IN THIS PAPER, WE CONCEPTUALIZE THE PHENOMENON OF CHILD NEGLECT IN A PARTICULAR CONTEXT OF PARENTAL MIGRATION AND EXAMINE WHAT ARE THE LINKS BETWEEN PARENTAL ABSENCE AND THE NEGATIVE BEHAVIOUR OF THEIR CHILDREN. OUR ANALYSIS IS BASED MAINLY ON OUR EMPIRICAL RESEARCH WITH THE PARTICIPATION OF MOLDOVAN ADOLESCENTS IN CONFLICT WITH THE LAW WHOSE PARENTS WERE OR HAD BEEN IN MIGRATION. Child maltreatment is a significant worldwide problem, with consequences that can include impaired physical and mental health throughout life, and adverse social and occupational effects that carry a heavy economic and social burden. One estimate of cost to the US economy in 2007, for example, was over US$100bn. In middle- and low-income countries, there have been fewer studies of incidence and prevalence, and the economic and social costs are harder to estimate. It is very difficult to obtain full case ascertainment even in the most severe forms of child maltreatment, and even for fatal cases. In general, self-reporting and surveys identify higher rates of child maltreatment than data from sources relating to official notification. This paper reviews the epidemiology of child maltreatment from a practical perspective, with a focus on factors in the social environment, and the clinical history and examination, that predict an increased risk of child maltreatment. In Canada, provinces and territories directly deliver services related to child maltreatment, but various federal departments share responsibility for responding in other ways. The Canadian Incidence Study of Reported Child Abuse and Neglect (CIS) is one of the Public Health Agency's contributions. This paper presents an overview of its key findings, and points to some implications for program and policy development. CIS data suggest that neglect is the most common type of child maltreatment in Canada, followed by physical abuse, emotional maltreatment and sexual abuse. Because CIS data suggest that parents and other adult relatives are most often the perpetrators of child maltreatment, and that the maltreatment rarely results in severe physical harm, federal support of parenting education programs may be a useful response to the problem of child maltreatment.
