En 2008, la Coop Purdel célèbre son quatre-vingtième anniversaire. Peu de coopératives agricoles au Québec peuvent se vanter d'avoir une histoire si longue et si fertile en rebondissements, façonnée à la fois par les facilités qui lui ont été offertes, mais aussi par les difficultés qu'elle a rencontrées. Cette petite entreprise, qui a connu des débuts difficiles pendant la grande crise économique des années 1930, a su se développer après la Seconde Guerre mondiale comme principale coopérative dans toute la région bas-laurentienne et même dans les régions limitrophes de la Côte-Nord, de la Gaspésie et du Nouveau-Brunswick, surtout par son secteur laitier. Plus récemment, après avoir cédé ses activités laitières, la coopérative a recentré ses actions dans le développement de l'agriculture régionale en réorganisant le secteur de l'approvisionnement à la ferme, par la création d'une filière porcine et d'une production avicole d'importance. L'histoire de Purdel démontre l'enracinement d'une coopérative dans son milieu. Elle favorise l'éducation à la solidarité et à la démocratie ainsi que l'engagement et la participation active des jeunes dont le but est d'améliorer leur bien-être et de prendre en charge le développement économique de leur région. Héritière d'un passé enviable, la coopérative est en mesure de relever encore aujourd'hui d'autres défis propres à ce début de siècle, comme les effets de la mondialisation sur l'agriculture, la chute des revenus agricoles, le prix exorbitant des terres ou encore la crise qui sévit dans certains secteurs de production. Dans ce contexte, les réalisations et les succès du passé deviennent autant de messages d'espoir pour les successeurs. Diplômé de l'Université de Montréal et détenteur d'un doctorat en histoire moderne de l'Université d'Aix-Marseille, Jacques Lemay enseigne depuis 1972 à l'Université du Québec à Rimouski. Il a été président de la Société d'histoire du Bas-Saint-Laurent de 1985 à 1997 en plus de siéger comme administrateur au Musée régional de Rimouski de 2003 à 2006. M. Lemay est l'auteur de plusieurs articles et conférences portant sur les mouvements de colonisation et de coopération.

Ce livre retrace l'histoire encore méconnue du Bureau d'Aménagement de l'Est du Québec, mieux connu sous le nom de son acronyme : le BAEQ. Cet organisme non-gouvernemental, créé pour élaborer un plan de développement régional, déposait le 30 juin 1966 un volumineux rapport visant le rattrapage socio-économique du Bas Saint-Laurent et de la Gaspésie. Malgré la contribution de ce plan à la réduction significative des écarts de développement, il a pourtant été évalué négativement par plusieurs observateurs à cause de sa recommandation de relocalisation de quelques villages gaspésiens. A l'occasion du 50e anniversaire de ce plan de développement régional qui reste unique par son ampleur, ses méthodes et ses résultats, il fallait revisiter le BAEQ, et proposer un regard renouvelé qui met pour la première fois à contribution les perspectives croisées de chercheurs et d'acteurs. Le président du BAEQ, le notaire Georges-Henri Dubé, livre un témoignage inédit sur des aspects jusque-là ignorés dont on n'a pas finie de découvrir le riche héritage. Early in his career, Judge John Reilly did everything by the book. His jurisdiction included a First Nations community plagued by suicide, addiction, poverty, violence and corruption. He steadily handed out prison sentences with little regard for long-term consequences and even less knowledge as to why crime was so rampant on the reserve in the first place. In an unprecedented move that pitted him against his superiors, the legal system he was part of, and one of Canada's best-known Indian chiefs, the Reverend Dr. Chief John Snow, Judge Reilly ordered an investigation into the tragic and corrupt conditions on the reserve. A flurry of media attention ensued. Some labelled him a racist; others thought he should be removed from his post, claiming he had lost his objectivity. But many on the Stoney Reserve hailed him a hero as he attempted to uncover the dark challenges and difficult history many First Nations communities face. Le processus est en fait beaucoup plus complexe, innover n'étant pas un simple geste gratuit et sans conséquences sur l'organisation du travail, sur le milieu familial et sur la société dans laquelle vivent les agriculteurs. Ceux-ci doivent de plus tenir compte du potentiel du sol, de la localisation de la ferme en regard des marchés et du problème des communications. Les agriculteurs agissent donc en fonction d'un environnement, humain et physique, et c'est là que se situe toute la complexité du changement.
Au-delà de sa contribution à l'historiographie, cette étude du changement agricole fournit aussi des éléments de réflexion qui peuvent être utiles pour comprendre un peu mieux les enjeux reliés à la problématique de l'innovation dans la société moderne en ce début de XXIe siècle.
