This paper reports a portion of results of a nationwide mail survey on university extracurricular English speech programs in Japan. The major purpose of the survey was the general background of out of class speech programs, the type of contests conducted and some problems related to speech programs. For a long time most teachers of English in Japan have been concerned primarily about the traditional reading and translation curriculum. Their concern has centered around the common feeling that speech courses and out of class or extracurricular speech activities in particular are not important compared to other curricular courses in the framework of literature and language programs.
