The state regulation of nature conservation was closely connected with the formation of the first states and was the logical conclusion of the traditionalreligious level of human ecological consciousness. However, with the development of technology and globalization, the speed of resource development has also increased. New challenges have emerged that need to be addressed by improving the state apparatus and improving the effectiveness of environmental measures. Prospects for progress are based in the field of scientific substantiation of state environmental acts, the involvement of public organizations and the interaction of individual states with each other. Therefore, government regulation should be considered in the complex of the multi-level "religionscience-society-state-international law" environmental protection system. 4. The Power of Convention: Reinterpreting Social Groups through a Middle Kingdom Statuette.

Group statuettes, which are a relatively common type of Middle Kingdom artefact, have traditionally been interpreted as family groups. This article uses statuette AN1913.411 in the Ashmolean Museum (Oxford) to explore this object type and question the extent to which modern preconceptions about family groups permeate interpretations of Egyptian monuments. This statuette features a woman and two men, whose relationships to one another are difficult to clarify. After a detailed presentation of the object, this article examines how far conventions of production and conventions of consumption have played a role in the interpretation of this object. The relationships between the people depicted in this statuette are impossible to establish with certainty, but the object can be inserted within the monumental vocabulary of the celebration of relatedness that was prevalent in the late Middle Kingdom. Despite convention tourism is becoming an important segment of the tourism industry in many countries, the specific benefits that convention attendees see valuable when attending conventions are inconclusive. Based on the consumption values theory, this study considers the impacts of two types of value: perceived value and value of cocreation on convention attendees' attitude formation. Derived from a sample of 434 convention attendees and partial least squares structural equation modeling (PLS-SEM) analysis, results indicate that value of cocreation, together with another two dimensions of perceived value, emotional value, and functional value, have significant influences on convention attendees' attitude towards the convention attended. Particularly, it was found that perceived value by itself had limited effects in contributing the positive attitude towards conventions in the contemporary business world as consumers today increasingly prefer cocreation of value and collaboration with service providers. The study contributes to the convention tourism literature by being the first to incorporate both perceived value and value of cocreation within the same model and testing related hypotheses. The results may facilitate decision making and strategic development of tourism-related investments among convention organizers, destination marketing organizations, and government agencies, which can eventually strengthen a country's competitive edge in attracting convention attendees. 8. Academic Writing Development in English: An Action Research Project.

Academic Writing is considered as the most important yet most difficult task for learners at secondary and higher education levels in Pakistan.Academic writing is the most difficult of all the four skills of a language (Garcia & Isabel, 2018). Nevertheless, it is considered as one of the prerequisite skills, the enrolled learners at college and undergraduate level need for various educational purposes including passing the exams (Dar & Khan, 2015). One way to study this issue is to first identify the problems of the learners in their academic writing and then seek a pedagogical intervention.The currentstudy followed this approach. It identified the difficulties of intermediate students of pre-engineering in academic writing at Government Ghulam Hussain Hidayatullah Higher Secondary School and then in the next phase it developed their academic writing skills by employing instructional teaching and practices through a content-based approach. An essay was used as a tool that assessed in a 5-point Analytical Rubric adopted by Angel and Garcia (2019). The scale included discourse, organization, syntax, convention, and vocabulary as the parameters/categories. Each category was marked for five marks individually and thus making a collective score of twenty-five marks for an essay. The methodology, employed in the research, was an action research that selected thirty participants as purposive sampling. Data was analyzed using descriptive statistics atpre-actional phase and post-actional phase to know the extent of improvement. The findings revealed that the participants were found weak in essay writing under academic writing at pre-actional phase level and later improved their competence and performances after the intervention of teachingpractices through a content-based approach. The scores of the essays increased at each category of the assessment gradually. Thus, the findings pave way forward for conducting more action research plans on developing academic writing skills in English and it also encourages further detailed research in this area. 9. From 'Objects of Protection' to 'Subjects of Rights': A Journey of Children Rights from Declaration of 1924 to Convention of 1989.

The silent majority i.e. the children were last to come into the category of rights-holders. The journey from being 'property of parents' to 'object of protection' and then from 'object of protection' to 'subject of rights' is very long. Declaration on the Rights of the Child 1924 under the umbrella of League of Nations was the first document whereby the children for the first time came into the international recognition. Then in 1959, under the umbrella of United Nations Declaration on the Rights of the Child was again adopted, where their protections and vulnerability was reinforced. These both documents were just dealing the protection measures regarding children and they were considered just "objects of protection". Then moment came in 1989, when the historic UN Convention on the Rights of the Child was adopted, which first time recognised children as "rights-holders", and made them 'subjects of rights' from 'objects of protection'. The Convention proved to be the first significant binding instrument which explicitly recognised the children as possessors of rights and not the beggars. The examples and illustrations of three different jurisdictions i.e., United Kingdom: the kingpin of Common law, France; the leader of current civil law system and Pakistan; hybrid system, i.e., Common law mixed with Islamic Law, have been chosen. The objective of paper is to evaluate and see how children became the subject of international law and were lucky to be recognised as 'rights-holder' rather than only 'property' of their parents. The paper gives descriptive historical analysis the journey from 'child protections' to 'child rights' through two Declarations and a UN Convention, of children's rights, that led to their recognition as a category of holders of all human rights, along with special protection on account of their vulnerability. State policy of the Republic of Uzbekistan on juvenile delinquency as well as the current state of Uzbekistan is that a number of ministries and departments (justice, education, home affairs, labor relations and employment, prosecutors, etc.) deal with the problems of minor children. It is realized that yet there is no clear coordination or interaction between these departments, which would define clear goals and objectives. This leads to the fact that each department solves individual problems. The lack of alternative programs makes it difficult to effectively implement reforms in the area of juvenile justice. In recent years, the international community has developed and opened for signature a number of international agreements regulating international cooperation in the fight against crime. Along with the legal regulation of traditional legal institutions, such as mutual legal assistance in criminal matters, these instruments provide an international legal framework for new areas of cooperation in this field. One of them is the operational-investigative group or the international investigation teams. The organization of such types of investigation and joint activities of States is one of the most effective forms of interaction between interrogators, investigative bodies and law enforcement agencies, as well as other state bodies in the field of crime prevention and investigation. The Institute of joint investigations and joint interrogative teams is one of the new directions of international cooperation in the field of criminal justice, which requires detailed research. The structure of such interrogative groups simplifies the procedure for seeking legal assistance in criminal cases, helps to eliminate problems with the collection and evaluation of evidence, and so on. In this article, the author has scientifically justified the effectiveness and positive results of the activities of operational search groups, international investigative teams under international law. In recent years, the Caspian states have been paying increasingly more attention to port infrastructure development. The construction of new facilities and the reconstruction of existing ports received a new impetus. The Caspian states increase their investments in this sphere every year. They have developed national programs that aim to increase the volume of cargo passing through the Caspian states' seaports. The development of port infrastructure, augmented by new railways, was deliberated by the Caspian states in the context of solving geopolitical problems. The advancement of the negotiation process on the Convention on the Legal Status of the Caspian Sea brought the solution of economic issues to the fore, along with the development of transport and related infrastructure. The signing of this document in August 2018 only raised the interest of the regional states in trade and economic cooperation. Accordingly, one of the key tasks that the Caspian states were facing was port infrastructure development. The construction of new ports was believed to foster achievement of longterm goals. In addition to economic development, first and foremost, of coastal territories, regional countries sought to reinforce their positions in global trade flows. Besides, the facilities constructed by the Caspian countries in recent years have been integrated in large-scale infrastructure projects, which are being actively promoted by nonregional states. China, the EU and Turkey have a stake in their implementation, and the Caspian infrastructure served as a part of regional transportation projects. The adoption of documents related to the development of transport in the Caspian region by the Caspian states reflected the importance of infrastructure. They formulated long-term tasks and outlined the spheres of cooperation with their regional neighbors. The expansion of regional cooperation by the Caspian countries is accompanied by the intensified struggle for the flow of goods. The Caspian states are growing increasingly competitive in the transportation sphere. The struggle for container traffic volumes and hydrocarbon resources is pushing the Caspian states to apply various financial and administrative mechanisms in order to attract cargo. Le pharmacien d'officine est à même de dispenser des médicaments aux patients pris en charge en HAD. Hospital at home care allows patients to avoid hospitalisation or to shorten its duration. It provides continuous and coordinated medical and paramedical care in the patient's home, which differs from that usually delivered in this environment due to its complexity, duration and frequency. The right of the parties to be present at the hearings and to be informed, even though there have been ongoing complaints before the European Court of Human Rights, for violations of Article 6 of the Convention, recent years continue to refer to court cases whose decisions are found to be irregular according to the procedure and states are fined with high financial costs. There is therefore a need to remind the obligation that the national authorities have to comply with these decisions and not to be repeated in the future. In support of this purpose, several issues of the Constitutional Court in Albania and ECHR decisions are addressed. The number of cases is growing year after year. As a result, we understand that remains the main duty and responsibility of the judicial authorities in the de facto implementation of the right to participate in trial and information of court proceedings. While a person should recognize this right and make use of the means made available by the right to exercise it. It is interesting to show the current situation in which Albania confronts the Convention and the ECtHR. We have we have over 50 cases so far adjudicated at the European Court of Human Rights, with the Albanian State party, subject to the violation of Article 6 of the Convention. [ABSTRACT FROM AUTHOR]

The European Convention on Human Rights stated, with the overriding value, by the provisions of Article 3 that: "No one shall be subjected to torture or to inhuman or degrading treatment or punishment", imposing, by the provisions of the article, the obligations of the state authorities not to apply no form of suffering or inhuman treatment of persons under their jurisdiction, and the obligation to protect the physical and mental integrity of such persons. On 9 October 1990, by promulgating Law No.19, Romania adheres to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, and has thus established a mechanism for the prevention of torture and inhuman and degrading treatment. The establishment of independent internal mechanisms for the prevention of torture and inhuman and degrading treatment is an express requirement contained in Part V of the Optional Protocol to the Convention for the Prevention of Torture. The scope of the institutions in which the mechanisms for the prevention of torture and inhuman and degrading treatment are exercising is largely covering both the penitentiary system, the detention and preventive arrest centers, the medical-social institutions for the persons with mental disabilities and other units in which may engage in inhuman or degrading treatment. The anonymous fifteenth-century poem The Floure and the Leafe intensifies its conventional borrowings into literary nature: literary references that are simultaneously natural description. The poem estranges the courtly commonplace of the flower versus the leaf, presenting the two groups to the narrator as categories in the process of formation. As a result, the poem reveals the imaginative potential of poetry to interrogate the nascent coalescence of natural and literary conventions, allowing the narrator to decide how she will live her life based on her recursive observation of and participation in the poem's literary nature. Crucially, she learns how to read the events she witnesses partly through their sudden end: the courtly play of the Companies of the Flower and the Leaf is disrupted by a sudden storm, a day-ruining catastrophe in miniature that only the Leaves prove able to endure. In response to devastation, The Floure and the Leafe presents poetry as a shared and participatory tradition: a carefully maintained garden from which to gather the natural and literary resources that can ameliorate damage to both people and the environment. This article argues that the "standard approach" of the analysis of discrimination cannot easily explain the durability of discriminatory practices, which should "normally" disappear thanks to market forces. We propose an analysis of labor market discrimination using the concept of convention. First, our convention-based explanation tries to characterize discrimination as an arbitrary, automatic, conformist, and self-enforcing behavior. Second, using the French institutional approach of economics of convention, we can define discrimination as an illegitimate practice. This implies that, because discrimination is stable in the long run and unfair, legislation and policy, as well as affirmative action, are useful. The current movement of deregulation of professional services in Europe rests on the idea that reducing professional regulation will increase market competition and lead to cut prices for customers. Studying liberalization of the market for legal services, we assume that competition relates much more to quality than to the sole prices. Endorsing the perspective of economics of convention, we show that the profession of lawyer overlaps with a diversity of autonomous and distinct logics that links the quality of services valued by clients with professional practices. These typical logics frame different rational processes characterized by the implementation of distinctive interpretation and reflexivity processes by lawyers. Given that the market-based rationality of maximizing profit sustains only one of the fourth logics embodied within the legal market, this article questions the consequences of professional deregulation on the performance of the market for legal services. In time, the legislation changes in the accounting domain, taxation areas and not only led to the appearance of some representation methods of the business information that reflect more or less transparent the actual fact of a business entity. Most of the times is impacted the result of the financial year of a company, this being subject to taxation. In the endeavor of some entities to diminish their profit to avoid tax by masking results a significant role also has the existence of the conventions for the avoidance of double taxation, they being a refuge for companies’ profits. The idea to comprehend in detail the reality transposed in the financial standings of an entity is a subject of interest both for the business entity itself and for its partners and the institutions they come into contact with, this is an idea from which we started from in making this paper with the purpose of making known the various aspects of using creative accounting. At the same time, we want to point out the fact that the limits of creative accounting are almost inexistent and that the legislation on global level facilitates in certain conditions the hiding of actual legality of the companies. After last year's analysis regarding the European Union's commitment to fight against the human beings trafficking, we have considered to further explore the human beings trafficking approach in the European Court of Human Rights case-law, the most developped regional jurisdiction on human rights. Surprisingly, the European Convention for the Protection of Human Rights and Fundamental Freedoms does not make an express reference to the human beings trafficking. However, we have to bear in mind that the Convention is a living instrument, its interpretation being made in the light of the present-day conditions. This article considers the issue of the legal status of the Caspian Sea, its historical background, the key documents that currently regulate various aspects of this status, and the specifics of Kazakhstan's policy on this issue in a broad international context. The need to determine the legal status of the Caspian Sea arose after the breakup of the U.S.S.R., when the emergence of new entities of international law--Azerbaijan, Kazakhstan, and Turkmenistan--made it necessary to divide the waters and seabed of the Caspian between five countries. The efforts to determine the status of the Caspian are seriously hindered, in particular, by the unresolved issue of whether it should be classified as a lake or a sea: the delimitation of lakes and seas between littoral countries is governed by different rules of international law. Kazakhstan owns a large part of the Caspian seabed and Caspian oil and gas reserves, which is why it is highly interested in defining the status of the Caspian Sea. Owing to its multilateral cooperation diplomacy, Kazakhstan has earned the reputation of the main initiator of many undertakings in this area. The fifth Caspian Summit to be held in Kazakhstan will provide new opportunities for Kazakhstan diplomacy to take an active part in resolving the existing problems and enhancing the country's prestige in the international arena. The purpose of this study is to analyze the strategic diplomacy of Kazakhstan in matters of defining the status of the Caspian Sea in the period from 1991 to 2017. The countries of the Caspian region demonstrate different approaches to the problem of the legal status of the Caspian, determined by both historical and political contexts. That is why it is important to identify the general and specific in regional political processes and the opportunities to resolve this issue and overcome the existing contradictions. The study is factually based on primary sources. In addition, the authors have analyzed a large body of regional and extra-regional research literature and data collected from the publications and websites of official institutions. The research method used is that of general qualitative analysis. The study is divided into the following sections: the main characteristics of Kazakhstan's position on the status of the Caspian Sea; Kazakhstan's agreements with Russia and Azerbaijan on the delimitation of the Caspian Sea in the period from 1998 to 2003; the Framework Convention for the Protection of the Marine Environment of the Caspian Sea (Tehran Convention) of November 2003; an analysis of the first four Caspian summits; and Kazakhstan's "diplomatic maneuvers" strategy in the period from 1998 to 2017. Organizations are rapidly adopting new technologies and have justified their return on investment by examining new attendee rates, "click throughs" on links and company-specific metrics. Despite advances in technology and growing consumer dependence on electronics, the meeting and events industry has been slow to adopt IT advances for fear of cannibalization. The purpose of this study was to gather foundational knowledge of how various event platforms, such as face to face and online, can affect overall event effectiveness. Variables examined include attendee satisfaction, loyalty and content retention. This research used a multimethod approach in which one experimental study and one field study were conducted. The researchers analyzed three meeting platforms in each study: face to face, online and online with moderator. The findings suggest that meetings with more difficult content should utilize in-person or online with moderator sessions to increase attendee satisfaction, loyalty and content retention. For meetings with less difficult content, the findings suggest that it is not cost effective to pay for a moderator in the online session. This research has important implications for improving the quality of meeting attendee's experiences while achieving an organization's set objective. Additionally, this study has implications for event-related areas to include exhibitors, sponsors and audio-visual providers. [ABSTRACT FROM AUTHOR]

By elaborating the proposed work, we want to bring theoretical contributions and enter a scientific domain which may not be at the beginning of its course to Romanian society, but which we consider to be able to handle improvements under doctrinaire and practical aspects. Objectively, we intend to reinforce the "statute" of leasing operations on a national level, operations which are still searching for their own identity, lacking any "legacy" gained from experience or historical post-December accumulations, and what has been gained has been assumed in a rush, under the influence of the Romanian society's processes of democratization and European integration and are mechanical accumulations/teachings which resulted from the enforcement and necessity of complying with certain treaties and agreements which have not been sufficiently analyzed. Because they were taken in fractions, a series of norms resulted, lacking the consistency and sufficiency needed to improve education in the leasing domain, which has often led to contractual imbalances and a considerable decrease of the leasing market in Romania. In this paper we propose a model that supports the emergence of conventions via multi-agent learning in social networks. In our model, individual agents repeatedly interact with their neighbours in a game called Ali Baba and the Thief. An agent learns its strategy to play the game using the learning rule imitate-the-best. We show that some conventions prescribing peaceful behaviours can emerge after repeated interactions among agents inhabited in some social networks. Our experiments suggest that there are critical points of convention emergence in Ali Baba and the Thief. When the quotient of the amount of robbery and the initial utility is smaller than the critical point, the probability of convention emergence is high.
