Internet surveys are becoming an increasing popular survey collection method because collection times are quicker and survey costs are lower than other collection techniques. Many studies have been conducted overseas to compare the effects of survey collection modes with results still remaining inconsistent. Fewer studies have compared collection methods for nonmarket valuation surveys, particularly for the more complex stated preference, choice modelling surveys. In this study, a comparison of internet and paper-based surveys is made to determine if the results for overseas studies can be replicated in Australia. The valuation exercise elicited values from Brisbane respondents for future improvements in the environmental condition of the Great Barrier Reef. The results indicate that there were some socio-demographic and attitudinal differences between the two samples and the models developed to explain the influence on choice selection were also significantly different. However, no differences in value estimates were found in the final results; household willingness-to-pay for an improvement in the condition of the GBR was equivalent across collection methods. This paper examines how the concept of 'place' could be integrated in the regeneration process for the industrial suburb of Salisbury in Queensland, Australia and how the three Bs can be used as a framework to study the evolution and the possible futures of the suburb. The paper draws on data collected from interviews with stakeholders as well as the outcomes of a Design Studio course as well as a panel organized for a University of Queensland event on placemaking in 2018 as a practical way of exploring potential scenarios for place-based regeneration of the suburb. The aim of the paper is both to understand the current transformation process of this suburb and to develop recommendations for a regeneration process integrating the concept of 'place' in the South East Queensland (SEQ) context where regeneration principles are not well integrated into local plans for the suburb of Salisbury. The paper highlights two conflicting views about the regeneration process and placemaking. The conclusion outlines recommendations to promote a regeneration process that could be adapted for both the Salisbury and the greyfields context for South East Queensland and would reconcile the two visions of what the regeneration of Salisbury should be. This paper seeks to bridge a gap in Australian art histories by examining the contribution of Northern Queensland to the Australian arts narrative. The story of the visual arts in Australia is often written from the perspective of the southern states, and the story of Queensland art is often written from the perspective of its capital, Brisbane. This is despite the early depiction of the rich flora and fauna of Far North Queensland recognised in early surveys. In examining the history of the arts from the north however, key themes emerge that characterise and challenge understandings of the visual arts in Queensland. By exploring the work of artist Clem Forbes (1938-1997) and sculptor Tom Risley (1947-2010) this paper suggests that the contribution made by artists living and working in Northern Queensland can throw light on what is distinct about the north as a vision of Australian art. This paper critiques three recent inquiries and recommended changes in practice around the management of complaints against police in the state of Queensland, Australia, with a view to advancing a best practice model internationally. A civilian oversight system, closely aligned to a 'civilian control' model, was introduced in Queensland as part of a reform program following the 1989 Fitzgerald Inquiry into police corruption. However, external control of complaints was almost completely eroded over a 30-year period. The resumption of police control resulted in recurring scandals and widespread stakeholder disaffection. These issues came to a head and were addressed to varying degrees through three inquiries across 2022: the Review of Culture and Accountability in the Queensland Public Sector ('Coaldrake Review'), the Commission of Inquiry relating to the Crime and Corruption Commission ('Fitzgerald and Wilson Inquiry') and, in particular, the Commission of Inquiry into Queensland Police Service Responses to Domestic and Family Violence ('Richards Inquiry'). The combined findings and recommendations demonstrated the need for rigorous institutional independence and transparency in the processing of complaints, along with a range of complementary integrity management strategies to ensure adequate accountability of police. This paper provides a summary history and critique of the development and implementation of restorative justice in the Queensland youth justice system through an analysis of official data and documentary sources. The paper focuses on policy changes, including government responses to program reviews, issues regarding the availability of conferencing, connections between conferencing and prevention and program transparency and accountability. The study provides several important lessons applicable across jurisdictions. The main finding was that conferencing in Queensland remains substantially underutilised. This was associated in large part with the discretionary gatekeeping role of police, the absence of a systematic and comprehensive consultation process with victims and accused persons and governments ignoring the science of restorative justice. In terms of prevention, the study identifies the need for a more integrated approach involving conferencing, risk assessments and the post-conference supervision and welfare needs of offenders. In Australia, coal seam gas (CSG) could help to meet growing demands for cleaner alternatives to coal, thus making it important for the energy transition. By developing such an industry, not only does an energy resource become available, but large water volumes are also extracted, especially in the first stages of production. The purpose of this paper is to analyze the impacts of a large-scale coal seam gas industry on the landscape. Specifically, the research intends to explore how coal seam gas has changed the landscape of the agricultural production area in Western Downs, Queensland. In this Australian State, the water associated with coal seam gas production is considered an asset and the legislation in force encourages beneficial use of such resources. Comparison of aerial pictures highlights how, in a short timeframe, the local rural landscape has changed considerably due the extensive development of unconventional gas resources. The coal seam gas industry has provided the host region with opportunities for local development, but the issue of the sustainability of these new mining and non-mining activities still needs to be properly addressed. • Coal seam gas-associated water is potentially a valuable commodity. • In Queensland, the coal seam gas development footprint is quite extensive. • Landscape changes are related both to gas and CSG-associated water extraction. • Unsteady amounts of CSG-associated water pose challenges to the agricultural sector. Purpose: The purpose of this paper is to comment on the quality in terms of failure relating to the making a motor vehicle secure Section 213 Transport Operations (Road Use Management - Road Rules) Regulation 2009 (TORUM). Design/methodology/approach: This paper consists of commentary or discourse regarding the functions of legislation as espoused by Voermans (2009). The functions examined in the framework are: constitutional; instrumental; political; democratic; symbolic; and bureaucratic. Results/findings: There are no empirical results there are only observations and reflections pertaining to the legislation and its failings in serving the public interests. The COVID-19 pandemic has exposed the many existing inequalities in education systems across the world. Not all children have easy access to educational online resources or digital technologies, a situation more amplified in rural contexts where access, connectivity and affordability play a significant factor. This qualitative account reveals examples of how rural school leaders were able to find innovative ways early in the COVID-19 pandemic to address the remote learning needs of their students and families. This paper shares in-the-moment experiences of rural principals, and those who supported them, in quickly transitioning to address student needs when school buildings closed. Support actions of regional and state education agencies are also described. Principals' schools are located in rural areas of Kansas, Pennsylvania and Queensland, Australia. Increasing numbers of Australian parents, like me, are choosing to home educate. US estimates suggest, within home educated populations, 5 per cent of home education cohorts (Riley, 2018) follow an unschooling, or self-directed education (SDE), approach. In the past, these parents registered with the government department; however, policy changes made in Queensland in May 2018 make registration almost impossible for unschoolers and discriminate against families whose registration was based on a philosophy such as SDE. In this paper, I use Fairclough's (2003) Critical Discourse Analysis as a tool to interrogate how changes to the Queensland Education Act (2006) in May 2018 privilege a curriculum centric approach to education by requiring families to report on their child's 'progress' in relation to schooled children's levels. I argue these changes privilege the needs of bureaucrats who are invested in presenting a 'school' view of education. Fairclough (2003) would describe this policy change as a change to the social order that privileges the discourse of education over the real education occurring in families that choose to follow an SDE philosophy. By undertaking a Faircloughian Discourse Analysis, the paper analyses the policy shifts in Queensland's Education Act in regard to home educators. The concluding section of the paper suggests these changes may affect registration rates among SDE families or unschoolers which has both practical and philosophical effects. Practically, the changes affect family support and benefits payments because registration is required to access government support payments. Philosophically, there are wider cultural and social impacts by legitimating government overreach and further entrenching school models of education. [ABSTRACT FROM AUTHOR]

Technology is increasingly used by perpetrators of domestic violence to control, coerce, abuse, harass and stalk victim-survivors. Though 'spaceless'-not bound by geography-there are particular ways that place and space shape the impacts of and risks associated with this violence. This paper examines the impact of technology-facilitated violence on victim-survivors of intimate partner violence in regional, rural or remote areas of Australia (New South Wales, Victoria and Queensland) who are socially or geographically isolated. In 1899, Britain requested volunteers from the Australian colonies to fight the Boers in South Africa. Australian soldiers who travelled to South Africa are described within the historical literature as fit and healthy, especially in comparison with British 'Tommies'. The troops themselves wrote frequently of their superior physical condition in personal records, however many wrote at length about the lack of food or comfort on the battlefield. This paper examines the demographic and anthropometric data on enlistment and discharge of 279 men who fought in the First and Third Queensland Contingents alongside soldiers' claims about health and comfort in South Africa. Anthropometric analysis reveals that despite variable food intake, Australian soldiers returned home fit and with slightly better nutritional status than on enlistment. This provides some backing to some soldiers' claims that military service brought them 'glorious healthiness'. [ABSTRACT FROM AUTHOR]

Australian higher education participation continues to expand, yet in unequal ways. Regional, rural, and remote (RRR) student participation is stubbornly stalled, despite sustained research and policy initiatives to support these cohorts. To address this complex issue, we interviewed 10 RRR principals in Queensland and Victoria to explore specific challenges that face RRR communities, as well as collate strategies and solutions. Our findings highlighted the importance of leveraging and developing local knowledge and expertise to equip students with careers education, as well as the need to promote a positive narrative about RRR community life. A key theme that emerged from participants was the need to dispel the myth that students needed to leave their communities to achieve their goals or find career success. The findings from this paper point to a need for educational outreach programs to continue to develop context-specific, locally informed programs and support that align with RRR communities' values and ways of life. Rural homelessness has largely been silenced in homelessness narratives and social policy in Australia and throughout the world. This paper reports on data from a larger qualitative study about homelessness in rural and regional Central Queensland mining communities located within the Bowen Basin region, inland from Australia's eastern seaboard. Semi-structured, qualitative interviews and focus groups were conducted with people who had lived experience of homelessness in the rural mining communities of Mackay (regional), Moranbah and Dysart (rural), and service provider representatives and community advocates. The qualitative analysis revealed that people experience homelessness in rural and regional communities in unique ways that are different to metropolitan constructions of homelessness. This research identified rural and regional poverty, the nature of boom or bust economies, over-stressed human service providers, social isolation and lack of affordable housing as factors contributing to homelessness in rural and regional mining communities. Often in the past, historians tended to study and write mainly about key figures, such as rulers or very famous people. However, in recent decades, historians have started to focus on local figures who had a role in their community. This paper narrates the life of one of those characters, an interesting individual who led a varied and interesting life with a strong connection to rural Australia. This man was George Victor Le Vaux, a Canadian educator whose life had numerous different facets and interesting twists. The idea that prompted the writing of this article was Le Vaux's connection to Italy and its unification, but also the fact that a complete account of his life had never been attempted. The methodology used was an historical analysis of the available sources and an investigation of the education sector in the second half of the 19th century in Queensland. Therefore, the aim of the study is to provide an account, as accurate as possible, of Le Vaux's life and his thoughts and ideas on education. [ABSTRACT FROM AUTHOR]

• A novel hybrid geo-solar thermal design for power generation in Australia. • The low-grade geothermal heat will be used to off-load the recuperator duty. • A case study, pertinent to Winton, has been presented here. • Hot water flows at 80 kg/s to the surface at a temperature of approximately 80 °C. • The recuperator can be replaced by a less expensive shell and tube heat exchanger. • The overall efficiency gain is just under 5% compared to that of a solar thermal plant. This paper proposes a novel hybrid geo-solar thermal design for power generation in Australia. The low-grade geothermal heat, from shallow resources already flowing to the surface, will be used to off-load the recuperator duty in a supercritical carbon dioxide Brayton cycle for a concentrated solar thermal power plant. Hence, our design is limited to locations with reasonably high DNI at the vicinity of hot flowing wells. Winton in Queensland has been a case of interest where about 80 kg/s of water flows to the surface at a temperature of approximately 80 °C. Accordingly, a case study, pertinent to Winton, has been presented here. Our simulation of a geo-solar thermal power plant with this configuration has showed significant benefits compared to either solar thermal or geothermal plants in isolation. It is shown that the recuperator can be replaced by a less expensive shell and tube heat exchanger and a smaller, and hence less costly, recuperator while the overall efficiency gain is just under 5% compared to that of a solar thermal plant. Green infrastructure supports residential choice, provides sustainable transport and contributes to liveable neighbourhoods. This study investigates the value of green infrastructure, defined as built environment features (e.g., green spaces, beaches), facilities (e.g., fitness equipment in parks) and sustainable transport infrastructure (e.g., heavy rail, light rail and bus), to property prices in the Gold Coast, Queensland, Australia as a case study. The main difference of this study from previous ones is the evaluation scope is not limited or attached to a particular transport infrastructure project but instead considers a whole city. The impacts of green infrastructure are measured taking account of geographical differences across the city using a multi-level regression modelling approach to identify the implicit value of green infrastructure in residential property prices. The results suggest only those elements of green infrastructure that can provide a direct service to people (e.g., fitness equipment) are positively valued. Importantly from a sustainable transport perspective, the current public transport network and services have a negative impact on property price suggesting public transport might not be meeting property owners' expectations. The High Court in The Queen v Bauer (2018) 266 CLR 56 ruled on the admissibility of tendency evidence in sexual offence cases which involve a single complainant. Despite the High Court's desire for simplicity in the approach to be taken to propensity evidence, some questions remain unanswered. This paper argues that even when evidence is otherwise admissible, there must be a judicial ruling on the purposes for which the evidence can be used by the jury. That ruling should be based upon examining the evidence standing by itself to determine if it meets the propensity evidence test. The decisions of the Queensland Court of Appeal in R v Douglas [2018] QCA 69 and R v Wollaston [2018] QCA 4 (both of which pre-date Bauer) and WG v R; KG v R [2020] NSWCCA 155 (which was decided after Bauer) illustrate the challenges in marginal cases of determining the proper limits of propensity evidence, particularly as proof of sexual interest. • We present a multi-disciplinary collaborative approach for developing a regional scale climate adaptation plan with the health and wellbeing sector. • This includes an innovative engagement and policy mapping strategy. • We demonstrate the application of this approach for developing climate change adaptation plan for health and wellbeing sector in Queensland, Australia. • We find that direct engagement between various key stakeholders is a critical element of translating scientific evidence of climate change impacts on human health into a regional adaptation policy for the health and wellbeing sector. The science of climate change and its impacts on health makes it clear that human health and wellbeing will be increasingly negatively impacted as a result of climate change. The health and wellbeing sector must respond to these growing pressures in order to continue to provide safe, quality care. Adaptation and mitigation policies need to be developed at different scales, including at a regional government level. Numerous challenges exist; for example, the necessity for collaboration between multiple agencies across scales, the tailoring of policies to the health issues specific to regions, and constraints on existing regional and local resources and adaptive capacities, to name a few. This paper presents a multi-disciplinary collaborative approach used to develop a regional scale climate adaptation plan with the health sector. Starting from a scientific understanding of climate change impact on the health sector in Queensland, Australia, the approach used an innovative engagement strategy to a) better understand awareness of relevant stakeholders about current and future climate change impact on the health of the population and on service provision, b) identify on-ground barriers to effective adaptation faced by the sector stakeholders, c) identify opportunities and benefits which would arise from adaptation, and d) identify what conditions or support stakeholders required to overcome those barriers, take advantage of opportunities, and achieve benefits from adaptation. Analysis of these findings guided the development of specific policy directions for the sector. We found direct engagement between various key stakeholders such as health service providers (e.g. hospitals), critical infrastructure providers, academics, local government authorities, and sub-sectors such as aged care and early childhood care facilities, was a critical element of translating scientific evidence of climate change impacts on human health into a regional adaptation policy for the health and wellbeing sector. The resulting policy, grounded in the reality and experience of health and wellbeing sector stakeholders, reflects their insights and concerns, and served to develop a level of sectoral 'ownership' (not 'top-down' imposition) which will be important for its successful ongoing development and implementation. The existence of freshwater is fundamental to all life on the planet. Water and society constantly shape and reshape each other. Historically and contemporarily, freshwater exists in dialectical relationship with societies. Despite this, most people seem to have an inadequate understanding of water. To explore this problem, this paper investigates how the concept of ‘water’ is constructed through the discursive practice of formal education in Queensland, Australia and Saskatchewan, Canada. A review of formal education curricula was chosen because schooling integrates students into a knowledge community focused on defined social and cultural knowledge. In other words, formal education shapes how individuals, communities and societies make sense of water. This analysis shows that water is constructed as a predominantly nature-based phenomenon and offered decontextualized. Understandings of extreme water events are virtually non-existent. This paper concludes with recommendations for future curriculum development, specifically ensuring that what is taught and how it is taught directly relates to the lives of the students and their community. This article explores forms of public administration and public policy associated with the governance of mining regions in Australia, many of which experienced unprecedented levels of resource-based development during the country's most recent mining boom. Drawing on data from a two-year investigation into the governance challenges associated with the resources boom, the authors document the different approaches adopted by State government authorities to deliver public infrastructure and services to mining-affected regions. This paper introduces a typology that classifies State government action by the extent to which it enables, influences, or harnesses private sector action to deliver public services. Analysis reveals that a range of environmental variables affect the prevailing governance model. Adopting a contingency approach, it is argued that governance arrangements should be viewed as dynamic, with State governments engaging in different approaches to policy implementation in response to location-specific environmental factors. • Individual state governments respond differently to demands for infrastructure and services in mining communities. • State government approaches are categorized according to whether they enable, influence, or harness private sector action to deliver public services. • Western Australia, Queensland and South Australia during the mining boom are characterised as enabling state, influencing state or minimal state. • The paths followed by each state were contingent on critical external influences. Internationally, schools have recognised the need for supporting and improving the resilience of students, particularly those facing a multiplicity of challenges. However, social and emotional learning programmes, including those aimed at enhancing resilience, are often not evaluated thoroughly nor detail process and economic evaluations. This paper evaluates a multi-component integrated intervention designed to strengthen the resilience of remote-living Aboriginal and Torres Strait Islander students attending boarding schools. This evaluation is largely processbased, focussing on the acceptability, feasibility, preliminary outcomes and affordability of implementation of the intervention. Fourteen boarding or teaching staff members, eight female and six who identified as Aboriginal, were interviewed. The interviews were conducted with staff members at eight Queensland boarding sites where the intervention was delivered. Qualitative inductive thematic analysis was used to evaluate feasibility and acceptability and outcomes described by staff. A descriptive analysis of the costs (AU$ 2018) was performed in Microsoft Excel 2013. This evaluation identified multiple major themes around feasibility and acceptability, including sharing experience across sites, staff knowledge, attitudes and behaviours, and perceived student achievement, leadership and relationships. Implementation of the resilience intervention was considered feasible and affordable, and embraced by boarding providers. School-based participatory action research interventions aimed at improving culturally appropriate support structures for Indigenous boarding students are achievable with the appropriate resourcing and time to implement and embed change. Increasingly communities and government are using sporting, recreation and festival events as drivers of economic growth in regional areas, particularly where these can be used to align with tourism activities. However a key challenge is to evaluate and prioritise investments in facilities and services for these types of events. It is difficult for local government and communities to identify exactly which opportunities to pursue, because of issues such as the large costs involved in providing infrastructure, maintaining facilities and hosting events, competition from other centres, the variety of sport and recreation possibilities, and the variation in potential market segments. In this paper we develop a framework to evaluate proposals as well as provide a simple assessment tool to help prioritise between options. A case study application to a regional city in Queensland, Australia, demonstrates that the majority of economic benefits from a sporting event can be estimated as the number of extra visitor nights generated by $45 per visitor night. Insurance represents an integral part of local government risk management strategy. As climate change progresses, increased loss and risk related to extreme weather events such as tropical cyclones, could motivate insurers to withdraw from certain markets. In some regions, such a withdrawal represents an emergent risk that, when coupled with increasing populations and other climate change impacts, could leave local governments and ratepayers particularly vulnerable. This paper investigates such a scenario and its ramifications in the context of a region particularly vulnerable to climate change, through an exploration of the degree that consideration of emergent risks, such as loss of insurance, and the potential application of insurance alternatives influence Queensland local government risk management. The study finds little appreciation amongst government officials of emergent risk implicit in extreme weather events such as cyclones, little understanding of the nuances of risk transfer mechanisms beyond familiar traditional insurance and disaster funding mechanisms, and by default, a lack of appreciation of the relationship between the two. A lack of resource and leadership with respect to emergent risk, and an absence of dialogue between insurance brokers and local government concerning climate change risk arise as the main reasons for this result. This research is significant because it challenges current local government risk management practice through an exploration of the risks inherent in the process itself. This has potential social, economic and ecological ramifications in drawing attention to aspects of possible "uninsurability" and prospects of alleviation thereto. Further research is recommended to consider the insurance industry's part in this study's findings in order to inform current industry practice and thinking and further enlighten the causes of local government disengagement in this critical area. • E. pellita is a promising species for plantation development. • Water requirements of E. pellita plantation are unstudied. • Benefits of intercropping E. pellita with N-fixing species remain unclear. • Knowledge to support E. pellita plantations in tropics is not well-developed. • Benefits of E. pellita harvest residues on soil and tree growth remain unclear. This paper reviews current knowledge of Eucalyptus pellita plantations to identify management practices for optimizing productivity and maintaining sustainability in the equatorial and tropical environments where it is grown. A combination of genetic improvement and silvicultural practices have markedly improved E. pellita productivity in recent decades. The productivity of E. pellita plantations around the world ranges from 9.4 to 34.9 m3/ha/year, with a tendency to be more productive in regions that receive higher annual rainfall. Because responses vary on water-limited sites, site-specific management practices such as the planting of superior hybrids and clones, and stocking management, are important for optimizing E. pellita growth. We identified several research gaps in understanding the impact of E. pellita harvest residue management on tree growth, benefits of intercropping E. pellita with N-fixing species, the capability and required management of E. pellita coppices to develop new rotation, and E. pellita water use and water requirements. The uncertain taxonomic status of E. pellita is also noted – with the possibility that E. biterranea is a separate species in the more continuously warm and wet equatorial far northern Queensland and Papua/Papua New Guinea geographic range of E. pellita. This may have implications for the continuous development of genetic material for the range of environments currently planted with E. pellita – and for understanding the potential impacts of climate change on productivity, and pest and disease resistance. Performance based planning (PBP) is purported to be a viable alternative to traditional zoning. The implementation of PBP ranges between pure approaches that rely on predetermined quantifiable performance standards to determine land use suitability, and hybrid approaches that rely on a mix of activity based zones in addition to prescriptive and subjective standards. Jurisdictions in the USA, Australia and New Zealand have attempted this type of land use regulation with varying degrees of success. Despite the adoption of PBP legislation in these jurisdictions, this paper argues that a lack of extensive evaluation means that PBP is not well understood and the purported advantages of this type of planning are rarely achieved in practice. Few empirical studies have attempted to examine how PBP has been implemented in practice. In Queensland, Australia, the Integrated Planning Act 1997 (IPA) operated as Queensland's principal planning legislation between March 1998 and December 2009. While the IPA did not explicitly use the term performance based planning, the Queensland's planning system is widely considered to be performance based in practice. Significantly, the IPA prevented Local Government from prohibiting development or use and the term zone was absent from the legislation. How plan-making would be advanced under the new planning regime was not clear, and as a consequence local governments produced a variety of different plan-making approaches to comply with the new legislative regime. In order to analyse this variation the research has developed a performance adoption spectrum to classify plans ranging between pure and hybrid perspectives of PBP. The spectrum compares how land use was regulated in seventeen IPA plans 1 1 Called planning schemes in Queensland. across Queensland. The research found that hybrid plans predominated, and that over time a greater reliance on risk adverse drafting approaches created a quasi-prohibition plan, the exact opposite of what was intended by the IPA. This paper concludes that the drafting of the IPA and absence of plan-making guidance contributed to lack of shared understanding about the intended direction of the new planning system and resulted in many administrative interpretations of the legislation. It was a planning direction that tried too hard to be different, and as a result created a perception of land use risk and uncertainty that caused a return to more prescriptive and inflexible plan-making methods. Since the late 1990s, coalbed methane (CBM) has grown to be a significant part of the economy of the State of Queensland, Australia, building alongside world-scale coal-export operations. Environmental regulation in Queensland over the same period has evolved, with petroleum activities following a unified mineral rights/land tenure and environmental permitting process, particularly in respect to the impacts related to the spatial extent of CBM-basin developments. Following the announcements in 2008 of a number of multibillion-dollar liquefied-natural-gas-export projects, with industry estimates approaching 30,000 wells, attention by interest groups and the public at large gave rise to increased scrutiny by regulators of the scope of prevailing rules. In respect to the application of hydraulic fracturing, the CBM-sector has indicated a likelihood of fracturing up to 40% of wells. A number of shale resources and tight gas basins are also under exploration in Queensland, with horizontal completions. Thus, the State can expect a significant rise in the application of stimulation technology. The unconventional-resources sector in Australia is somewhat different from that in North America, with the absence of a third-party pipeline sector, the result being few major producers with their own pipeline networks and speculative minors. As a result of this industry structure of relatively few operators, permitting has been project-based rather than sector-based, resulting in older approvals having conditions inconsistent with modern expectations. The State Government has moved to amend this position by developing more-performance-focused codes in respect to new hydraulic-fracturing programs. It has also moved toward greater emphasis on compliance activities. This paper examines a wide range of environmental issues related to hydraulic fracturing, including those potentially affecting groundwaters, surface waters, landforms and geology, biodiversity, the atmosphere, and community, drawing examples from Queensland and elsewhere. In respect to environmental regulation of hydraulic fracturing, a single, risk-based comprehensive code is proposed that encompasses the use of stimulation across all energy sources and fluid systems--conventional oil and gas, CBM, unconventional oil and gas, and geothermal. Fundamental to the approach is a comprehensive risk assessment, considering a wide range of issues at local and regional scales. Permit conditions will target pre-event disclosure requirements, engineering constraints, environmental-protection measures, product accreditation, process monitoring, and post-event reporting. Disclosure of products is required under petroleum and gas legislation, but this new approach will require product accreditation under an international standard that encompasses contaminant-concentration limits, human toxicology, and ecotoxicology. Evidence supporting code development includes consideration of environmental issues in Queensland, detailed review of hydraulic-fracturing studies, and reviews of petroleum-engineering risks. A detailed legislative review was completed that considers rules from 55 jurisdictions (including Australia, the US, Canada, Brazil, the UK and Scotland, France, and South Africa) across 59 identified regulatory matters. The following general principles and practices have been proposed to underpin the revised code to minimize the likelihood of adverse impacts from hydraulic fracturing: * Detailed understanding of the local stratigraphy, including aquifers, faults, linear features, hydraulic conductivity, porosity, seismic risk, and groundwater-dependent assets * Detailed engineering understanding of the impacts of applied stresses, including aquifer drawdown, on connectivity to aquifers above and below the fractured zone subsequent to the hydraulic-fracturing activity * To require the presence of vertically impermeable formations between the fractured zone and other aquifers * To require installation of a multibarrier casing string that isolates aquifers from hydrocarbon-bearing formations and, with current certification, demonstrates internal and external mechanical integrity * To ensure injected fluids have low toxicity, contain no persistent bioaccumulating constituents, and are accredited for use under an international standard * For the operator to apply advanced process control that incorporates real-time analysis, fracture modeling, and formation understanding by use of techniques such as microseismic measurements, as required, to assist in the early development of the resource and to address identified environmental risk over the life of the project * To initiate and maintain a high level of meaningful communication with adjacent groundwater users, near neighbors, government, and the public in general This paper presents information supporting the chain of evidence leading to a revision of the Queensland regulations that is expected to be completed and approved in 2015, following industry and public consultation. An important way to advance the profession of nursing, to promote best practice and to improve the quality of nursing care, is for nurses to publish. A publication track record is necessary to gain competitive research funding, build knowledge, disseminate new insights and advance the profession. However, academics often experience obstacles in publishing ranging from a pervasive teaching culture, lack of confidence in writing, and lack of strategies to write more strategically. The benefits of writing retreats have been discussed within the nursing and other academic literature but the specifics about the method as well as the unplanned benefits have not been explored. More exploration and discussion is needed about factors assisting writers to complete papers and successfully publish. This paper discusses a novel intervention which aimed to seed the beginnings of a flourishing scholarly community at a regional Queensland University. These zones require specific place characteristics to foster, attract and retain talent and investment and inconsequence accelerate their socioeconomic performance. Our understanding on such characteristics of these zones—so-called innovation districts—, however, still remains limited. This paper aims to identify the essential place characteristics of innovation districts. The methodological approach includes mixed methods—qualitative and quantitative—to analyse data from three case studies that are designated as innovation districts in Brisbane, Australia. The results reveal a list of essential place characteristics and specific strengths and weaknesses of the investigated case innovation districts in fostering, attracting and retaining talent and investment. The findings of the study inform policymakers, urban and economic development planners, architects and urban designers in their decisions on various aspects of innovation districts. Objectives: To identify community pharmacists' perceptions of their role, knowledge and confidence in relation to bowel cancer and breast cancer screening health promotion. Methods: This was a mixed-methods study with community pharmacists and key informants in the Metro South Health (MSH) region of Brisbane, Queensland, Australia. In Part 1, quantitative data was collected from community pharmacists via an electronic survey. In Part 2, qualitative data was collected from community pharmacists and key informants via in-depth interviews. This paper reports the findings of community pharmacists' perceptions of their role, knowledge and confidence to promote bowel cancer and breast cancer screening in community pharmacies. Results: A total of 27 community pharmacists (13 males, 14 females) completed the survey. Most (71%) either 'agreed' or 'strongly agreed' discussing health advice, such as cancer screening, with their consumers was valuable and integral to their broader role. An average of 60% described their confidence as 'average' or 'good' when discussing bowel and breast cancer screening and prevention with consumers. In eight knowledge questions about bowel and breast cancer and cancer screening, an average of 82% of community pharmacists responded with correct answers (range 52% to 100%). Community pharmacists were consistently more confident and knowledgeable about bowel cancer services than breast cancer services. Five (5) community pharmacists participated in in-depth interviews. The interview findings supported the quantitative findings. Most community pharmacists described their confidence to promote bowel cancer and breast cancer screening as moderate, and consistently reflected they felt more knowledgeable and confident about bowel cancer topics than breast cancer topics. Conclusions: Overall, this research supports the feasibility of promoting bowel cancer screening in community pharmacies. It suggests further training is warranted for community pharmacists to increase their knowledge of breast cancer and their confidence in promoting breast cancer referral and screening services. It highlights the important role community pharmacists have in increasing engagement in the national bowel cancer and breast cancer screening programs, and in potentially decreasing the mortality rates of these cancers. To meet changing health service demands, it is critical that speech-language pathologists (SLPs) are working to full scope, considering extended scope models when appropriate, and incorporating delegation models. One such extended scope role for SLPs is medication administration in specialist clinic settings. This paper outlines the process undertaken by SLPs in a particular service to obtain rights for the administration of Co- Phenylcaine Forte nasal spray during nasendoscopy and examines the outcomes of its use within a prospective cohort study. Data from the first 100 patients involved in Co-Phenylcaine Forte nasal spray administration within a single Queensland health facility was collected in relation to outcomes and clinician confidence. The results of the trial revealed administration was performed with 95% of attending patients, clinician confidence with administering was high, and there was only one mild adverse event. This pilot trial suggests independent SLP administration of CoPhenylcaine Forte nasal spray during nasendoscopy is safe when used in a supported environment, and following appropriate training. Adaptation is now firmly embedded in the societal discourse regarding the management of climate risk. In this discourse, adaptation planning and implementation at the local level are seen as particularly important for developing robust responses to climate change. However, it is not clear whether the mantra that adaptation is local holds true given the multi-level nature of climate risk governance. Using a multi-method approach, this paper examines the extent to which adaptation should be framed as a local issue and, specifically, the role of local government in adaptation relative to other actors. In so doing, the paper first explores the extent to which the local framing of adaptation is embedded in the international adaptation literature. This is followed by a specific case study from Southeast Queensland, Australia, which focuses on the critical examination of the processes of responsibility shifting and taking among actors involved in coastal adaptation planning. Results indicate the assumption that adaptation is local remains widely held in adaptation science, although counter arguments can be readily identified. Interviews with adaptation actors revealed unclear divisions of responsibility for climate change adaptation as a significant constraint on actors’ willingness to implement adaptation. Furthermore, attributing responsibility for adaptation to local actors might not necessarily be a robust strategy, due to the existence of particularly strong constraints and value conflicts at local levels of governance. Greater appreciation by researchers and practitioners for the interactions between local actors and those at higher levels of governance in shaping response capacity may contribute to more equitable and effective allocations of responsibilities for adaptation action. The economic impact of natural disasters has been neglected in the mainstream theories of development and economic growth. Only recently has a body of research into the economic effects of natural disasters begun to emerge. This recent research has taken into account the socio-economic impact of disasters, and has explored the influence of the pre-disaster socio-economic structure on the response to a disaster event when it occurs. However, a great deal of research fails to effectively examine this relationship within a general macroeconomic framework. In the absence of such attempts, this article aims to explore the dynamic effects of climatic disasters on key economic variables in the State of Queensland for the period of 2002 to 2011. The paper draws on the principles of a Kaleckian-Post- Keynesian multi-sectoral open economy theory, using powerful time series analysis and estimation techniques. Assuming natural disasters to be exogenous random shocks, this paper explores whether macroeconomic variables in the model differ significantly in their response to extreme climatic shocks. A critical analysis of literature on the history and status of the subject and its practitioners aims to contextualize discourses in and about professionalism and the primary school PE specialist. The paper demonstrates the location of the PE specialist teacher in an Australian context under independent and interdependent themes. Spatial planning at the local government level has a widely recognized role and responsibility to address the impacts of climate change. However, there are significant barriers to climate change adaptation and planning institutions and professionals are at the forefront of confronting these obstacles. This research documents how planners have responded to barriers to climate change adaptation at a professional level. The focus of this research is on the conditions of uncertainty and volatility of institutional policy frameworks for climate change adaptation; and the low prioritization of climate change adaptation among competing institutional objectives. The paper investigates how planners respond to these conditions and the resulting impact of their decisions on local level climate change adaptation. We report on a case study of the experiences and perspectives of local planners across Queensland, Australia. The contribution of this research is to document how planners respond to conflicts between institutional constraints and professional responsibilities for climate change adaptation. The case study identifies strategies that were employed by planning professionals to overcome common institutional barriers to climate change adaptation. Planners responded to problematic conditions by engaging alternative authorities, identifying substitute rationales, employing existing mechanisms, altering the framing of terminology and establishing regional coordination forums. This paper provides an analysis of the determinants of job vacancy durations in Queensland. This is done by using a Cox Proportional Hazard model to analyse data generated by an employer survey. Analysis indicates that important determinants of vacancy duration include the skill level of the vacancy, the accessibility of the region of the vacancy, and the size of the firm advertising the vacancy. Wage offers are found to have a confounding effect, with higher wage offers apparently associated with longer duration. However, an ancillary regression uncovers evidence of wage posting. Surprisingly, little evidence of variation in vacancy duration across industries is found. Results from a proportional hazard model with shared frailty based on the firm advertising the vacancy, suggest unobserved heterogeneity is also important. [ABSTRACT FROM AUTHOR]

What makes a successful rural P-12 school? This paper will review the notions of a successful school and will challenge the dominant voice of quantitative data as the yardstick for such success. In doing so, this paper will focus on qualitative measures including those aspects which are ignored by the quantitative data. Reference will be made to the Calen District State College and the Glenden State School (a P-12 school in a mining community) and the projects which these schools offer their students to provide them with a competitive edge in the job market. Abstract: This paper provides an historical analysis of the National Country Music Muster, a country music festival held in a forest outside of Gympie, a town in rural southeast Queensland, Australia, between the period 1982 and 2006 (the first twenty-five years of the event). This article analyses the origins of the Muster, demonstrating how local events are often developed as a result of regional traditions and assets, or ‘countryside capital’ (Garrod et al., 2006). While this countryside capital was used to develop the Muster, this paper will demonstrate the event created its own capital, which the Gympie community has then utilised. The Muster has enabled the development of community capacity in three key ways: community not-for-profit groups have received increased income through participation as volunteers at the Muster; collaborative efforts between groups have developed senses of community on site; and the Muster has fostered social capital development by encouraging volunteer groups to work on site, all of which, of course, ensures the Muster continues to operate. Additionally, the Muster has provided the impetus for the creation of two country music focused cultural institutions in Gympie, as well as several spin-off events, which seek to capitalise on the increased traffic through town during the Muster period. Each of these institutions and spin off events has helped embed country music within Gympie’s cultural economy. Further, they provide a clear demonstration of a rural community actively and creatively deploying its cultural capital in order both to buttress itself against fluctuations in the town’s fortunes and to assert a locally relevant country identity. Abstract: Transporting captured carbon dioxide (CO2) to injection sites can be a significant component of the costs of CCS. This cost can make the difference between an economically viable and an unviable CCS project. Therefore, optimising transport costs is important in minimising overall costs. Although the timing of the deployment of CCS network components is a highly relevant aspect of network design, it also increases the complexity of the design problem significantly. As a first approximation, this paper describes a procedure for obtaining near-optimal CO2 pipeline networks with minimal cost per tonne of CO2 avoided, under the simplifying assumption of fixed steady state flow. The effect of a staged deployment of CCS over time is therefore not considered for this analysis. The procedure presented in this paper is a high-level decision tool that can help determine which characteristics of a CO2 transport network are most important from the point of view of reducing the cost of avoiding CO2. The design procedure allows the specification of multiple emission sources, capture plants and injection locations, and does not assume a predefined fluid velocity inside the pipelines, but uses a genetic algorithm for minimising the cost of the network per tonne of CO2 avoided. The total cost of the CCS network includes the costs of building, operating and decommissioning the capture plants, pipeline network and injection sites. As a case study, the procedure is used to design a CCS network for a set of emission sources in the south-eastern Queensland region in Australia. Different emission sources and injection locations are considered. All emission sources are assumed to commence deployment of CCS concurrently and all pipelines and injection facilities are assumed to begin operating at the same time. The pipeline network obtained from applying this procedure is compared to existing pipeline routes. The near-optimal network transports all of the captured CO2 in a branching network and stores the CO2 close to the emission sources. It was found that the near-optimal network design for this case is largely insensitive to variations of the modelling parameters within typical ranges. [Copyright &y& Elsevier]

In this paper I look at what happens when a university music classroom is exchanged for a remote Indigenous community. I explore what happens when pedagogical practices are decolonised and placed into the hands of Indigenous Elders and musicians, and reveal the sorts of musical interactions that transpire when students and Indigenous musicians are given the opportunity to spend time together and collaborate. In order to do this, I describe a cross-cultural project I facilitated between Indigenous musicians at the Winanjji-kari Music Centre in Tennant Creek and undergraduate music students from Brisbane. In the paper, I bring these interactions to life for the reader through my own personal observations, and the words and experiences of my students and our collaborators. I construct a narrative that explores the centrality of relationship building, issues of colonial guilt, the construction of Otherness, and the impact that this kind of cross-cultural engagement can have on the ways in which undergraduate music students understand and connect with Indigenous cultural practices. Current trends in workforce development indicate the movement of workers within and across occupations to be the norm. In 2009, only one in three vocational education and training (VET) graduates in Australia ended up working in an occupation for which they were trained. This implies that VET enhances the employability of its graduates by equipping them with the knowledge and competencies to work in different occupations and sectors. This paper presents findings from a government-funded study that examined the occupational mobility of selected associate professional and trades occupations within the Aged Care, Automotive and Civil Construction sectors in Queensland. The study surveyed enrolled nurses and related workers, motor mechanics and civil construction workers to analyse their patterns of occupational mobility, future work intentions, reasons for taking and leaving work, and the factors influencing them to leave or remain in their occupations. Abstract: The focus of this paper is to compare different evaluation frameworks for selecting landholder proposals to improve water quality. The case study is a water quality tender performed in the Burdekin region in Northern Australia in 2007/2008 where bids could be assessed using an inputs-based best management practice scorecard or an outputs-based auction metric. The scorecard approach and other variants of multi-criteria analysis are commonly applied in grant schemes, where landholder proposals are rated by a range of inputs-based criteria. Output-based approaches are typically applied in water quality and conservation tenders, where an environmental benefits index is constructed to summarise the environmental improvements generated by each proposal. These then allow projects to be selected on the basis of cost effectiveness. The case study evaluation reported in this paper demonstrates that the input focus of multi-criteria analysis type assessments are flawed, and that the efficiency of public funding can be more than doubled using auction metrics to assess proposals for landholders to improve water quality. This paper presents a story constellation about a beginning teacher (who is also the principal) located in a one-teacher school in an isolated community in Queensland, Australia. The constellation documents the teacher's self-efficacy for teaching the arts (music, dance, drama, visual arts and media). Tabitha, the participant, shares insights about teaching the arts in a rural school and the influence of the curriculum, community and policy that she encounters on a daily basis. The paper also probes those beliefs and values associated with rural stereotypes, teaching the arts and current support structures. Forecasting population growth to meet the service needs of a growing population is a vexed issue. The task of providing essential services becomes even more difficult when future population growth forecasts are unavailable or unreliable. The aim of this paper is to identify the main methods used in population forecasting and thereby select an approach to demonstrate that such forecasting can be undertaken with certainly and transparency, barring exogenous events. We then use the population forecasts to plan for service needs that arise from changes in population in the future. Interestingly, although there are techniques available to forecast such future population changes and much of this forecasting occurs, such work remains somewhat clouded in mystery. We strive to rectify this situation by applying an approach that is verifiable, transparent, and easy to comprehend. For this purpose we select two regional councils in Queensland, Australia. The experience derived from forecasting shows that forecasts for service needs of larger populations are more easily and accurately derived than for smaller populations. Hence, there is some evidence, at least from a service provision point of view, to justify the benefits of council/municipality amalgamation in recent times in Australia and elsewhere. The methodology used in this paper for population forecasting and the provision of service needs based on such forecasts will be of particular interest to policy decision-makers and planners. Design and Technology has become an important part of the school curriculum. In Queensland, Australia, Technology (which encompasses Design) is one of the Key Learning Areas (KLAs) for students in the first ten years of schooling. This KLA adopts a student-centred, hands-on constructivist approach to teaching and learning. The ability to conceptualise and implement appropriate learning experiences, however, has been a challenge for some early career teachers. This paper describes how Design and Technology is being taught to preservice primary teachers at an Australian University through their involvement in a range of authentic problem-solving activities supported by social learning tools such as wikis and blogs. An interview with a sample from this group (N=5) provides an insight into how these social software tools enhanced their knowledge and learning.
