Facets of human behavior deserve the serious consideration of man more than the re-evaluation of our moral codes and the development of a sound, functional, ethical orientation regarding sex. Because human beings have sex impulses, society has found it necessary to order and regulate sex activities and relations, and therefore every cultural group has established some set of rules and patterns to which its members were expected to conform. Some of the traditional attitudes and beliefs about sex have focused upon the negative view that sex was unclean--something to be denied and rejected. The church and state took upon themselves the responsibility of establishing regulations and attempted to enforce adherence to these regulations in order to preserve the values of the society or group. The double standard in premarital sexual intercourse has been increasingly questioned and criticized in modern United States. There are those who believe in and observe a single standard of chastity, and an apparently increasing number who are accepting premarital coitus for both male and female.

This article presents updates on meetings and events related to family living and marriage at universities and associations in the U.S. as of May 1946. At the two sessions of the American Sociological Society, papers presented were devoted to the topic of family. The first, on the Family and the War, chairman, Ray E. Baber, discussed papers by Mildred Fairchild on Compilation of Data Regarding American Women at Work and at Home in World War II, by Leonard Bloom on Familial Adjustments of Japanese-Americans to Relocation, and by John F. Cuber on A Study of the Adjustmental Problems of Returning Service Men and Their Spouses. The Association for Childhood Education, on the other hand, held a restricted 1946 Annual Meeting in Cincinnati, Ohio, on April 1946, limited to approximately eight hundred people. In addition, the Child Study Association of America held its Annual Conference on March 4, 1946.

This article focuses on the Joint Commission which has been the sole recipient of funds, appropriated by the U.S. Congress under provisions of the Correctional Rehabilitation Study Act of 1965, in order to provide for an objective, thorough and nationwide analysis and evaluation of the extent and means of resolving the critical shortage of qualified manpower in the field of correctional rehabilitation. To carry out this congressional mandate, the Commission has conducted extensive national surveys, sponsored a series of study seminars, commissioned a number of consultants' papers and special research projects and has kept its 95 member organizations appraised of its study findings so as to prepare these groups for the strategic roles they can play in implementing the Commission's final recommendations. The Commission has compiled the most comprehensive data ever as correctional manpower, training and educational resources presently available to corrections. In addition to search and study activities, the Commission adopted a policy of issuing survey reports,consultants' papers and seminar reports as they were completed.

The article presents a paper which was read at a meeting of Alpha of Indiana, a chapter of the Alpha Kappa Delta fraternity in the U.S. The paper focuses on the inseparable connection of the lasting prosperity of the Americans with the foreign policy, international relations and political strategy in the country. The economy's future is dependent with the policies of politics rather than the work of inventors and businessmen and bankers' activities. However, political strategy dominates business dependence and the utilization of technology is more on vote-getting than producing goods and promote human well being.

The present paper is the last in a series of three, all of which deal with premarital sexual intimacy compared cross-culturally. The cultures involved are an Intermountain area of the United States, which is predominantly Mormon and is relatively conservative or restrictive in its sexual outlook; a Midwestern section of the United States, which may be regarded as somewhat typical of the country as a whole; and Denmark, which, like the rest of Scandinavia, is relatively liberal or permissive in its sex norms. The two previous reports, by means of several statistical measures, demonstrated the sexual restrictiveness of the Intermountain culture and the sexual permissiveness of the Danish culture, as was originally hypothesized. Questionnaires were carefully constructed, translated into Danish, pretested several times on both sides of the Atlantic, revised on the basis of the pretests, and then administered during the spring of 1958 to classes in three universities selected from the three cultures under study.

This article discusses the attitudes toward dating among foreign students in America. The present paper constitutes part of a major project conducted by the writer and dealing with comparative family sociology, dating being the main subject. More specifically, the investigation concentrated on the dating attitudes and patterns of students coming from twenty different countries and territories and studying at Purdue University. The collection of data concerning the various family systems was based mainly on library research and only partly on participant observation. The foreign students themselves were interviewed by the writer. The interviews were standardized by means of three long schedules including questions on background information, dating attitudes and patterns, adjustment while in the United States, and the like. consideration. The quantitative approach consisted of translating several responses into numerical values. A section of one of the schedules, for instance, dealt with dating liberalism, that is, approval of different dating practices.

This article presents a study which examined the impact of vertical social class mobility on family integration in the U.S. U.S. social scientists have published a mass of empirical data establishing the fact that social classes do exist in the country and, furthermore, that membership in a particular social class does tend to predict a wide range of behavior patterns from voting habits to kissing techniques. The study covers an investigation of 78 families. These family units were studied through a combination technique of having participant- observer papers written by student members of the families, using an outline provided by the writer. Interviews were conducted with students where further information seemed to be necessary. All of the cases were studied in the setting of a state university and reflected both patterns of vertical mobility and social class continuity. In general, families with social class continuity seem to have more stability and more sociological closeness than families in which either the entire group or some members of the group have been moving from one social class to another. The initial theory was based on the assumption that if social class is the basic variable which research implicitly assumes, then social class mobility must be one of the most powerful forces affecting family cohesion in U.S. culture.

This article aims to show the structure which gave unity to the total program of the 1948 Annual Meeting of the National Council on Family Relations, report the most important ideas developed in papers, talks and informal discussions, and present certain outcomes in terms of suggestions, resolutions, and/or recommendations which will probably have a bearing on Council activities during the coming year. The theme chosen for the conference was Personal and Professional Relations in the Family Field. This theme was selected because the 1948 National Conference on Family Life dramatized the need for closer cooperation and better mutual understanding of each other's goals and activities among all agencies and organizations working with and for families in the U.S., because of a growing feeling among many members that one of the Council's finest contributions in the family field might be to demonstrate ways of working with other groups that would release a maximum of energy for professional service, and because many competent scientists are studying the dynamics of human relationships and have already made discoveries about human behavior in relationships which should be widely examined, tested and put to use.

This paper deals with the growing role of public libraries in family life education in the U.S. As distinguished from other educational institutions it has been the library's responsibility primarily to serve individual rather than group requirements. A need still keenly felt among library staffs, however, is for staff persons sensitive to the varying needs and problems of family life and possessing professional knowledge and skills. In some instances the library has rendered valuable service to family life education through other agencies. This coordination of school, library and family interests should not be too difficult, as a recent study shows forty cities of the U.S. with over 30,000 population as having the same governing board for the schools and the library. At the Denver Public Library there is a pre-school study group. The Chicago Public Library has sponsored a series of six weekly meetings of a Mothers' Study Class to discuss and appraise important books in the field of parent-child relationships. A special feature of work with children at the main library is the assistance given to adults' organizations and groups concerned with the problems of children. Branch libraries play an important role in getting books to parents. In cities sponsoring a well-knit system of branches, the parent education collection of each branch reflects the neighborhood's special interests.

As a part of its program for wives of service men, the Association for Family Living presented a special series on Marriage is What We Make It during the month of January 1943. Fortune Magazine offers free extra copies of their public opinion survey of a self-portrait of high school youth: what it thinks of itself, its country, and its future. A new project of the Commission on Marriage and the Home, Federal Council of Churches is the observance of Christian Family Week, the second week in May. This is in process of becoming a national observance of outstanding value. A folder on The Christian Family in War Time sumps up the highlights of the recent Chicago Conference on Conserving Christian Family Life in War Time. Family Life Radio Forum. The Family Life Radio Forum Director Alice Sowers, professor of family life education, University of Oklahoma, announces a program continuing in 1943 on Our Great American Family, as having the primary purposes of focusing attention upon the importance of home and family life during wartime, of awakening everyone, young and old, to the part families can have in winning the war, and of impressing upon everyone the importance of preserving in family life the ideals we are fighting for.

This paper examines some of the goals of education for marriage. Health examinations of draftees have spot-lighted the deficiencies of health instruction in the U.S. A doctor from the health department conducting the class for a few days will inspire the pupils to send the family servants for examinations for venereal diseases and the pupils themselves to go voluntarily for the examination. There is ample opportunity, however, to help young people to take satisfaction in simpler things when planning leisure time activities for the entire family as well as when planning for the best use of leisure during courtship engagement and marriage. The budgeting of personal allowance and family income as a class or home activity will result in a better understanding of the difference between needs and wants. It will teach youth to appreciate that each member of the family must have his share of money spent. Home projects, the practice of giving credit for work the pupils initiate in their homes, furnish an additional incentive to work. The teacher's recognition of work well done takes some of the sting from those tasks called work and gives them new dignity. Inferiority complexes are a serious problem in adolescence--a product of unfavorable influences at home and in the elementary school. A personality clinic may serve this purpose and at the same time reinforce the marriage course. A good course should soon after its introduction present the differences, both psychological and emotional, in people--types of boys and girls, men and women.

The article provides information on the topics proposed by professor Howard F. Bigelow, chairman of the Committee on the Economic Basis of the Family, to be considered in the 1941 meeting of the National Conference on Family Relations. The topics include: backgrounds of family finance planning, typical cases of family financial situations requiring planning and adjustment, and agencies providing for such planning, adjustment and consultation. The Committee on Economic Basis, therefore, contributed to the 1941 National Conference on Family Relations two Round Tables and provided one general pro-gram for the conference. Marion B. Lutweiler's paper discussed the effect of the present order on the family pattern, emphasizing the desire of women to participate in activities outside the home, and the hindrances in present economic conditions. There are a number of forces both internal and external to the family that are greatly affecting it, not only in so-called normal times, but perhaps even more during the present emergency. In the U.S., the chasm between biological maturity and economic maturity is widening. Families generally are lacking in the pioneer spirit that built America. Education needs vitalization along the lines of modern needs.

This section presents information on family relations conferences in the U.S. At the National Conference on Family Relations, Sidney E. Goldstein stressed both the social significance of the family and the need of its conservation by government action. Una Bernard Sait, in her paper Democracy and the Family, applied the philosophy of John Dewey to the realities of family living. A general report was presented at the White House Conference on Children in a Democracy. The report was divided into eleven sections, four of which were devoted to family life and the child: families and their incomes, families in need of assistance, families and their dwellings and the family as the threshold democracy. The National Youth Administration Conference recommended an increase in public expenditures for the employment of the nation's four million jobless young people. The event adopted a program for increasing the public employment of persons between the ages of 16 and 25, and named a committee to determine the amount which can properly be recommended for the enlargement of the program of the National Youth Administration. The conference is also convinced that all young people who are out of work and out of school must be provided with opportunities for employment or with opportunities for assistance to continue in school.

This paper describes an index number designed to measure the soundness of agricultural development in the Sub-region, a laboratory of North Carolina and Virginia, in terms of the land and its people. Soundness of agricultural development is in the realm of subjective judgment; it varies with time and place and purpose. For the purpose of this study, the goals pursued by the U.S. Department of Agriculture has been accepted and the indices included related to the Department's program which attempts to effect a transition from the present disorganization of commercial agriculture, inadequate farm income, and wasted, eroded land to a balanced agriculture which conserves and develops the land and its farmers.

The article presents information on the developments in the various chapters of the sociological society Alpha Kappa Delta. Four new members were initiated into Beta chapter of Missouri at the January meeting: Bertram Black, Shirley Dunie, Ed. McCurtain, and Johann Mokre. Programs for the year included reports on papers presented at the meetings of the American Sociological Society by Florence Schaper, Johann Mokre, L.L. Bernard, William Dee, and Gilbert Balkin. The Gamma chapter held its annual initiation and dinner on April 5, 1941. Twenty-three graduate and undergraduate students were initiated. Imre Ferenczi, formerly of the International Labor Office in Geneva was inducted as an honorary member. The Epsilon chapter of Ohio initiated seven new members during the year: Harry Husman, Mary Jane McEvilley, Selma Michaelson, Janet Reed, Marvin Walker, Oliver Werner, and Helen Wolfson. The Alpha chapter believes that students may be interested in the various types of positions to which Alpha Kappa Delta members have been appointed.

This paper seeks to add to empirical studies concerning female offenders. Since more often attention is drawn to those problems of greater severity, it is understandable that our existing criminological literature is predominantly devoted to male offenders. However, while the rates of arrest, convictions, and imprisonment for men greatly exceed those for women, there is reason to believe that sex ratios of crime in the United States will be reduced in the decades ahead. (1) Accordingly, it seems especially appropriate to focus upon a relatively understudied area of criminology in an incipient stage of development. Here, the focus shall be on only one portion of the correctional aspect--parole-- with emphasis upon success or failure by the types of offense for which women are incarcerated. This article presents reports related to criminology in the U.S. At the request of the New York City Department of Welfare, a study of homeless men in the City was undertaken. It revealed that the population of the Bowery is decreasing, that arrests of homeless men for disorderly conduct and allied offenses represented about one-quarter of all arrests in the City on all counts, that not all homeless men were skid row men, and that mortality and hospitalization rates among Bowery men were very high. A public policy forum on civil disorder was sponsored by Rutgers University on May 10, 1968. A paper on law enforcement and the courts called for machinery for adequate handling of citizen complaints against the police, abolition of the municipal court as an entity, an expanded system for testing applicants for police positions through the civil service commission, an expansion of the New Jersey public defender system to include juvenile and disorderly persons defendants, upgrading and promoting of qualified African American police personnel, and master planning for future civil disturbances. Meanwhile, an inquiry into the adequacy of the federal governments capabilities, programs, and resources to eradicate organized crime has been undertaken by the U.S. House Legal and Monetary Affairs Subcommittee. After eight days of public hearings, the Subcommittee concluded that the federal government has not borne its obligations to stop the menace of organized crime "with the constancy and force that its role in the overall battle demands;" the tendency has been to leave much of the fight to the individual efforts of the federal investigative agencies; sporadic, isolated, uncoordinated attacks on organized crime cannot obtain lasting effects; the Department of Justices Organized Crime and Racketeering Section is moving toward partial coordination of operations; and not enough agencies have involved themselves in the fight.

Although the family in some form or other is universal among human societies, the particular form which the family takes is an aspect of the culture of a society. Different cultures are associated with different kinds of family life. Consequently a country such as the U. S. A., which includes diverse cultural groups, will present a variety of types of family life, complicating the task of education for family life by the fact that school children represent this cultural diversity of family life practices and values. The principal cultural sub-groups in the United States, judged by their differences in family-life patterns, are; Ethnic Groups--Italian-American, Polish-American, Japanese-American, Mexican-American, German-American, etc. Religious Groups--Jewish, Catholic, Protestant, Mormon, Mennonite, etc. Social Class Groups--Upper Class, Middle Class, Lower Class. The cultural differences between middle-class and lower-class or working-class families will be discussed in this paper, together with their implications for family life education in the secondary schools. This article provides information on the first session of the special Committee on Teacher Preparation on November 28, 1947. The attendees of the event showed keen interest in problems connected with the need for and preparation of competent teachers and leaders in family life education at all levels of the educational system. Muriel Brown, U. S. Office of Education, Federal Security Agency, reported on the workshop as a method of preparing teachers and leaders. The question of college credit for these courses came in for discussion. It seemed the common viewpoint that college credit acceptable to related departments, as Home Economics, Psychology, and Sociology, is desirable for workshop courses. Although there has been some argument in the past on the point of credit. Dr. Brown thinks the usual practice has been to give credit for workshop courses acceptably completed. Some questions arose as to whether enough continuity could be provided in the two or three weeks' work provided in the workshops to do a really good job. This question was left open for further exploration. Paul Landis, Washington State College, briefed his paper on Need for Preparation of Teachers instead of reading it in toto. A significant point brought out by his discussion was that the so-called old maid school teacher will be the most likely to do the job of teaching family life in the school, as she is already on the job.

The paper presents the author's observation on marriage counseling from the perspective of a changing society in the U.S. and its significance in relation to the nature and magnitude of the problem which it attacks. Family life today, in 1943, is in transition from the authoritarian family of the colonial period to the companionship form that is now emerging. The war-time situation has accentuated old-time problems of marriage and introduced new ones. After the war the need for marriage and family counselling will be even greater. In discussing the ideal plan of organization of the marriage counselling service three questions are involved: first, the auspices, second, the scope of activities, and third, the personnel. In the cities which have established or are establishing marriage counselling centers the crucial question is whether the center be under independent auspices or be a department of activity under an existing agency. What is important here is to get the all-over picture of the community-wide need for marriage counselling and a plan of organization or relationships between agencies which will best provide services commensurate with the need. Organization is important but in all probability relationships are even more important. The problem is to get a vision of a complete, all-round program and then for each interested agency or group of individuals to see its relationship to the entire project.

The article gives information about the NCFR annual meeting to be held at Ames, Iowa during August 19-21, 1959. Theme of the conference is "Growing Individual Values Within the Family." Research papers or summaries of papers to be considered for the section meetings of the conference are Research; Parent Education; Family Life Education in the Community, Schools, Colleges; Religion; Cooperative Nursery Schools and Counseling. Each research paper should implement or be directly related to the theme of the Conference.

This section calls for papers in relation to the hundredth anniversary of the birth of U.S. sociologist Lester Frank Ward in April 1941. It would seem fitting that the various chapters of the Alpha Kappa Delta should in some way take formal cognizance of that fact. Some of the chapters may find it possible to celebrate the event with a dinner and appropriate addresses and papers. Perhaps some of the chapters will wish to provide a program open to the public in honor of the event. But even a paper or address dealing with the contribution of Ward would not be amiss.

This section presents some highlights of meetings and other events related to family life held in the U.S. from April to August 1944. The central theme of the twenty-sixth annual meeting of the American Home Economics Association was The Family in the World of Tomorrow. The meetings opened with a joint session with the National Conference on Family Relations. Two general sessions were devoted to Postwar Levels of Living, with papers on Improving the Nutritional Status of American People by Theodore W. Schultz and Lydia J. Robert. On the other hand, the third annual conference on Conservation of Marriage and the Family was held April 14. The sessions opened with two student forums for high school and college age on Our Wartime Problems. Addresses were given on An Endocrinologist Looks at Marriage and Family Life, and Prevention and Treatment of Juvenile Delinquency. Meanwhile, the Toledo Preschool Council, an organization sponsored by the Family Life Education Program of Toledo, held an institute for parents, with Mary Shattuck Fisher of Vassar as leader. There were three meetings with lectures and discussions on the following topics: War Time Fathers, Educational Experiences for Young Children, and Some Problems of Guidance.

This section offers a look at conferences related to family and family relations in the U.S. in 1942. The fifth annual meeting of the National Conference on Family Relations, in a joint session with the Mid-West Conference on Family Relations, will be held at the Hollenden Hotel, Cleveland, Ohio, December 28-30, 1942 at the time that the different Social Science Associations are meeting in that city. At a meeting of the Executive Committee on April 25, 1942 it was decided to organize the main program around the central topic, Marriage in Wartime. The meeting of the Connecticut Council on Family Relations, April 27, 1942, took the form of a panel on the Effects of Wartime Tensions upon Children, and was led by Leo Simmons, Yale University. At the Illinois Conference on Family Relations, May 8, 1942, in Urbana, Illinois, papers were given on Divorce in the 102 Counties of Illinois, by Clarence W. Schroeder, Bradley College, Consumption Patterns of Illinois Rural Families during War Times, by Ruth Crawford Freeman, University of Illinois, and on Family Factors in Sexual Inversion, by Harriet Mowrer, Evanston, Illinois. The joint Indiana-Kentucky Conference on Family Relations was held in Indianapolis on May 23-24, 1942 under the co-chairmanship of Lester M. Jones, De Pauw University, and Merton Oyler, University of Kentucky. James H. Peeling, Butler University, was in charge of local arrangements.

Details of an educational trip by students to London, England, which is part of the Winter Term program at Florida Presbyterian College; Award received by Sanford Bates, an author and lecturer on criminology and penology, from the Law School at Northeastern University; Information on the paper read by Arthur L. Beeley of the University of Utah and John S. Boyden, formerly U.S. District Attorney, at the 93rd Annual Congress of Correction in Portland.

The article presents the minutes for the meeting of Alpha Kappa Delta society which was conducted on September 10, 1954 at the University of Illinois in the U.S. The suggestion to expand the society's official publication "The Alpha Kappa Deltan" and the additional of prizes for the best papers from undergraduate and graduate students were not approved by the members. The conference had also discussed the disposition of the society's surplus funds.

"Eye on the Family" is the theme for the 1962 annual meetings of the association NCFR to be held at Storrs, Connecticut, from August 22-24. Papers and suggestions for the section sessions may be sent to the section chairmen or to the program chairman.

Aaron L. Rutledge is NCFR's representative to the Golden Anniversary White House Conference on Children and Youth. The Committee on National Organizations, to which NCFR and several hundred other groups belong, has been operating during recent months; its Executive Committee is composed of thirty people. Plans have been made for collecting information, projects, and resources which can be turned over to the Committee on Studies of the White House Conference. Every regional, state, and local council on family relations, or any individual who is interested in the field of the family or the cause of children, has an opportunity to contribute their ideas, papers, and reports of projects. Most of these projects will be categorized and listed, and the committee will get ideas for the Conference program and for research people on whom they can call.

The Board of Directors of NCFR has appointed F. Ivan Nye of Washington State University as Editor of Marriage and Family Living for die period 1960-62. Since there is a time lag between receipt of manuscripts and their publication, it is requested that authors begin immediately to submit their papers to Dr. Nye for processing.

This article presents information on the conferences of the U.S. National Council on Family Relations (NCFR) in 1953. The Council will hold its annual conference at the Kellogg Center for Continuing Education, East Lansing, Michigan on September 1 to 3, 1953. The Executive Committee of NCFR at its January 1953 meeting expressed confidence in the Editorial Board, approved, endorsed and confirmed the work of the Editor, Gladys Groves and authorized a continuation of action under present policies of the Editorial Board until the next annual meeting of the Council. This section presents an update on news related to the field of family life education in the U.S. as of August 1942. Crowell Publishing Company is publishing The Sociology of the Family, by Ruth Shonle Cavan. Florence Clother, in an article summing up the significant literature on placing the child for adoption, points out that where the psycho-sexual development of the child has been frequently interrupted by changes of environment, his resulting limited capacity for identification with love objects makes him less able to form the emotional relationships necessary for healthy social development. Management in Family Living, a recent Wiley publication by Paulena Nickell of Iowa State College, and Jean Muir Dorsey, formerly of the University of Minnesota. This book, written at the college level, is designed to give practical instruction in home management. Ray D. Sowers, formerly dean of students, Florida Southern College, and secretary of the Conference on the Conservation of Marriage and the Family, is now state supervisor, National Citizenship Educational Program for the Florida Federal Works Agency. Marie P. Warner presented a paper entitled The Premarital Medical Consultation before the New York State Medical Society, meeting at its annual convention in New York City, April 29, 1942.

The article discusses the developments concerning the publication of the international sociology honor society Alpha Kappa Delta (AKD) in the U.S. The twenty-six national representatives has responded to the editor's request for information about the number of copies of the publication to be mailed to each chapter. Earl Sullenger, national president made an announcement that the National Chapters of AKD will be offering an award for each of two research papers submitted by members of AKD.

The article provides clarification to the operations of the American Association of Criminology in Massachusetts. The association was incorporated as a non-profit association in 1955, with Loreen M. Laitinen as president, and Wayne Laitinen as secretary-treasurer. The secretary-treasurer of the association reports that he assumed responsibility for developing the Constitution of the Association and that he appoints the officers and chairmen of the committees. Annual meetings have been limited to the formalities required by law, and there have been no congresses for the reading of papers and exchange of professional information. There are apparently no members of committees other than the appointed chairmen, no committee meetings and no committee reports made to members. No formal vote or action was taken by the Business Meeting of the American Society of Criminology with reference to the association or other criminological societies but it appeared to be the consensus that the American Association of Criminology does not meet the normal minimum expectations of a professional society in terms of its organization, procedures and program and that it cannot be recognized as a professional society by the American Society of Criminology.

This article focuses on an increase in the membership of the American Society of Criminology, as of November 1964. The suggestion has been made that the society undertake the publication of the papers presented at its annual meetings. under the cover of Proceedings of the American Society of Criminology. If this is found to be a wise move, undoubtedly the society would have to increase its dues by two dollars or two and a half. It is hoped that you will express your opinion on the possible publication of an annual Proceedings, either to the Secretary or to the President of the Society. The members of the society should be alerted to the fact that forces are at work in several leading organizations, to improve the training of persons in direct contact with the control of crime and delinquency and to improve the research projects in delinquency and crime, upon which we must rely for insights. All these matters were given thorough consideration at Arden House Conference on the Manpower and Training Shortage in the Correction Field held at Arden House, New York in the latter part of June this year. It should be noted that the society will devote two sessions at its Montreal meeting in December to interdisciplinary programs of training for the field of delinquency and crime control.
