In Colonial Fantasies, Imperial Realities, Lenny Ureña Valerio offers a transnational approach to Polish-German relations and nineteenth-century colonial subjectivities. She investigates key cultural dynamics in the history of medicine, colonialism, and migration that bring Germany and Prussian Poland closer to the colonial and postcolonial worlds in Africa and Latin America. She also analyzes how Poles in the German Empire positioned themselves in relation to Germans and native populations in overseas colonies. She thus recasts Polish perspectives and experiences, allowing new insights into identity formation and nationalist movements within the German Empire.Crucially, Ureña Valerio also studies the medical projects and scientific ideas that traveled from colonies to the German metropole, and vice versa, which were influential not only in the racialization of Slavic populations, but also in bringing scientific conceptions of race to the everydayness of the German Empire. The emergence of mobile money and other new forms of payment has changed the sovereign foundations of money. Starting as a Department for International Development funded project in Kenya, mobile money has now spread to many developing countries. This book looks at the regulatory issues that mobile money poses, and the potential risks to the financial system. It undertakes a comparative study of mobile money regimes in Kenya, Malaŵi, Tanzania, and South Africa. Although the main study is on Malaŵi, the lessons learnt are valuable to Sub Saharan Africa in understanding the regulatory issues surrounding mobile money. The main argument that this book makes is that the traditional regulatory architecture of supervising the financial services is ill-suited to supervise new forms of money like mobile money. With no requirement for a bank account, mobile money is not subject to prudential regulation. Mobile money is now considered a key developmental tool to achieve financial inclusion among the poor, rural based, unbanked, and underbanked. As opposed to traditional additive forms of financial inclusion, mobile money is transformative. In most jurisdictions where it has been launched, mobile money has largely been regulated using light-touch, with regulation following innovation. This work, however, proposes an approach based on the concept of really responsive regulation. This approach is best suited to embrace mobile money as it passes from the pre-financial inclusion to the post-financial inclusion phases of its evolution. This book will appeal to students and academics in the financial regulation field.

The impact of the Cold War on German male identities can be seen in the nation's cinematic search for a masculine paradigm that rejected the fate-centered value system of its National- Socialist past while also recognizing that German males once again had become victims of fate and fatalism, but now within the value system of the Soviet and American hegemonies that determined the fate of Cold War Germany and Central Europe. This monograph is the first to demonstrate that this Cold War cinematic search sought out a meaningful masculine paradigm through film adaptations of late-Victorian and Edwardian male writers who likewise sought a means of self-determination within a hegemonic structure that often left few opportunities for personal agency. In contrast to the scholarly practice of exploring categories of modern masculinity such as Victorian imperialist manliness or German Cold-War male identity as distinct from each other, this monograph offers an important, comparative corrective that brings forward an extremely influential century-long trajectory of threatened masculinity. For German Cold-War masculinity, lessons were to be learned from history—namely, from late-Victorian and Edwardian models of manliness. Cold War Germans, like the Victorians before them, had to confront the unknowns of a new world without fear or hesitation. In a Cold-War mentality where nuclear technology and geographic distance had trumped face-to-face confrontation between East and West, Cold-War German masculinity sought alternatives to the insanity of mutual nuclear destruction by choosing not just to confront threats, but to resolve threats directly through personal agency and self-determination.

This handbook explores a diverse range of artistic and cultural responses to modern conflict, from Mons in the First World War to Kabul in the twenty-first century. With over thirty chapters from an international range of contributors, ranging from the UK to the US and Australia, and working across history, art, literature, and media, it offers a significant interdisciplinary contribution to the study of modern war, and our artistic and cultural responses to it. The handbook is divided into three parts. The first part explores how communities and individuals responded to loss and grief by using art and culture to assimilate the experience as an act of survival and resilience. The second part explores how conflict exerts a powerful influence on the expression and formation of both individual, group, racial, cultural and national identities and the role played by art, literature, and education in this process. The third part moves beyond the actual experience of conflict and its connection with issues of identity to explore how individuals and society have made use of art and culture to commemorate the war. In this way, it offers a unique breadth of vision and perspective, to explore how conflicts have been both represented and remembered since the early twentieth century.

This open access book surveys drinking in Britain between the Licensing Act of 1869 and the wartime regulations imposed on alcohol production and consumption after 1914. This was a period marked by the expansion of the drink industry and by increasingly restrictive licensing laws. Politics and commerce co-existed with moral and medical concerns about drunkenness and combined, these factors pushed alcohol consumers into the public spotlight. Through an analysis of public and private records, medical texts and sociological studies, the book investigates the reasons why Victorians and Edwardians consumed alcohol in the ways that they did and explores the ideas about alcohol that circulated in the period. This book shows that they had many reasons for purchasing and consuming alcoholic substances and these were driven by broader social, cultural, medical and commercial factors. Although drunkenness may have been the most visible consequence of alcohol consumption, it was not the only type of drinking behaviour. Alcohol played an important social role in the everyday lives of Victorians and Edwardians where its consumption held many different meanings.

In this biography Rodney Atwood details the life of General Lord Rawlinson of Trent (1864-1925), a distinguished British soldier whose career culminated in decisive victories on the Western Front in 1918 and command of the Indian Army in the early 1920s. He served his soldier's apprenticeship in the Victorian colonial wars in Burma, the Sudan and South Africa. His career provides a lens through which to examine the British Army in the late-19th and early-20th century. In the South African War (1899-1902) Rawlinson's ideas aided the defence of Ladysmith, and he distinguished himself leading a mobile column in the guerrilla war. In the First World War he held an important command in most of the British Expeditionary Force's battles on the Western Front. He bears a heavy part-responsibility for the disastrous first day of the Somme, but later in the battle his successful tactics inflicted heavy losses on the enemy. His Western Front career culminated in a series of victories beginning at Amiens. He commanded the Indian Army between 1920 and 1925 at a time of military and political tension following the 3rd Afghan War and the Amritsar Massacre. He introduced necessary reforms, cut expenditure at a time of postwar retrenchment and began commissioning Indians to replace British officers. He would have taken up the post of CIGS (Chief of the Imperial General Staff), thus being the only British soldier to hold these two top posts. He died, however, four days after his sixty-first birthday. Drawing extensively on archival material including Rawlinson's own engagingly-written letters and diaries, this thorough examination of his life will be of great interest to those studying British military history, imperial history and the First World War.

Works of travel have been the subject of increasingly sophisticated studies in recent years. This book undermines the conviction with which nineteenth-century British writers talked about darkest Africa. It places the works of travel within the rapidly developing dynamic of Victorian imperialism. Images of Abyssinia and the means of communicating those images changed in response to social developments in Britain. As bourgeois values became increasingly important in the nineteenth century and technology advanced, the distance between the consumer and the product were justified by the scorn of African ways of eating. The book argues that the ambiguities and ambivalence of the travellers are revealed in their relation to a range of objects and commodities mentioned in narratives. For instance, beads occupy the dual role of currency and commodity. The book deals with Henry Morton Stanley's expedition to relieve Emin Pasha, and attempts to prove that racial representations are in large part determined by the cultural conditions of the traveller's society. By looking at Joseph Conrad's Heart of Darkness, it argues that the text is best read as what it purports to be: a kind of travel narrative. Only when it is seen as such and is regarded in the context of the fin de siecle can one begin to appreciate both the extent and the limitations of Conrad's innovativeness.

Architecture is hard stuff. It is formed by walls, roofs, floors, all components of hard materials, stone, glass and wood. It distributes people in space and directs their doings and movements. Institutions are even harder stuff. Order is pushed a step further by the coerciveness of discursive architectural models and caring practices, restricting options to certain ways of thinking and acting. This book illuminates how people and spaces negotiate, and often challenge, regularities and patterns embedded in the meeting between architecture and institutions. It contains a number of essays by authors from disciplines such as human geography, architecture, planning, design, social work and education. The contributions discuss different examples from institutions in which care is carried out, such as assisted living facilities, residential care for children, psychiatric care facilities, hospitals, and prisons. By adopting a non-representational perspective, emergent practices render visible capacities of being flexible and mouldable, in which institutional architecture is defied, contested and transformed. New situations appear which transgress physical space in partnership with those who populate it, whether humans or non-humans. This book reveals the relational and transformative conditions of care architecture and the ways in which institutions transform (or not) into caring architecture.

Concentration camps are a relatively new invention, a recurring feature of twentieth century warfare, and one that is important to the modern global consciousness and identity. Although the most famous concentration camps are those under the Nazis, the use of concentration camps originated several decades before the Third Reich, in the Philippines and in the Boer War, and they have been used again in numerous locations, not least during the genocide in Bosnia. They have become defining symbols of humankind's lowest point and basest acts. In this book, Dan Stone gives a global history of concentration camps, and shows that it is not only'mad dictators'who have set up camps, but instead all varieties of states, including liberal democracies, that have made use of them. Setting concentration camps against the longer history of incarceration, he explains how the ability of the modern state to control populations led to the creation of this extreme institution. Looking at their emergence and spread around the world, Stone argues that concentration camps serve the purpose, from the point of view of the state in crisis, of removing a section of the population that is perceived to be threatening, traitorous, or diseased. Drawing on contemporary accounts of camps, as well as the philosophical literature surrounding them, Stone considers the story camps tell us about the nature of the modern world as well as about specific regimes.

The neo-classical troopers'memorial of New Zealand, together with others around the former British Empire, illustrates the manner in which the South African War became a major imperial. This book explores how South Africa is negotiating its past in and through various modes of performance in contemporary theatre, public events and memorial spaces. Opinion on the war was as divided among white Afrikaners, Africans,'Coloureds'and English-speaking white South Africans as these communities were from each other. The book analyses the Truth and Reconciliation Commission (TRC) as a live event and as an archive asking throughout how the TRC has affected the definition of identity and memory in contemporary South Africa, including disavowed memories. It surveys a century of controversy surrounding the origins of the war and in particular the argument that gold shaped British policy towards the Transvaal in the drift towards war. The remarkable South African career of Flora Shaw, the first woman to gain a professional position on The Times, is portrayed in the book. The book also examines the expensive operation mounted by The Times in order to cover the war. While acknowledging the need not to overstress the role of personality, the book echoes J. A. S. Grenville in describing the combination of Milner and Chamberlain as a'fateful partnership'. Current renegotiations of popular repertoires, particularly songs and dances related to the struggle, revivals of classic European and South African protest plays, new history plays and specific racial and ethnic histories and identities, are analysed.
