ABSTRACTCounterfactual estimates of excess deaths in Russian regions in the period 2020–21 are compared with officially reported COVID deaths to analyse underreporting. COVID mortality levels at the end of years 2020 and 2021 as well as annual growth during 2021 and the first half of 2022 reveal that COVID is a real threat to high labour productivity regions and those with relatively bigger defence and civilian sectors. Corruption lowers COVID mortality growth, suggesting a public health system where better care is obtained informally. Improved access to a doctor just before the pandemic lowered the level of mortality during the worst year (2021) but did not impact the mortality growth or the mortality level in 2020. Better prevention of any virus including COVID in the future would include more regionally decentralised vaccine and testing initiatives to boost compliance plus a fundamentally reformed health system that includes access to foreign-made vaccines and higher quality mortality data.

The adhesion of ice to external surfaces is an important challenge in many industries. This has sparked much research into fabricating surfaces with low ice adhesion strengths. Our novel approach to designing ice-shedding surfaces leverages the dynamics of water solidification to induce beneficial stress concentrations throughout the iced interface. We have chosen a bare woven metal wire cloth substrate to demonstrate these principles. The pore geometries of the wire cloths lead to stress concentrations upon freezing and expansion of the water/ice, while their microstructural topography allows for facile crack opening. We have discovered that by leveraging knowledge of the underlying physical processes involved in ice formation and delamination, we can engineer a robust metal surface to have an extremely low ice adhesion strength (12.5 kPa) without using chemical coatings.

White Americans have long resisted the idea of reparations to the descendants of slaves. We examine the psychological basis of such resistance, primarily testing the possibility that resistance may be a function of Whites perception of the ongoing cost of being Black. White participants (n = 958) across twelve independent samples (varying in age, student status, and geographic location) were asked variations of the question: How much should you be paid to continue to live the remainder of your life as a Black person? Participants generally required low median amounts, less than $10,000, to make the race change, whereas they requested high amounts, $1,000,000, to give up television. To the extent that larger amounts were requested, support for reparations also increased. Attempts to educate participants about Black costWhite privilege had negligible effects on assessments of the cost of being Black and support for reparations. Together, these results suggest that White resistance to reparations for Black Americans stems from fundamental biases in estimating the true cost of being Black. Based on two rounds of a nationally representative household survey, this paper presents an exploratory study of risk factors and the economics of the decision to smoke by adults in Russia in the second half of the 1990s. With an overall smoking prevalence of 32.2%, smoking is much more prevalent among men (61.4%) than among women (10.3%). The risk of smoking is on the rise in Russia due mainly to the growing incidence of female smoking, especially in major urban centres, where the impact of modern culture and Western tobacco companies is more profound. The low estimated price elasticities of the decision to smoke for men (−0.085) and for women (−0.628) suggest that an excise tax on cigarettes is not an effective means to reduce the prevalence of smoking. The decision to smoke is also found to be very income inelastic. Formal education, occupation, alcohol consumption, and obesity are associated with smoking in a way similar to developed countries.

Research into anti-icing surfaces often conflates the two separate problems of ice accumulation: water adhesion and ice adhesion. The body feathers of perpetually ice-free penguins are very good natural examples of anti-icing surfaces, which use two different mitigation strategies for the two disparate problems. Herein, we mimic the form of the feather’s wire-like structure, which is decorated with superimposed nanogrooves by laser micromachining fine woven wire cloths. Post-processing techniques also allow us to isolate the role of surface chemistry by creating both hydrophilic and hydrophobic versions of the synthetic anti-icing surfaces. Our results show that water-shedding and ice-shedding characteristics are indeed derived from different physical functions of the hierarchical structure. The microstructure of the woven wire cloth leads to facile interfacial cracking and therefore extremely low ice adhesion strengths; the superimposed laser-induced periodic surface structures with hydrophobic surface chemistry lead to water shedding. Our work shows that by first taking a fracture mechanics approach to designing the ice-shedding function, a robust anti-icing surface can be engineered by separately designing the water-shedding functions.

A sample of 345 collective and state farms in Volgograd province, Russia, provides data to test how state orders (goszakazy) affected farm productivity, and whether the price regime discriminated against farms with high quality land. Did the price regime impede agricultural reform by causing resource misallocation or a mistaken association of profit maximization with cost maximization? It appears that the lack of the usual differentiation among regions and products created a strong, but artificial political solidarity among agricultural producers which may in part explain the reluctance of Gorbachev to challenge the agrarian status quo.
