This book compares police reform operations in Kosovo and Afghanistan, addressing the internal machinery that makes peace operations work—or not. Recognizing that the chances for effective peacebuilding vary widely across contexts, this book investigates the impact of one of the few variables that peacebuilders do control: the management and design of peace operations. Building on field research and over one hundred expert interviews, International assistance to police reform: Managing Peacebuilding systematically compares such operations in two different contexts—Kosovo and Afghanistan—by focusing specifically on international assistance for local police reform since 1999.Four comprehensive case studies examine operations in Kosovo and Afghanistan before and after the European Union took over police reform responsibilities: in Kosovo from the Organization for Security and Co-operation in Europe (OSCE) and in Afghanistan from the German government. L'approche consiste à analyser et évaluer les enjeux et le bilan de cette intervention onusienne. L'étude scrute les bénéfices qu'a cette organisation multilatérale à transformer la crise ivoirienne en opportunité pour ses propres instances et outils opérationnels que sont, entre autres, le Conseil de sécurité et les Opérations de maintien de la paix multidimensionnelles. Par ailleurs, la dimension domestique de cette crise ivoirienne révèle deux facteurs critiques : « l'arc de crises » ouest-africain, nourri par le nomadisme guerrier au début des années 1990, et l'évolution chaotique de l'après Houphouët-Boigny, avec l'ivoirité comme variable aggravante dès 1995. L'implémentation de l'OMP multidimensionnelle ONUCI affirme et légitime l'autorité multilatérale pour résoudre cette dispute interne, avec ses forces et ses faiblesses analysées en conclusion de l'étude.

Relying on micro-evidence on the repercussions of civil conflicts, this edited book explores theories and policies of post-conflict peacebuilding. Reconsidering existing knowledge on the civil conflict and peacebuilding processes in particular, it empirically presents the relationships between conflict dynamics and citizens'norms, values, and preferences in the post-conflict context. Once it occurs, civil conflict brings enormous suffering on the local society. As a consequence of wartime coercion and violence that tear it apart, citizens come to harbor fear, distrust, and hatred of others, especially of those who are in different sociopolitical groups. This can significantly alter the pre-conflict norms and values of the citizenry and make reconciliation difficult across groups in the aftermath of the conflict. To tackle these problems, post-conflict peacebuilding should be well designed so that it can widely cover and sufficiently deal with conflict-affected citizens. This approach urges us to pay serious attention to the individual-level impact of the conflict process and dynamics. The importance of micro-level analysis does not disregard that of normative and/or macro-level approaches to the development of peacebuilding policies. However, the micro-level approach is better able to capture wartime civil–military relations that largely vary between individuals. The book is aimed at linking academic knowledge with policy development in peacebuilding. To reflect existing policy frameworks in peacebuilding, the implications of micro-evidence-based studies for conflict-affected societies are discussed here. A bottom-up approach pursued throughout this book allows us to elaborate desirable policy schemes for peacebuilding that conform to local contexts.

A fundamental challenge plagues the global peacebuilding community. How can technocratic approaches to peacebuilding that are rooted in short-term, project-based execution of activities, further the longer-term transformative outcomes like altering young people's attitudes and beliefs about peace and violence? In response to this global challenge, in Peacebuilding Legacy, Sukanya Podder analyzes the long-term effects of peacebuilding programmes involving children and young people. Podder unpacks the concept of peacebuilding legacy through the lens of time, transformation, and intergenerational peace. Podder also develops unique qualitative cues for measuring legacy in terms of the institutional, normative, and organizational logics. If norms resonate strongly with the local context, they are likely to encourage strong retention and meaningful adoption over time. Successful institutionalization of project models through planned handover to successor national organizations, or government departments, holds the key to stronger local ownership. Organizational learning and reflection can support this process through a more strategic approach to programming, and through post-exit studies. Regarding attitude change, Podder found that, the media and peace education projects that targeted individuals'ingrained beliefs and values but overlooked the role of group social norms had only limited persuasive effects. To shift the values, practices, norms, and beliefs of the younger generation, the mindset of the older generation must also be targeted. Changes in the legal, political, economic, and other social institutions are critical for long-term and meaningful transformation. This requires adopting an ecological model of peace.

This book examines whether partition is an effective means to resolve ethnic and sectarian civil wars. It argues that partition is unlikely to end ongoing ethnosectarian civil wars, but it can increase the likelihood of preventing civil war recurrence, as long as the partition separates civilians and militaries. The book presents in-depth case studies of Georgia–Abkhazia and Moldova–Transnistria, in addition to cross-national comparisons of all ethnosectarian civil wars between 1945 and 2004. This analysis demonstrates when partitioning a country can help transform an identity-based civil war into a lasting peace. Highlighting practical and moral challenges of separating ethnosectarian groups, the book contends that complete partitions cannot be easily implemented by the international community, and this limits their applicability. It also demonstrates that ethnosectarian civil wars are driven less by inter-group antagonisms and more by state breakdown, meaning displaced minorities can reintegrate peacefully after partition as long as a minimal level of state-building has been completed. The book ends by examining whether partition would be useful for five contemporary conflicts: Iraq, Ukraine–Donbass, Afghanistan, Sudan–South Sudan, and Serbia–Kosovo.This book will be of much interest to students of civil wars, ethnic conflict, peace and conflict studies, and international relations.

The book goes beyond mental health and psychosocial support (MHPSS) to a holistic approach centered on healing. The book lays at the intersection of peacebuilding, global mental health, and development. In many parts of the world, entire generations live in chronic violence—just surviving. The exposure to violence has long-lasting effects which are not well accounted for in conflict analysis, stabilization efforts, peacebuilding, and governance initiatives. Extreme exposure to violence, abuse, neglect, and marginalization negatively affects levels of resilience and the ability of affecting the transition from violence to peace. A healing-centered peacebuilding approach requires fundamental changes in how systems are designed, organizations function, and practitioners engage with people, their communities, and their institutions. Key elements of the practice-based approach included inclusion, customization and contextualization, breaking cycles of violence, systems thinking, and trauma-informed tools. The approach considers emotional distress to be a critical variable in violent conflict and instability. Trauma is not only a consequence of violence, but also a cause of instability.

Business schools are placing more emphasis on the role of business in society. Top business school accreditors are shifting to mandating that schools teach their students about the social impact of business, including AACSB standards to require the incorporation of business impact on society into all elements of accredited institutions. Researchers are also increasingly focused on issues related to sustainability, but in particular to business and peace as a field.A strong strain of scholarship argues that ethics is nurtured by emotions and through aesthetic quests for moral excellence. The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. This book explores the role of actors in determining transitional justice in peacebuilding contexts.In recent decades, transitional justice mechanisms and processes have been introduced to a variety of settings, becoming widely regarded as essential elements in the ‘peacebuilding toolbox'. While it has increasingly been suggested that transitional justice is imposed by neo-imperial actors with little regard for the needs and cultures of local populations, evidence suggests that dismissing these policies as neo-imperial or neo-liberal impositions would result in grossly overlooking their dynamics, which involve a whole range of relevant actors operating at multiple levels. This book interrogates this theme through empirical analysis of three sites of peacebuilding that have seen extensive international involvement: Kosovo, East Timor and Afghanistan. It proposes a novel framework for analysing and approaching transitional justice in peacebuilding that disaggregates three broad sets of actors operating at different levels in relevant processes: external actors (international and regional levels), transitional justice promoters (local, national, international and transnational levels), and transitional regimes (national and local levels). War and conflict are a reality of life throughout the world. While much is written about the impact of violence and disorder, how people and organisations adapt to these environments is poorly understood. Bringing together comparative politics, conflict research and social psychology, this book presents a novel theory to explain the consolidation outcomes of post-conflict autonomy arrangements. It builds on Social Identity Theory and identifies a successful process of ethnic recognition as the key prerequisite for peaceful interethnic cohabitation through territorial self-governance. As this process is highly context-dependent, the study identifies relevant structural and actor-centered factors and analyzes their occurrence in the consolidation periods of nineteen autonomy arrangements worldwide using Qualitative Comparative Analysis (QCA). The author concludes that elites accept autonomy reforms if they promise a high degree of self-determination and, at the same time, ethnic recognition is not hindered by horizontal inequalities. Bargaining efforts succeed within inclusive institutions involving non-nationalist parties and international organizations. Autonomy reforms fail if thedegree of self-rule offered is too low and strong inequalities generate new grievances. Autocratic rule, nationalist parties, and a lack of international attention provide a breeding ground for further centrifugal activities. In-depth case studies on South Tyrol and the Chittagong Hill Tracts provide further evidence for the theoretical models.

This book, as the first exploration of suicide in Peace and Conflict Studies (PACS), illustrates the scarcity of suicide research in the discipline and argues that the leading cause of violent death worldwide is a multifaceted phenomenon that needs to be fully comprehended as a significant and often preventable form of world-wide violence. The author supplies a theoretical framework for assessing suicide as medical or instrumental, posits interdisciplinary complementarity and offers future lines of inquiry that challenge established notions of prevention. The book presents a PACS meta-theory termed ‘encounter theory'and supplies a suicidal peacebuilding platform via relationship. This book questions why more PACS scholars aren't turning their attention to suicide when more people die by suicide than ethnic, religious or ‘terroristic'violence combined.

Since the end of the Cold War, the collapse of the Soviet Union and the dissolution of Yugoslavia, the Mediterranean and Black Sea regions have been faced with multiple upheavals of interethnic violence, bloody secessions and ethnic cleansing. Up to the present, both regions are confronted with unresolved border, minority and security issues, matters of recognition, protracted traumata and claims for justice. After the fall of the iron curtain, simmering ethnic tensions turned into hot wars that created new states, new power-political hierarchies and a heritage of violence. Reaching back to the early 1990s, several international and national transitional justice measures have been applied to face these heritages and lay the foundations for a common future. For the former Yugoslavia, they range from broad criminal trials to a series of restorative justice mechanisms; in the North and South Caucasus they encompass numerous mediation measures and primarily restorative justice efforts. The present volume is concerned with strategies of conflict resolution and prevention subsumed under the concept of reconciliation. It aims at understanding the socio-emotional root causes of political cleavages and daily realities of (post-) conflict societies, especially regarding the impact of competing narratives and unprocessed pasts on exclusive identities and strategic political choices. Applying reconciliation theory, insights from collective memory and transitional justice to a series of selected field studies, it sheds light on the origins of interethnic violence, aims at finding explanations for the fact that many of the above-mentioned conflicts have become intractable and discusses the chances and challenges for transforming interests, emotions, perspectives, roles and identities between and within the respective societies.

How can we know if the peace that has been established following a civil war is a stable peace? More than half of all countries that experienced civil war since World War II have suffered a relapse into violent conflict, in some cases more than once. Meanwhile, the international community expends billions of dollars and deploys tens of thousands of personnel each year in support of efforts to build peace in countries emerging from violent conflict. This book argues that efforts to build peace are hampered by the lack of effective means of assessing progress towards the achievement of a consolidated peace. Rarely, if ever, do peacebuilding organizations and governments seek to ascertain the quality of the peace that they are helping to build and the contribution that their engagement is making (or not) to the consolidation of peace. More rigorous assessments of the robustness of peace are needed. These assessments require clarity about the characteristics of, and the requirements for, a stable peace. This in turn requires knowledge of the local culture, local history, and the specific conflict dynamics at work in a given conflict situation. Better assessment can inform peacebuilding actors in the reconfiguration and reprioritization of their operations in cases where conditions on the ground have deteriorated or improved. To build a stable peace, it is argued here, it is important to take the measure of peace.

This book offers a critical examination of ‘infrastructures for peace', originally proposed as a framework of conflict transformation. Through an exploration of the statist ideological underpinnings of peace-building, it traces how the concept was transformed by institutional actors – international organisations and states – into a tool to further the state-building goals of liberal peace-building.

This book interrogates the common perception that liberal peace is in crisis and explores the question: can the local turn save liberal peacebuilding? Presenting a case for a liberal renaissance in peacebuilding, the work interrogates the assumptions behind the popular perception that liberal peace is in crisis. It re-examines three of the cases igniting the debate – Cambodia, Kosovo, and Timor-Leste – and evaluates how these transitional administrations implemented their liberal mandates and how local involvement affected the conduct of their activities. In so doing, it reveals that these cases were neither liberal nor peacebuilding. It also demonstrates that while local involvement is imperative to peacebuilding, illiberal local involvement restores an elite-centred status quo and reinforces or creates new forms of conflict and violence. Using both liberal and critical lenses, the author ultimately argues that the conceptual and operational departure from the holistic and comprehensive origins of liberal peacebuilding in fact paved the way for the liberal peace crisis itself.Drawing on analysis from in-depth field research and interviews, this book will be of much interest to students of peacebuilding, peacekeeping, statebuilding, security studies and International Relations in general.

With existing literature focusing largely on Western perspectives of peace and their applications, a global understanding of peace is much needed. How are refugee crises solved? This has become an urgent question as global displacement rates continue to climb, and refugee situations now persist for years if not decades. The resolution of displacement and the conflicts that force refugees from their homes is often explained as a top-down process led and controlled by governments and international organizations. This book takes a different approach. Through contributions from scholars working in politics, anthropology, law, sociology and philosophy, and a wide range of case studies, it explores the diverse ways in which refugees themselves interpret, create and pursue solutions to their plight. This book examines the history of nation-building in Kosova as a model of how the theories behind nation-building, state-building and peace-building can succeed or fail. The author argues that two missing factors led to successful state-building but failed nation-building in Kosova: the balance of power and the ethnic elite. The author uses his unique expert knowledge gained over thirty years of study to present a thorough overview of international administration and nation-building in Kosova.

International peace missions face a fundamental dilemma between their aims of ending conflict and also fostering good governance. This study presents empirical evidence that more is not better in international peacekeeping: more authority vested in a peace mission yields less effectiveness in curbing corruption. Its author applies a framework that uses the intrusiveness of international peace missions to study their effects on corruption. Bridging the gap between large-N quantitative studies and single case studies, the study pursues a mixed methods design, employing statistical analyses as well as qualitative case studies of Sierra Leone, Côte D'Ivoire, Kosovo and Croatia. The analysis shows that highly intrusive peace missions are more likely to enable corruption than to constrain it. By contrast, missions with medium levels of intrusiveness are more likely to contribute to better control of corruption by acting as impartial arbitrators and by conditioning external assistance.

This book offers a comparative survey of 18 contemporary peace processes conducted by leading international scholars.There is no standard model of peace processes and all will vary according to the context, type of conflict, timing, national and global economic climate, and factors like natural disasters. Therefore, making comparisons between peace processes is difficult, but it is beneficial – indeed, imperative – and is the principal motivation behind this volume. Non-governmental organizations (NGOs) have emerged as crucial actors in peacebuilding processes in post-conflict zones, contributing to the liberal state building project. NGOs, like any other organizations, have certain strengths and weaknesses, and face tradeoffs and contradictions in peacebuilding. The United States faces an increasingly turbulent world.
