This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the JURI Committee, will be presented during a Workshop dedicated to potential and challenges of private international law in the current migratory context. The child’s best interests are a primary consideration under international and EU law. EU migration and private international law frameworks regulate child protection, but in an uncoordinated way: the Dublin III and Brussels IIa Regulations are neither aligned nor applied coherently. This should change. In particular, the rules and mechanisms of Brussels IIa should be used to enhance the protection of migrant children. These include rules on jurisdiction to take protective measures, on applicable law, and on recognition and enforcement of protective measures, and mechanisms for cross-border cooperation between authorities.

While Private International Law governs private relations between persons coming from or living in different States, migration law regulates the flow of people between States. The demarcation between these two areas of law seems clear, but in practice it is not. Rights related to migration are often linked to private relations (marriage, parentage) or personal status (age). The EU should have a coherent approach in these areas, both internally and in relations with third States. Authorities active in the different areas must coordinate their work.

De complexiteit in de zorgsector is de voorbije jaren sterk toegenomen. Organisaties in volle transitie zijn genoodzaakt de voorwaarden te scheppen zodat zorgverleners hier adaptief mee kunnen omgaan en zich de competenties eigen maken om kwalitatieve en veilige zorg te waarborgen in een evoluerende omgeving. Dit vraagt efficiënte en effectieve teams waarin ook de verpleegkundigen een rol spelen, gesteund door het beleid van de organisatie. In deze studie wordt onderzocht in welke mate het Wit-Gele Kruis van Antwerpen (WGKA), een organisatie voor thuisverpleging, erin slaagt om in de specifieke context van de thuisverpleging de verpleegkundigen zodanig te ondersteunen dat voldoende professioneel en psychisch welbevinden en kwaliteit van patiëntenzorg gewaarborgd kan worden. Er werd een cross-sectionele analyse uitgevoerd bij 598 thuisverpleegkundigen en zorgkundigen. De resultaten van dit onderzoek bevestigen de impact van de werkomgeving en het belang van het beleid dat daar bewust mee omgaat. Het WGKA is er ondanks de decentrale structuur in geslaagd om een sterke visie naar de verpleegkundigen van de vijftien afdelingen te vertalen. De onderzoeksresultaten tonen aan dat de organisatie als voldoende weerbaar beschouwd kan worden om deze transitie door te maken. De transitie moet erop gericht zijn het primaire zorgproces maximaal te ondersteunen.

BACKGROUND: 2,3,7,8-Tetrachlorodibenzo-p-dioxin (TCDD) and some related environmental contaminants are aryl hydrocarbon receptor (AhR) ligands that exert reproductive and developmental toxicity in laboratory animals. In humans, fertility-related effects are less documented. OBJECTIVE: The aim of this study was to investigate the relationship between dioxin-like biological activity in serum and parameters of reproductive status in men from the general population 5 months after a polychlorinated biphenyl and dioxin food-contamination episode in Belgium. DESIGN: In the framework of the cross-sectional Flemish Environment and Health Study (FLEHS), we recruited 101 men 20-40 years of age and evaluated sperm parameters, measured sex hormones, and gathered information on a number of lifestyle factors. In addition, we determined the AhR-mediated enzymatic response elicited by individual serum samples and expressed it as TCDD equivalent concentrations (CALUX-TEQs) using an established transactivation assay. RESULTS: Age (p = 0.04) and the frequency of fish (p = 0.02) and egg (p = 0.001) consumption were independent positive determinants of serum dioxin-like activity. After correcting for possible confounders, we found that a 2-fold increase in CALUX-TEQ > 16 pg/L was associated with a 7.1% and 6.8% (both p = 0.04) decrease in total and free testosterone, respectively. We also observed a more pronounced drop in semen volume of 16.0% (p = 0.03), whereas sperm concentration rose by 25.2% (p = 0.07). No relationship was found with total sperm count or sperm morphology. CONCLUSIONS: These data suggest an interaction of dioxin-like compounds with the secretory function of the seminal vesicles or prostate, possibly indirectly through an effect on testosterone secretion, at levels not affecting spermatogenesis as such. ispartof: Environ Health Perspect vol:114 issue:11 pages:1670-1676 ispartof: location:United States status: published

In this fourth volume of a four volume series depicting the upper air climatology of the Southern Hemisphere, a cross sections of mean statistics for heights, temperatures, and dew points, from the equator to the South Pole, from the surface to 100 millibars, and at every 30 degree of longitude beginning at 10 degrees W for January, April, July and October are presented. Sixty figures provide no measures of variability for an individual point but gives some measures of seasonal change over the hemisphere. It shows departures from the standard atmosphere ("D" values) in the height cross sections. Cross sections of amplitudes and phases of the annual and semiannual waves depict the annual course of the above meteorological elements.

This is the first volume in a set of four volumes which depict the upper air climatology of the world, covering selected climatic conditions in the Southern Hemisphere. Volume I gives mean monthly isopleth charts of sea-level pressure and of height, temperature and dew point at selected upper levels, together with smoothed gridpoint values produced by computer analysis from these charts. The emphasis in the present volume is on mean atmospheric circulation, for which the temperature distribution and the humidity are vital. The charts are intended to show the long-term mean monthly distributions of the elements and are a fair approximation of the long-term conditions. 128 charts contained in this volume detail the complete monthly sequences for the surface and 500 millibars and for the 200-mb heights, in addition to the midseason charts for the remaining levels. They form a framework in which few significant features can escape attention. Therefore, it was decided not to draw the remaining charts for publication in this volume but to derive them by computer methods.

In this third volume of a four volume series depicting the upper air climatology of the Southern Hemisphere, isogons and isotachs of the vector mean geostrophic wind are computed from the isobaric heights presented in Volume I of this Atlas (Taljaard et al., 1969). Charts present information for seven selected levels for each of the four midseason months.

In this second volume of a four volumes series depicting the upper air climatology of the Southern Hemisphere, harmonic analyses of the wind components in time portray some of the characteristics of the annual wind regimes. The zonal geostrophic winds presented in this volume were computed from the isobaric heights given in Volume I.
