We combine datasets from the CGM$^{2}$ and CASBaH surveys to model a transition point, $R_{\rm cross}$, between circumgalactic and intergalactic media (CGM and IGM, respectively). In total, our data consist of 7244 galaxies at z < 0.5 with precisely measured spectroscopic redshifts, all having impact parameters of 0.01 - 20 comoving Mpc from 28 QSO sightlines with high-resolution UV spectra that cover H I Ly$α$. Our best-fitting model is an exclusionary two-component model that combines a 3D absorber-galaxy cross correlation function with a simple Gaussian profile at inner radii to represent the CGM. By design, this model gives rise to a determination of $R_{\rm cross}$ as a function of galaxy stellar mass, which can be interpreted as the boundary between the CGM and IGM. For galaxies with $10^8 \leq M_{\star}/M_{\odot} \leq 10^{10.5}$, we find that $R_{\rm cross}(M_{\star}) \approx 2 \pm 0.6 R_{\rm vir}$. Additionally, we find excellent agreement between $R_{\rm cross}(M_{\star})$ and the theoretically-determined splashback radius for galaxies in this mass range. Overall, our results favor models of galaxy evolution at z < 0.5 that distribute $T \approx 10^{4}$K gas to distances beyond the virial radius., Submitted to ApJ, 17 pages, 8 figures

Twenty-six years ago a small committee report, building on earlier studies, expounded a compelling and poetic vision for the future of astronomy, calling for an infrared-optimized space telescope with an aperture of at least $4m$. With the support of their governments in the US, Europe, and Canada, 20,000 people realized that vision as the $6.5m$ James Webb Space Telescope. A generation of astronomers will celebrate their accomplishments for the life of the mission, potentially as long as 20 years, and beyond. This report and the scientific discoveries that follow are extended thank-you notes to the 20,000 team members. The telescope is working perfectly, with much better image quality than expected. In this and accompanying papers, we give a brief history, describe the observatory, outline its objectives and current observing program, and discuss the inventions and people who made it possible. The bimodal absorption system imaging campaign (BASIC) aims to characterize the galaxy environments of a sample of 36 HI-selected partial Lyman limit systems (pLLSs) and Lyman limit systems (LLSs) in 23 QSO fields at $z \lesssim 1$. These pLLSs/LLSs provide a unique sample of absorbers with unbiased and well-constrained metallicities, allowing us to explore the origins of metal-rich and low-metallicity circumgalactic medium (CGM) at $z 9.0$, whereas low-metallicity pLLSs/LLSs are found in more diverse locations, with one population arising in the CGM of galaxies and another more broadly distributed in overdense regions of the universe. Using absorbers not associated with galaxies, we estimate the unweighted geometric mean metallicity of the intergalactic medium to be [X/H] $\lesssim -2.1$ at $z, Key figures: 13 and 18. The Habitable Exoplanet Observatory, or HabEx, has been designed to be the Great Observatory of the 2030s. For the first time in human history, technologies have matured sufficiently to enable an affordable space-based telescope mission capable of discovering and characterizing Earthlike planets orbiting nearby bright sunlike stars in order to search for signs of habitability and biosignatures. Such a mission can also be equipped with instrumentation that will enable broad and exciting general astrophysics and planetary science not possible from current or planned facilities. HabEx is a space telescope with unique imaging and multi-object spectroscopic capabilities at wavelengths ranging from ultraviolet (UV) to near-IR. These capabilities allow for a broad suite of compelling science that cuts across the entire NASA astrophysics portfolio. HabEx has three primary science goals: (1) Seek out nearby worlds and explore their habitability; (2) Map out nearby planetary systems and understand the diversity of the worlds they contain; (3) Enable new explorations of astrophysical systems from our own solar system to external galaxies by extending our reach in the UV through near-IR. This Great Observatory science will be selected through a competed GO program, and will account for about 50% of the HabEx primary mission. The preferred HabEx architecture is a 4m, monolithic, off-axis telescope that is diffraction-limited at 0.4 microns and is in an L2 orbit. Galaxies are surrounded by extended atmospheres, which are often called the circumgalactic medium (CGM) and are the least understood part of galactic ecosystems. The CGM serves as a reservoir of both diffuse, metal-poor gas accreted from the intergalactic medium, and metal-rich gas that is either ejected from galaxies by energetic feedback or stripped from infalling satellites. As such, the CGM is empirically multi-phased and complex in dynamics. Significant progress has been made in the past decade or so in observing the cosmic-ray/B-field, as well as various phases of the CGM. But basic questions remain to be answered. First, what are the energy, mass, and metal contents of the CGM? More specifically, how are they spatially distributed and partitioned in the different components? Moreover, how are they linked to properties of host galaxies and their global clustering and intergalactic medium environments? Lastly, what are the origin, state, and life-cycle of the CGM? Galaxies evolve under the influence of gas flows between their interstellar medium and their surrounding gaseous halos known as the circumgalactic medium (CGM). The CGM is a major reservoir of galactic baryons and metals, and plays a key role in the long cycles of accretion, feedback, and recycling of gas that drive star formation. In order to fully understand the physical processes at work within galaxies, it is therefore essential to have a firm understanding of the composition, structure, kinematics, thermodynamics, and evolution of the CGM. In this white paper we outline connections between the CGM and galactic star formation histories, internal kinematics, chemical evolution, quenching, satellite evolution, dark matter halo occupation, and the reionization of the larger-scale intergalactic medium in light of the advances that will be made on these topics in the 2020s. We argue that, in the next decade, fundamental progress on all of these major issues depends critically on improved empirical characterization and theoretical understanding of the CGM. In particular, we discuss how future advances in spatially-resolved CGM observations at high spectral resolution, broader characterization of the CGM across galaxy mass and redshift, and expected breakthroughs in cosmological hydrodynamic simulations will help resolve these major problems in galaxy evolution., Astro2020 Decadal Science White Paper

We present simulations from the new "Figuring Out Gas & Galaxies in Enzo" (FOGGIE) project. In contrast to most extant simulations of galaxy formation, which concentrate computational resources on galactic disks and spheroids with fluid and particle elements of fixed mass, the FOGGIE simulations focus on extreme spatial and mass resolution in the circumgalactic medium (CGM) surrounding galaxies. Using the Enzo code and a new refinement scheme, FOGGIE reaches spatial resolutions of 381 comoving h^(−1) pc and resolves extremely low masses (≾1–100 M⊙) out to 100 comoving h^(−1) kpc from the central halo. At these resolutions, cloud and filament-like structures giving rise to simulated absorption are smaller, and better resolved, than the same structures simulated with standard density-dependent refinement. Most of the simulated absorption arises in identifiable and well-resolved structures with masses ≾10^4 M⊙, well below the mass resolution of typical zoom simulations. However, integrated quantities such as mass surface density and ionic covering fractions change at only the ≾30% level as resolution is varied. These relatively small changes in projected quantities—even when the sizes and distribution of absorbing clouds change dramatically—indicate that commonly used observables provide only weak constraints on the physical structure of the underlying gas. Comparing the simulated absorption features to the KODIAQ (Keck Observatory Database of Ionized Absorption toward Quasars) survey of z ~ 2–3.5 Lyman limit systems, we show that high-resolution FOGGIE runs better resolve the internal kinematic structure of detected absorption and better match the observed distribution of absorber properties. These results indicate that circumgalactic medium resolution is key in properly testing simulations of galaxy evolution with circumgalactic observations.

Diagnosing the physical and chemical conditions within star-forming galaxies (SFGs) is of paramount importance to understanding key components of galaxy formation and evolution: star-formation, gas enrichment, outflows, and accretion. Well established optical emission-line diagnostics used to discern such properties (i.e., metal content, density, strength/shape of ionizing radiation) will be observationally inaccessible for the earliest galaxies, emphasizing the need for robust, reliable interstellar medium (ISM) diagnostics at ultraviolet (UV) wavelengths. Calibrating these UV diagnostics requires a comprehensive comparison of the UV and optical emission lines in nearby SFGs. Optical integral field unit (IFU) surveys have revealed the inhomogeneous nature of the ISM in SFGs, which leads to non-systematic biases in the interpretation of unresolved sources. Spatial variations are especially important to consider at UV wavelengths, where the strongest emission features originate from only the highest excitation regions of the nebula and are challenging to distinguish from competing high-ionization sources (e.g., shocks, AGN, etc.). Since surveys collecting large-scale optical integral field unit (IFU) spectroscopy are already underway, this white paper calls for an IFU or multi-object far-UV (FUV) spectroscopic instrument with high sensitivity, high spatial resolution, and large field of view (FoV). Given the impact of large-scale optical IFU surveys over the past decade, this white paper emphasizes the scientific need for a comparable foundation of spatially-resolved far-UV spectroscopy survey of nearby galaxies that will lay the foundation of diagnostics critical to the interpretation of the distant universe., Comment: Astro2020 White Paper

Using deep observations obtained with the Advanced Camera for Surveys (ACS) on board the Hubble Space Telescope (HST), we demonstrate that the sub-solar stellar initial mass function (IMF) of six ultra-faint dwarf Milky Way satellites (UFDs) is more bottom light than the IMF of the Milky Way disk. Our data have a lower-mass limit of ~0.45 M_⊙, while the upper limit is ~0.8 M_⊙, set by the turnoff mass of these old, metal-poor systems. If formulated as a single power law, we obtain a shallower IMF slope than the Salpeter value of −2.3, ranging from −1.01 for Leo IV to −1.87 for Boötes I. The significance of these deviations depends on the galaxy and is typically 95% or more. When modeled as a log-normal, the IMF fit results in a higher peak mass than in the Milky Way disk, but a Milky Way disk value for the characteristic system mass (~0.22 M_⊙) is excluded at only 68% significance, and only for some UFDs in the sample. We find that the IMF slope correlates well with the galaxy mean metallicity, and to a lesser degree, with the velocity dispersion and the total mass. The strength of the observed correlations is limited by shot noise in the number of observed stars, but future space-based missions like the James Webb Space Telescope (JWST) and the Wide-Field Infrared Survey Telescope ( WFIRST) will enhance both the number of dwarf Milky Way satellites that can be studied in such detail and the observation depth for individual galaxies.

To ensure progress in astronomy over the coming decades, the key questions are "what facilities will we build, and when?" Toward this end, the Association of Universities for Research in Astronomy (AURA) recently commissioned a study on future space-based options for UV and optical astronomy. The resulting study - "From Cosmic Birth to Living Earths" - concluded that a space telescope equipped with a 12-meter class primary mirror would make fundamental advances across virtually all of astrophysics, including finding and characterizing the atmospheres of dozens of Earth-like planets. This ambitious telescope concept is referred to as the High Definition Space Telescope (HDST). In a recent arXiv white paper, Elvis (2015) critiqued a subset of the findings of the AURA study, focusing on the detection and characterization of rocky exoplanets in the habitable zone. In this response, we clarify these issues to confirm that HDST would play a transformative role in the study of terrestrial worlds. Its capabilities for studying exoplanets would be truly unique, even in 2035, and would complement HDST's broad and deep range of exciting astrophysics., 21 pages, 1 figure. For the first time in history, humans have reached the point where it is possible to construct a revolutionary space-based observatory that has the capability to find dozens of Earth-like worlds, and possibly some with signs of life. This same telescope, designed as a long-lived facility, would also produce transformational scientific advances in every area of astronomy and astrophysics from black hole physics to galaxy formation, from star and planet formation to the origins of the Solar System. The Association of Universities for Research in Astronomy (AURA) commissioned a study on a next-generation UVOIR space observatory with the highest possible scientific impact in the era following JWST. This community-based study focuses on the future space-based options for UV and optical astronomy that significantly advance our understanding of the origin and evolution of the cosmos and the life within it. The committee concludes that a space telescope equipped with a 12-meter class primary mirror can find and characterize dozens of Earth-like planets and make fundamental advances across nearly all fields of astrophysics. The concept is called the High Definition Space Telescope (HDST). The telescope would be located at the Sun-Earth L2 point and would cover a spectral range that, at a minimum, runs from 0.1 to 2 microns. Unlike JWST, HDST will not need to operate at cryogenic temperatures. HDST can be made to be serviceable on orbit but does not require servicing to complete its primary scientific objectives. We present the scientific and technical requirements for HDST and show that it could allow us to determine whether or not life is common outside the Solar System. We do not propose a specific design for such a telescope, but show that designing, building and funding such a facility is feasible beginning in the next decade - if the necessary strategic investments in technology begin now., Comment: 177 pages, 47 figures. We report on the detection of deuterated molecular hydrogen, HD, at $z = 0.18$. HD and H$_{\rm 2}$ are detected in HST/COS data of a low metallicity ($Z \sim 0.07Z_\odot$) damped Ly$\alpha$ system at $z = 0.18562$ toward QSO B0120$-$28, with log $N$(H I) = 20.50 $\pm$ 0.10. Four absorption components are clearly resolved in H$_{\rm 2}$ while two components are resolved in HD; the bulk of the molecular hydrogen is associated with the components traced by HD. We find total column densities log $N$(HD) = 14.82 $\pm$ 0.15 and log $N$(H$_{\rm 2}$) = 20.00 $\pm$ 0.10. This system has a high molecular fraction, $f$(H$_{\rm 2}$) = 0.39 $\pm$ 0.10 and a low HD to H$_{\rm 2}$ ratio, log (HD/2H$_{\rm 2}$) $= -5.5 \pm 0.2$ dex. The excitation temperature, $T_{01} = 65 \pm 2$ K, in the component containing the bulk of the molecular gas is lower than in other DLAs. These properties are unlike those in other higher redshift DLA systems known to contain HD, but are consistent with what is observed in dense clouds in the Milky Way., Comment: 18 pages, 6 figures. This paper presents the first results from a model for chemical evolution that can be applied to N-body cosmological simulations and quantitatively compared to measured stellar abundances from large astronomical surveys. This model convolves the chemical yield sets from a range of stellar nucleosynthesis calculations (including AGB stars, Type Ia and II supernovae, and stellar wind models) with a user-specified stellar initial mass function (IMF) and metallicity to calculate the time-dependent chemical evolution model for a "simple stellar population" of uniform metallicity and formation time. These simple stellar population models are combined with a semi-analytic model for galaxy formation and evolution that uses merger trees from N-body cosmological simulations to track several $\alpha$- and iron-peak elements for the stellar and multiphase interstellar medium components of several thousand galaxies in the early ($z \geq 6$) universe. The simulated galaxy population is then quantitatively compared to two complementary datasets of abundances in the Milky Way stellar halo, and is capable of reproducing many of the observed abundance trends. The observed abundance ratio distributions are qualitatively well matched by our model, and the observational data is best reproduced with a Chabrier IMF, a chemically-enriched star formation efficiency of $0.2$, and a redshift of reionization of $7$.

We present early results from a Hubble Space Telescope survey of the ultra-faint dwarf galaxies. These Milky Way satellites were discovered in the Sloan Digital Sky Survey, and appear to be an extension of the classical dwarf spheroidals to low luminosities, offering a new front in the efforts to understand the missing satellite problem. Because they are the least luminous, most dark matter dominated, and least chemically evolved galaxies known, the ultra-faint dwarfs are the best candidate fossils from the early universe. The primary goal of the survey is to measure the star-formation histories of these galaxies and discern any synchronization due to the reionization of the universe. We find that the six galaxies of our survey have very similar star-formation histories, and that each is dominated by stars older than 12 Gyr., Comment: 5 pages, 2 color figures. Few scientific discoveries have captured the public imagination like the explosion of exoplanetary science during the past two decades. This work has fundamentally changed our picture of Earth's place in the Universe and led NASA to make significant investments towards understanding the demographics of exoplanetary systems and the conditions that lead to their formation. The story of the formation and evolution of exoplanetary systems is essentially the story of the circumstellar gas and dust that are initially present in the protostellar environment; in order to understand the variety of planetary systems observed, we need to understand the life cycle of circumstellar gas from its initial conditions in protoplanetary disks to its endpoint as planets and their atmospheres. We report ultraviolet spectra of the high-redshift (z_em = 2.9) quasar, HE 2347-4342, taken by the Cosmic Origins Spectrograph (COS) on the Hubble Space Telescope (HST). Spectra in the G130M (medium-resolution, 1135-1440 A) and G140L (low-resolution, 1030-2000 A) gratings exhibit patchy Gunn-Peterson absorption in the 303.78 A (Ly-alpha) line of He II between z = 2.39-2.87 (G140L) and z = 2.74-2.90 (G130M). With COS, we obtain better spectral resolution, higher-S/N, and better determined backgrounds than previous studies, with sensitivity to abundance fractions x_HeII = 0.01 in filaments of the cosmic web. The He II optical depths from COS are higher than those with the Far Ultraviolet Spectroscopic Explorer (FUSE) and range from tau_HeII < 0.02 to tau_HeII > 5, with a slow recovery in mean optical depth, tau < 2 at z < 2.7. The He II/H I optical-depth ratio varies (eta = 10-100 for 2.4 < z < 2.73 and eta = 5-500 for 2.75 < z < 2.89) on scales Delta z < 0.01 (10.8 Mpc in comoving radial distance at z = 2.8), with numerous flux-transmission windows between 1135-1186 A. The He II absorption extends to 1186.26 A (z = 2.905), including associated absorbers with z_abs ~ z_QSO and minimal "proximity effect" of flux transmission at the He II edge. We propose a QSO systemic redshift z_QSO = 2.904 +/- 0.002, some Delta z = 0.019 higher than that derived from O I (1302 A) emission. Three long troughs (4-10 A or 25-60 Mpc comoving distance) of strong He II absorption between z = 2.75-2.90 are uncharacteristic of the intergalactic medium if He II reionized at z_r ~ 3. The Star Formation Camera (SFC) is a wide-field (~15'x19, >280 arcmin^2), high-resolution (18x18 mas pixels) UV/optical dichroic camera designed for the Theia 4-m space-borne space telescope concept. SFC will deliver diffraction-limited images at lambda > 300 nm in both a blue (190-517nm) and a red (517-1075nm) channel simultaneously. Our aim is to conduct a comprehensive and systematic study of the astrophysical processes and environments relevant for the births and life cycles of stars and their planetary systems, and to investigate and understand the range of environments, feedback mechanisms, and other factors that most affect the outcome of the star and planet formation process. This program addresses the origins and evolution of stars, galaxies, and cosmic structure and has direct relevance for the formation and survival of planetary systems like our Solar System and planets like Earth. We present the design and performance specifications resulting from the implementation study of the camera, conducted under NASA's Astrophysics Strategic Mission Concept Studies program, which is intended to assemble realistic options for mission development over the next decade. The result is an extraordinarily capable instrument that will provide deep, high-resolution imaging across a very wide field enabling a great variety of community science as well as completing the core survey science that drives the design of the camera. The technology associated with the camera is next generation but still relatively high TRL, allowing a low-risk solution with moderate technology development investment over the next 10 years. We report total abundances and related parameters for the full sample of the FUSE survey of molecular hydrogen in 38 translucent lines of sight. New results are presented for the "second half" of the survey involving 15 lines of sight to supplement data for the first 23 lines of sight already published. We assess the correlations between molecular hydrogen and various extinction parameters in the full sample, which covers a broader range of conditions than the initial sample. In particular, we are now able to confirm that many, but not all, lines of sight with shallow far-UV extinction curves and large values of the total-to-selective extinction ratio, $R_V$ = $A_V$ / $E(B-V)$ -- characteristic of larger than average dust grains -- are associated with particularly low hydrogen molecular fractions ($f_{\rm H2}$). In the lines of sight with large $R_V$, there is in fact a wide range in molecular fractions, despite the expectation that the larger grains should lead to less H$_2$ formation. However, we see specific evidence that the molecular fractions in this sub-sample are inversely related to the estimated strength of the UV radiation field and thus the latter factor is more important in this regime. We have provided an update to previous values of the gas-to-dust ratio, $N$(H$_{\rm tot}$)/$E(B-V)$, based on direct measurements of $N$(H$_2$) and $N$(H I). Although our value is nearly identical to that found with Copernicus data, it extends the relationship by a factor of 2 in reddening. The characteristic mass of stars at early times may have been higher than today owing to the cosmic microwave background (CMB). This study proposes that (1) the testable predictions of this "CMB-IMF" hypothesis are an increase in the fraction of carbon-enhanced metal-poor (CEMP) stars with declining metallicity and an increase from younger to older populations at a single metallicity (e.g. disk to halo), and (2) these signatures are already seen in recent samples of CEMP stars and can be better tested with anticipated data. The expected spatial variation may explain discrepancies of CEMP frequency among published surveys. We have studied a sample of 809 Mg II absorption systems with 1.0 < z_abs < 1.86 in the spectra of SDSS QSOs, with the aim of understanding the nature and abundance of the dust and the chemical abundances in the intervening absorbers. Normalized, composite spectra were derived, for abundance measurements, for the full sample and several sub-samples, chosen on the basis of the line strengths and other absorber and QSO properties. Average extinction curves were obtained for the sub-samples by comparing their geometric mean spectra with those of matching samples of QSOs without absorbers in their spectra. There is clear evidence for the presence of dust in the intervening absorbers. The 2175 A feature is not present in the extinction curves, for any of the sub-samples. The extinction curves are similar to the SMC extinction curve with a rising UV extinction below 2200 A. The absorber rest frame colour excess, E(B-V), derived from the extinction curves, depends on the absorber properties and ranges from < 0.001 to 0.085 for various sub-samples. The column densities of several ions do not show such a correspondingly large variation. The depletion pattern is similar to halo clouds in the Galaxy. Assuming an SMC gas-to-dust ratio we find a trend of increasing abundance with decreasing extinction; systems with N_H I \~ 10^{20} cm^{-2} show solar abundance of Zn. The large velocity spread of strong Mg II systems seems to be mimicked by weak lines of other elements. The ionization of the absorbers, in general appears to be low. The Local Group contains some dwarf galaxies that apparently formed all their stars early, lost their gas to winds or ionization, and survive today as ``fossils'' from the epoch of reionization. This study presents new models of these objects based on the hierarchical chemical evolution framework of Tumlinson (2006). The model accurately reproduces the observed luminosity-metallicity relation of fossil dwarf galaxies with minimal free parameters. When calibrated to this relation, the models show that small dark matter ``minihalos'' formed 2 - 8% of their baryonic mass into stars prior during reionization. By tracking the chemical enrichment of these early halos the models specify that metal-free first stars contributed approximately 5 - 10 % of the ionizing photons generated by these small halos and so did not dominate reionization. Models that allow for larger relative contributions from metal-free stars may not generate enough total ionizing photons for early reionization. As significant star formation in early minihalos is a requirement of many successful models for the IGM reionization, these models can be considered to pass a key test of their validity. We report the first ensemble results from the FUSE survey of molecular hydrogen in lines of sight with A_V $\gtrsim$ 1 mag. We have developed techniques for fitting computed profiles to the low-J lines of H2, and thus determining column densities for J = 0 and J = 1, which contain $\gtrsim$99% of the total H2. From these column densities and ancillary data we have derived the total H2 column densities, hydrogen molecular fractions, and kinetic temperatures for 23 lines of sight. This is the first significant sample of molecular hydrogen column densities of 10^21 cm^-2, measured through UV absorption bands. We have also compiled a set of extinction data for these lines of sight, which sample a wide range of environments. We have searched for correlations of our H2-related quantities with previously published column densities of other molecules and extinction parameters. We find strong correlations between H2 and molecules such as CH, CN, and CO, in general agreement with predictions of chemical models. We also find the expected correlations between hydrogen molecular fraction and various density indicators such as kinetic temperature, CN abundance, the steepness of the far-UV extinction rise, and the width of the 2175A bump. Despite the relatively large molecular fractions, we do not see the values greater than 0.8 expected in translucent clouds. With the exception of a few lines of sight, we see little evidence for the presence of individual translucent clouds in our sample. We conclude that most of the lines of sight are actually composed of two or more diffuse clouds similar to those found toward targets like zeta Oph. We describe a moderate-resolution FUSE survey of H2 along 70 sight lines to the Small and Large Magellanic Clouds, using hot stars as background sources. FUSE spectra of 67% of observed Magellanic Cloud sources (52% of LMC and 92% of SMC) exhibit absorption lines from the H2 Lyman and Werner bands between 912 and 1120 A. Our survey is sensitive to N(H2) >= 10^14 cm^-2; the highest column densities are log N(H2) = 19.9 in the LMC and 20.6 in the SMC. We find reduced H2 abundances in the Magellanic Clouds relative to the Milky Way, with average molecular fractions = 0.010 (+0.005, -0.002) for the SMC and = 0.012 (+0.006, -0.003) for the LMC, compared with = 0.095 for the Galactic disk over a similar range of reddening. The dominant uncertainty in this measurement results from the systematic differences between 21 cm radio emission and Lya in pencil-beam sight lines as measures of N(HI). These results imply that the diffuse H2 masses of the LMC and SMC are 8 x 10^6 Msun and 2 x 10^6 Msun, respectively, 2% and 0.5% of the H I masses derived from 21 cm emission measurements. The LMC and SMC abundance patterns can be reproduced in ensembles of model clouds with a reduced H2 formation rate coefficient, R ~ 3 x 10^-18 cm^3 s^-1, and incident radiation fields ranging from 10 - 100 times the Galactic mean value. We find that these high-radiation, low-formation-rate models can also explain the enhanced N(4)/N(2) and N(5)/N(3) rotational excitation ratios in the Clouds. We use H2 column densities in low rotational states (J = 0 and 1) to derive a mean kinetic and/or rotational temperature = 82 +/- 21 K for clouds with N(H2) >= 10^16 cm^-2, similar to Galactic gas. We discuss the implications of this work for theories of star formation in low-metallicity environments. We report the second study from the FUSE survey of molecular hydrogen in translucent clouds, for the line of sight toward HD 110432. This star lies beyond the Coalsack dark nebula, and with E(B-V) = 0.40, and A_V = 1.32 this line of sight bridges the gap between less extinguished diffuse cloud lines of sight with A_V \sim 1, such as Zeta Oph, and the translucent clouds with A_V \gtrsim 2 such as HD 73882. Through profile fitting and a curve-of-growth analysis, we have derived rotational populations for H2 for J = 0--7. The line of sight has a total molecular hydrogen column density, log N(H2) = 20.68 \pm 0.05 cm^{-2}, nearly identical to that toward Zeta Oph, but a factor of three less than HD 73882. The ratio of N(J=1) to N(J=0) yields a kinetic temperature T_{kin} = 63 \pm 7 K, similar to other lines of sight with A_V \gtrsim 1. The high-J lines show considerable excitation above this temperature. The high-J excitation is similar to that toward Zeta Oph, but much smaller than that toward HD 73882. Chemical modeling indicates that the physical conditions in the cloud(s) are very similar to those in the cloud(s) toward Zeta Oph. An analysis of IUE spectra of the Lyman-alpha line gives log N(H I) = 20.85 \pm 0.15 cm^{-2}. Combined with N(H2), we derive a hydrogen molecular fraction, f_{H2} = 0.58 pm 0.12, statistically identical to that found for the lines of sight toward Zeta Oph and HD 73882. We also report column densities for the HD and CO molecules. From the combined measurements of hydrogen and carbon- containing molecules, the line of sight toward HD 110432 appears quite similar to the diffuse cloud line of sight toward Zeta Oph, and quite dissimilar to the translucent cloud line of sight toward HD 73882., Comment: 28 pages, 7 figures, accepted for publication in The Astrophysical Journal

There is unique and groundbreaking science to be done with a new generation of UV spectrographs that cover wavelengths in the "Lyman Ultraviolet" (LUV; 912 - 1216 Ang). There is no astrophysical basis for truncating spectroscopic wavelength coverage anywhere between the atmospheric cutoff (3100 Ang) and the Lyman limit (912 Ang); the usual reasons this happens are all technical. The unique science available in the LUV includes critical problems in astrophysics ranging from the habitability of exoplanets to the reionization of the IGM. Understanding the surface and atmospheric conditions of Earth-size, rocky planets in the habitable zones (HZs) of low-mass stars is currently one of the greatest astronomical endeavors. Knowledge of the planetary effective surface temperature alone is insufficient to accurately interpret biosignature gases when they are observed in the coming decades. The UV stellar spectrum drives and regulates the upper atmospheric heating and chemistry on Earth-like planets, is critical to the definition and interpretation of biosignature gases, and may even produce false-positives in our search for biologic activity.
