Cajun Women and Mardi Gras is the first book to explore the importance of women's contributions to the country Cajun Mardi Gras tradition, or Mardi Gras “run.” Most Mardi Gras runs--masked begging processions through the countryside, led by unmasked capitaines--have customarily excluded women. Male organizers explain that this rule protects not only the tradition's integrity but also women themselves from the event's rowdy, often drunken, play. Throughout the past twentieth century, and especially in the past fifty years, women in some prairie communities have insisted on taking more active and public roles in the festivities. Carolyn E. Ware traces the history of women's participation as it has expanded from supportive roles as cooks and costume makers to increasingly public performances as Mardi Gras clowns and (in at least one community) capitaines. Randy Goguen delineates the cultural, economic, and political conditions as well as the technological changes that shaped this movement over the course of a century. Starting with the establishment of the Yeomen (F) in World War I and continuing through today to address the current arguments over the registration of women for Selective Service and the reform of the military justice system, Goguen describes how changes in civilian society affected the U. S. Navy and the role of Navy women. She highlights the contributions of key women and men in the military and civilian spheres who were willing to challenge convention and prejudice to advance the integration of women and make the U.S. Navy a stronger institution. Today women in the U.S. Navy have proven themselves essential to the mission success of the service. They are forward deployed around the world, sharing the same risks as their male counterparts. Some have commanded logistics and combatant ships, including aircraft carriers. They fly and maintain combat and patrol aircraft and serve as crew members on ships and submarines. Some hold major commands ashore and have risen to the highest echelons of navy leadership. Integrating women into the U.S. Navy has been a long and often contentious process, as women strived to overcome resistance imposed by prevailing cultural and institutional norms and patriarchal prejudices. Goguen, a retired naval reserve officer who holds a PhD in military history from Temple University, has written a comprehensive and up-to-date history of women's integration into the Navy. She argues that throughout the process, the decisive force driving progress was exigency. That exigency took various forms: two world wars, communist expansionism in the Cold War, the ending of the draft and the establishment of the All-Volunteer Force, as well as the political pressures posed by social change, especially the mid twentieth-century feminist and contemporary “Me Too” movements. Despite a deeply ingrained institutional resistance cultivated within an insular, often misogynist, sea-going subculture, today's U.S. Navy could not meet its mission requirements without women. In Infrastructures of Impunity Elizabeth F. Drexler argues that the creation and persistence of impunity for the perpetrators of the Cold War Indonesian genocide (1965–66) is not only a legal status but also a cultural and social process. Impunity for the initial killings and for subsequent acts of political violence has many elements: bureaucratic, military, legal, political, educational, and affective. Although these elements do not always work at once—at times some are dormant while others are ascendant—together they can be described as a unified entity, a dynamic infrastructure, whose existence explains the persistence of impunity. For instance, truth telling, a first step in many responses to state violence, did not undermine the infrastructure but instead bent to it. Creative and artistic responses to revelations about the past, however, have begun to undermine the infrastructure by countering its temporality, affect, and social stigmatization and demonstrating its contingency and specific actions, policies, and processes that would begin to dismantle it. Drexler contends that an infrastructure of impunity could take hold in an established democracy.

Goldwater v. Carter tells the story of the Supreme Court ruling that upheld President James Earl Carter's unilateral decision to nullify the Sino-American Mutual Defense Treaty with the Republic of China (Taiwan), thereby enabling the United States to establish relations with the People's Republic of China. Senator Barry Goldwater and other members of Congress brought a lawsuit against Carter, arguing that the president needed Senate approval to take this action. President Carter's actions in recognizing the Peoples'Republic of China were both a continuation of a process begun by President Richard Nixon, and a milestone in foreign policy that survived legal and political intervention. In their decision, the Supreme Court placed the removal of the United States from treaties squarely in the political, rather than the constitutional, arena.Goldwater contended that if Carter could withdraw from the treaty with Taiwan, then another president could theoretically withdraw from NATO and thereby endanger the global political order. Ironically, years later President Donald Trump, who stood in the mold of Goldwater's brand of conservatism, posed this very threat.Joshua Kastenberg places the case of Goldwater v. The U.S. government conducts a population census every 10 years, adds up the counts by geographic location, and uses the resulting numbers in formulas to allocate seats in the House of Representative and Electoral College, and to make public funding and tax decisions. It has served as an essential tool of representative democracy since 1790. The raw data from the census also serve as a decennial snapshot of the nation, a very long list, organized by household, ideally of all people resident on census day, with additional information on the name, age, race, sex, geographic location, and other characteristics for each individual. Americans recognized early in their history that the raw data, the list, could serve additional governmental functions, and over the centuries, erected guardrails to prevent improper use. They are encapsulated in the presidential proclamations announcing the upcoming census. The information collected from individual households is for aggregated use only, and cannot be used for the “taxation, regulation, or investigation” of individual persons or businesses. Americans have heeded the call to “stand up and be counted.” They also engage in an ongoing conversation to make sure that the information is used properly and ethically, that the census serves as a tool of representative democracy and advances the rights – including human rights -- of all Americans. The record, however, reveals that there have been failures to meet this goal and that as a result the information provided by the responding public sometimes has been misused, causing considerable harm to vulnerable individuals, groups and entities. Today, as governments and social media are suspect for their exploitation of data about individuals, the experience of Americans of Japanese ancestry in the United States during World War II provides a chilling example of such misuse of census data. This book reveals how census officials stepped beyond their normal roles as unobtrusive monitors of American demographic life and helped justify and administer the relocation and incarceration program. Census officials mobilized the substantial administrative and technical resources of the 1940 census, to map the neighbourhoods where Japanese-Americans lived, and planned their systematic removal. The officials then built “census-like” data systems to track the “evacuees” for the duration of the war, monitor their lives in the camps, and certify which “loyal” evacuees might be released from the camps for military or civilian service. After the war, census officials drafted an official history of their activities, but did not publish it. This book has lessons for policy makers and ordinary Americans alike, as we confront the new digital world in which we live. And it speaks to two of the great issues of our time: distrust in the institutions ofgovernment and the victimization of minorities.
