The Partnership for Chemicals Risk Assessment (PARC) is currently under development as a joint research and innovation programme to strengthen the scientific basis for chemical risk assessment in the EU. The plan is to bring chemical risk assessors and managers together with scientists to accelerate method development and the production of necessary data and knowledge, and to facilitate the transition to next-generation evidence-based risk assessment, a non-toxic environment and the European Green Deal. The NORMAN Network is an independent, well-established and competent network of more than 80 organisations in the field of emerging substances and has enormous potential to contribute to the implementation of the PARC partnership. NORMAN stands ready to provide expert advice to PARC, drawing on its long experience in the development, harmonisation and testing of advanced tools in relation to chemicals of emerging concern and in support of a European Early Warning System to unravel the risks of contaminants of emerging concern (CECs) and close the gap between research and innovation and regulatory processes. In this commentary we highlight the tools developed by NORMAN that we consider most relevant to supporting the PARC initiative: (i) joint data space and cutting-edge research tools for risk assessment of contaminants of emerging concern; (ii) collaborative European framework to improve data quality and comparability; (iii) advanced data analysis tools for a European early warning system and (iv) support to national and European chemical risk assessment thanks to harnessing, combining and sharing evidence and expertise on CECs. By combining the extensive knowledge and experience of the NORMAN network with the financial and policy-related strengths of the PARC initiative, a large step towards the goal of a non-toxic environment can be taken. © 2020, The Author(s).

Environmental risk assessment of chemical mixtures is challenging because of the multitude of possible combinations that may occur. Aquatic risk from chemical mixtures in an agricultural landscape was evaluated prospectively in 2 exposure scenario case studies: at field scale for a program of 13 plant‐protection products applied annually for 20 yr and at a watershed scale for a mixed land‐use scenario over 30 yr with 12 plant‐protection products and 2 veterinary pharmaceuticals used for beef cattle. Risk quotients were calculated from regulatory exposure models with typical real‐world use patterns and regulatory acceptable concentrations for individual chemicals. The results could differentiate situations when there was concern associated with single chemicals from those when concern was associated with a mixture (based on concentration addition) with no single chemical triggering concern. Potential mixture risk was identified on 0.02 to 7.07% of the total days modeled, depending on the scenario, the taxa, and whether considering acute or chronic risk. Taxa at risk were influenced by receiving water body characteristics along with chemical use profiles and associated properties. The present study demonstrates that a scenario‐based approach can be used to determine whether mixtures of chemicals pose risks over and above any identified using existing approaches for single chemicals, how often and to what magnitude, and ultimately which mixtures (and dominant chemicals) cause greatest concern. Sustainability assessments provide scientific support in decision procedures towards sustainable solutions. However, in order to contribute in identifying and choosing sustainable solutions, the sustainability assessment has to fit the decision context. Two complicating factors exist. First, different stakeholders tend to have different views on what a sustainability assessment should encompass. Second, a plethora of sustainability assessment methods exist, due to the multi-dimensional characteristic of the concept. Different methods provide other representations of sustainability. Based on a literature review, we present a protocol to facilitate method selection together with stakeholders. The protocol guides the exploration of i) the decision context, ii) the different views of stakeholders and iii) the selection of pertinent assessment methods. In addition, we present an online tool for method selection. This tool identifies assessment methods that meet the specifications obtained with the protocol, and currently contains characteristics of 30 sustainability assessment methods. The utility of the protocol and the tool are tested in a case study on the recovery of resources from domestic waste water. In several iterations, a combination of methods was selected, followed by execution of the selected sustainability assessment methods. The assessment results can be used in the first phase of the decision procedure that leads to a strategic choice for sustainable resource recovery from waste water in the Netherlands.

In de huidige beoordeling van stoffen en producten worden de risico's voor mens en milieu veelal per stof bekeken. In het milieu zijn echter altijd meerdere chemische stoffen tegelijk aanwezig. Het is daarom van belang om mee te wegen welke effecten deze stoffen samen kunnen hebben. De Europese Commissie concludeerde in 2009 dat in de huidige risicobeoordelingen van stoffen en producten onvoldoende rekening wordt gehouden met deze combinatie-effecten. Het RIVM reikt in dit discussiestuk een optie aan voor het meewegen van combinatie-effecten in de milieurisicobeoordeling van stoffen onder de REACH regelgeving. Voorgesteld wordt om bij de beoordeling van de risico's van stoffen een zogenoemde Mixture Assessment Factor (MAF) toe te passen die is afgeleid op basis van veldgegevens. De factor drukt uit hoeveel stoffen bij de risicobeoordeling moeten worden meegewogen om voor een enkele stof te beoordelen of de productie en het gebruik uiteindelijk veilig zijn. Op deze manier wordt beoogd te bereiken dat alle stoffen samen, na emissie naar het milieu, geen milieurisico veroorzaken. Naast deze generieke aanpak onder REACH is er de ruimte om lokale situaties waar nodig individueel aan te pakken. Het voorstel voor een mogelijke methode om combinatie-effecten van stoffen in het milieu mee te nemen in de risicobeoordeling is niet nieuw. Hij wordt binnen Nederland al geruime tijd gebruikt om risicogrenzen voor stoffen in het milieu te bepalen. De precieze invulling van de MAF moet nog nader worden uitgewerkt. Aandachtspunt hierbij is in welke mate milieueffecten acceptabel worden gevonden, bijvoorbeeld omdat het ecosysteem ervan kan herstellen. Ook is het van belang te bepalen tot op welke hoogte er binnen REACH op generiek Europees niveau rekening gehouden dient te worden met combinatie-effecten. Zo kan het bijvoorbeeld efficiënter zijn om locatie specifieke risico's lokaal, of nationaal aan te pakken

Biovergisting is de afbraak van organisch materiaal uit mest en andere restanten in speciaal daarvoor ingerichte installaties. Bij dit proces komt het energierijke biogas methaan (CH4) vrij. Daarnaast ontstaat een product ('digestaat') dat gebruikt kan worden als meststof in de landbouw. Wanneer niet alleen mest maar ook andere organische materialen worden verwerkt in een vergister, spreken we van covergisting. In 2014 heeft de Commissie Deskundigen Meststoffenwet (CDM) in opdracht van het ministerie van Economische Zaken een evaluatie uitgevoerd van covergisting in Nederland. Het RIVM heeft hiervoor informatie verzameld over gezondheid en veiligheid. Hieruit blijkt dat de mensen bij mestvergisting niet in hogere mate aan pathogenen en antibiotica-resisente bacteriën blootstaan dan bij andere vormen van mestverwerking. Wel zijn incidenten en ongevallen met covergistingsinstallaties gevaarlijk geweest voor medewerkers, bijvoorbeeld vanwege explosie- en verstikkingsgevaar door gasvorming. Ook hebben ze omwonenden stankoverlast bezorgd. Verder blijkt dat de risico's onbekend zijn als de regelgeving voor co-vergisting niet wordt nageleefd, bijvoorbeeld door materialen bij te mengen die daarvoor niet zijn toegestaan. Een goede procescontrole is daarom van belang. De bevindingen, waar meerdere partijen aan bijdragen, worden in 2015 gepubliceerd. Onderliggende rapportage bevat de uitgebreide informatie van het RIVM die wordt samengevat in het CDM-rapport. Voor het onderwerp gezondheid zijn de microbiologische risico's van mestvergisting nader beschouwd. Het onderwerp veiligheid betreft Arboregelgeving en externe veiligheidsrisico's.

This document represents the official Documentation of USEtox, the United Nations Environment Programme (UNEP) / Society of Environmental Toxicology and Chemistry (SETAC) scientific consensus model for characterizing human and ecotoxicological impacts of chemical emissions in life cycle assessment. Main output of USEtox is a database of «recommended» and «indicative» characterization factors for human toxicity and freshwater ecotoxicity, based on modelling of environmental fate, exposure, and effect parameters for the substances. Due to deficiencies in the model or the available substance data, the «indicative» factors are accompanied by a higher uncertainty than the «recommended» factors, which should be considered when applying the factors and interpreting the results.

The standards for contaminants in fertilisers in Denmark, Germany, Flanders, the Netherlands and United Kingdom, are given in the context of the proposals for new European fertiliser legislation. This EU legislation might result in generic limit values for contaminants and input lists of materials, and importantly specific waste materials, per categories of fertiliser. With the national and European targets of recycling and energy recovery, the sustainable use of waste materials as fertilisers is becoming more and more important. A revision of the fertiliser legislation is therefore not only relevant for agriculture but also for the waste and energy sector. Compared to the surrounding countries the limit values in the Netherlands are low for heavy metals and high for organic contaminants. The origin of the limit values, the basic protection policies and the risk analysis have been traced especially for the Netherlands, and roughly for the surrounding countries. The limits for heavy metals in fertilisers in the Netherlands are based on the protection of the soil, on practice, and in case of organic contaminants, also on a risk analysis. Also in the surrounding countries, the limit values have been derived using the same basic concepts of protection and risk analysis. The differences and similarities between the basic concepts to derive limit values between the countries give a starting point for a revaluation and new limit values for fertilisers

Om de toelating van afval- en reststoffen voor gebruik als covergistingsmateriaal te versnellen en ook om de verantwoordelijkheid voor de toetsing meer bij het bedrijfsleven te leggen, heeft de Staatsecretaris van het ministerie van Economische Zaken (EZ) besloten tot opname van een ‘Alternatieve systematiek’ afval- en reststoffen in de regelgeving te toetsen. Met deze systematiek moet het bedrijfsleven op basis van een beperkt aantal gegevens zelfstandig kunnen beoordelen of een afval- of reststof geschikt is om te worden gebruikt als covergistingsmateriaal. Het ministerie van EZ heeft Alterra Wageningen UR en RIVM gevraagd om een alternatieve systematiek op te stellen voor de toetsing van afval- en reststoffen voor gebruik als covergistingsmateriaal, waarbij een beperkt aantal gegevens nodig is. Tevens is gevraagd om mogelijkheden voor rubricering van afval- en reststoffen onder de rubricering van Europese regelgeving voor afvalstoffen (EURAL-codes) in de Meststoffenwet te onderzoeken. Het onderzoek heeft geleid tot twee deelrapporten. Deelrapport 1 (WOt werkdocument nr. 358, Ehlert et al., 2013b) behandelt een alternatieve systematiek voor anorganische en organische contaminanten die door de Meststoffenwet (MW) zijn aangewezen en onderliggende beoordelingssystematieken. Dit deelrapport (2) gaat in op de milieubezwaarlijkheid van aangewezen residuen van gewasbeschermingsmiddelen, die niet door de MW aangewezen zijn, en resulteert in een voorstel met opties die beleidsafweging vragen

Het RIVM heeft met de Universiteit Wageningen (WUR) een nieuwe techniek ontwikkeld waarmee de kwaliteit van de bodem nauwkeuriger kan worden vastgesteld, de zogeheten nematode DNA-barcode tool. Deze moleculaire methode levert sneller gedetailleerdere informatie over verstoringen van een goede bodemkwaliteit en wat daarvan de oorzaak kan zijn. Dit is mogelijk doordat deze nieuwe informatie vervolgens wordt gecombineerd met gegevens over het totale proces waarmee gewassen worden verbouwd. Voorbeelden zijn het gebruik van gewasbeschermingsmiddelen en effecten op de bodem van landbouwtechnieken als ploegen en bemesten. Op deze wijze ontstaat een beter beeld van de invloeden op de bodemkwaliteit van landbouwpraktijken, zoals genetisch gemodificeerde (GM) gewassen. Met de nieuwe methode wordt het DNA van aaltjes met een speciale techniek vastgesteld (kwantitatieve PCR), waarmee zowel de soorten als de aantallen in de bodem worden bepaald. De aaltjespopulatie weerspiegelt namelijk belangrijke processen in de bodem waaraan de kwaliteit kan worden ontleend. Voorbeelden daarvan zijn de vruchtbaarheid en de mate waarin organisch materiaal wordt afgebroken. De DNA-barcode tool is een aanvulling op de tijdrovende klassieke techniek, waarmee de aaltjespopulatie met behulp van microscopisch onderzoek in kaart wordt gebracht. De methode is ontwikkeld in opdracht van de Nederlandse Organisatie voor Wetenschappelijk Onderzoek (NWO) en het ministerie van Infrastructuur en Milieu (IenM). Door de bevolkingsgroei is wereldwijd een hogere voedselproductie nodig waarvoor meer landbouwoppervlakten nodig zijn die meer gewassen opbrengen. Niet iedere techniek om een dergelijke toename te realiseren, zoals GM-gewassen, lijkt veilig voor het milieu. Zo kan de vruchtbaarheid van de bodem worden aangetast. Het is daarom van belang om mogelijke negatieve effecten van nieuwe landbouwvormen te evalueren. Ook in een breder, Europees kader is er meer aandacht voor het belang van bodembeheer en vitale ecosystemen in de bodem, oftewel de kwaliteit van de bodem. Een voorbeeld daarvan is de 'Common Agricultural Policy' die de Europese Unie uitdraagt.

Als onderdeel van de maatschappelijke kosten- en batenanalyse van bodemsaneringen (MKBA-Bosa) in Nederland zijn de ecologische effecten van bodemverontreiniging geëvalueerd. Ecologische effecten van bodemverontreiniging worden in sterke mate veroorzaakt door de aanwezigheid van zink, koper en/of lood, en in mindere mate door cadmium. Immobiele organische stoffen, zoals polycyclische koolwaterstoffen, hebben ook een significant ecologisch effect, maar vergeleken met metalen is het kleiner van omvang. Mobiele en vluchtige organische stoffen zijn minder belangrijk voor de inschatting van de totale ecologische effecten. De ecologische effecten zijn het grootst voor oppervlakkige verontreiniging, bijvoorbeeld als gevolg van storten, dempen, sedimentatie, atmosferische depositie en bodembewerking. Er is nog te weinig bekend over ecologische effecten in de diepe ondergrond. Uit wetenschappelijk en toegepast onderzoek is gebleken dat ecologische effecten daadwerkelijk optreden en toegeschreven kunnen worden aan de aanwezigheid van de verontreinigende stoffen in de bodem. Het is nog niet mogelijk om ecologische effecten rechtstreeks uit te drukken in een economische maat, bijvoorbeeld via de aantasting van de ecologische diensten van de bodem.

Op verzoek van de provincie Noord-Brabant heeft het RIVM gegevens over de bodembiodiversiteit op kaarten weergegeven. De kaarten zullen aan de Bodemwijzer van de provincie worden toegevoegd. In dit instrument wordt kennis over de bodem verzameld en toegankelijk gemaakt om duurzaam bodemgebruik na te kunnen streven. Hiermee kan namelijk worden geïnventariseerd welke gevolgen nieuwe activiteiten kunnen hebben op de eigenschappen van de bodem, zoals het effect van de grondwaterstand op de aardkundige waarden. Om de biodiversiteit in kaart te kunnen brengen, zijn modellen gebruikt die de invloed van bodemeigenschappen koppelen aan de aanwezigheid van bodemorganismen en bodemprocessen

The RIVM has developed with the Wageningen University (WUR) a new technique by which the soil quality can be determined accurately, the so-called nematode DNA barcode tool. This molecular method provides faster and more detailed information about disturbances in soil quality and the possible causes. This can be done because this novel information is combined with data on the overall processes by which crops are grown. Examples are the use of pesticides and effects on the soil systems of agricultural techniques such as ploughing and fertilizing. In this way a better understanding of the influences on soil quality of agricultural practices, such as genetically modified (GM) crops, can be achieved.

This reports deals with the definition of a research program for ecological consequences of exceedance of quality objectives. Methods are available for estimating the Potentially Affected Fraction (PAF) of species, the 'thermometer' for toxic stress. Translating the PAF to ecologically relevant effects is illustrated by comparing NOEC exceedance with acute mortality in laboratory experiments. The calibration of potential effects on structure of the ecosystem, is illustrated by analysis of ecological effects at two contaminated sites. A research program is defined to underpin the calibration in terms of ecosystem processses and Life Support Functions.

No Observed Effect Concentrations of species or processes are used to derive statistical sensitivity distributions. Hazardous Concentrations (HC5 and HC50) derived from these distributions define the ecotoxicological risk limits. The project 'Validation of Toxicity Data and Risk Limits for Soils' was set up to evaluate the ecological relevance of (1) laboratory toxicity data and (2) ecotoxicological risk limits, and to identify which factors introduce uncertainties. Toxic effects of zinc and other metals were studied on selected species (Trifolium pratense, Folsomia candida, Enchytraeus crypticus, Eisenia andrei) and on microbial degradation activities. Differences in bioavailability between soil types were found to be of prime importance in laboratory-to-field extrapolation of toxicity data. Studies with mixtures suggested that each contaminant should be taken into account in risk assessment. Variable exposure conditions appeared to modulate toxicity moderately. Toxic effects of zinc on community endpoints were determined at an experimental field plot and a heavy-metal contaminated field site using enchytraeids, nematodes and micro-organisms. No or weak responses were found at the HC5 level, while measurable effects were present at the HC50 level. This was confirmed by data from the literature. The scientific underpinning of HC values may be improved if toxicity-modulating factors such as bioavailability are taken into account in the interpretation of laboratory toxicity data and if long-term effects of contaminants are focused on.

Metals are naturally occurring compounds and some of them are essential for survival of organisms. These aspects are directly related to the effects of metals in ecosystems, and should explicitly be taken into account in risk assessment procedures for metals that usually operate through total concentrations. Thereupon, the aspect of bioavailability has insufficiently been taken into account in current methodologies for risk assessment. Recently, the insight has increased in the chemical and biological processes that jointly deter-mine the availability of metals for the biota that comprise the eco-systems. In this report a review is given of the current scientific possibilities for taking differences in bioavailability of heavy metals into account in future risk assessment and standard setting. It is concluded that there are indeed such possibilities. Currently, however, lack of suited data and insights hinder the development of a modified system for risk assessment and standard setting that is 'better' capable of predicting actual effects in soil ecosystems than current methodologies. A general concept is being presented that might serve as a basis for the modified system. Within the concept it is assumed that adverse effects will occur only when a species-, soil- and metal-specific critical value is exceeded. A new system of risk assessment could be based upon two sets of toxicity data: one data-set for species that are exposed via the pore water, and one set for species for which uptake via the solid phase is the dominant uptake route. Nevertheless, both risk assessment and standard setting could in the new system still primarily be based upon total metal concentrations in the soil solid phase. At present, there appear to be insufficient data and well-defined conceptual frameworks to allow for implementation of a modified system. In the report a prioritization of additional research needs is therefore included.
