The dynamic nature of information use has called for Information and Communication Technologies (ICTs) in entirely every field of the human venture, and information services and academic libraries are not an exception. The adoption of ICT based services has provided the platform where universities can source and access information easily. Though some studies on ICT availability and utilization have been conducted in the developed world, few studies on ICT services availability and utilization exist in Ghana, especially in the University for Development Studies (UDS). Underpinned by the Technology Acceptance Model (TAM), the study employed mixed research design to gather data from 300 library users, librarians, and library officers in the UDS. The findings revealed that four major ICT services (Wi-Fi, internet technology, digital library resources, and online public access catalog) are available across the five campuses' libraries of the University for Development Studies, Ghana. The findings also revealed that less available facilities/services in the UDS libraries are the E-mail facilities and the CD-ROM technology facilities while laptops and iPads were non-available for library users to independently search for information in the absence of their personal laptops. Despite the perceived availability of library facilities and services, the usage of library services and facilities among library users in the UDS is generally modest. The increasing availability of ICT facilities and services has facilitated communication between libraries and among library users. As recommendations, the provision of ICTs facilities and services in university libraries must be accompanied by in-services training. [ABSTRACT FROM AUTHOR]

The study was undertaken to find out the role of library and Google in dissemination of information and how the users make use of services offered by library and Google. The study disclosed that in the modern context libraries have to try hard to reach out to clients. Abstract: Advanced e-Government services in modern societies cover the whole spectrum of citizen's daily activities and create the appropriate basis in public administrations for the development of knowledge based economies. Complex information systems and sophisticated networks provide the means to societies for extending the areas of application of such services beyond national borders. Apart of public administrations, federal agencies and international organizations continue to encourage national governments to further exploit Information and Communication Technologies and adopt e-government services aiming to provide the appropriate structure for the application of integrated global economy's and security's systems. E-government systems of such range, facilitating the application of integrated services need to be safe, secure and trusty to all citizens and administrations. Therefore, their development should be based on international cooperation and very advance technology. To this effect, the European Commission is internationally playing an important role since is taking very significant decisions and is initiating major projects to enhance the decisive contribution of e-government services to the global economy as a whole. Nevertheless, diverse social, economic and political systems throughout Europe make this effort of e-Government “for all” a very difficult task. Research is continuously needed since original plans quite often are modified to meet new targets. To the global economy, global security, control of international citizen movement and terrorism have been recently added making e- government systems more complex and mostly needed. The information society has brought developments in the way information is created, consolidated, and accessed. Information and Communication Technology (ICT) has produced larger volumes of information, new ways of packaging information, and new tools for managing information to meet the changing demands of the user community. In view of the complex information needs of the society and for better accreditation from National Accreditation and Assessment Council (NAAC), the library and information centre have to play a greater role in building, developing, and disseminating information products by establishing Virtual Learning Resource Centre (VLRC). Attempts have been made to notify the significance of this learning resource centre (LRC) in catering to the technology based information resources and services to support learning, teaching, and research activities for academics. The study emphasises the role of library managers in developing a strong ICT infrastructure in rendering Internet and E-communication services for optimisation of e-resources and tools and developing anticipatory needs of users like compiling web resource directory of interest etc. The VLRC has to facilitate development of databases, e-learning materials, academic software commons, indigenous e-resources, and library automation, a basic necessity. The paper concludes that for building 21st century libraries, librarians and libraries have to focus not only on their abilities but also to adopt the changes and act as last resort for information access in the VLRC.
