civil-military relations in the cases of Poland, the Russian Federation, and Germany and charts the way ahead for implementation of the Code. A regime for the democratic control of armed forces exists in the OSCE area (which stretches from Vancouver to Vladivostok) through a “Code of Conduct on Politico-Military Aspects of Security” (1994). This instrument, which links civil-military relations to human rights and international humanitarian law, has no counterpart in other security organizations. Intruding into an area of state power hitherto considered a sanctum sanctorum, it commits the OSCE member states to a regular exchange of information on the status of the democratic control of their armed forces, as well as on such issues as the fight against terrorism and the stationing of troops on foreign soil. This volume collects the materials underlying the International Colloquium “Conciliation in the Globalized World of Today“, held on 11 and 12 June 2015 in Vienna under the auspices of the Court of Conciliation and Arbitration within the OSCE. The aim of the Colloquium was to examine the merits and possible shortcomings of this method of conflict resolution, and it concluded that the pros heavily outweigh the cons.This volume therefore draws the attention of everyone dealing with conflict management to those advantages. It does not end by providing a summary of conclusions to be drawn from the examination of the rules governing the OSCE Court and the practice of the other institutions considered. The reader will have to find out her/himself what experiences have been made in other fields where conciliation has been institutionalized as a dispute-settlement procedure. In this regard, the present book constitutes a treasury of lessons that cannot easily be brought down to a common denominator.
