- Abstract
Objectives: This study aimed to determine the effect of light stimulation exercises on attention focus (visualauditory), lactic acid, and skilled hand speed of wheelchair basketball players. Methods: We used the experimental method on 24 wheelchair players who were divided into two groups, the first experimental (N = 12; age, 20.58 ± 0.90 years; training, 4.71 ± 0.62 years). The other was a control (N = 12; age, 20.67 ± 0.62 years; training, 4.77 ± 0.58 years). Lactic acid was measured by Lactate Pro 2 Blood Lactate Meter, attention focus (visual-auditory) was measured using the Li Lafayette Instrument 63035, and skilled hand speed was assessed with the Modified Y-Test for Measuring Skill Hand Speed (Three-Zone Shooting). The proposed program was applied over 10 weeks at a rate of four weekly training units. Results: Results showed improvement in the level of attention focus (R.H; LH) at a rate of (p = 0.001) and a decrease in the level of lactic acid BE, AE (1,3,5 Min) with a value of P = 0.001 (P<0.05). The modified three-zone shooting T-test showed an improvement (p = 0.001) in favor of post-measurements of the variables under study for the experimental group of wheelchair basketball players. The experimental group was superior to the control group, as it showed an improvement in the level of attention focus (R.H; LH) at a rate of (p = 0.000) and a decrease in the level of lactic acid BE with a value of p = 0.002, AE (1,3,5 Min)P=0.000. The modified three-zone correction T-test showed improvement (p = 0.000) for wheelchair basketball players. Conclusions: We suggested that the light stimulus can be used in a more appropriate and effective way in training of wheelchair basketball players. This primarily applies to decision-making which is often more challenging during specific sports performance. [ABSTRACT FROM AUTHOR]

REFUGEES ,MEDICAL care ,IMMIGRANTS ,NUTRITION - Abstract
In the present day, the fact of migration has become an important issue that concerns almost the whole world. In many parts of the world and as a result of internal turmoil, wars, economic, political, and social turmoil, generally, in poor, underdeveloped, or developing countries, migration evolves into unpleasant scenes, particularly in the Middle East and in many other countries throughout the world. This situation shakes the countries both materially and morally. This article intends to study the individuals with disabilities who are forced to migrate and thus become refugees/asylum seekers/immigrants suffering from huge problems and the problems they encounter. Refugees with disabilities have many apparent and non-apparent problems, such as accommodation, exposure to discrimination, health and access to health services, employment, and education. Considering that even a healthy person would face many problems as a refugee, the problems of accommodation, nutrition, health, education, and employment increase exponentially for a person with a disability who becomes a refugee. Individuals with disabilities, who are already in need of care of others in many aspects during their everyday life, lose the right to live a decent life when they become refugees/immigrants/asylum seekers. This study examines mainly the problems of immigrants with disabilities in Türkiye as well as the standpoint of the world and the European Union with disabled immigrants. With the European Union norms and all international conventions, it has been recurrently stated that individuals with disabilities should be aided without discrimination on language, religion, race, gender, or citizenship/nationality. Sect to ensure these individuals are protected, treated equally with other individuals, and maintains their lives with dignity. Most of the studies performed on immigrants with disabilities, particularly those made in the European Union countries, express that official surveys and scientific studies on disabled immigrants are very few or insufficient. In this respect, it is not possible to state in this study that official, correct and valid figures can be adequately obtained with access to resources on immigrants with disabilities since they are not available. In many countries, adequate records, information, documents, and numerical data on immigrants with disabilities are not available or are incomplete. It has been observed that the data and resources on refugees with disabilities in the European Union are quite inadequate. This fact constituted the biggest limitation on the study. Accessible data, official figures and information are mostly obtained from disabled statistics and official sources in the EU and Turkiye. We endeavoured to review all literature that is relevant to our subject and accessible for us. Another matter that sounds interesting is that many studies conducted in the United States focused on the contribution of immigrants to the US economy and that immigration has been dealt with from this aspect. It is globally known that Turkiye has suffered a constant influx of immigrants due to its geographical location. Nowadays, Turkiye is the country hosting the maximum number of refugees throughout the world. Regarding the results of our study, education and school are out of reach for most immigrants living in Turkiye. Refugee children and youth do not go to school. Refugees with disabilities are not furnished with adequate information about non-governmental organizations that defend their rights. There are limited studies on handicapped immigrants in the world, in the European Union and Turkiye. Even though all international institutions in the world and their recommendations state that disabled refugees should be protected, these individuals cannot easily access shelter, health, education, employment and rehabilitation services. When these problems combined with the language barriers and financial hardships come in, the vast majority of disabled people have significant difficulties in coping with these problems. Based on these reasons, refugees are considered "unemployable" in terms of employment. The most important point this study intends to emphasise is to attract attention to the necessity of employing at least certain number of the handicapped refugees in European countries so that the EU countries lend assistance to Turkiye regarding the employment of disabled refugees, so that these individuals will live and hold on to life in a decent way and the burden on Turkiye can be alleviated. - Abstract
OBJECTIVE: The aim of this study was to evaluate the ocular health of care-center residents with disabilities who have difficulty accessing health care using a novel smartphone-adapted fundus camera device, and to compare the results to age- and gender- matched health subjects. PATIENTS AND METHODS: In this study, 47 care-center residents with disabilities were investigated between October 1, 2021, and December 31, 2021. A control group was made up of healthy volunteers. All participants underwent a comprehensive ocular exam, which included measuring visual acuity and assessing dry eye with Schirmer and tear break-up time tests. The posterior segment was examined using a smartphone-adapted fundus camera. The data gathered was compared with statistical significance between the two groups. RESULTS: The mean ages of disabled and healthy participants were 59.7±15.2 and 56.6±15.0 years, respectively (p=0.305). While 11.1% of the 36 visually impaired participants were legally blind, the percentage among healthy subjects was only 3.7% (p=0.168). In comparison to healthy participants, disabled people had statistically significantly higher rates of dry eye (27.7%), senile macular degeneration (23.4%), and cataracts (29.8%) (p<0.05). CONCLUSIONS: Screening for ocular health with a novel smartphone-adapted fundus camera revealed significantly higher rates of various ocular diseases in care center disabled residents. Given technological progress, remote control method-assisted ocular exams appear to be potentially feasible and clinically beneficial. This could allow trained allied health personnel to perform ocular health screenings without the need to transport a disabled person to the hospital. Thus, diagnosis and follow- up of various chronic ocular diseases may be properly organized. [ABSTRACT FROM AUTHOR]

- Abstract
Introduction and objective. Disability has an individualized character, both in terms of causes and effects, including limitation of locomotor skills. This is the problem to a great extent determining the level of daily functioning and the quality of life. The aim of the study was assessment of locomotor capabilities according to the demographic, social and health characteristics, and the frequency of problems of daily life according to the scope of locomotor capabilities. Material and methods. The study included 676 disabled aged 19--98; mean age 64. The survey was carried out using a standardized Disability Questionnaire. Results. Statistically significant differences in categories of locomotor capabilities were observed according to age, education, material standard, housing conditions, legal disability status, and degrees of disability. Ten problems varying in intensity occurred according to the scope of independent moving around: material difficulties, difficulties in settling office matters, loneliness (P<0.0001), too infrequent contacts with the family, negative attitude of surroundings towards disability, material dependence on others, lack of care by relatives and friends, difficult access to environmental nurse, difficult access to services from social worker, necessity of caring for a disabled person. Conclusions. Locomotor capabilities of the disabled decrease over 64. Low level of education, material standard and poor housing conditions are associated with decreased capabilities for independent moving around without limitations. The types and number of problems with which the disabled struggle depends on the scope of their capabilities for independent moving around. In every dimension of functioning disability belongs to the scope of issues of public health. [ABSTRACT FROM AUTHOR]

Introduction. The disabled are a group with heterogeneous structure of causes and needs. Assessment of these causes and needs requires prospective studies in order to use the results within public health actions, indispensable for pursuing the challenges of sustained development. The aim of the study was determination of the problems and needs of the disabled in various areas of their functioning, according to such characteristics as: gender, age, causes of disability, place of residence, level of education, formal status of disability, and socio-economic standard. Materials and method. The examined population were 676 disabled aged from 19-98, including 56.4% of females, and 43,6% of males; rural inhabitants constituted 38.0%. The study was conducted by the method of purposive sampling, using the following research tools: the Disability Questionnaire, and the Scientific-Research Protocol. Statistical analyses were performed by means of the statistical package IBM SPSS Statistics v. 27; the p values p<0.05 were considered statistically significant. Results. The most frequently occurring problems were material difficulties, lack of rehabilitation in the place of residence, hindered access to a physician, difficulties with settling official matters, loneliness, too infrequent contacts with the family, negative attitudes of the local community towards disability, and family disagreements. Some of these problems were significantly more frequent among rural inhabitants. Conclusion. The majority of the problems hindering daily life of the disabled fell within social rather than medical categories. Age, level of education, degree of disability, legal status, and material standard were most frequent determinants of the occurrence of health and social problems according to the place of residence. - Abstract
Introduction and Objective. In each society there functions a group of the disabled who need assistance. The number and character of dysfunctional consequences determine the types of support, characteristics of health, medical and social problems, where a part of them are interdependent. The interdependence of these needs determine the consistency of rehabilitation actions, which result in the improvement of quality of life of disabled persons in their living environment, especially among rural inhabitants. Materials and method. The scientific medical, and sociological literature, as well as binding legal Acts from 1978-2021 were reviewed. Materials from Polish and English databases were analysed. Key words related to disability, its definition, models of disability, disability discrimination, inequalities in medical and social care, health and social needs, maps of needs, satisfaction with medical and social care, and quality of life were used. Brief description of the state of knowledge. Despite the fact that disability is a medical-social phenomenon, many reports concern only the treatment of the consequences of diseases, injuries, genetic/congenital or environmental defects. Disability is frequently identified with disease, which is inappropriate. Many researchers dealing with disability focus - quite rightly - on studies concerning social consequences, because they decide about the level of functioning of these persons in society and level of participation. Summary. Disability is not only a medical and social problem. Treatment does not end the essence of disability. Only interdisciplinary studies can change the life of these persons regarding great possibilities for their participation. [ABSTRACT FROM AUTHOR]

This research explores the perception of disabled working women in small organizations in India's private sector. A meticulous study of past research revealed a paucity of research for working women with disabilities (WWD), especially in small enterprises in the Indian context. There are misconceptions and barriers associated with women with disabilities across the world. Past research demonstrates negative attitudes and related stereotyping notions regarding disabled working women. In sum, they are considered weak, incapable, and dependent on others. There has been insufficient research on employee disability, but there is limited research on the feelings and experiences of disabled working women, especially in the Indian context. This research paper's primary purpose is to understand the perception of disabled working women in the workplace pertaining to various support dimensions, and it focuses on organizational support systems and job structures to enable more involvement of this group. Interviews of the anonymous participants were face-to-face and in-depth. The managerial implications of the study are also discussed with future research directions. [ABSTRACT FROM AUTHOR]

- Abstract
Disabled children have primary or secondary disorders in the muscular, bone, and joint systems that result in impaired coordination, communication, adaptation, mobility, and disruption of personal needs. This study aims to identify the effect of throwing and catching the ball games on the improvement of coordination movement in children with dyskinesia-type cerebral palsy. The population and sample were children with dyskinesia-type cerebral palsy. It was conducted in a foundation that was specially established to educate children with special needs, called YPAC (Foundation for Development of Disabled Children). It used an experimental method of a single subject research (SSR) design to determine the effect of the treatment on one subject. In total, it consisted of 15 meetings consisting of 5 meetings at baseline and 10 meetings at intervention. The baseline showed the ability to coordinate eye-hand movement in children with dyskinesia-type cerebral palsy which reaches 0%. In the intervention using throwing and catching the ball games, the children's ability to coordinate the eye-hand movement increased at the 9th and 10th meetings characterized by the increase in the percentage of 57.1% or (0.5% of 100%). Based on the results of the research, there is an effect of the throwing and catching the ball games for children with dyskinesia type cerebral palsy. The intervention affects the target behavior of 57.1% and an overlap percentage of 0%. [ABSTRACT FROM AUTHOR]

WORLD War I ,SOCIAL legislation ,ITALIAN social conditions ,FASCISM in Italy ,MODERNIZATION (Social science) - Abstract
»Krieg und Wohlfahrt: Der Erste Weltkrieg und die Entwicklung der Sozialgesetzgebung in Italien«. The First World War and the social policies supporting its victims played an essential role in the development of the Italian welfare state, its spectrum of benefits, and its organization. The relief programs for millions of soldiers and their families as well as disabled veterans and survivors led to a new dimension of state intervention in the field of social policy. The influence these programs have had on the successive reforms of the postwar period is clearly visible. An obvious example are the measures to increase the employment of disabled veterans, which were precursors of the 1919 compulsory insurance against unemployment and represented the first concrete state intervention in the labor market, meant to even out some of its flaws and help particularly disadvantaged groups of employees. Another wartime legislation that inspired post-war measures was the law supporting the Great War's widows and orphans. It paved the way for the first and most important social law of the Italian fascist regime of the 1920s: the Law on Protection of Mothers and Children. Additionally, the modernization of relief services during the war diminished the importance of traditional charitable and confessional assistance and resulted at the same time in a nationalization of social policy. This in turn brought about the bureaucratization and technocratization of welfare services throughout state departments and public agencies. The nexus between warfare and welfare, a relationship which can be identified in several belligerent countries after the Great War, was particularly evident in Italy. During the war, a pronounced process of "compensatory state building" gripped the country, with the consolidation of new social rights guaranteed by the state going hand in hand with the limitation of several political and civil rights. This paper will, based on these considerations, analyze the connections and continuities of Italy's social legislation during the war and post-war period. It will include modernization factors and limits and contradictory developments of the Italian welfare state between World War I, the Civil War, and the rise of fascism. [ABSTRACT FROM AUTHOR]

21. Ocrelizumab in highly disabled progressive multiple sclerosis patients.

- Abstract
• The safety and effectiveness of ocrelizumab in MS patients with higher levels of disability is not known. • We reviewed primary and secondary progressive MS patients, with EDSS ≥ 6.5 at the time of treatment initiation. • Ocrelizumab was well tolerated. ∼1/3rd of patients reported disease stabilization on ocrelizumab. Ocrelizumab is a commonly used anti-CD20 monoclonal antibody with efficacy in the treatment of both relapsing-remitting (RRMS) and primary progressive (PPMS) multiple sclerosis. Real world use of ocrelizumab in MS patients with higher levels of motor disability requiring a walker or a wheelchair is not well characterized as these populations were excluded from initial studies. Higher levels of disability may be a barrier to treatment access. This study aimed to describe the access to, and tolerability and therapeutic outcomes of ocrelizumab in highly disabled MS patients in a real-world setting. As part of an ongoing study of ocrelizumab treatment access, barriers, and outcomes in MS patients at the Brigham MS Center, we retrospectively reviewed all patients with an Expanded Disability Status Scale (EDSS) of 6.5 or greater at the time of ocrelizumab initiation. All patients were started on ocrelizumab by their treating providers prior to this study initiation. Patients were excluded for recent rituximab exposure, co-treatment with more than one immunosuppressant, or alternative diagnoses contributing to high EDSS. Data was collected on incidence and severity of side effects while on ocrelizumab, persistence of treatment beyond one year, and MS stabilization versus progression while on this treatment. Of the 1219 patients on ocrelizumab between 2017 and 2021, 113 (9.3 %) had EDSS of 6.5 or greater at the time of ocrelizumab initiation. Of the 113, 51 (45.1 %) were excluded: 6 (5.3 %) because they were duplicates or didn't receive ocrelizumab at our center, 25 (22.1 %) due to rituximab treatment in the previous year, 16 (14.2 %) due to lack of at least 1 year of follow up, and 4 (3.5 %) due to relevant comorbidities/treatment with other immunosuppressants. 62 patients were included in the final analysis. At ocrelizumab start, mean age was 62.1 +/- 8.7 years and median EDSS was 7.0 (range 6.5 to 9.5). Ocrelizumab was started in 26 of the included 62 patients (41.9 %) because of objective clinical disease worsening, in 17 (27.4 %) because of subjective worsening, in 8 (12.9 %) to prevent future progression. 32 patients (51.6 %) continued ocrelizumab throughout the study period, with average length of ocrelizumab use of 36.5 +/- 17.0 months. 29 patients (46.8 %) experienced no side effects during the study period. 29 (46.7 %) patients discontinued treatment, and of those, 9 (31.0 %) cited more than one reason for discontinuation: 17 (58.6 %) cited side effects, 12 (41.4 %) cited progression/lack of benefit, 6 (20.7 %) cited the Covid19 pandemic, and 1 (3.4 %) cited financial issues as a reason for discontinuation. Over the course of the study, 16 (25.8 %) patients had disability worsening by EDSS, 5 (8.1 %) had disability improvement, and 41 (66.1 %) remained stable, with a median end EDSS of 7.0 (range 6.5 to 9.5). Importantly, 18 patients (29.0 %) reported subjective disease stability while on ocrelizumab. Ocrelizumab may lead to disease stabilization in a subset of highly disabled MS patients, but possible benefits need to be carefully balanced against the incidence of adverse events in this high-risk patient population. 22. Des mutilés de guerre introuvables ? Ignorances administratives, statistiques et patronales dans l'application de la loi sur l'emploi obligatoire (France, 1915–années 1930).

- Abstract
In 1924, the law on "compulsory employment of disabled soldiers" was passed in France, which forced companies with more than 10 employees to employ at least 10% of WW1 disabled veterans. This law is discussed since 1916 and will not be applied until 1928. It gives rise to many oppositions, particularly from employers. They estimate that 10% is a too high rate, which does not correspond to the real employment needs of war disabled. The aim of this article is to show how statistical ignorance plays a fundamental role in the opposition to the compulsory employment of war cripples. It is based on the incapacity of public authorities to evaluate the number of unemployed disabled veternans. Thus, the rate of 10% is considered arbitrary. Ignorance is not only a weakness for the application of a voluntarist public policy but it is also an argument used by opponents of this law. [ABSTRACT FROM AUTHOR]

- Abstract
The Taiwanese population of disabled and elderly has grown considerably in recent years. The government has accordingly actively improved public transportation services to meet the growing demands of the elderly and the disabled. However, there is very limited knowledge on the essential service attributes that the disabled/elderly expect and desire. The purposes of this study are to investigate the services desired by the disabled/elderly and to classify the service attributes of rehab buses. The investigator created the questionnaire to collect the subjective assessment from the voluntary respondents in northern Taiwan. The questionnaire has two parts, the socioeconomic information of the respondents and their assessment of service requirement. There were 149 valid samples collected. This study adopted Kano two-dimensional quality model to investigate the users' needs on twenty service attributes of rehab buses. The results indicated that 1) ease of reserving a ride, 2) compliance with safety regulation, 3) punctual pickup, 4) attentiveness and promptness of bus driverswere the most desired attributes. The least desired attribute was ridesharing arrangement, which, however, did not affect the satisfaction of the disabled/elderly respondent's with the service. It implies that the disabled/ elderly did not resist sharing a ride with others. Ridesharing appears to be an effective measure to alleviate the problem of current supply of rehab buses. - Abstract
The Americans With Disabilities Act requires that nursing programs not discriminate against students with disabilities. This article describes a qualitative study of RNs who had disabilities while in nursing school. As students, participants tried to hide their disabilities, experienced fear and anger from faculty, were frequently told they could never be nurses, wanted to be treated like everyone else, had to work harder than others to prove themselves worthy, and learned to advocate for themselves. Project aims to develop disabled and abled children's sense of awareness about their city by having them participate in decision processes in urban settlement areas and form an ability for designing urban areas according to disabled and abled children. During the project, training and practical works are done to get a playground where disabled and abled children can play together. Material and Methods. 24 abled and 6 disabled elementary school students are trained. Total of 27 students, 22 abled and 5 disabled, were administered the questionnaire. The opinions of the students about the play were taken through the questionnaire and the semi-structured interview method. Results. 80% of the disabled students answered that they spared 3-4 hours' and 50% of the abled students spared 0-2 hours' to playing. 60% of the disabled students and 55% of the abled students play games with their families. 80% of the disabled students did not play games. 50% of the abled students play games during break times at school. 60% of the disabled students did not play games in the street. 55% of the abled students play games in the street. It is observed that 80% of the disabled and 59% of the abled students who participated in the study did not play in the playgrounds in their neighborhoods. 80% of the disabled students considered that 1-3 hours of playing would be enough. 82% of the abled students considered that 2-4 hours of playing would be enough. Conclusions. Disabled and abled children design the playground where they would be able to play together. Children were made to acquire a sense of awareness both about their city and laying claim to their playing rights. It was determined that playing times of children should be expanded and playgrounds increasing their power of imagination are needed. [ABSTRACT FROM AUTHOR]

This is a cross-sectional study with a quantitative approach, establishing the epidemiological profile of people with physical disabilities resident in the municipality of Florianópolis, in the Southern Brazilian state of Santa Catarina, and analyzing it in relation to the public policies related to that population. The minimum sample was determined by a statistical calculation, considering the population of the municipality with disabilities, according to data from the 2010 Population Census. The data were collected using an electronic form installed in mobile devices and stored at an online provider. The data were analyzed and handled with the software Statistical Package for the Social Sciences. A total of 139 questionnaires were processed. A separation of the results was made using these categories: Individual attributes; Social attributes; and Characteristics related to disability. As well as the descriptive profile of the disabled people, the study analyses and discusses the distance, worldwide and in Brazil, between the proposals for public policies and the actual actions of care directed towards the rights of these people. The conclusion is that there is a fundamental need to act in relation to the real needs of this population and consolidate proposals for health promotion, health protection and health rehabilitation for them. Contemporary Shona society in Zimbabwe has witnessed the mushrooming of organisations meant to protect the disabled and the vulnerable. In addition, empowering legislative measures have been put in place. In most cases, however, such efforts bear limited fruits, especially because they are not in sync with Shona practice. They are pursued as if the Shona people had never known the existence and observance of human rights and privileges. Using the Afrocentricity theory and drawing examples from the Shona ngano (folktale) genre, this article posits that Shona oral traditions are laden with the indigenous people's philosophy and approach to various kinds of impairments and disadvantages which can be adopted and adapted by contemporary societies. This article will present some salient issues affecting the human rights of most vulnerable segments of the Ghanaian population, namely, children, women, the disabled, and the elderly. On different levels the provision of welfare services for these subgroups is inadequate. This article will outline these services and the unique set of problems and issues besetting each group. Economic constraints and lack of commitment to good governance, common in developing countries, are obstacles to the advancement, human rights, and social protection of these groups. This article will examine the implications for adopting social development models and concepts for improving the social and human rights conditions of these vulnerable groups. [ABSTRACT FROM AUTHOR]

- Abstract
Introduction. The elimination of functional barriers resulting from disability through the provision of adequate orthopaedic and rehabilitation equipment, and homes adjusted for disability is the precondition for an efficient and independent functioning, and high quality of life of the disabled. The objective of the study was recognition of the needs of the disabled declared by them, and the degree of satisfaction with these needs. Methods. The study covered 478 disabled from the Lublin Region. The research instrument was the 'Questionnaire for the Disabled' designed by the authors. Results. Considering the needs expressed by the respondents concerning the provision of orthopaedic and rehabilitation equipment and meeting these needs, four groups were distinguished: No Needs - 30.1%, Needs Partially Met - 22.4%, Needs Fully Met - 37.7%, Needs Not Met - 9.8%. The group Needs Not Met was characterized by younger age, in the group Needs Partially Met worse indicators of the state of health were noted, more frequent independent living, loneliness and low material standard. Considering the expressed needs for home adjustments adequate to disability and meeting these needs, three groups were distinguished: No Needs - 59.6%, Needs Not Met - 15.9%, and Needs Met - 24.7%. The group Needs Not Met more rarely covered respondents living in residential homes, compared to those living independently in rural or urban areas. The group Needs Met more rarely included rural inhabitants, while more frequently including the disabled who had a high material standard. Conclusions. Both the provision of orthopaedic equipment and adjustment of the home to disability are insufficient with respect to the needs. The meeting of these needs is significantly conditioned by high or very high material standard. The lack or incomplete satisfaction with the needs for rehabilitation equipment is associated with a relatively younger age, independent, single residence and low material standard. Living in an residential home means better adjustment of the living environment, and better provision with orthopaedic and rehabilitation equipment. [ABSTRACT FROM AUTHOR]

CARE of children with disabilities ,CHILDREN with disabilities ,FAMILIES ,SOCIAL services ,SOCIAL workers ,INSTITUTIONAL care - Abstract
In the Eastern European countries included in the communist system of the USSR, parents of disabled children were encouraged to commit their disabled child to institutional care. There were strict legal regulations excluding them from schools. Medical assessments were used for care decisions. Nevertheless many parents decided to care for their disabled child at home within the family. Ukraine became an independent country in 1991, when communism was replaced by liberal democracy within a free market system. Western solutions have been sought for many social problems existing, but 'hidden,' under the old regime. For more of the parents of disabled children, this has meant embracing ideas of caring for their disabled children in the community, and providing for their social, educational, and medical needs, which have previously been denied. The issue of disability is a serious one for Ukraine where the nuclear disaster at Chernobyl in 1986 caused extensive radiation poisoning. This almost certainly led to an increase in the number of disabled children being born and an increase in the incidence of various forms of cancer. This paper is based on a series of observation visits to some of the many self-help groups established by parents, usually mothers, for their disabled children. It draws attention to the emotional stress experienced both by parents and their disabled children in the process of attempting to come to terms with the disabling conditions, and the denial of the normal rights of childhood resulting from prejudice, poor resources, ignorance, and restrictive legislation. Attempts have been made to identify the possible role and tasks of professional social workers within this context. International comparisons show that many parents and their children do not benefit from the medical model of disability, and that serious consequences include the development of depressive illness among those who find that little help is available from public services. In 2007, the 'Aiming High' programme set out to improve outcomes for children with disabilities in the UK. There continues to be a plethora of legislation, acts, guidance and changes in practice but is there any evidence of real change for children with a disability? This article aims to discuss whether the current Children and Families Bill will be the legislation that finally does make a significant difference and facilitate improved interagency working, quicker care plans and simplified and safe transition. Abstract: Soopramanien A. Mauritius calling: medical care and neurorehabilitation needs in an oceanic idyll. The tropical island of Mauritius, located off the coast of Southern Africa, has greatly improved its health care system, especially for frontline services and procedures such as cardiac surgery. But the post–acute neurorehabilitation care is still problematic, much to the detriment of disabled patients, their families, and Mauritian society overall. Comparisons with neurorehabilitation care in the United Kingdom suggest the scale of the problem in terms of uncoordinated medical teams, limited follow-ups, lack of expertise, and cultural stigma. This article assesses the needs of the neurologic rehabilitation segment in Mauritian health care and submits a set of policy recommendations addressing what medical professionals, hospitals, government officials, and other organizations can do to improve the neurologic rehabilitation infrastructure for Mauritian patients. After the First World War multiple and dramatic social-demographic events affected the population of the World. In Transylvania the Orthodox Church and the Greek-Catholic Church, both traditionally Romanian Churches competed with each other even when dealing with serious problems such as caring for the victims of war. In the pages of their press both Churches addressed the issue of war orphans, war widows and war disabled, trying to emphasize charity and Christian love asking for donations and financial aid for their orphanages, but also criticizing authorities for abuses and asking for better laws. Both Churches proved to be important institutions during the inter-war period for the sheltering and protection of those in need. [ABSTRACT FROM AUTHOR]

Physical disability has been described as a 'social process in which no inherent meanings attach to physical difference other than ones assigned by a community'. This article scrutinizes John Buchan's war-wounded ex-soldiers from the perspective of the community for whom Buchan wrote, readers of popular fiction. In his 1922 novel Huntingtower John Buchan's response to the war-disabled soldier is aimed at their 'regeneration', and to 'recover their constrained agency'. But his interpretation also subordinates congenitally impaired civilians to wounded ex-soldiers, which has disturbing implications. This article argues that in making a line of moral demarcation between the war-wounded ex-soldier and the disabled man who could not serve, Buchan's novel reflects a troubling aspect of post-war British society in his alignment of inimical political systems with physical and moral inadequacy [ABSTRACT FROM AUTHOR]
