Seventy-five years ago, Bernardo Dessau passed away. He had been the sole professor of Physics at the University of Perugia for thirty years. With this brief contribution we intend to repay a debt of gratitude, first of all because his scientific merits were probably underestimated, having spent the first fifteen years of his career under the shadow of the great Augusto Righi in Bologna, where he also witnessed meetings with the young Marconi. He was then relegated to the Faculty of Medicine of Perugia, without a real laboratory, disregarded by the national scientific community and unable to move to better equipped locations. Nevertheless, he proved to be a gifted teacher and popularizer of science. He published a comprehensive three-volume physics textbook that was widely used in Italy and abroad. Despite becoming an Italian citizen in 1894, Dessau's German origins led to his suspension from service during World War I. Furthermore, his Jewish identity made him a target of Nazi-fascist antisemitism. He was dismissed from both the University of Perugia and from the Italian Society of Physics, of which he had been a member since its beginning, fortunately escaping deportation., Comment: in Italian language. In doing so, we focus geographically on the Kingdom of Sardinia and the Lombardo - Veneto territories, because of the role played in the development of Italian physics and the political future of the peninsula; we line out a quantitative analysis of the scientific community using basic tool of graph theory; we somehow try to avoid the major personalities of the century (e.g. Volta, Avogadro, Lagrange) to highlight the development of the local communities. Published in 2013, it is now also available online. This is also the first detailed astronomical commentary on the work, produced with the support of Starry Night Pro Plus 8 software (very reliable for both precession and stellar proper motions), configured for the epochs and sites where Aratus, Eudoxus and Hipparchus worked. The impact of Machine Learning (ML) algorithms in the age of big data and platform capitalism has not spared scientific research in academia. In this work, we will analyse the use of ML in fundamental physics and its relationship to other cases that directly affect society. We will deal with different aspects of the issue, from a bibliometric analysis of the publications, to a detailed discussion of the literature, to an overview on the productive and working context inside and outside academia. The analysis will be conducted on the basis of three key elements: the non-neutrality of science, understood as its intrinsic relationship with history and society; the non-neutrality of the algorithms, in the sense of the presence of elements that depend on the choices of the programmer, which cannot be eliminated whatever the technological progress is; the problematic nature of a paradigm shift in favour of a data-driven science (and society). The deconstruction of the presumed universality of scientific thought from the inside becomes in this perspective a necessary first step also for any social and political discussion. 8. Differential refraction, 2017 winter solstice timing and true ecliptic obliquity measured at the meridian line of Santa Maria degli Angeli in Rome

The declination of the Sun along the year varies according to a sinusoid. Around the solstices this curve is approximated by a parabola. In kinematics a parabola is obtained with a constant acceleration. This acceleration has been estimated in the days 21-29 December 2017, from the measurements taken at the meridian line in the Basilica of Santa Maria degli Angeli in Rome made by Francesco Bianchini in 1702 with purpose of measuring the variation of the obliquity of the ecliptic. The parabola equation is fitted to the data to obtain the solstice's instant with an accuracy of one hour. The departure of the measures is within 4 arcsec (the daytime seeing during these solar transits) from the ephemerides of IMCCE. The pipeline of the algorithm used to obtain the angular data of the center of the Sun, starting from the ground measurements affected by the atmospheric refraction, and corrected by the Cassini equation, is described. Bianchini in 1703 reduced the error on the solstices timings by using the difference in right ascension between the Sun and a star observed at the same meridian line even in daytime (as he did with Sirius in June-July 1703). The present one is an absolute measurement, without stellar references. The meridian diameter is averagely measured 24 arcsec less than the true value, with 20 arcsec of standard deviation, because of different luminosity contrasts in the sky and in the Basilica. Conversely the center of the image is much better defined (the contrast acts symmetrically without moving the center of the image), allowing an accuracy to the nearest arcsecond in the determination of the true obliquity., Comment: 9 pages, 2 figure, 4 links to video of the phenomenon. Around year 2000 the centenary of Planck's thermal radiation formula awakened interest in the origins of quantum theory, traditionally traced back to the Planck's conference on 14 December 1900 at the Berlin Academy of Sciences. A lot of more accurate historical reconstructions, conducted under the stimulus of that recurrence, placed the birth date of quantum theory in March 1905 when Einstein advanced his light quantum hypothesis. Both interpretations are yet controversial, but science historians agree on one point: the emergence of quantum theory from a presumed "crisis" of classical physics is a myth with scarce adherence to the historical truth. This article, written in Italian language, was originally presented in connection with the celebration of the World Year of Phyics 2005 with the aim of bringing these scholarly theses to a wider audience. --- Tradizionalmente la nascita della teoria quantistica viene fatta risalire al 14 dicembre 1900, quando Planck present\`o all'Accademia delle Scienze di Berlino la dimostrazione della formula della radiazione termica. Numerose ricostruzioni storiche pi\`u accurate, effettuate nel periodo intorno al 2000 sotto lo stimolo dell'interesse per il centenario di quell'avvenimento, collocano invece la nascita della teoria quantistica nel marzo del 1905, quando Einstein avanz\`o l'ipotesi dei quanti di luce. The neutrino is the most elusive particle that we know and for many years physicists doubted that neutrinos might never be revealed. Today we know and we reveal neutrinos produced by different astrophysical objects and by interactions of cosmic rays (natural neutrinos) or produced by nuclear reactors and as secondary particles in accelerators (artificial neutrinos). This paper focus on naturally occurring neutrinos, the disclosure of which requires enormous experimental apparatus in underground laboratories, under water or under the ice of the South Pole. They have allowed huge advances in understanding of neutrino properties with the discovery of the oscillation mechanism. And at the same time they opened new frontiers for the study of astrophysics of the processes that produce energy inside the Sun; on the mechanisms leading to stellar gravitational collapses; on astrophysical objects that produce cosmic rays up to extreme energies., Comment: The review is written in Italian. In 1931, Dirac advanced a startling prediction about the existence of a new elementary particle, characterized by a magnetic charge of a single polarity: the magnetic monopole. 16. The first winter solstice observed at the meridian line of Santa Maria degli Angeli in Rome

The page written by the astronomer Francesco Bianchini (1662-1729) and containing the data of the 1701 winter solstice observed at Santa Maria degli Angeli is presented for the first time in figure 2 and widely discussed along this paper. The great meridian line in the Basilica of Santa Maria degli Angeli in Rome was built in 1701/1702 with the scope to measure the Obliquity of the Earth's orbit in the following eight centuries, upon the will of pope Clement XI. During the winter solstice of 1701 the first measurements of the obliquity have been realized by Francesco Bianchini, the astronomer who designed the meridian line, upgrading the similar instrument realized by Giandomenico Cassini in San Petronio, Bononia. In this paper the accuracy of the data observed by Francesco Bianchini is discussed and compared with up-to-date ephemerides. The Dutch Jesuit astronomer Johan Stein published in 1909 a text about the legend on a papal bull of Pope Callixtus III against the comet of 1456. This comet happened to be the Halley's one. The original documents, either chronicles and observations, and coeval testimonies are deeply investigated by Stein and the falsity of that legend is clearly demonstrated. 18. Ipotesi astronomiche sul foro della colonna augustea di Santa Maria in Aracoeli

The third column of the left row in the Basilica of Santa Maria in Aracoeli in Rome, has a hole carved in it, of probable astronomical use. The tube aims at a point a 116 degrees of azimut, East-South-East and 17.3 degrees of altitude, the Sun could be aimed in that direction at 07:00 UTC of 12 october and 7:25 UT of march 2, but the view is obstructed by the church's building. Same situation for the 3.9 magnitude alpha Monocerotis, visible 2000 years ago, taking into account the precession. Other hypotheses on the meridian astronomical use of this hole are here reviewed. In the case of solar observations it cannot be for meridian transits in Rome, since the lower transits occurs now at 24.5 degrees at winter solstice; we investigate the case of stellar transits, of declination 30.8 degrees South. Many alignments are possible leaving the azimut as free parameter, being the columun not in its original collocation, but here we investigate only the meridian transits, and no bright stars could have been seen through that hole, taking also into account the precession 2000 years ago. D\'ungal's letter to Charlemagne on the double solar eclipse in the year 810 is extremely interesting both for its form and for its subject matter. Part I of the present study deals with the epistula as a literary work (genre, language, sources), dealing in turn with vocabulary, morphology and syntax, rythmical prose and rhetorical figures, literary and Biblical references. If we compare it with D\'ungal's other works, the letter is cast in the canonical oratio structure similar to his later Responsa contra Claudium (ed. Zanna, Firenze 2002) and it is likewise based on lengthy quotations drawns from Macrobius' commentary In Somnium Scipionis. A possible echo of Vitruvius' astronomical presentation in book IX of his De architectura is suggested. Finally, we attempt to define how the author's persona as famulus et orator and reclusus at St-Denis relates to Charlemagne and to abbot Waldo in his pursuit of Chirstian wisdom based on the Bible rahter than of scholarship per se based on academic research. Part II is a thorough technical discussion of the astronomical issue presented to the Irish scholar by the Emperor, i.e. The frequency of solar eclipses and their visibility in the two emispheres in the year 810 (see maps provided). It assesses D\'ungal's case in terms of eclipse theory and reviews previous comments on his letter to Charlemagne by astronomer Ismael Bullialdus (1605-1694). It also introduces us to first-hand knowledge of eclipses in history and nowadays, providing a glimpse into the complex problems tackled by the Irishman and his sources in Late Antique and in the Early Middle Ages. Gerbert of Aurillac was Pope Sylvester II form 999 to 1003. His history is presented in order to understand his outstanding contribution in the establishment of quadrivium sciences (arithmetics, music, geometry and astronomy) in the curricula studiorum of cathedral schools and therefore of forthcoming universitates studiorum. Gerbert of Aurillac wrote to Constantine of Fleury in 978 a letter to describe in detail the procedure to point the star nearest to the North celestial pole. This was made to align a sphere equipped with tubes to observe the celestial pole, the polar circles, the solstices and equinoxes. The use of tubes in astronomical observation is later reported by Alhazen in his treatise on optics (1011-1021). The description of pointing to the celestial pole indicates that the instrument must be accurately aligned with the true pole, materialized at that epoch by a star of fifth magnitude, at the limit of naked eye visibility, and then the instrument must remain fixed. Solstices and Equinoxes are points of the orbit of the Sun, so the sphere could be used as a tool for observing the Sun and probably determine the duration of the tropical year. This sphere was much more than a didactic tool, given the long procedure for the accurate alignement. Moreover "Rogatus a pluribus" (asked by his many students), Gerbert wrote a treatise on acoustic tubes (fistulae) in 980: Mensura Fistularum. He knew the difference in behavior of the fistulae compared with the acoustic strings, already studied by the Pythagoreans, and the treaty is intended to present the law that governs the length of the organ pipes in two octaves, compared to the corresponding acoustic strings. In terms of modern physics we know that acoustic tubes require an "end correction" to be tuned, which is proportional to the diameter of the tube. This proportionality is the same for every note. Gerbert of Aurillac in the Mensura Fistularum explained how to compute the length of organ pipes. The method is shown on two octaves, starting from a fistula of length L=16 units and radius 1 which is equivalent at a monochord of length {\lambda}=18. The adopted acoustic correction for the first octave to the Pythagorean lengths is L={\lambda}-{\alpha}r with {\alpha}=2. The lower octave starts from L=36-2=34 units. The proportion 16:34=34:x is used for obtaining the next diapason. All lengths of the notes of this second octave follow this proportion and no more the additional acoustic correction. Gerbert finds the same multiplicative law for computing pipes and monochord's lengths, opportune constants allow to switch from monochord (12) to lower organ octave (14+1/3+1/144+1/288) to the higher one (13 + 1/2). The purpose of this treatise is to show the same mathematical order, given by God, below different acoustical phenomena. This is a modern perspective in history of science, because experimental data (practical acoustical corrections) are also taken into account. The treatment is limited to pipes of same diameter, and it is no conceived for organ builders. An Italian translation of the core text of the Mensura Fistularum is offered. In the present work it is evaluated the evolutionary state of the Orion Belt stars, an asterism very important for the ancient Egyptians, finding that, when the pyramids were built, the brightness of the three stars of the Belt was practically the same as today. This not trivial result has important implications in the framework of the so-called Orion Correlation Theory, a controversial theory proposed by Bauval and Gilbert (1994), according to which a perfect coincidence would exist between the disposition of the three stars of the Orion Belt and that of the main Giza pyramids, so that the latter would represent the monumental reproduction on the ground of that important asterism. ---- Nel presente lavoro viene determinato lo stato evolutivo delle stelle della Cintura di Orione, ricavando che, all'epoca della costruzione delle piramidi, la luminosita' delle tre stelle della Cintura era di fatto uguale a quella odierna. This agile small "book" (in Italian) is an introduction to the life and work of Ettore Majorana, the brightest Italian theoretical physicist of the XX century, regarded by Enrico Fermi as the best theoretician of his time in the world. It consists of ten smooth chapters, only few of them being moderately technical, and of three Appendices: (i) about his inaugural lecture on physics at the University of Naples; (ii) about some notes of his, on the role of the statistical laws in physics and in the social sciences; and (iii) with a recapitulatory biographic outline. The present material is mainly taken from our previous book "Il Caso Majorana: Epistolario, Documenti, Testimonianze", first published (1987, 1991) by Mondadori, Milan, and recently (2000, 2002, 2008) published by Di Renzo Editore, Rome. That book presented practically all the serious documents existing on Majorana's life & work [indeed, almost all the biographical documents have been discovered or collected, during a few decades, by the present author, who was the first to publish them]. In Europe (e.g., in Italy), and in the States, the opinion is widely spreading that the negative consequences of modern progress are the fault of "Science". A lively debate on this topic took place among the famous writer Leonardo Sciascia and Italian physicists like Edoardo Amaldi and Emilio Segre', when Sciascia wrote his known book about the disappearance of Ettore Majorana, a book that presented Majorana (a very reserved theoretical physicist) as an example of the scientist that keeps his discoveries secret when afraid of possible evil applications. We wish to contribute now to such a question, since many special meetings did recently return to it, while celebrating the centenary of Majorana's birth (2006), or 30 years (2005) from Sciascia's book publication. It appeared natural to us to start with the figure of Einstein, who, even if extremely peaceable, supported the atomic bomb construction by his letter to Roosvelt. We discuss first the significance of part of Einsteins's scientific work (which flourished in particular one century ago): We seize this opportunity for presenting a derivation of the "twins paradox", so simple that it has been taught to Senior High School last-year students or University undergraduate students; all the present work, more in general, is addressed mainly to them. In the second part of this paper, we analyse the general meaning of Einstein's contributions to philosophy and pedagogy. The third part is entirely devoted to our main subject, i.e., to discussing the "Responsibility of the Intellectuals". The reader interested chiefly in this last part, can find it re-expounded in a self-contained way in the Appendix. Wherever old Universities exist [in Europe, for example: Italy being not the last one], there can be found Scientific Instruments of Historical Interest, e.g., for Physics -which is the case we are concerned with here;- even if proper attention has been paid to such an exceptional heritage only during the last half a century. [We studied ourselves the material existing at the University of Catania, Catania, Italy, almost 600 years old]. However, even where ancient universities do not exist, a lot of Historical Scientific Instruments are often owned by the local Senior High Schools. By the present "small book" we want to make known the antique physics instruments that are in possession of three Senior High Schools of Bergamo, Italy: the "Istituto Tecnico Vittorio Emanuele", the "Liceo Scientifico Lussana", and the "Istituto per Geometri Quarenghi". Namely, we catalogue and describe: 61 instruments of the "Vittorio Emanuele" (52 of the second half of the XIX century, and 9 of the first half of the XX century); 100 instruments of the "Lussana" (belonging essentially to the first half of the XX century); and 26 instruments, mainly topographical in this case, of the "Quarenghi" (8 of the second half of the XIX century, and 16 of the first half of the XX century); without forgetting to add suitable explanations about their functioning. Our aim will be reached if we happen to stimulate other colleagues to perform similar work in their towns. The present small book is in Italian, but it contains fifty-one (51) self-explanatory photographs in color, and nineteen (19) black-and-white sketches. We report on the retrieval of the last missing papers of the "Senatore folder", given by Majorana to one student of his in Naples in 1938, just before his disappearance. The mentioned manuscript is conserved at the Domus Galilaeana in Pisa (Italy), and was written in French, probably for a conference in Leningrad (or in Kharkov) in 1933 (or in 1934). Majorana was invited to attend to such a conference but, actually, he did not tke part to it. The retrieved text deals with quantum electrodynamics by using the formalism of field quantization. The coming into light of the neutron is discussed. It is remarked that some experiments had already suggested that the penetrating radiation from beryllium had an electromagnetic component, before Joliot-Curies suggested the beryllium radiation consisted of high-energy gamma rays. Joliot-Curies' idea also relied on the many Compton electron tracks in the Wilson chamber. In 1920, both Harkins and Rutherford foresaw the existence of a particle of mass 1 and zero charge, consisting of one proton and one electron, though they did not give any name to it. In 1932, the neutron was finally observed by Chadwick. However, the question whether considering the neutron as a fundamental or a compound particle still bothered the physicists and Chadwick himself for more than one year. Instead, as soon as Majorana heard about Joliot-Curies' experiments he guessed the existence of a "neutral proton." In 1933 he published some "corrections" to Heisenberg's theory. A very simple analysis shows that Heisenberg's original version of exchange interactions and Majorana's version clearly reflect, respectively, that the nucleus contained "electrons" and that the nucleus was free from electrons. The emission of electrons from the nucleus still needed to be accounted for. Fermi's theory of beta-decay settled the question. Thanks to exchange interactions and beta-decay theory, quantum mechanics could now be applied to the nucleus, which could be considered free from electrons. In 1927, just after he obtained a full professorship, Enrico Fermi delivered his first course on Theoretical Physics at the Institute of Physics in Rome. The following year Edoardo Amaldi, Emilio Segre' and Ettore Majorana became students of that course. The lectures given in 1927-28, whose content may be easily reconstructed, probably had a deep impact in forming such young students, who participated actively in the Physics researches carried on in Rome soon after. In this perspective, the case of Ettore Majorana is certainly the most important one: as a lecturer, in 1933-36 he planned to give three advanced Physics courses in Rome, before obtaining his full professorship in Theoretical Physics "for high and well-deserved repute" in 1937. From the analysis of the lectures he delivered in Naples in 1938, we can conclude that, in part, Majorana referred to the Fermi lectures he followed as a student, but he also introduced some advanced (for that time) topics, rendering his course a very modern one. Ettore Majorana, perhaps the greatest Italian theoretical physicist of this century (Enrico Fermi compared him to Galilei and Newton), disappeared misteriously from Naples in 1938, when he was 31. In the first part of this work we outline his scientific personality (on the basis of letters, documents, testimonies collected by us in about twenty years) and the significance of some parts of his publications. In the second part of this paper we set forth some brief information about the unpublished scientific manuscripts left by E.Majorana and known to us till this moment (most of which are deposited at the "Domus Galilaeana" in Pisa, Italy), and present a preliminary Catalogue of them prepared in collaboration with M.Baldo and R.Mignani.
