During shocks, residents and businesses rely upon the government to ensure health, safety, and the continuity of services. The government’s ability to respond depends upon how well it utilizes its data resources and builds digital resilience. Yet governments often fail to integrate data from different agencies to respond effectively to shocks. We conceptualize digital resilience as a dynamic capability (DC). Although the DC framework provides a theoretical basis, it is unclear what actions managers can take to build DC. Through process tracing, we examine how the Commonwealth of Virginia (COVA) built DCs and rebounded from two shocks—the opioid crisis and the COVID-19 pandemic. COVA managers leveraged statewide data assets, built routines to disseminate data, and reconfigured operational capabilities to build three DCs— relationship building, intelligence creation, and value extraction. Data functioned as the “protein” to build the digital resilience “muscle.” We found that the relationship building DC leveraged the operational capabilities of data management, integration, and governance structure to foster data sharing, the intelligence creation DC leveraged analytics, and the value extraction DC converted analytics into cost savings, revenue generation, and new services. Whereas COVA built robust digital resilience by facilitating data sharing, the agencies exploited data assets to develop scalable solutions. [ABSTRACT FROM AUTHOR]

The article seeks to define theories in flux as they pertain to management information systems with a focus on the alleged impacts of big data, machine learning, and artificial intelligence. Criteria for methodological rigor for theories in flux are identified including generalizability, replicability, and parsimony.

Background: Evidence from the literature indicates that besides its benefits, e-prescribing also generates new types of unintended medication errors that have the potential to harm patient safety. Analyzing both the benefits and risks of e-prescribing can give health care organizations a better understanding of the improvements gained and errors generated by this technology.Objectives: To review the primary functions of e-prescribing and its assimilation stages in the health care context. This review also aims to classify the potential benefits, risks and concerns associated with e-prescribing along with factors contributing to e-prescribing errors.Methods: A literature review was conducted primarily in Web of Sciences electronic databases. The online databases were searched for both peer-reviewed quantitative and qualitative research papers written in English and published between January 2008 and December 2014 (i.e., the last seven years). Several additional studies were also accessed through Google Scholar and the citations of the selected articles. A total of 73 publications met the study's inclusion criteria.Results: The key benefits of e-prescribing were identified as improving the quality of health care services, increasing the efficiency and effectiveness of prescribing and dispensing medications, reducing medication errors, and health care cost savings. Failure to properly implement e-prescribing systems can also result in new types of errors that reduce workflow efficiency, increase medication cost, and threaten patient safety. In this study, factors contributing to potential errors were categorized into four primary groups (human, technical, interaction and organizational errors).Conclusions: This review identified the primary benefits and risks of e-prescribing services. The study contributes to the body of knowledge related to the design, adoption and use of e-prescribing by providing a clear reflection on its potential gains and risks. Based on the findings of this review, conducting research in several areas is quite promising as future work. Context: The Quebec Public Health Act provides for the creation of a central vaccination registry. However, details of how such a registry would be used have not been established. This study seeks to document the opinion of both the public and of health workers about the usefulness of the registry, consent for enrolment, access to the data and the right of withdrawal.Methods: Individual interviews and discussion groups were held with parents, senior citizens and health workers. The material collected was recorded, transcribed and analyzed qualitatively using MAXQDA software.Results: The usefulness of a vaccination registry seems to meet with general agreement, as does the idea of obtaining broad-based consent at enrolment. However, this consensus starts to crumble on questions of determining the rules governing access to the registry. Some favour limited consent, authorizing each access, while others, more numerous, prefer a broad-based consent giving access to all individuals authorized under the law. Opinions are even more divided on the question of giving the user the right to not record certain vaccines, particularly when they may be considered sensitive and a possible cause of prejudice.Discussion: The more the information is considered sensitive by users, the more they seek to have access to the register and entries into it controlled and to apply some kind of specific consent, limited in scope, rather than a broad-based consent.
