Workers and Communists in France analyzes the relationship between the Parti Communiste Français (PCF) and Confédération Générale du Travail (CGT), France's largest and most influential trade union organization. All trade union movements in advanced capitalist societies have had to develop mechanisms to achieve their goals within the labor market and the political realm. The nature of such mechanisms varies dramatically from society to society. George Ross examines a trade union movement whose philosophy and actions are derived from the political and organizational perspectives of the Communist Third International tradition. Workers and Communists in France submits the modern history of the relationship between the PCF and the CGT to the complex test of a cost-benefit analysis. How well has the linkage between party and trade union worked for French Communism, for French workers, for the French left, and for French society? Since World War II, the ties between the PDF and the CGT have enabled them to promote and perpetuate sharp notions of class and class conflict among French workers and French society in general. The CGT has been the central agency through which French Communism has shaped debate about the nature of French society, a debate with profound effects on the structure of French politics and intellectual life. On the other hand, the basic contradiction between the Communist Party's desire to use the CGT for partisan purposes and the CGT's need to generate mass support has never been resolved. This failure may have followed from the very structure of the relationship between the PCF and the CGT, as well as from consistently inappropriate strategic calculations by the PCF. Ross concludes that the Communist Third International's concept of the link between party and trade union is becoming obsolete. Revolutionary Warfare investigates how efforts to counter a revolution could also be revolutionary. The Algerian War fractured the French Empire, destroyed the legitimacy of colonial rule, and helped launch the Third Worldist movement for the liberation of the Global South. By tracing how French generals, officers, and civil officials sought to counter Algerian independence with their own project of radical social transformation, Terrence G. Peterson reveals that the conflict also helped to transform the nature of modern warfare.The French war effort was never defined solely by repression. As Peterson details, it also sought to fashion new forms of surveillance and social control that could capture the loyalty of Algerians and transform Algerian society. Hygiene and medical aid efforts, youth sports and education programs, and psychological warfare campaigns all attempted to remake Algerian social structures and bind them more closely to the French state. In tracing the emergence of such programs, Peterson reframes the French war effort as a project of armed social reform that sought not to preserve colonial rule unchanged, but to revolutionize it in order to preserve it against the global challenges of decolonization. Secular France and the changing influence of Catholicism. Even though the policy impact of Catholicism has increasingly been acknowledged, existing scholarship lacks a coherent view on its changing influence over time and in different political contexts. In this book, Fabio Bolzonar investigates the influence of Catholicism on developments in French social protection from World War II to the mid-2010s. He discusses the factors that have favoured or inhibited it and explores the hybridization between Catholic values and secular principles in the social engagement of Catholic actors in secular France. By doing so, this multidisciplinary study integrates current scholarship, which has given limited attention to the changing patterns of Catholic involvement in the social policy domain over a long period of time, and the renewed influence of Catholic values in secularized societies. Catholic mobilization has relocated from the political to the civil society sphere, making voluntary organizations and social movements, rather than political parties, the main channels for defending Catholic values in secular France. Rather than marginalizing Catholicism, this process has opened up new opportunities for Catholic actors and values to play a significant role in society and politics. Bolzonar identifies two divergent scenarios that define Catholic social engagement in contemporary France: either the strengthening of new forms of institutional collaboration between Catholic-inspired philanthropic organizations and public administrations in the interest of socially vulnerable citizens, or the emergence of new ideological conflicts on gender- and sexuality-related issues. This book explores citizenship politics in colonial Algeria, which became a key battlefield for struggles over participation of the body politic and the reach of universal promise in 1789. In examining these struggles, Avner Ofrath shows how colonialism dissolved the political community as a frame of participation and negotiation, first in the colonies and ultimately in the metropole. Revealing the racialization of citizenship from the late 19th century onwards, this book shows how lawmakers under the Third French Republic construed colonial subjugation around rigid ethnic-religious criteria in order to protect settler privileges and exclude Algerian Muslims. Portraying Islam as oppressive and unmodern, the exclusion and othering of Muslims led to a concept of citizenship that was deeply hostile to religious difference. Despite this, Colonial Algeria and the Politics of Citizenship shows how Algeria witnessed some of the most powerful contestations of racialized citizenship seen in a colony. From a successful Jewish campaign for full political rights in the 1860s, to Muslims'demand for reform in the 1930s, Algerians insisted on Maghribi languages, religions and history as indispensable dimensions of political life.
