1. Marketisation policies in the neoliberal era: How culture and governance structures affect the introduction of market principles in local care policies

Abstract

Confronted with the problem of ageing populations since the 1990s, many European welfare states have massively expanded public support for the care of the elderly. This expansion occurred during the neoliberal era in which the marketisation of social services was high on European countries’ political agendas. There are many studies concerned with cross-national differences between national policies regarding the marketisation of care, but little comparative research has been carried out at the local level. This article is innovative in that it explores the role of welfare cultures and local governance structures in local policies regarding the marketisation of long-term care (LTC). We present the findings of a historical comparative case study of four medium-sized cities in Germany for the period 1995–2007. Our empirical study took a multi-level approach to exploring the extent to which the central German state affords local governments operational autonomy for LTC marketization, then analysed the differences in local policies regarding LTC marketisation. According to our findings, German LTC policies are rather centralised and afford local governments operational autonomy towards marketisation only in a few fields. In these fields, local LTC policies differ substantially between eastern and western German cities. We find that differences in the relevant political actors’ main cultural ideas and in local governance structures contribute to this variation, whereas the financial and demographic differences that were analysed do not.

Abstract

This article analyses differences in the attitudes related to climate change of young scholars in environmental science in Qingdao (China) and Hamburg (Germany). The main aim of the article is to evaluate the role of cultural differences for their explanation. We expect no significant differences in the attitudes related to the findings of climate research, since scientific principles are the joint basis of the scientific discourse wordwide. However, we expect that there are differences in the attitudes of the young scholars about the role of science, of the state and of the civil society for dealing with the challenge of climate change. We suggest that these can be explained with substantial cultural differences between both societies, with regard to the role of the state and the civil society for the solution of environmental problems.

Abstract

This chapter presents an explanatory theoretical approach for cross-national differences in the share of women working part-time in West Germany, Finland and the Netherlands. The theoretical approach used is based on three basic concept, which are gender culture, the gender order and gender arrangements. The concept of gender culture refers to common assumptions about the desirable, normal form of gender relations and the division of labor between women and men. Gender order refers to the structure of gender relationships and the relations between different societal institutions. Gender arrangement refers to the generally binding forms resulting from negotiations between actors relating to the gender culture and institutions within the gender order. In the Netherlands, a social democrat welfare state and a fairly unified feminist movement integrated into the decision-making process of the welfare state, promoted new patterns of employment orientation in favor of part-time work in the phases of active motherhood. In West Germany, a more corporatist-conservative welfare regime and a divided protest feminist movement has not integrated itself into welfare state institutions, with the consequences that part-time work is less well developed and less well protected.

Abstract

The cultural foundations of welfare state policies and their contribution to the development of welfare states are gaining increasing attention in comparative welfare state research. The article introduces reflections on how the impact of cultural factors on the development of welfare state policies can be analysed. Three different levels be distinguished with regard to the relationship between welfare culture and welfare state policies: 1) values and models on which welfare state policies are based; 2) values and models for the welfare state that are dominant in the population; 3) discourses of social actors in relation to such values and models. Cultural change can contribute to change in welfare state policies according to two different types of processes. Moreover, when analysing the influence of globalisation on the development of welfare states it is important to analyse the controversial influence of neo-liberal values on welfare culture and the discourses established by political elites to propagate such values.
