To implement the "National IP Policy 2016", Indian Government launched an awareness campaign and initiated the process to introduce the IPR Policy Model for educational institutions at the pan-India level in 2019. In contexts of this, the study analyses the IPR news framing in selected national and vernacular newspapers during the "National IPR Policy 2016" making process and implementation of the policy. Not much scholarly attention has been devoted to the studies of media coverage of IPRs in Indian contexts. The study is based on the content analysis of the selected national and vernacular newspapers and discusses the media coverage frames with National IPR Policy 2016 objectives. The study finds that the regulatory frame is the most dominant frame in media coverage of IPR issues. However, media coverage does not look consistent with the National IPR Policy 2016 framework that focuses much on awareness and economic development. The primary application of this study is to assist policy makers, industries, and other stakeholders in understanding how their information on IPR could be presented to the public. Responsible research and innovation (RRI) aims at mitigating the negative unintended consequences of technologies, developed by large business organisations, on society and environment. Scholars point out that the broader ethical underpinnings of RRI in terms of 'transparency, interaction and mutual responsiveness' are difficult to achieve in a typical business environment as conforming to these principles may erode the very competitive advantages the corporations seek to achieve through innovations. At the same time, the scholarship on frugal innovations by 'the vulnerable' puts forward an alternative narrative of innovations. Seeking to respond to the gap created by the apparatus of the mainstream market, and the State, these innovations reflect many pro-social motivations, and desire for inclusive development. The two discourses, however, remain isolated from each other. Our article is an attempt to initiate a dialogue between them. We intend to widen the scope and ambit of both RRI and the frugal innovation scholarships, which might help garner more policy and social support in favour of developing socially relevant, inclusive and context-specific innovations. The approval mechanism for new drugs in India has in recent years been a subject of scrutiny and controversy in both the public sphere and academics. Frequent rollbacks in the guidelines have attracted criticisms from the industry as well. All this happens at a time, when the country aspires to catch up and keep pace with the fast-changing global regulatory norms. This article draws upon the scholarships on regulatory science and institutional theories to understand the regulatory processes of new drugs approval in India. Both strands of scholarships highlight the multidisciplinary, context-specific character of regulatory knowledge. We find that Indian regulation-making process relies heavily on regulatory knowledge built up elsewhere, potentially limiting the scope of generating its own, context-specific, regulatory knowledge through learning and capacity building. Inadequate level of deliberations in the decision-making process, dearth of documentation and a lack of connections with the larger institutional settings appear to be two other features of it. All this might explain the reasons for frequent changes, and lack of continuity, in regulation for new drugs approval in the country in recent years. [ABSTRACT FROM AUTHOR]

The growing concerns about food security, especially in the disadvantaged regions of the world, often point out the inadequacies of strictly sectoral approaches to addressing the problems of agriculture. Such policy approaches coincided with the rise of a global, top-down, formal, science-driven development of agriculture. Over time, such interventions have drawn criticism from multiple corners as inadequately addressing the need for local variation in institutional contexts. The objective of this paper is to adopt a bottom-up perspective to address the need for cross-sectorality in food security policies. Sustainable Rural Livelihood (SRL) and Grassroots Innovation (GI) are two well recognized schools of thought which emphasize the cross-sectoral approaches to livelihood and local level problem-solving. By embracing a frugality lens, we can offer a conceptual regularity in the patterns of behaviour and decision-making highlighted by the SRL and GI schools of thought. Taking a step further, the frugality lens, by focusing on the usefulness of a decision in the actual environment, emphasizes the need to diagnose local institutions better. Note, however, that the contention of the current paper is not to posit ‘top-down’ and ‘bottom-up’ as two competing paradigms. It only argues that a frugality lens helps us to better appreciate the strengths of a bottom-up approach for effective policy formulation, an appreciation of which would promote a dignified marriage between the two perspectives.
