2. A PAPER TIGER? PROSECUTORIAL REGULATORS IN CHINA'S CIVIL ENVIRONMENTAL PUBLIC INTEREST LITIGATIONS.

In July 2015, China's national legislature brought in prosecutor-led civil environmental public interest litigation ("EPIL") for thirteen selected provincial areas of the country. After a two-year legal experiment, this prosecutor-led civil EPIL system was then established nationwide in July 2017. Yet, can it be said that prosecutorial regulators in China are in fact a paper tiger? Drawing upon content analysis of the 655 prosecutor-led civil EPILs and in-depth interviews with twelve frontline prosecutors and judges, this article examines the dynamics of regulatory practice and the motivation of the Chinese prosecutorial organs to engage in environmental regulation through litigation. Based upon the above two legislative landmarks in the law reform of this area, the regulatory practice of prosecutorial organs can be viewed as having occurred in three stages, with each stage featuring a distinct regulatory model: ad hoc regulation through local innovation before July 2015, forced regulation during the legal experiment from July 2015 to July 2017, and perfunctory regulation after the nationwide establishment of the prosecutor-led civil EPIL system in July 2017. The data shows that the Chinese prosecutorial organs have engaged in a larger number of such lawsuits since the second stage, but they have shown a strong preference for cases with less complicated facts, weak and small defendants, and minor environmental violations. Three factors that influence regulatory motivation are employed to analyse the change in regulatory models: the ambiguity of the law, the top-down political pressure for regulation, and the cost of regulation. This study highlights the very limited effectiveness of vertical political pressure in boosting prosecutorial regulation and the strong impacts of the cost of regulation and the ambiguity of the law. In particular, the high cost of regulation that takes weak regulatory capacity, lack of regulatory autonomy, and the winning rate-oriented performance appraisal system into account have significantly weakened the motivation of prosecutorial organs to pursue civil EPIL. The findings of this study echo the conditions present in the successful prosecutorial regulations in Brazil and contribute to the scholarship about prosecutorial regulations in the field of environmental protection in the Global South. The subsector of pulp and paper presented in 2013 an electric power consumption of 9.3% of electricity consumption in the industrial sector in Brazil. It experienced a significant growth of production in the last 20 years, exceeding 160%, and their consumption of electricity increased by 130%, reaching the level of 19,594GWh. Due to its characteristics, with a known structure and production processes, and its importance in the country's industrial sector, this subsector was selected for study in this paper, to evaluate the behavior of its long-term annual electricity demand, at the horizon of 20 years ahead, in energy efficiency scenarios through bottom-up approach. This approach is data intensive and requires data with good quality; it consists of a hierarchical structure that enables to check how specific actions can affect the results at each level and its effect on higher levels. The aim of this study was to evaluate the accuracy of pairs of antagonist teeth (epidemiological criterion) for defining pairs of teeth in occlusal contact (clinical criterion) and to estimate the agreement between the prevalence of "shortened dental arch" (SDA) and "functional dentition" (FD) when occlusal units (OUs) or posterior occluding pairs (POPs) are defined by the epidemiological or clinical criterion. Data were collected in an epidemiological oral health survey conducted in a municipality in Minas Gerais, Brazil. OUs and POPs were defined by the epidemiological criterion (dental crown status) or clinical criterion "gold standard" (carbon paper record of occlusal contacts during habitual maximum intercuspation). SDA corresponded to the presence of an intact anterior region and three to five OUs. FD was based on the concomitant presence of = 1 tooth in each arch, 10 teeth in each arch, 12 anterior teeth, = 3 premolar POPs, and = 1 molar POP bilaterally. Sensitivity, specificity, positive predictive value (PPV), negative predictive value (NPV), and accuracy of the epidemiological criterion were calculated. The study included 197 adults. Sensitivity, specificity, PPV, and NPV were 88.5, 87.9, 92.5, and 81.9%, respectively, and accuracy was 88.3%. The epidemiological criterion proved to be valid and could be used in epidemiological studies to calculate the prevalence of reduced dental configurations that consider POPs. The assessment of oral functionality is an aspect that should be included in the diagnosis of the clinical condition of patients, contributing to a more effective individual and collective oral health care plan. This paper is the product of an ongoing research's preliminary results with app drivers and aims to discuss how the game of forces has occurred in the relationships established between companies, workers, regulatory bodies, and society. This exploratory qualitative study employed document analysis, a questionnaire, and semi-structured interviews with drivers linked to associations in Rio de Janeiro (RJ), Brazil. The analysis was conducted from a tripolar perspective based on the theoretical-methodological framework of Ergology and social life's micro and macroscopic spaces, encompassing the poles referring to human activity, the market, and politics. The results show a background of norms built on this work about the relationship with companies, passengers, and the drivers themselves, besides issues raised from the COVID-19 pandemic. We can conclude that it is necessary not to counteract technological evolution to achieve workers' rights and health. We should recall that no action aimed at ensuring the reconciliation of health, work, and rights will advance without relying on a fruitful and balanced trend between the three poles mentioned. Abstract: We are investigating the use of natural user interfaces (NUI) applied to information and communication technologies (ICT) supporting workplace dynamics in partnership with mental health providers at a hospital in Brazil. We are using a participatory design (PD) process to uncover their paper-based workflow, defined here as paper user interface workflow (PUI) and their appropriation of mobile technologies supporting patients’ socialization process. We chose this group as they have no experience with graphical user interface (GUI) based interaction, are highly nomadic, have a refined workflow, have a high level of interdependence and are appropriating mobile technologies and social media into their workplace; thus, we believe their perspective within a PD setting provide unique insights into NUI design to provide high fidelity data and real time communication, enhancing data accessibility and fidelity on communication among the professionals. Our PD process has produced workflow representations and we are presenting two scenarios; from them we are proceeding to low- fidelity prototyping. [Copyright &y& Elsevier]

Introduction. Report of a study to discover and describe job vacancies for information professionals available online at specific sites and discussion lists between January 2005 and February 2008. Method. The study uses Bardin's content analysis technique and the following analysis criteria: information source, institutional type, professional type, location, qualifications, job description, experience and foreign language requirements. Analysis. The results are compared with national and international studies on the profiles and skills of information professionals. Results. The results show that expansion in Brazil in the field of information and its professionals is still slow and this can be seen from the results presented. Conclusions. The profile for a typical information professional from the job advertisements analysed is for a librarian, with a degree in librarian studies, to perform technical and management functions in a private institution in the city of São Paulo. This paper discusses the electronic monitoring (EM) of indicted and convicted citizens in Brazil during the COVID-19 pandemic. We start by discussing how EM was implemented in the country and describing its close link with the technology company Spacecom. We argue that the use of EM to mitigate the impact of COVID-19 in the Brazilian prison system intensifies the continuation of an uninterrupted mechanism of social control that is sustained by systemic racism in Brazil through a growing link between the State and technology companies. Mapping the changes that EM imposes on criminal legal practices, reflecting on data access and management carried out by private companies, and analyzing the acceleration of this process during the COVID-19 pandemic in Brazil are topics addressed herein. 17. Collaborative projects: sustainable development and risk management in the corrugated cardboard industry.

The high costs of environmentally responsible and socially just approaches are some of the factors that hinder the implementation of sustainable projects in the industrial sector. However, upstream collaborative integration in the corrugated cardboard industry in southeastern Brazil is a reality. In this context, this study aimed to highlight the structure of a collaborative sustainable project in the context of the corrugated cardboard industry, to analyze ESG risk management in the corrugated cardboard industry in the Southeast Region of Brazil, the relationship between ESG risk management and social responsibility in corrugated cardboard industries, the strengths and weaknesses of risk management models in use by the consulted participants, and to propose innovations regarding risk analysis, applicable in sustainable projects with a collaborative bias. The methodology adopted was the case study, with consultation with managers in professional activity in the industrial sector, corroborated by document analysis and systematic review of the literature. We identified preliminary risk analysis (PRA) and failure mode analysis (FMEA) as key practices used by managers in the corrugated paper industry in the region. These practices are insufficient in the convergence of objectives, engagement with the community, and extension of the lifecycle of products and processes. Our findings show that the sustainability of a project may be an extension of the risk analyses carried out in the initial phase, mainly about strategic decision-making and the operationalization of investments. Without bias to the need for risk analysis, the life cycle analysis is also an effective way of highlighting the critical factors, weaknesses, and strengths of a sustainable project. The study indicates the so-called GUT matrix approach (gravity – urgency – tendency) as the most suitable for innovation in risk analyses oriented towards sustainable projects in the analyzed sector. Abstract The search for sustainability, particularly in an urban context, is in full swing. Based on a review of mainstream environmental management and the critical environmental justice perspective, this analysis proposes that concepts of space, territory, and livelihood which are operating at the interface of the social and physical world, offer possibilities to understand urban and rural metabolisms in a global context. The second part of the paper focuses on the main obstacles to achieve sustainability, arguing that the underlying causes for conflicts between urban and non-urban traditional territorial livelihood metabolisms are not being adequately addressed. The challenges of implementing sustainability often involve dealing with dynamic contradictory processes with unpredictable outcomes. Therefore, sustainability should not be seen as a certain state of the society, but as a kind of structuring structure characterized by the necessity of permanent rearrangement. Finally, to make this finding more applicable, we present seven parameters to evaluate socio-spatial relationships as a dialectical cognitive framework for planning towards more sustainability and environmental justice. The application of these parameters has been tested on the "sustainable" pulp industry in Bahia – Brazil, which is often regarded as sustainable due to certification by the Forest Stewardship Council. 20. Safety Assessment of Brazilian Concrete Bridges Through Reliability Analysis.

This paper addresses the need for accurate and objective safety assessments of bridges in Brazil taking into account the increase in traffic load and limited funding for infrastructure. In Brazil, the usual method of ensuring bridge safety involves strengthening based on design codes using deterministic analysis and partial safety factors. This method leads to an increase in the maintenance cost of the bridges. Structural reliability assessment, a higher-tier assessment method, is recommended globally for assessing the safety of existing bridges beyond current deterministic methods. This paper presents a study that evaluates the structural safety of existing road bridges in Brazil using the semi-probabilistic method defined in Brazilian standards and the full probabilistic method. The study selected six case studies of existing reinforced and prestressed concrete bridges to evaluate their structural safety concerning current normative loads. The results suggest that the partial safety factors defined in the Brazilian standards are consistent with international standards. The reliability analysis can guarantee the bridges' safety, even with increased traffic loads, without additional costs for structural strengthening. Therefore, the paper highlights the importance of promoting reliability analysis in Brazil to ensure the safety of existing bridges and promote cost-effective and objective safety assessments. 21. Joint Optimal Sizing and Operation of Unbalanced Three-Phase AC Microgrids Using HOMER Pro and Mixed-Integer Linear Programming.

This paper presents a methodology for jointly optimizing the sizing and operation of AC microgrids. The methodology is applied to the CAMPUSGRID microgrid, which is currently being developed at the State University of Campinas (UNICAMP) in Brazil. The distributed energy resources (DERs) considered in the study include a battery energy storage system (BESS), a dispatchable gas generator, and photovoltaic (PV) generation. The proposed energy management system (EMS) minimizes the costs associated with day-ahead operation of the DERs in an unbalanced three-phase AC microgrid. To develop the EMS as a mixed-integer linear programming (MILP) model, the MATLAB Link module of HOMER Pro and the AMPL API are used. Heuristic rules are also developed for contingency and post-contingency operations in case of unintentional disconnection from the main grid. The sizing simulations combine tariff regimes, contingencies, and dispatch strategies. The results demonstrate the influence of the tariff on the net present cost (NPC) and the importance of resilience in sizing DERs. Additionally, the proposed model is capable of assessing the impact of DERs on the electrical grid. Finally, the joint strategy proposed in this paper leads to a reduction in microgrid investment cost, improvement in voltage magnitude profile, and reduction in active power losses when compared to the default dispatch strategies of HOMER Pro. This paper presents a life cycle assessment (LCA) of bleached eucalyptus kraft pulp production in Brazil. The entire production system was investigated, starting with forestry and ending with bleached pulp at the gate of the pulp mill. Alternative bleaching sequences were compared for three different scenarios using somewhat different elemental chlorine-free (ECF) sequences: D
hot (EPO)DD, Dhot (EPO)DP, and aZeDP. The main difference between the scenarios investigated was the magnitude of the carbon footprint contribution from bleaching. For the base case and chemical island scenarios (both reflecting Brazilian conditions), the contribution was 15%-18% of the total carbon footprint. For the ecoinvent scenario, the corresponding share was 34%-41%. The ecoinvent scenario represents generic LCA data for bleaching chemicals. Ecoinvent is a public database commonly included in commercial LCA software. For each scenario, the alternative bleaching sequences studied resulted in similar carbon footprints of the bleached pulp. A comparison of the data from the different scenarios showed a large range of carbon footprints for the chemicals used for pulp bleaching. It is crucial to select data sets that are relevant in terms of geography and technology. The most dominant contributors to the carbon footprint of the unbleached pulp were forestry and pulp production. Although the focus has been on carbon footprints, the contributions to other environmental effects commonly included in LCAs were also assessed and only minor differences between the alternative bleaching sequences were found. Application: This study shows how LCA can be applied to assess environmental impacts in the pulp and paper industry. Knowledge about the magnitude of the contributions made by the different parts of the value chain is useful as a basis for further improvements to reduce the environmental footprint. Discussion over the years regarding the quality of newly graduated engineers in Brazil has concluded that there are gaps between learning and market expectations. Analyzing the current scenario, the Ministry of Education (MEC) has approved new national curriculum guidelines that emphasize skills development and the adoption of active methodologies. The aim is to develop students as protagonists of their own learning. One of these methodologies is game-based learning (GBL), which utilizes games for educational purposes to integrate theory and practice. GBL simulates reality and presents concepts in a playful way, resulting in greater student engagement and interest. However, research shows that a lack of knowledge and difficulty accessing such games are barriers to implementing this methodology. Previous research has focused on the development of serious game metadata (SGM), the establishment of controlled vocabularies, and the identification of educational games targeting production engineering (PE). The authors of the present paper developed a database focused on the disciplines and content covered in production engineering courses. The paper describes the database and its aims to: (a) increase the use of games in the teaching-learning process; (b) make the process more effective; and (c) prepare better professionals. Alkali charge is one of the most relevant variables in the continuous kraft cooking process. The white liquor mass flow rate can be determined by analyzing the chip bulk density fed to the process. At the mills, the total time for this analysis usually is greater than the residence time in the digester. This can lead to an increasing error in the mass of white liquor added relative to the specified alkali charge. This paper proposes a new approach using the Box-Jenkins methodology to develop a dynamic model for predicting chip bulk density. Industrial data were gathered on 1948 observations over a period of 12 months from a Kamyr continuous digester at a bleached eucalyptus kraft pulp mill in Brazil. Autoregressive integrated moving average (ARIMA) models were evaluated according to different statistical decision criteria, leading to the choice of ARIMA (2,0,2) as the best forecasting model, which was validated against a new dataset gathered during 2 months of operations. A combination of predictors has shown more accurate results compared to those obtained by laboratory analysis, allowing a reduction of around 25% of the chip bulk density error to the alkali addition amount. The objective of this study was to identify indicators of social inequalities associated with mortality from neoplasms in the Brazilian adult population. A scoping review method was used, establishing the guiding question: What is the effect of social inequalities on mortality from neoplasms in the Brazilian adult population? A total of 567 papers were identified, 22 of which were considered eligible. A variety of indicators were identified, such as the Human Development Index and the Gini Index, which primarily assessed differences in income, schooling, human development and vulnerability. A single pattern of association between the indicators and the different neoplasms was not established, nor was a single indicator capable of explaining the effect of social inequality at all levels of territorial area and by deaths from all types of neoplasms identified. It is known that mortality is influenced by social inequalities and that the study of indicators provides an opportunity to define which best explains deaths. This review highlights important gaps regarding the use of non-modifiable social indicators, analysis of small geographical areas, and limited use of multidimensional indicators. With the global population ageing, concerns about the incidence, prevalence and prevention of elder abuse have become increasingly pertinent. This study presents a narrative review of empirical research, investigating the elder abuse prevention implemented in public health policies in three selected countries. The narrative review aims to enrich academic critical discussion about the theme and provide insights for policymakers and professional practitioners working towards elder abuse prevention across different regions. Searches in the electronic database CINAHL, Medline, PsycINFO and Web of Science databases were performed to identify and synthesise studies reporting on research aimed at investigating elder abuse prevention. The studies that handle on all prevention levels, had to be published in a peer-reviewed journal, report on empirical research, and are available in full text in Portuguese, Slovak, English or Norwegian and published within a ten-year period (2012 to 2022) were included. A total of 981 studies were retrieved, of which 13 papers met the inclusion criteria for this narrative review. The evidence indicated that proactive approach within primordial and primary prevention, interdisciplinary cooperation within primary and secondary prevention, and education for healthcare professionals within all forms of prevention were implemented to various extent as elder abuse prevention in Brazil, Norway and Slovakia. There is a need to further enhance public awareness of elder abuse through campaigns and advocacy programs; additionally, the routine screening and assessments by healthcare providers for early detection and intervention in suspected abuse cases require improvement; and also, legal and health policy measures must be updated regularly. Elder abuse prevention should be a collective undertaking involving community leaders, healthcare providers, and governmental and non-governmental organisations. [ABSTRACT FROM AUTHOR]

Cornerstone design courses offer engineering students the opportunity to experience a meaningful design project from the early undergraduate semesters. Although cornerstone design has been a reality for many years in several institutions, it is still not practiced in numerous regions and schools. This paper analyses the pilot implementation of a cornerstone design course in Brazil. The first-year cohort of 173 civil engineering students was divided into four classes, three of which took a standard lecture-based introduction to engineering course, while one class (43 students) experienced the cornerstone design course. The assessment was made both quantitatively, through a pre-post survey, and qualitatively, by analyzing students' reports, class observations, and interviews at various moments of the course. Quantitative results demonstrated that the pilot program had a limited impact. The cornerstone course was successful at some points (such as electrical components technical skills, prototyping, and motivation with engineering). However, its potential reported from the literature was not fully obtained. Based on the data gathered, a set of lessons learned from the experience was elaborated as a guideline for future cornerstone implementations. The paper contributes to the cornerstone design literature by reporting an in-depth analysis of a cornerstone course application in a diversified context and country. [ABSTRACT FROM AUTHOR]

The main objective of this paper is to propose a novel SEIR stochastic epidemic model. A distinguishing feature of this new model is that it allows us to consider a setup under general latency and infectious period distributions. To some extent, queuing systems with infinitely many servers and a Markov chain with time-varying transition rate comprise the very technical underpinning of the paper. Although more general, the Markov chain is as tractable as previous models for exponentially distributed latency and infection periods. It is also significantly more straightforward and tractable than semi-Markov models with a similar level of generality. Based on stochastic stability, we derive a sufficient condition for a shrinking epidemic regarding the queuing system's occupation rate that drives the dynamics. Relying on this condition, we propose a class of ad-hoc stabilising mitigation strategies that seek to keep a balanced occupation rate after a prescribed mitigation-free period. We validate the approach in the light of the COVID-19 epidemic in England and in the state of Amazonas, Brazil, and assess the effect of different stabilising strategies in the latter setting. Results suggest that the proposed approach can curb the epidemic with various occupation rate levels if the mitigation is timely. • We propose queue-based stochastic epidemic model for viral epidemics. • The model is tractable yet general and applicable to large populations. • It describes epidemics with general latency and infectious periods. • We derive a control rule that ensure a shrinking epidemic. • Our experiments illustrate the effectiveness of the proposed control rule. It reconstructs a detailed historical account of pivotal electoral moments in Brazilian politics as portrayed on TV. The most significant discovery is the enduring scrutiny of the 1989 Lula vs. Collor debate's shortened version aired by the newscast. Notably, there's a lack of English-language publications on this topic. Brazil's economic fluctuations from 1989 to 2018, ranking between 6th and 12th globally, emphasize the need for international research attention to its political mass communication coverage. Contemporary societal challenges put in evidence the need to improve the hard and soft skills of chemical engineering students. To promote a more student-centered approach, active-based learning, and improved assessment strategies, the Brazilian government approved the so-called New National Curriculum Guidelines (NCG) for engineering courses. To comply with those guidelines, the Department of Chemical Engineering of the Polytechnic School of the University of São Paulo (USP) is currently developing an educational modernization process sponsored by the Fulbright Commission in Brazil, called Special Program for Modernization of Undergraduate Education (PMG). The project is based on three pillars of modernization: content (what), form (how), and infrastructure (where). This paper describes initiatives in each of those pillars: content and format changes in Chemical Reaction Engineering and Process Safety courses and the creation of new spaces for a student-centered approach (an innovative classroom layout and a makerspace). By gathering two concrete classroom experiences guided by a broader institutional educational policies (the PMG project and the NCG), this paper highlights that slight changes can lead to great improvements in the learning process, leading to more engagement in the development of hard skills while favoring improvements in soft skills, such as communication, team-based work, and critical thinking. • Presents a modernization program under implementation at Universidade de São Paulo. • Discusses modernization from a triaxial perspective of content, form and infrastructure. • Reports the feedback of a PBL initiative for soft-skills development in a CRE course. • An active-based methodology in a Process Safety course is presented and discussed. • Presents two new infrastructural changes to facilitate the development of soft-skills. This paper analyses the effects that the Itaipú Hydropower Plant has had in the development of capabilities and the evolution of energy security aspects in Paraguay and Brazil. To do this, it applies a theoretical framework that integrates elements from the energy security literature with the concept of capabilities. Applying the framework sheds light on the evolution of the financial, organisational, and technical capabilities that developed in connection with the building and operation of the dam and its impact on energy security in both countries. The research design of the study is an in-depth case study drawing on qualitative data including original interviews collected between 2020 and 2021 as well as on an extensive review of official documents and statistical data. The paper finds that the dam had a deep and lasting impact in the evolution of the electricity sector in both Paraguay and Brazil with positive as well as negative impacts in energy security across all the analysed dimensions. In Brazil, most photovoltaic generation systems are owned by small consumers connected to the distribution network. These consumers are, in fact, prosumers, since they have the right to be financially compensated for providing power to the grid. This paper describes a stochastic bilevel optimal power flow model that can be used to analyze the impact of independent actions of such prosumers on power system steady-state performance. This article presents the results of our study on the public perception of science during the COVID-19 pandemic in Brazil, carried out at the Centro de Estudos SoU_Ciência, from Universidade Federal de São Paulo (UNIFESP). To answer the question: “Has the COVID-19 pandemic changed the perception of Brazilian society about science, scientists, and universities?”, quantitative and qualitative studies were conducted between August 2021 and July 2022. In national quantitative public opinion surveys, we collected exclusive data from a historical series of polls on the subject in Brazil, and in focus groups, we deepened studies on the perception and political position of different social segments. Amid the growth of scientific denialism; political and social setbacks; and the dismantling of public policies, specifically scientific and technological, resulting from the impeachment of 2016 and the election of Bolsonaro in 2018, research indicates, apparently contrary to an obscurantist political tendency, a significant expansion of public interest in science during the pandemic in the country. This paper analyzes the emergence of a “pro-science wave” in public opinion in Brazil, the factors that led to its emergence during the pandemic, and its current prospects. [ABSTRACT FROM AUTHOR]
