The identity of sensory neurons innervating the heart tissue and the extent of information reported to the brain via these neurons are poorly understood. In order to evaluate the multidimensional distribution and abundance of the cardiac spinal and vagal afferents, we assessed the retrograde labeling efficiency of various tracers, and mapped the cardiac afferents qualitatively and quantitatively at the bilateral nodose ganglia (NGs) and dorsal root ganglia (DRGs). From the five different retrograde tracers evaluated, Di-8-ANEPPQ yielded reproducibly the highest labeling efficiency of cardiac afferents. We demonstrated specific cardiac afferents at NGs and C4 to T11 DRG segments. Next, the 2D reconstruction of the tissue sections and 3D imaging of the whole NGs and DRGs revealed homogeneous and bilateral distribution of cardiac afferents. The quantitative analyses of the labeled cardiac afferents demonstrated approximately 5-6% of the soma in NGs that were equally distributed bilaterally. The neuronal character of Di-8-ANEPPQ labeled cells were validated by coimmunostaning with pan-neuronal marker Tuj-1. In addition, the cell diameters of labeled cardiac sensory neurons were found smaller than 20 mu m, implying the nociceptor phenotype confirmed by co-labeling with TRPV1 and Di-8-ANEPPQ. Importantly, co-labeling with two distinct tracers Di-8-ANEPPQ and WGA-647 demonstrated exclusively the same cardiac afferents in DRGs and NGs, validating our findings. Collectively, our findings revealed the cardiac afferents in NGs bilaterally and DRGs with the highest labeling efficiency reported, spatial distribution and quantitation at both 2D and 3D levels, furthering our understanding of this novel neuron population.

Each individual is directly or indirectly in the position of being a member of the organization. At this point, carrying on their activities successfully and reaching their determined goals will probably bring about some gains both for the organizations and the employees. It is stated that employees’ high level of organizational commitment is related to the managers who take people into consideration, have a supportive and participative leadership approach, agree with the decisions taken and who is fair in the distribution of gains. The purpose of this study is to determine the interaction between leadership perception, organizational justice and commitment. Questionnaire method was used for data collection. The collected data was analyzed with the statistical methods. The sample of this study consists of 683 academic and administrative staff personel.

Dönüşümlü yetiştiricilikte bitki kalıntılarının verim ve meyve kalite özellikleri üzerine çeşitli etkileri vardır. Bitki gelişmesi ve kalite özellikleri üzerine belirlenen bu etki yetiştirilen türe ve yetiştirme zamanına göre değişmektedir. Bu araştırma Brassiceae familyası sebzeleri (lahana, karnabahar, brokkoli) ile dönüşümlü yetiştirilen Solanaceae familyası sebzelerinde (domates, biber, patlıcan) bazı kalite özellikleri ve verim üzerine etkisini belirlemek amacıyla iki yetiştirme döneminde (2004 -2005 bahar) yürütülmüştür. Araştırmada lahana, karnabahar ve brokkoli türlerine ait birer çeşit, domates, biber, patlıcan türlerine ait ise iki farklı çeşit kullanılmıştır. Lahana ve karnabahar ile dönüşümlü yetiştiricilik domates verimini artırmıştır. Patlıcanda ise verim ve meyve kalitesi üzerine dönüşümlü yetiştiriciliğin etkisi ön bitki uygulaması ve yıllara göre farklılık göstermektedir. Verim domateste 8.5-10 ton/da, biberde 2.0-3.5 ton/da, patlıcanda ise 5-6 ton/da olarak belirlenmiştir. Domates, biber ve patlıcan çeşitlerinde meyve ağırlığı ve erkencilik değerleri dönüşümlü yetiştirilen türlere göre değişiklik gösterirken, brokkoli ile yapılan dönüşümlü yetiştiricilikte verim ve kalite özelliklerinde istatistiki anlamadaönemli farklılık belirlenmemiştir

This brief country case study on Turkey aims to summarize the fundamental developments in the banking sector, which represents almost 90 percent of the financial sector in the country. The brief has two parts. The first covers the 2001 financial crisis and the developments until end of 2007, the year before the global financial crisis of 2008 started. The second part focuses on the macro-prudential policies applied by the Central Bank of the Republic of Turkey in response to the global financial crisis in three phases: (i) full liquidity support after Lehman Brothers'collapse (September 2008), (ii) the exit strategy (April 2010), and (iii) the new policy mix (final quarter of 2010).

ÖZET `F inansal Krizler ve Reel Sektöre Etkileri: Türkiye Örneği` başlıklı çalışmamızda finansal krizlerin ve özellikle de sistemik krizlerin oluşumu, gelişimi, işleyişi ve reel sektörü nasıl etkiledikleri üzerinde durulmuş, konuyla ilgili literatür ayrıntılı biçimde değerlendirilmiştir. Ayrıca Türkiye'nin son yirmi beş yıldaki gerek ekonomik ve finansal yapısı ile ilişkileri gerek de ekonomi politikalarının genel bir değerlendirmesi yapılarak bu dönemin son on yılında yaşanan krizlerin işleyişi ve reel ekonomiye etkileri ampirik bir çalışma ile ortaya koyulmaya çalışılmıştır. İlk bölümde finansal kesim, finansal sektör-reel sektör ilişkisi ve krizlere ilişkin genel bir bilgi sunduktan sonra teorik çerçeve ele alınmaktadır. İkinci bölüm bankacılık krizlerine ve sistemik krizlere ayrılmıştır. Bu bağlamda asimetrik bilgi sorunları olan ters seçilim ve ahlaki riziko da ele alınmaktadır. Ardından sistemik krizlerin temel dinamikleri incelenmekte, gelişmekte olan ülkelerdeki işleyişi açıklanmakta ve konuyla ilgili literatürde yer alan temel çalışmalar karşılaştırmalı olarak değerlendirilmektedir. Bu bölümde son olarak krizler dolayısıyla bankalara yapılan kamu müdahaleleri incelenmektedir. Üçüncü bölüm, finansal krizlerin yayılmasını ifade eden `bulaşma etkisi`ni incelemektedir. Çalışmamızın dördüncü bölümü, Türkiye'de finansal krizlerin incelendiği ve krizlerin reel sektöre etkilerinin araştırıldığı uygulamaya dönük kısımları içermektedir. Çalışmamızın ampirik araştırmasında elde edilen en çarpıcı bulgular, Türkiye'nin uluslar arası konjonktürden büyük ölçüde etkilendiği ve finansal krizlerin oluşumunun, gelişiminin ve reel ekonomiye etkilerinin ağırlıklı olarak kurkanalıyla gerçekleştiği şeklindedir. Bu işleyişte finansal sistemin taşıdığı zaaflar ve Merkez Bankası 'nın kararsız kalması etkili bir role sahiptir. Türkiye'de son on yılda gerçekleşen krizlerin tamamı uluslar arası ekonomide resesyonun ve finansal krizlerin yaşandığı dönemlerde ortaya çıkmıştır. IX ABSTRACT Our study, `Financial Crises and Their Effects on the Real Economy: The Case of Turkey` aims at analyzing emergence, formation, development and mechanisms of financial crises and their effects on the real sector in general, and especially systemic financial crises. A general overview of Turkey's economic and financial structure, including an evaluation of economic policies during the last 25 years is presented, as well. In this context, crises which occurred meanwhile and particularly in the last decade of that period and their effects are studied in detail within the framework of an empirical research. The first part of the dissertation is assigned to a theoretical analysis about the relationships between real and financial sectors. Theoretical approaches to financial crises are also discussed. In the second part where the study focuses on systemic banking crises in both developed countries and emerging markets, the asymmetric information problems, namely adverse selection and moral hazard are examined. Furthermore, the intervention of public authorities in the banking system and bail out operations are studied. This includes a comparative literature survey as well. An inquiry into the contagion effect, which is the spreading of the crisis in terms of geography and segment and consequent developments, lies in the third part. The final section includes an empirical study on the financial crises in Turkey and their effects on the real economy. The econometric model shows that Turkey is deeply influenced by the international cycles and both the emergence and the contagion of financial crises are meanly related to exchange rate channel. The vulnerability of the financial system and ambivalence of the central bank while deciding about the monetarypolicy measures play a determining role in this course. All of the financial crises happened in Turkey during the last decade synchronized with global recessions and crises. This can be interpreted as a natural result of Turkey's weighty and serious dependency on short term capital inflows after 1990. The primary price mechanism of Turkish economy seems to be the exchange rate. Our m odels p rove that t he explanatory power oft he transmission through the exchange rate channel is the most significant among all. Another consequence of this fact is the relative weakness of the credit channel. This is related to the flexibility of the private non-financial enterprises, which enables them on the one hand to benefit from their abundant short term securities portfolio and on the other to shrink their working capital in order to adapt themselves to the changing economic circumstances when a credit crunch occurs. The strong affiliations among banking industry and non-financial firms, the industrial joint ventures of bank holding corporations create a climate of connected lending, which diminishes the effects of crises on loan portfolios. The high correlation between the growth and the trade deficit constitute an important structural problem for Turkish economy. The macroeconomic steadiness and sustainable equilibrium for price mechanisms depends on providing exchange rate stability. Augmenting relative share of domestic savings to the national income, restructuring financial system and thus restoring market discipline, solvency, and c redibility, increasing productivity, efficiency and effectiveness i n the production and investment activities providing to achieve in competitive advantage at global scale, and developing sectors with excess foreign exchange supply will serve a critical and important function within this context. 272

We report the growth of a poly-N-methylpyrrole coating on a Mg alloy AZ91D in aqueous sodium salicylate solution using cyclic voltammetry (CV). The electropolymerization of poly-N-methylpyrrole coating was carried out in a one step process without any further pretreatment of the AZ91D surface. The polymeric coatings were analyzed using x-ray photoelectron spectroscopy (XPS), time-of-flight secondary-ion-mass-spectrometry (ToF-SIMS) and scanning electron microscopy (SEM). The adhesion of poly-N-methylpyrrole coatings was tested applying ASTM D33359-09 standard, which showed good adhesion properties. Electrochemical impedance spectroscopy (EIS) in aqueous 0.1 M Na2SO4 solution indicates improved corrosion resistance of the coated samples compared to the bare AZ91D surface; the efficiency of protection was found to depend on the concentration of sodium salicylate used during electropolymerization.

Amaç: Dürtüsellik birçok farklı psikiyatrik bozukluğun önemli klinik özelliklerinden biridir. Barratt Dürtüsellik Ölçeğinin 11. Versiyonu (BIS-11) dürtüselliğin ölçümünde en sık kullanılan ve henüz Türkçe geçerlik ve güvenirliği yapılmamış bir ölçektir. Bu çalışmada BIS-11 Türkçe versiyonunun psikometrik özelliklerinin belirlenmesi amaçlanmıştır. Yöntem: Ölçek Türkçe’ye çevrilmiş ve uyarlanmış ve daha sonra İngilizce’ye geri çevrilmiştir. Ölçek 237 üniversite öğrencisine ve 83 bipolar bozukluk ve madde bağımlılığı tanısı almış psikiyatrik hastalara uygulanmıştır. BIS-11’in toplam puan ve alt ölçek puanlarının iç tutarlılığına, her iki grup için Cronbach alfa katsayıları hesaplanarak değerlendirilmiştir. Bunun dışında BIS-11’in Türkçe versiyonunun test- test tekrar güvenirliğine ve faktör yapısına da bakılmıştır. Bulgular: Yapılan istatistiksel analizler sonucu, BIS-11’in orijinal versiyonundaki tüm maddeler Türkçe versiyonunda da korunmuştur. Açımlayıcı temel bileşenler yönteminin uygulanması sonucunda orijinal İngilizce versiyonunda bildirilen altı birinci-sıra-faktör yapısı ile üç ikinci-sıra-faktör yapısının Türkçe versiyonunda da doğrulandığı saptanmıştır. Bununla birlikte birinci-sıra-faktörlerin, ikinci-sıra-faktör altında toplanması bu iki versiyon arasında farklılık göstermiştir. İç tutarlılığın Cronbach alfa katsayıları öğrencilerde 0.78, hastalarda 0.81, iki ay sonra tekrar test güvenirliği öğrencilerde 0.83 bulunmuştur. BIS-11 puanları, hasta grubunda yaş ve cinsiyet açısından eşleştirilmiş öğrenci grubundan anlamlı düzeyde yüksek bulunmuştur. Ayrıca BIS-11 toplam puanı agresyon, nörotizm, psikotizm, sürekli öfke, öfke kontrol ve öfke dışa puanları ile anlamlı biçimde korelasyon göstermiştir. Tartışma: Çalışmanın sonuçları, BIS-11’in Türkçe versiyonunun iyi test-test tekrar güvenirliği ve kabul edilebilir iç tutarlılık düzeyine sahip olduğunu göstermiştir. Ek olarak ölçeğin Türkçe versiyonunun orijinal ölçekle benzer faktör yapısına sahip olduğu söylenebilir. Bazı kısıtlılıklarına karşın, Türkçe BIS-11 hem sağlıklı örneklemlerde hemde psikiyatrik hasta gruplarında dürtüselliği ölçebilen geçerli ve güvenilir bir ölçektir. Objective: Impulsivity is an important clinical feature of many different psychiatric disorders. The Barratt Impulsiveness Scale version 11 is one of the scales mostly used to measure impulsivity and currently it does not have a validated Turkish version. The aim of this study was to determine the psychometric properties of the Turkish version of the Barratt Impulsiveness Scale-11 (BIS-11), Method: The Turkish version of the Barratt Impulsiveness Scale-11 was administered to 237 college undergraduates and 83 psychiatric patients with bipolar disorders, and substance dependence. The internal consistency reliabilities of the Turkish version of BIS-11 and its subscales were assessed for each sample, by calculating Cronbach's alpha coefficient. Pearson correlations were applied to examine test-retest reliabilities of the Turkish version of BIS-11. The factor validity of the Turkish version of BIS-11 was calculated in the college students, using exploratory factor analysis (EFA). Results: Based on analyses using factor validity, internal consistency, test-retest reliability, discriminating power for specific group's validity and concurrent validity, and all items from the English version of the BIS-11 were retained in the Turkish version. An exploratory principal-components analysis replicated the six first-orders factors and three second-order factors, consistent with the number identified in the English version. However, subscale item loadings differed between the English and Turkish versions. Cronbach's alphas for internal consistency were 0.78 (students) and 0.81 (patients), and two-month test-retest reliability was 0.83 (students). The BIS-11 significantly differentiated with between age and gender-matched student group and patients' group. The BIS-11 total score was also significantly correlated with aggression, neuroticism, psychoticism, anger-trait, anger-control, and anger-out. Conclusions: The findings showed that the Turkish version of the BIS-11 had good test-retest reliability and acceptable internal consistency reliability. In addition, the Turkish version could be accepted to have similar factor structure to the original one. Despite some limitations, the Turkish version of BIS-11 is a reliable and valid measure that could be used to assess impulsiveness in both non-clinical samples and psychiatric patients.

The efficient and well-designed warehouses can provide critical advantages for retail stores. They also play a crucial role in the achievement of supply chain management. Nowadays, warehouses have become centers where fast access to the customer is provided apart from the storage and protection of the goods. The objective of this study is to find the more efficient and useful warehouse design of A Children Retail Company, which is used for e-Commerce. The best place for the products will be determined by using a combination of such tools like the Pareto Principle, ABC Analysis, Technical Drawing, Simulation, and 5S Model. The optimum layout determined from the analyses enables more efficient work for warehouse employees, and orders to the logistics department are faster and more accurate for the facility. Moreover, an automation system is proposed with the barcode scanning and packaging part for the orders to simplify the existing complexity of the process.

Incompatibility of compact fluorescent lamps (CFLs) and light-emitting-diodes (LEDs) with conventional light dimmers is a problem for consumers today. This paper proposes a dimmer circuit that is suitable for incandescent bulbs, CFLs and LEDs. Different kinds of lighting devices are studied and tested with AC and DC sources. The proposed dimmer circuit is designed, built and tested with various lighting devices. Experiments are performed in order to observe the electrical characteristic of the dimmer and optical characteristic of the lighting devices when they are used with the dimmer circuit. Modeling a photovoltaic source is a necessary operation in order to track the maximum power point of the solar panels for a specific condition. Generally, solar panels are modeled as nonlinear elements because of their nonlinear characteristics. Thus, maximum power point is tracked by numerical algorithms. As a different approach, this paper proposes an analytical maximum power point tracking (MPPT) technique using a dynamic Thevenin model dependent on ambient conditions. The analytical MPPT controller includes the non-idealities of MPPT circuit for the duty cycle calculations. Moreover, this technique is suitable for any power source that can be modeled as Thevenin equivalent circuit. Theoretically calculated duty cycle equations for maximum power point are verified with experimental results and it is observed that they are in good agreement. ÖZET Bu çalışmada toplumlardaki örgüt ve organizasyonların yapılan ve teorilerin gelişen ve değişen süreci anlatılmaya çalışılmıştır. Amacımız, ilerleyen teknolojiyle birlikte örgütlerdeki şekle dayalı örgütlenme kuramları ile sosyal realite arasındaki çelişkileri ve sonuçları irdelemektir. Öncelikle örgüt yapısının modern örgütlenme diyebileceğimiz şekle ve yönetime dayalı görünümünden önce toplumlarda oluşan organizasyonların kısaca açıklaması yapılmıştır. Modern örgütlenme öncesi Batı ve Doğu toplumlarında birbirine benzer ama aynı zamanda kültürel farklardan doğan ayrılıklara bağlı örgütlenmelerin (lonca, ahilik) tanımları ve işleyiş özellikleri ele alınmıştır. Daha sonraki bölümlerde ise modern toplumların örgüt ve örgütlenme kuramlarına bakış yer almaktadır. Birbirini tamamlayan ve birbirinden etkilenen bu kuramlar, klasik örgüt ekolü diğer adıyla formel örgüt ekolü ve beşeri ilişkiler ekolüdür. II SUMMARY Organization is an essential aspect of human society. From the ancient times onwards human groups have developed various forms of social organization to provide their basic needs of shelter, defense, and nutrition. Social organizations have developed in complexity with the growing social and econmic needs of social groups and technological change. In this study, the changing organizational structures of human organization especially in the industry have been analyzed according to various organization theories. Our goal is to study the interrelationships between organization theories and social reality and to see the contradictions and consequences that technological change bring about in relation to organization theories and organizations. At first, there is a discussion of the pre-modern, pre-industrial forms of organization and administration. These organizational forms show different cultural characteristics in Western and Eastern societies. The guilds in the West and Ottoman 'lonca's are compared with their different cultural orientations and social functions. In the following parts, the discussion develops with the study of modern organizations and modern theories of organization. These theories complement each other and develop from the shortcomings of former theories. Classical or formal theories of organization, human relations school and system approaches to organization will be summarized and analyzed in this part. Ill 120

ÖZET Kayseri Erciyes'in eteğinde yer alan çok eski bir yerleşim birimidir. M.Ö. 2000 yıllarında Hititler zamanında Kültepe (Kaniç) önemli bir ticaret merkeziydi. Asurlular (M.Ö. 1900- 1650) burada ticaret kolonileri kurmuşlardır. Hititlerden sonra Kapodokya 'nın merkezi olan Mazaka ve Romalılar zamanında Sezare ismini alan Kayseri ekonomik önemini korumuştur. Selçuklular ve Osmanlılar 'ın Kayseriyye ' si ticaret ve sanayi merkezi olmuş, Cumhuriyet ' in ilanından sonra Kayseri modern sanayiye yönelerek oldukça gelişmiştir. Başlıca sanayi kolları tekstil sanayi, gıda sanayi, dayanıklı tüketim malları sanayi, makine imalat sanayi, madencilik ve metal sanayidir. Geleneksel imalatları halıcılık ve pastırmacılıktır. Genelde üretken görünüme sahip olan Kayseri bugün gerçekten de Japonya görünümündedir. Çünkü bir hammadde, pamuktan tutun da plastiğe kadar, meyve çeşitlerinden saca, demir çelikten bakıra kadar, alüminyum' dan jüt 'e kadar ya diğer illerden getirilmekte, ya da yurt dışından ithal edilmektedir. Kurulu bulunan tesislere gelen hammaddeler mamul hale dönüştürülerek, ya çevre illere satılmakta, ya da ihracatı yapılmaktadır. Halkın ticaret ve girişimcilik kabiliyeti, ilin coğrafi durumundan ileri gelmektedir. Halkın ihtiyacına yetecek kadar geniş arazileri yoktur. Bütün olarak sosyo ekonomik yapı girişimciliği teşvik etmektedir. 103 SUMMARY Kayseri is a location since the old times at the foot of Mount Argaeus. The Kültepe (Kaniç) was an essential trading post during Hittites era in B.C. 2000. Assyrians had established trading colonies (between B.C. 1900 and 19650) here. Kayseri so-called Mazaka and Caesaria during Hittittes and Romans respectively had maintained its economical importance as a center of Cappadocia. Each generation is trained by the older one. And the founders of small and medium size industry had been trained by Air Force Supply and Maintenance Department, and have been retired. For those who look carefully through the colourful pages of the history of costume, and at the same tüne attentively ponder the clothes visible in the contemporary world about us, the glass of fashion reflects a great number of things. As we have seen it shows forth the primary instincts motivation individual behaviour ; the social-psychological relations underly ing group life and the norms and values which determine the cul ture of different social structures. Of the three main theories put forward to explain the ori gin of fashion, the decoration instinct, equally present in the dttld as in the uncouth savage, seems to be the primary instinct behind the origin of clothes.lt is soon followed by the protection inst inct, which has both a psychological and a physical aspect ;besides warding off evil spirits and unfriendly atmosphere, it also protects the wearer against climatic severities, dirt, and bodily dangers a- rising in professional life, wartime and from the practice of spouts The third instinct, that of modesty first appears with civilizati on. Shame arising on the sight of nakedness is unknown to the sava ge, whose only worry is to have the right amount of ornaments in the appropriate place. In our time, the hunger after variety and change, typical of higher civilizations, serves as an added encoura gement to the never-ending game of exhibitionism and modesty adop ted to give the fashions of the time a certain sexual attractive ness. The diffusion of fashion in society has social-psy chologi' cal aspects.lt is the result of individual aspirations as they are given form in those groups of society with which an individual-150- comes into contact.Certain competitive attitudes, such as imitation and differentiation are typical of fashionable behaviour ; they give rise to the characteristic fickleness of fashion, and the popular ity periods of varying lenths enforced by a psychological insisten ce which practically compels people to comply with the mode. Within the group, fashion leaders and adherents have important roles to f ulfil. Paris, due to its genuine individuality and close contact with the spirit of the age, has grasped the role of primary leader ship and mass-production has in recent years taken over an inter mediary role between the fashion instigators and the masses of wo uld be fashion followers.The spread of fashion is accelerated by modern mobility, the easy availability of fashionable clothing and the effects of fashion propaganda, advocating new styles. This all helps to hurry along the fashion cycles with their varying ups and downs, reflecting the speed and changeability of our modern age. Fashion mirrors the interplay of social, economic, political and religious influences which together shape the way of life of a social structure. Fashion reflects the culture of a society and the meaning of the word `fashion` changes to suit the culture of each age. We have seen this reflection in the splendour of court dress, expressive of feelings of super iority. It s counterpart the clothing of the peasantry, portrays a practical simplicity depen dent on communal work and a static view of the world.Bourgeois styles demonstrate a materialistic.competitive attitude, typical of early industrialism ; mass fashions show forth the decline of individualism, and the new modes are no longer made for a particu lar individual, but manufactured for the unknown working masses. They necessarily bring a certain standardization of dress. As Chr-is-151- tian Dior pointed out, `each age seeks its own image, the mirror of that image being the mirror of truth` ( 245 ). Present day fashions reflect the same tenden cies as are to be found in modern paint ing, architecture and music Of course the forms used in fashion are finite and not infinite as stated by R. Barthes(246) ; but the continual change of these forms is adapted to express the ideas of the culture of an age. Which forms are used, and how they are combined depends on the spi rit of the time. Fashion, therefore, reflects culture.lt mirrors the materi als, colours, forms, kinds of ornamentation or the simplicity of sty les favoured by a society. Differences of clothing portray the hi erarchical or equalitarian structure, the poverty or..wealth of a people, the amount of individual freedom enjoyed or the suppressi on of per sonality. Fashion, at its best, is an expression of indivi dual choice, it is created by people. `clothes gave us individuality they made men of us` (247 ). Clothing should be elegant, a harmonious frame reflecting the personality, of the wearer, in tune with the culture of the time. By looking at the sequence of fashions, we see the culture reflected as in a mirror;the costumes seen are not of a higher or lower standard than the culture from which they sprang Clothing is always matched to culture, to the level of artistic taS te,to the economic techniques, to the political structure, to the religious and social influences of a time. 115- SUMMAEY Our work here has aimed to examine the various relations of environment with society, andVbring some soluti on proposals to the problems. It is very clear that this relation between environment and society is getting more important everyday, în this relation; »hile. problems come forward, using the environment cautiously becomes a must according to the incre asing needs. In chapter one, we have studied the conditi ons of how concepts like ` environment science ` and `ecology` can have scientific characteristics. If environment means the togetherness of `living and lifeless`, and if iftsjthis togetherness, every element has got a relation with each other, then this drives us to create new formulas. This new formula is the interpre tation of ` environment ` as a ` plasma `. In chapter two, we have touched hte subjects like industrialazation, developent, population, city-environment tourizm and energy-thosecreate the main source of environment problems. when examining these subjects, all the relati ons with environment are taken into account and also the precau tions are examined and for the future planings the importance of environment and human factor on these subjects are stressed. Yeni teknolojiler üretmenin güçlükleri yanında; gelişmiş ülkeler, özellikle gelişmekte olan ve az gelişmiş ülkelerin çok az sayıda sahip oldukları'.üstün beyin gücünü, fiilî talepleri ile ülkelerine çekmektedirler. Zira yapısal farklılıklar neticesinde mevcut kalkınma dengesizlikleri, üstün sanayili devletlerin lehine beyin göçünü hızlandırmaktadır. Giriş ve Dört bölümden oluşan bu tezin: Giriş kısmında, nitelikli insangücünün, kalkınma ve sanayileşme deki önemi kısaca açıklanıp, beyin göçünüm tarihî bir yaklaşımla, tanımı ve unsurları verilmiştir. Bölümde, göçün çareleri ele alınıp, çeşitli tedbirler ve diğer ihtimaller incelenmiş, literatürde somut tedbirlerede kısaca değinilmiştir. SUMMARY In our century which is definied as the age of information and technology, the brain drain interests closely all the countries. Besides the natural sources and capital, specialised technical per sonnel and convenient technologies are also necessary in order that the economic development can be realized. Beside the difficulties of producing new technologies, the deve loped countries attract the very littl» brain power the developing and underdeveloped countries have to their countries with effective demands. Because the present unstable developments which occur as a result of structural differences increase the speed of brain drain in favour of the highly industrialized countries.
