The purpose of this paper is to increase the reliability of the network-level pavement maintenance budget allocation by reducing uncertainties of algorithm selection and parameter tuning. In this paper, reliability is defined as the ability of a network-level pavement maintenance plan to improve the condition of a pavement network within a certain budget. In order to quantify reliability, the reliability index is defined as the ratio between the post-maintenance network condition and the net maintenance cost. With this purpose in mind, a two-objective optimization model was developed. To test its applicability, the model was applied to a pavement network in Canada. The model was solved using the Non-Dominated Sorting Genetic Algorithm II and the differential evolution algorithms. Finally, the reliability indices of algorithms and termination criteria were computed. The results indicated that the differential evolution algorithm recommended less frequent but more intense interventions that made the solutions expensive and less reliable. This paper contributed to the network-level pavement maintenance body of knowledge by (1) developing a multi-objective optimization model to reduce uncertainties of parameter tuning and algorithm selection; (2) increasing the reliability of budget allocation; (3) showcasing the significance of pavement clustering in increasing reliability; and (4) developing and incorporating actual pavement improvement curves. This paper explores the perceptions and future imaginaries of a group of union members in Manitoba, Canada, concerning climate change, energy transition, and the roles of unions and workers in climate politics. Based on interviews with 30 rank and file workers carried out through the winter of 2020, the results suggest some starting points for a more active engagement between the labour movement and climate politics—an engagement that is central to climate justice, and that becomes more vital every moment as workers both participate through their waged labour in the production of ecological crisis, and stand to suffer intensely from both climate change and from elite-led energy transitions. • Unionized workers broadly agree with the characterization of "climate emergency." • Participants connect to climate change through expanded spatial and temporal considerations. • There is broad agreement that climate change is a key consideration in unions' protective role. • Union workers' future imaginaries of energy transition do not frequently engage with "system change" narratives. • Union workers characterize transition as something done to, rather than by, workers. Toponyms contain Indigenous modes of understanding and reflect ecological histories and deep relationships between Indigenous communities, arctic environments, time, and land. Completed toponymic studies are useful for researchers to access; however, they are notoriously difficult to find. Many are completed by community groups and published on their websites, or are completed by government agencies and published as grey literature. An inventory of toponym projects has not existed, and eliciting what has been completed where, with whom, and by whom has required long searches through academic and grey literature. In this paper, we inventory Indigenous toponymy projects in the Canadian North, and document our efforts to produce a publicly accessible index where toponymy projects can be found via maps. New or unknown resources can be added by users. Our purpose, here, is to document the production of this resource and to increase awareness of toponymical resources among communities, researchers, scientists, and other stakeholders. We reflect on knowledge gained through construction of the index and make observations on trends in Inuit toponym research through time. In this paper, I propose a new geoscience paradigm for evaluating potential carbon-sequestration targets. I introduce the term carbon-sequestration geosystem to study and describe portions of sedimentary basins where all the geologic components necessary for the safe and long-term storage of CO 2 are present. The purpose of this type of analysis, most appropriately applied at a basin-screening stage, is to derive a holistic, genetic, and predictive understanding of the geology – the depositional systems, structural setting and other factors that are direct controls on storage, injectivity, potential for induced seismicity, and other critical factors. To illustrate the concepts, I present a re-evaluation of the geologic carbon-sequestration options in Southern Ontario (Canada) where business and environmental needs, mostly associated with hard-to-abate industries, require urgent action. Legacy wireline-logs, core, and outcrop data are the main data sources available in this onshore setting. The results of this new, independent study are broadly similar to those of previous studies: the Cambrian section, a saline aquifer, is the most likely candidate to be a CO 2 repository. However, the methodology used identified several issues (e.g., stratigraphic heterogeneity, proximity to basement) that will need addressing by targeted data collection and/or analysis before site-selection for a test should be undertaken. Shipping in the Canadian Arctic has a long history, encompassing diverse maritime pursuits, ranging from traditional Inuit subsistence practices to European exploratory expeditions, whaling, and fur trading. The escalating impacts of climate change in the Canadian Arctic have created ample opportunities for Arctic shipping activities related to fishing, cruise tourism, resource (mineral) transportation, research, and government services. Nowadays, the necessity of developing a sustainable economy, the need for environmental protection, and the imperative of reconciliation with Indigenous Peoples present considerable challenges for the Canadian government in regulating Arctic shipping. To comprehend the contemporary issues of Arctic shipping governance, this paper conducts an overview of the history of Arctic shipping activities in Canada and reviews Canada's diverse policies and laws that have been instituted to govern Arctic shipping. Drawing upon the analysis of these policies, the article advocates for a collaborative governance framework to cope with the multifaceted challenges confronting the governance of Arctic shipping in Canada. Such a framework ought to prioritize enhancing cooperation, integrating unilateral and multilateral policies and laws, respecting the rights of Indigenous Peoples, and involving Inuit in Arctic shipping governance. Many community leaders in Canada have asserted the need for improved school attendance to promote educational success and well-being among Indigenous students. This paper reviews the extant literature from researchers, government agencies, school districts, and other organizations that have identified factors that improve school attendance among Indigenous students in Canada. The reviewed literature and reports indicate a need for more culturally relevant supports, as well as a more holistic approach for Indigenous students and their families. This review also highlights the dearth of research on this topic and demonstrates the need for studies and initiatives that closely examine contributing factors at various levels (i.e., administrative, policy, community, classroom, household, individual), and that deeply engage families and communities. Objective: Pharmacotherapeutic Follow-up is the Professional Pharmaceutical Care Service aimed at detecting Drug-Related Problems for the prevention and resolution of negative medicine outcomes. The Dader Method is considered a clear and simple tool to develop Pharmacotherapeutic Follow-up. This research aims to analyze the evolution of the international scientific production related to Pharmacotherapeutic Follow-up and the Dader Method to show the current situation of this Professional Pharmacy Assistance Service. In addition, from the data obtained, we give a critical perspective on the implementation of the Dader Method in Community Pharmacy, considering its advantages and disadvantages based on the published scientific literature. Methods: Using bibliometrics tools, indicators were obtained to analyze the international production of scientific articles on Pharmacotherapeutic Follow-up and the Dader Method during the period (1999-2022) through the Scopus database. Results: The results showed a growth in the international scientific production of publications on Pharmacotherapeutic Follow-up, obtaining 30,287 papers, placing the United States, the United Kingdom, Australia, Canada and Spain as the five most productive countries. The publication of 83 papers on the Dader Method places Spain with the highest number of publications, followed by other Spanish or Portuguese speaking countries, among which Brazil and Colombia have the most prominent number of published papers in Latin America. The most frequent international journal covering the topic of Pharmacotherapeutic Follow-up was the American Journal of Health-Pharmacy (12.4%), while on the Dader Method, the journal Pharmaceutical Care Spain (21.7%) is in the first position, followed by Farmacia Hospitalaria (8.4%). Conclusion: The publications on the Dader method highlighs the greater productivity of the University of Granada and the author María José Faus Dáder. The inclusion of patients in the PTF service using the Dader Method, is more frequent in the hospital context, and is based on the presence of defined chronic pathologies (mainly diabetes), polymedication or specialized care follow-up, with elderly population being the most represented in all cases. Extensive research exists on the potential impacts of foresight; however, a comprehensive understanding of the factors that lead to foresight impact, particularly in influencing senior management decisions, is relatively sparse. This study addresses this by reporting on a Delphi and expert panel involving eight senior Canadian government foresight program leaders. These leaders were asked to help identify and then rate a list of factors that they felt resulted in their foresight projects impacting senior management decisions. Results suggested that factors such as foresight methodology, while leading to good foresight, do not necessarily result in senior decision-maker impact. Instead, criteria defined in this paper as the "consultants' toolkit," such as understanding the senior decision maker's pain points and foresight managers having a strong understanding of the organization's inner workings, play a crucial role. To achieve their goals, non-governmental organizations (NGOs) frequently interact with public and private stakeholders. Interactions can be generally characterized as falling within a continuum of collaborative to confrontational approaches, with each approach having advantages and disadvantages. A more collaborative approach may lead to opportunities to share data and access funding; however an NGO may risk its goals becoming compromised. Similarly, a more confrontational approach can draw attention to NGO causes and effect change, but may limit opportunities for partnership. This paper considers how a NGO concerned with preventing bird-window collisions has balanced between collaboration and confrontation with municipal government and commercial properties. While this NGO's strategy has been largely collaborative, its experience also demonstrates that confrontational approaches, while less frequent and indirect, also have a role in attaining objectives. One of the most vastly used protocols to protect services traffic like the web and email is Transport Layer Security (TLS). In 2018 the Internet Engineering Task Force (IETF) standardized the latest version TLS 1.3, Introduced a significant enhancement in the protocol performance, and presented some new features. One of the new features is zero round trip-time (0-RTT) handshake mode, where the client can send the application data to the server within the handshake messages before the TLS connection is fully established. However, this application data is replayable. The replay attacks in 0-RTT handshake mode have been studied, and several mechanisms are proposed for protection, these proposed mechanisms are not able to prevent replay attacks when the server functionality is provided by a distributed environment such as multiple servers in a cloud computing environment or a CDN. This paper introduces TLS Guard as a new mechanism that extends TLS 1.3 to prevent replay attacks in a distributed environment. We evaluated a prototype TLS Guard implementation in controlled experiments and showed that its effect comes at the cost of some CPU overhead. This paper focuses on the experiences of Indigenous learners at Athabasca University. Having access to online education provided a sense of normalcy for students during the global pandemic while many postsecondary institutions and Indigenous communities were closed. The purpose of the research was two-fold: a) to determine the dynamics of reaching Indigenous learners and measuring their adaptability in learning during the COVID-19 pandemic, and b) to understand the effects of the pandemic on the mind, body, spirit, and social environment of Indigenous distance education learners and their families. This research included qualitative and quantitative methods, specifically, a survey, focus group, and individual interviews. We share the results of online research involving Indigenous students during the first and second waves of the COVID-19 pandemic. We concluded that listening to Indigenous students supported their online education while giving them an outlet to express their experiences. This research identified Indigenous student adaptations towards their spirituality in specific ways inherent to their culture given the reactions to COVID-19, their responses, and reflections. This paper illustrates that campus radio continues to be relevant within the Canadian media ecosystem. Because of the unique commitments of campus-community radio, this sector constitutes an important part of the Canadian broadcasting ecosystem. In July 2019, the Canadian Radio-television and Telecommunications Commission licensed Caper Radio as a campus broadcaster located in Nova Scotia's Cape Breton University. This marked a milestone in the evolution of a broadcaster that started as a cafeteria stereo system in the 90s and which enjoys cultural significance within the local creative arts milieu. Within the context of Canadian broadcasting policy and regulation, this article draws on archival data and semi-structured interviews to account for Caper Radio's evolution. It argues that Caper Radio has historically existed on the margins not just of the broadcast spectrum but also within its host university. However, as its recent licensing and shift towards more engagement by institutional stakeholders show, Caper Radio continues to be relevant as a campus broadcaster. Mr. Big operations ("MBOs") are a Canadian invention, a version of which dates back over 120 years, with its modern use beginning in the 1990s. However, it was not until 2014, with the Hart decision, that the Supreme Court of Canada found occasion to subject MBOs to regulation. The question this paper endeavours to undertake is whether the court's new analytical framework, which treats MBO confessions as presumptively inadmissible, has affected the scripting of MBOs - or if there remains a proliferation of the same basic plot points across multiple scenarios. In analyzing the 14 cases in which the MBO took place post-Hart, four of which in-depth - Buckley, Dauphinais, Rockey, and Caissie - the author concludes that Hart has had no meaningful impact on MBO scripting, apart from superficial changes regarding the criminality of the fictional organization the suspect is recruited into, and the level of direct violence utilized. The coercive, manipulative tactics used by MBOs which can induce false confessions remain embedded within the technique. MBOs by their very nature remain problematic, and Hart's legal tinkering has not defused their potential for wrongful convictions and abuse of process. However, despite the merits of MBO abolition, this is unlikely to occur anytime soon. As such, the author proposes several interim MBO reforms: (1) greater external oversight; (2) re-invigorating the abuse of process analysis; and (3) treating MBOs as akin to in-person interrogations. This paper reviews the legislative history and application of the Criminal Code's definition of terrorist activity to trace how the "motive clause" reinforces systemic racism within Canada's criminal justice system. By outlining this process, this paper argues that the motive clause contributes to a dynamic that racializes terror offences as a specific type of criminal offence committed by racialized individuals--marking terrorism as a unique social characteristic of racialized communities. This occurs mainly due to the legislative requirement to prosecute the ideas of accused persons, which, in practice, has increased the likelihood of courts admitting otherwise prejudicial evidence against the accused and the problematic ways in which expert evidence has (or has not) been used in terrorism trials. Although discrimination may not be an inevitable or intended outcome of the drafted legislation, it creates a framework that encourages discriminatory prosecutorial strategies, facilitates bias in the admission and treatment of some evidence, and potentially contributes to the exclusive use of the provisions against racialized communities specifically. This paper will explore the dichotomy between the privacy concerns associated with the use of Body-Worn Cameras ("BWCs") by law enforcement agencies, and the benefits associated with this technology, such as the evidential value of the BWCs video, audio, and images as reliable forms of evidence assisting courts and criminal justice players in making substantiated decisions and reaching just verdicts. The paper will provide a background overview of BWCs and the approach to their use in some Canadian jurisdictions, followed by a discussion on Canada's struggles guarding the privacy of Canadians and the recent breaches of privacy conducted by the Royal Canadian Mounted Police ("RCMP"). Next, there will be a case-study section exemplifying the numerous flexible features and benefits of BWCs and produced digital evidence used in courts and police operations, followed by a section addressing the rule of law and the need for punishing police misconduct for mishandling highly sensitive information (such as that captured by BWCs). Jasbir Puar has demonstrated that the targeted debilitation of entire racialized populations embodies a contemporary illustration of colonialism's machine. For Puar, colonizing states exist as biopolitical assemblages of control, the technologies of which instrumentalize a spectrum of debilities and capacities in the service of neoliberal colonialism, which requires maiming populations who are preconditioned for injury to secure sovereign power. This paper stages a conversation with Jasbir Puar to ask what additional insights might be gained about the relationship between colonialism and debility if critical disability scholarship went beyond a Foucauldian biopolitical analysis of the management of life, death, and debility when theorizing colonial violence. This paper thus reads across postcolonial and anti-colonial thought as well as Indigenous theories of trauma to encourage critical disability studies to expand the horizon of its reading practices when engaging these questions. These approaches, I maintain, provide critical insights into sovereign power that biopolitics cannot, including critical attention to non-secular configurations of settler colonial debility that biopolitical theory misses. I aim to show that a locus of Canada's colonial sovereignty resides in targeted attacks, or "dis-membering," forms of Indigenous non-secular transcendent self-consciousness—that is, the sanctioned maiming of Indigenous heterogeneous agencies in the service of neocolonial economic designs. This paper uses a network approach to study the relationship between trade agreements and trade flows. For the first time in the literature, hypergraphs are used to capture the topology of trade agreements, while the usual graphs are used to represent trade flows. For our analysis, we focused on a snapshot of data from July 2017, before CETA as an agreement in force only in September 2017. An analysis of modularity conducted on both the trade agreements and the trade flows shows an imperfect correspondence between the communities of countries found within the two networks. Although the motivations of Brexit were multiple and, for the most part, far from commercial concerns, Brexit appears as a way to reconcile the networks of flows and agreements. On the other hand, Canada already belonged to the European cluster of trade agreements before the CETA agreement, which therefore appears only as an ex post confirmation of an existing situation. This paper explores children's engagements with music during the beginning of the COVID-19 pandemic in Canada. We draw on repeated, qualitative, online interviews with children that explored their experiences during the pandemic. During these interviews, the topic of music came up many times and was present in the children's lives in many ways. Inspired by Christopher Small's concept of musicking to understand music as an action, and grounded in new-materialist emphasis on the interweaving of human and nonhuman entities, we examine children's musical assemblages to discuss how they engaged with music to express themselves and connect to others early in the pandemic in ways that helped them through a difficult time. Substandard prison health care in Canada has long been the subject of research, debate, and policy analysis. For nearly forty years, Senator Kim Pate and her associates have uncovered myriad human rights abuses occurring inside Canadian prisons and have urged governments to take action. The extent to which this substandard health care specifically impacts the reproductive freedom of incarcerated women has yet to be the subject of meaningful academic consideration. It has been argued by many that the conditions of Canadian prisons engage the Charter of Rights and Freedoms. This paper, in its limited scope, conceives of reproductive freedom as encapsulated by the section 7 Charter right to life, liberty, and security of the person. It is a novel analysis of how each of these three constitutional rights might be engaged by the current state of reproductive health care in prison. [ABSTRACT FROM AUTHOR]

The residential energy demand timing and magnitude are highly impacted by occupants' behaviors and activities. However, acquiring a reliable data source for these activities is a vital challenge, especially on an urban scale. In this context, this paper presents a stochastic bottom-up model for generating electrical loads for residential buildings in Canada. The proposed model is developed to investigate the impact of different household characteristics, appliance stock, and energy behaviors on the timing and magnitude of non-HVAC energy loads at individual or multiple houses. The proposed tool includes four main modules for generating stochastic profiles of occupancy, lighting demand, appliance load, and domestic hot water demand (DWH). The model is calibrated using the Canadian time use survey (TUS), energy use statistics, and appliance ownership surveys. The model is scalable and can be extended to serve various applications by adding new modules and data sources in the future. This paper presents the model development methodology, generated high-resolution load profiles, and validation in comparison with actual measurements. Finally, the model is used for studying the impact of household characteristics on total energy use. Residential Schools constituted one of the most emblematic examples of the discrimination suffered by Indigenous Peoples in Canada. From the 1880s until the late 20th century, Residential Schools aimed to assimilate Indigenous children into the dominant Western culture, dismantling diverse indigenous cultures and traditional livelihoods. As a response to the increasing number of testimonies about the horrific nature of the Residential School System in Canada, in 2004, the Assembly of First Nations confronted the Federal government and issued a report in which it called for the payment of reparations and a truth and reconciliation process. In 2007, the Indian Residential Schools Settlement Agreement provided for the establishment of the Truth and Reconciliation Commission (TRC), which published its Final Report in 2015, after the election of Justin Trudeau's government. Since then, reconciliation in Canada has entered a new phase, which mainly revolves around an official admission of indigenous cultural genocide and the so-called 94 Calls to Action. This paper adopts legal and socio-political perspectives to explain why the recent Canadian admission of cultural genocide cannot be considered a model in the acknowledgment and reconciliation with Indigenous Peoples. This is because the Canadian admission of genocide is unable to produce significant legal effects. However, although the resonance of this admission can be better described as political, even from the socio-political perspective, the Canadian process toward reconciliation presents many flaws. Introduction: The literature indicates that youth with intellectual/developmental disabilities (IDD), such as Down syndrome or autism, have poor oral health. A number of factors influence their oral health, including the use of medically required dental treatments. Methods: This paper describes the first use of population-level administrative health data to examine the use of medically required dental services by youth with IDD compared with youth without IDD in Canada. Results: Youth with IDD had 4-9 times the odds of a medically required dental treatment compared with youth without IDD. Odds varied with age and type of IDD. Conclusions: Youth with IDD used medically required dental services to a greater extent than youth without IDD. Use of medically required dental treatments by youth with IDD declined with age; this may indicate greater difficulty accessing services when youth transition from pediatric to adult services. These findings provide baseline information on the use of medically required dental treatments and can contribute to future assessments of dental services for youth with IDD. [ABSTRACT FROM AUTHOR]

This paper presents a novel approach to assessing the cost of container liner shipping through the Northwest Passage (NWP) on northern local communities. Based on some representative communities, concerns of the residents of these Canadian Arctic regions were assessed. Two essential factors to the well-being of the community members—air pollution and oil spills—are considered in our model. The approach was therefore used to evaluate the socio-economic impact of Arctic container liner shipping in Canadian Arctic regions. More specifically, the approach adopted a) uses a logit model to estimate the market share of NWP for commercial liner shipping; b) investigates different scenarios to evaluate the feasibility of commercial liner shipping through the NWP; c) incorporating concerns from the local communities, conducts a socio-economic analysis for the communities. With the analysis of the socio-economic impacts on local communities, the study would help guide governments on how to evaluate and calculate transit fees for transiting NWP. The aim of this study is to contribute to a pragmatic understanding of critical information literacy (CIL) by positioning it as a context-specific interpersonal practice. Using phenomenography to explore how information work is experienced by social workers in social and health care settings, this paper provides an example of critical information practice that can be used to operationalise and activate CIL as a theory and inform approaches to critical pedagogy. CIL as a concept is generally theorised, practiced, and taught in academic contexts, and relatively few examples of how theory can be defined and put into practice outside a classroom setting are available. This study builds on our understanding of CIL by exploring professional information practice and suggests a model for teaching to engage learners in connecting information to action in social systems. Environmental impact assessments (EIAs) include economic benefit predictions that influence whether project proposals proceed to the construction and operational phases of development. Decision-makers often reason these benefits outweigh the potential adverse effects to environmental and social valued components, e.g. endangered species. But rarely are the economic impacts monitored and audited. This paper evaluates predicted and actual economic benefits through a predictive audit of three coal mines in the critical habitat of endangered caribou in British Columbia, Canada. Based on data collected from publicly available documents, including financial reporting, we compare the predicted employment and corporate tax revenue against the projects' actual performance for these two indicators. Economic impacts were significantly overestimated for both indicators: only 59% of forecasted employment and 34% of forecasted tax revenue materialized. The results challenge the credibility of trade-off analyses that underpin rationales for these project approvals and more broadly raise questions about the confidence and uncertainty of economic predictions in other EIAs and decision rationales. Sanctions have become an increasingly used foreign policy tool for applying pressure short of the use of military force, particularly for middle-tier powers like Canada. In the Canadian case, however, the current sanctions regime under the Special Economic Measures Act suffers from a number of gaps which make assessing its effectiveness as a foreign policy tool extremely difficult if not impossible. This paper examines the Canadian sanctions regime in the broader context of required capabilities, comparing it with that of the US regime under the Office of Foreign Assets Control, in order to highlight these gaps and how they might be addressed to assess the regime's overall effectiveness. The increasing demand for constitutional recognition of the right to a healthy environment ('RTHE') has been a matter of public concern and debate in many countries, including Canada.2 This paper asks, will a constitutional RTHE within the Canadian Constitution add any value when statutes already exist to protect the environment (and thereby health)? The present environmental statutes work towards protecting the environment, and by protecting the environment, public health can be protected.3 Together, both of them form a 'healthy environment', ie., an environment that fosters a healthy life.4 This paper will argue that there is additional value in recognizing a RTHE in the constitution despite these statutes being in force. To be able to understand this question, this paper will investigate the efficiency of present statutes in dealing with current environmental problems and if there are any benefits of recognizing a constitutional right. The paper will begin with examining the development of international RTHE, and how it impacts Canada (and vice versa) in protecting a healthy environment in Part I of the paper. In this section, this paper will also look at current international law trends and how Canada draws from the international RTHE. Subsequently, in Part II of this paper, various statutes and domestic developments regarding the RTHE will be evaluated. The purpose of this section is to see how people can protect a healthy environment in Canada currently as there is no expressed RTHE in the Constitution. The narrower question dealt with in this section is if the statutes are enough to protect a healthy environment. The gaps in this structure will be pointed out to form a basic understanding of the risks that a constitutional right will most likely eliminate. In Part III, this paper will also look at the RTHE as a constitutional right and how it functions as an expressed as well as an implied right in other jurisdictions after mapping out some advantages of a constitutional right over a statutory right. This paper will also touch upon the Constitutions of various countries like Brazil, Pakistan, India and the USA. This comparative analysis is being undertaken to evaluate how the same RTHE exists in different characters, i.e., as a constitutional right, as a statutory right and as an international right. This will show us how this right is recognized in different jurisdictions owing to different factor that influence the decision of which character should this right adopt. Moreover, this analysis will help in figuring out which is the best model for Canada. It will also help in identifying any lessons from constitutions that do recognize this right as a constitutional right that could be productive in contemplating a constitutional RTHE in Canada in Part IV. Pluralist societies face challenges developing diversity-related policies to integrate newcomers and facilitate harmonious relationships between ethnocultural minorities and majorities. The integration policies that governments implement have significant implications for intergroup relations in diverse societies. The current paper (i) discusses the characteristics of two integration policies, multiculturalism and interculturalism; (ii) examines how these integration policies have been studied within the psychological literature; and (iii) explores the policy implications of these concepts for intergroup relations research and psychosocial adaptation of immigrants. In addressing the above points, we have paid specific attention to multiculturalism in Canada and interculturalism in Europe and in Quebec, the French speaking region of Canada, which highlight the developing role pluralist integration strategies are playing in the social and policy debates surrounding integration, inclusion, and social cohesion. Recent work on health system strengthening suggests that a combination of leadership and policy capacity is essential to achieve transformation and improvement. Policy capacity and leadership are mutually constitutive but difficult to assemble in a coherent and consistent way. Our paper relies on the nested model of policy capacity to empirically explore how health reformers in seven Canadian provinces address the question of policy capacity. More specifically, we look at emerging representations of policy capacity within the context of health reforms between 1990 and 2020. Based on the exploration of the scientific and grey literature (legislation, annual reports of Ministries, agencies and organizations, meeting minutes, press, etc.) and interviews with key informants (n=54), we identify how policy capacity is considered and framed within health reforms A series of core dilemmas emerge from attempts by each province to develop policy capacity for and through health reforms. Empirical studies of the EKC hypothesis may be very sensitive to datasets, specifications, and functional forms. The aim of this paper is to investigate the long-run relationship among CO 2 emissions, real GDP, and energy consumption using a panel of 9 advanced economies from 1870 to 2008 using both parametric and semi-parametric additive models. While at the panel level the results provide support to the Environmental Kuznets Curve (EKC) only in the post-1950s period, at the individual country level the inverted U-shaped relationship between CO 2 and real GDP is validated for a subset of countries only. However, when a semi-parametric regression framework is applied an inverse U-shaped pattern becomes clear for all countries of the sample, except Canada. Empirical findings indicate that relaxing the restrictions associated with parametric regression models may be critical for the question of investigating the existence of the EKC. • Panel data results provide support to the EKC only in the post-1950s period. • Semi-parametric regressions reveal an inverse U-shaped pattern for all countries, except Canada • An effective policy to reduce CO 2 emissions should encourage innovation activities in low-emission technologies. Building a disability archives that is accessible is an ongoing challenge. At Carleton University in Ottawa, Canada, this work began a decade ago with the formation of a modest collection of scholars interested in disability issues. The Carleton University Disability Research Group developed as a collective of scholars, graduate students, and non-governmental organisation workers from the fields of social work, engineering, history, library, and archives, including people with disabilities. Since 2013, it has worked to collect, archive, discuss and display histories of disability in Canada, using various media. This paper documents and analyzes the aspects of this work linked to information studies, from the role of archivists and librarians to the making of archives and exhibits with, for, and about people with disability. It presents innovative decisions, introduces unexpected benefits for all in the light of the project of a critical disability archival method and discusses the potential of universities as a site of practice. Successful and early distress communication at sea is critically important for improving the survivability of marine accidents. A wide range of communication methods is available for seafarers to make distress calls. In particular, emergency radio beacons (i.e. emergency position indicating radio beacons (EPIRBs) and personal locator beacons (PLBs)) provide a reliable, commercially available means by which distress notification and incident location can be provided, particularly if time is not available to establish communication by radio or telephone. Given the importance of these devices, the International Maritime Organization (IMO) provides guidance for flag states to incorporate radio distress beacons within legal and search and rescue (SAR) frameworks. National regulations in Canada stipulate additional performance requirements for radio frequency transmission, operation and use. The governance structure for emergency radio beacons in Canada is comprehensive and complex, and worldwide accident statistics show that when EPIRBs and PLBs are used, the rescue rate increases. Still, in Canada, a significant proportion of maritime activities (e.g., fish harvesting) do not require the use of these devices, and it is in these sectors where the greatest number of fatalities is occurring. Our paper explores the governance structure for the development and use of EPIRBs and PLBs in Canada, identifying where challenges and gaps exist and considering ways to close these gaps. The ultimate intention of seafarer welfare services is for maritime workers to be served in Canada as systematically and effectively as possible while considering the greatest possible sensitivity to their needs. This paper provides an overview of such services available in Canadian ports and includes case studies of the Port of St. John's, Newfoundland and Labrador (NL), and of the Catholic seafarers' ministry, Stella Maris. Two research questions were addressed: 1) where and how is the welfare of foreign seafarers in Canadian ports inadequate, and 2) how can the expertise and resources of those already involved be marshalled to improve support? Existing research on seafarers' welfare was synthesized, seafarers' welfare professionals across Canada consulted through interviews and surveys, and key informants were interviewed in the Port of St. John's, NL. The research findings show that Canadian charities, businesses, government, and labour representatives are united in support of seafarers' welfare. Furthermore, there is a general interest in filling gaps where they are found, particularly through participation in the Canadian National Seafarers' Welfare Board. Welfare organizations also actively promote cooperation, professionalism, and the development of new resources for seafarers' welfare. However, there are still gaps: foreign seafarers are offered a wide range of services in many Canadian ports but internet and enforcement of the Maritime Labour Convention, 2006′s standards for shore leave and crew change are still pressing welfare issues. Welfare workers are stretched thin everywhere and some busy ports must make do with the best efforts of shipping agents where welfare workers are absent. In response to these limitations to seafarer welfare supports, we recommend that the Canadian government, as agents active within a maritime nation, and the maritime community take a more active role in supporting seafarers' welfare, including financially and through welfare boards. Two Thousand Seventeen: Sesquicentennial Poems (2018) is a collection of forty-nine exquisite poems - twenty-nine by Richard M. Grove and twenty by John B. Lee, brought together to celebrate the sesquicentennial anniversary of Canada’s birth in the year 2017. Diverse in their themes, style and depth, the brilliant welding together of these poems into a firm composite owes itself to an overarching topophilia. The present paper attempts to undertake a bio-centric reading of the book from the point of view of contemporary theories in Ecocriticism and seeks to establish these poems as being predominantly about place and the ways in which we root in and relate to it. It proposes that these poems can, in Timothy Morton’s words, be termed as ecological rhapsodies in which nature is both protagonist and witness and in whose rhythms, both sustenance and wisdom are to be discovered.
