In Win or Else, Larry E. Holmes shows us how Soviet football culture regularly disregarded official ideological and political imperatives and skirted the boundaries between socialism and capitalism. In the early 1920s, the Soviet press denounced football as a bourgeois sport that was injurious to both mind and body. Within that same decade, however, it blew up, becoming the most popular spectator sport in the USSR and growing into a fiercely competitive business with complex regional and national bureaucracies, a strong international presence, and a conviction that victory on the field was also a victory of Soviet supremacy. Writing as both historian and fan, Holmes focuses his study on the provincial Kirov team Dinamo from 1979 to 1985, when the club played at both its worst and its best. Spurred by a dismal 1979 season, the team's administrators and regional authorities had two options: obey Moscow's edict to reduce expenditures on professional sports or seek out new—and often illicit—funding sources to fill out a team of champions. Drawing on rich archival materials as well as newspapers and interviews with former players, Win or Else reveals the foundations of Soviet sports culture—and the hazards that teams faced both in victory and in loss.

War, Evacuation, and the Exercise of Power examines the history of the Pedagogical Institute, located in the USSR's Kirov region from 1941 to 1952. Holmes reveals a tangled and complex relationship of local, regional, and national agencies. While it recognizes the immense strength of the center, it emphasizes a contentious diffusion, although not a confusion, of authority. In so doing, it departs from traditional models of Soviet power with their neatly drawn vertical and horizontal lines of command. It also demonstrates institutional and personal behavior simultaneously consistent with and at odds with a triumphalist wartime narrative.The Nazi invasion of Soviet-held territory in 1941 set off a massive evacuation eastward that included the relocation in Kirov of the Commissariat of Forest Industry and a large factory under the jurisdiction of the Commissariat of Aviation Industry. By occupying the two main buildings of Kirov's Pedagogical Institute, these commissariats forced the Institute to abandon the provincial capital for a remote rural location, Iaransk. Then and for years thereafter, the Pedagogical Institute portrayed itself as the victim of these commissariats'bad behavior that included the physical destruction of the Institute's buildings and much of its property. In its quest for justice, as it understood it, the Institute had the support of the Commissariat of Education. But that agency was far too weak in comparison with its institutional competitors, the offending commissariats, to provide much help. Of greater significance, the Institute forged a remarkable alliance with governing party and state organs in the city and region of Kirov. A united Kirov compelled the entry into the dispute of the Council of Peoples Commissars of both the Russian Republic and Soviet Union and the party's Central Committee.In addition to a focus on the exercise of power at the center and periphery, this study also assesses the Institute's wartime exile in Iaransk. The difficulties of life there led to a Soviet version of town vs. gown and provoked the Institute's further resentment of Moscow. They also exacerbated conflict among distinct groups at the Institute as each advanced its own interests and authority. Faculty and administration, ranked and unranked faculty, communists and non-communists, and evacuated instructors and the Institute's own all fought amongst themselves over the relationship of politics and scholarship and over the legitimacy of a highly stratified system of food rationing.

Grand Theater examines bureaucracy not as a readily identifiable structure but rather as a process of day-to-day operation. Thus it is concerned with how agencies of both the communist party and the state apparatus not only implemented directives from above but also responded to perceived successes and failures, chose to produce, share, and conceal information, and reacted when common citizens injected themselves into governance by making demands and complaints. It concentrates on the 1930s as a seminal period when Stalin's regime established a hypercentralized system that dominated the Soviet Union until its collapse and the Russian Federation since then. It also focuses on the administration of schools as the primary window through which to examine governance because of the importance of education to Soviet authorities, most notably Stalin himself, and the accessibility of archival documents in this field, one not classified as particularly sensitive. Grand Theater provides novel insights into the functioning of Stalinist bureaucracy, brings to the forefront a new understanding of center-periphery relations, and reveals the important role of individuals in what has heretofore been largely regarded, when beyond the Kremlin's inner circle, as a highly impersonal system. It also examines in unprecedented ways the reciprocal relationship between ideology and policy formation, on the one hand, and actual administrative practices, on the other, a relationship that more often than not had negative and dysfunctional consequences for both the governed and governing. Holmes argues that the Soviet administrative system during the 1930s was much like grand theater. The documents produced for and by that system were the script for a discursive theatrical reality that inspired neither a careful appraisal of problems nor a dispassionate search for workable solutions.

This volume consists of a collection of essays devoted to study of the most recent educational reform in Russia. In his first decree Boris Yeltsin proclaimed education a top priority of state policy. Yet the economic decline which accompanied the collapse of the Soviet Union dealt a crippling blow to reformist aspirations, and to the existing school system itself. The public lost faith in school reform and by the mid-1990s a reaction had set in. Nevertheless, large-scale changes have been effected in finance, structure, governance and curricula. At the same time, there has been a renewed and widespread appreciation for the positive aspects of the Soviet legacy in schooling.The essays presented here compare current educational reform to reforms of the past, analyze it in a broader cultural, political and social context, and study the shifts that have occurred at the different levels of schooling'from political decision-making and changes in school administration to the rewriting textbooks and teachers'everyday problems. A different kind of history, Stalin's School brings a unique human dimension to the Soviet Union of the 1930s and a new understanding of Stalinism as a cultural and psychological phenomenon. From 1931 to 1937, School No. 25 was the most famous and most lavishly appointed school in the Soviet Union—instructing the children of such prominent parents as Joseph Stalin, head of the Communist Party, Viacheslav Molotov, head of the Soviet State, and Paul Robeson, American actor and singer. Relying on published records, materials in eleven archives, accounts left by visiting foreigners—including the prominent American educator George Counts—and thirty six interviews with surviving pupils from the 1930s, Holmes brings the school to life. The school's administrators, teachers, pupils, friends, and foes become companions as well as objects of this study as we walk the schools halls, enter its classrooms, eavesdrop on feuding officials who debate its fate, and learn something of what the school and the period meant for its youth. Photographs of the school's teachers and students, and reproductions of the students'notebooks, drawings, and watercolors add personality to this compelling story. Holmes uses the experience of School No. 25 as a microcosm and mirror of Stalinism, illuminating the interplay of state and society in decision making, and providing an opportunity to examine Stalinism from ideological, cultural, and psychological perspectives. While placing the school's history in the context of the coercion, corruption and repression of the 1930s, Holmes challenges the prevailing view that state and public spectacle on the one hand, and society and private life, on the other, were contrasting entities. School No. 25 molded these elements into an organic whole. In the intimate setting of Stalin's School, the degree of acceptance of Stalinism transcends historians'customary reference to the fear or privilege a Soviet citizen experienced. In a mutually reinforcing way, forced compliance and voluntary choice moved individual teachers and pupils to accept a structured environment both at school and in society as the means to a powerful, prosperous, and just Soviet Union.

In 1952, Frank L. Klingberg's article on introvert and extrovert American foreign policy moods projected an American turn toward introversion in the late 1960s. After this came to pass, Jack Holmes began to develop a theory of how these moods might work in a more specific sense. His mood/interest theory points to a basic conflict between politico-military interests and the foreign policy moods of the American electorate.Holmes presents a pioneering account of the over-whelming impact of public moods on foreign policy. Policy-making structures, executive-legislative relations, presidential personality, pragmatism, moralism, elitism, conservatism, international economics, and humanitarianism are related to the mood/interest pattern. Major points are illustrated with examples from 1776 to the present.Holmes's analysis indicates that American moods are continuing unabated according to past patterns, so that American foreign policy may undergo some surprising changes in the next decade. One of the author's hopes is that emphasis on the importance of national moods will help avoid future extremes.This book is bold in its assertions and points to major problems in the analysis of American foreign policy. Whether or not the reader agrees with the entire analysis, he or she will be challenged to think about American foreign policy in new and perhaps revealing ways.
