Introduction. The nomenclature of academic specialities to be awarded academic degrees is a system-forming element of academic degree holders’ certification system in any country of the world. Therefore, there is a need to revise and update the relevant structure of academic specialities in order to meet the prospective demand from research and development sector of high-tech industries. Apparently, the current nomenclature of 2017, as the instrument of realisation of public policy in the sphere of the state certification of academic and teaching staff in Russia, needed updating. The aim of the present research was to analyse a new version of the nomenclature of academic specialities in Russia to be awarded the degree of Doctor or Candidate of Science, and to make conceptual proposals on the implementation of new nomenclature provisions taking into account possible transformation of scientific and educational environment, including the emergence of new complex areas of academic research. Methodology and research methods. The research object is a system of certification of academic and teaching staff from the position of a three-level structure of the nomenclature of academic specialities, according to which academic degrees are awarded. The methods of comparison and data statistical analysis were applied to assess structural changes in the nomenclature. Results and scientific novelty. The authors considered the prerequisites for update of the nomenclature of academic specialities approved in 2017. The features of a new edition of the nomenclature of academic specialities were highlighted. The analysis of its new structure and content changes was carried out. It is demonstrated that current network of dissertation councils (1696 councils) can be divided into 4 groups according to the degree of compliance of academic specialities and fields of science with the previous and recent versions of nomenclature. It is necessary to create new dissertation councils for 20 new academic specialities. Practical significance. The authors revealed the features of the new nomenclature, requiring the reorganisation of councils network for the defense of doctoral and candidate dissertations. On this basis, to provide promising areas of academic research, the proposals on the implementation of new nomenclature provisions are outlined. The stages of re-opening of dissertation councils network are described. Введение. Номенклатура научных специальностей, по которым присуждаются ученые степени, является системообразующим элементом для аттестации кадров высшей научной квалификации в любой стране мира. Этим обусловлена необходимость поддержания актуальной структуры научных специальностей, отвечающей перспективному спросу со стороны сектора исследований и разработок высокотехнологичных отраслей экономики. В связи с этим действующая номенклатура 2017 года как инструмент реализации государственной политики в сфере государственной научной аттестации научных и научно-педагогических кадров в России нуждалась в обновлении. Целью работы являются анализ новой редакции номенклатуры научных специальностей в России, по которым присуждаются ученые степени, и концептуальные предложения по путям реализации положений новой номенклатуры с учетом возможных траекторий трансформации научно-образовательной среды, включающих прогнозную оценку появления новых комплексных областей научных исследований. Методология и методы. Объект исследования – система аттестации научных и научно-педагогических работников с позиции трехуровневой структуры номенклатуры научных специальностей, по которым присуждаются ученые степени кандидата и доктора наук. Для оценки структурных изменений номенклатуры использовались методы сравнения и статистического анализа данных. Результаты и научная новизна. Рассмотрены предпосылки необходимости обновления номенклатуры специальностей, утвержденной в 2017 году. Выделены особенности новой редакции номенклатуры научных специальностей, по которым присуждаются ученые степени. Проведен анализ ее структурных и содержательных изменений. Показано, что действующую сеть диссертационных советов (1696 советов) можно разделить на 4 группы по степени соответствия научных специальностей и отраслей науки предыдущей и новой номенклатурам. Для 20 новых научных специальностей необходимо открывать новые диссертационные советы. Практическая значимость. Выявлены особенности новой номенклатуры, обуславливающие необходимость реорганизации сети советов по защите докторских и кандидатских диссертаций. На основе этого сформированы предложения по путям реализации положений новой номенклатуры, обеспечивающих перспективные направления научных исследований. Описаны этапы перерегистрации сети диссертационных советов.

The field of cognitive aging has seen considerable advances in describing the linguistic and semantic changes that happen during the adult life span to uncover the structure of the mental lexicon (i.e., the mental repository of lexical and conceptual representations). Nevertheless, there is still debate concerning the sources of these changes, including the role of environmental exposure and several cognitive mechanisms associated with learning, representation, and retrieval of information. The research article analyzes the gradual achievement of target scientific activity indicators by members of dissertation councils and by the organizations wherein dissertation councils are based. The purpose of the article is to analyse the compliance of dissertation councils with the criterion requirements imposed by the Higher Attestation Commission under the Ministry of Education and Science of Russia both to the indicators of members of dissertation councils’ scientific and publishing activities effectiveness and to the indicators of universities and scientific organizations which are the basis for dissertation councils’ work. To achieve this goal, there were analysed performance indicators obtained within monitoring the dissertation councils’ network activities during 2015–2018. The target performance indicators of the state system of scientific certification were determined by the Roadmap Plan approved by the Ministry of Education and Science of Russia on 23rd August 2016. The results of the analysis showed that the 4-year period of the «roadmap» measures implementation had seen a steady tendency to improving the indicators of the members of dissertation councils’ publication activity compliance with the criteria of the Higher Attestation Commission. However, the overall level of the entire network of councils’ compliance with these criteria in 2018 reached only 82.7 %, and the demanded 90 % benchmark was not achieved. As a result, the analysis showed that administrative measures aimed at achieving the benchmark are not enough, and it is necessary to amend the regulatory framework governing the activities of the state certification system. When preparing proposals for changing the regulatory framework, it is necessary to study the experience of the work of the dissertation councils created on the basis of the organizations, which have received the right to independently award academic degrees. The presented analysis of the indicators of the members of dissertation councils’ publication activity compliance with the criterion requirements presented in the road map is a basic guideline for the practice of university management in forming dissertation councils. The article is completely original and presents quantitative information on the dynamics of the performance indicators of the members of dissertation councils’ scientific and publication activities, as well as those of universities and scientific organizations which are the basis for dissertation councils’ work. Статья является исследовательской, в ней представлен анализ поэтапного достижения целевых индикаторов результативности научной деятельности членов диссертационных советов (ЧДС) и организаций, на базе которых действуют диссертационные советы (ДС). Целью статьи является анализ соответствия ДС критериальным требованиям, предъявляемым ВАК при Министерстве науки и высшего образования Российской Федерации (Минобрнауки России) как к показателям результативности научной и публикационной деятельности ЧДС, так и к показателям университетов и научных организаций, на базе которых действуют ДС. Для достижения поставленной цели был проведен анализ показателей результативности, полученных в ходе мониторинга деятельности сети ДС за 2015–2018 гг. Целевые индикаторы результативности государственной системы научной аттестации были определены Планом мероприятий (дорожная карта), утвержденным Минобрнауки России 23 августа 2016 г. Результаты анализа показали, что за четырехлетний период реализации мероприятий дорожной карты наблюдается устойчивая тенденция к улучшению показателей соответствия публикационной активности ЧДС критериальным требованиям ВАК. Однако общий уровень соответствия ЧДС всей сети советов в 2018 г. составил 82,7 % и контрольный показатель в 90 % достигнут не был. Как следствие, проведенный анализ показал, что одних административных мер, направленных на достижение контрольного показателя, недостаточно. Необходимо внесение изменений в нормативную базу, регулирующую деятельность системы государственной аттестации. При подготовке предложений по изменению нормативной базы необходимо исследовать опыт деятельности ДС, создаваемых на базе организаций, получивших право самостоятельного присуждения ученых степеней. Представленный анализ показателей соответствия публикационной активности ЧДС критериальным требованиям, представленным в дорожной карте, является базовым ориентиром практики университетского менеджмента при формировании состава ДС. Статья является полностью оригинальной и вводит в научный оборот количественную информацию о динамике показателей результативности научной и публикационной деятельности ЧДС, а также университетов и научных организаций, на базе которых действуют ДС.

Исследовательская статья. Целью написания статьи является анализ подготовки и аттестации кадров высшей научной квалификации из числа граждан иностранных государств в российских университетах за последние 5 лет. Поставленная цель достигнута путем использования обширного статистического материала по системе высшего образования, включая уровень аспирантской подготовки; по сети диссертационных советов. Предметная область охвата включает все уровни высшего образования; систему аттестации кадров высшей научной квалификации; территориальное распределение по странам студентов, аспирантов и соискателей ученой степени; российские университеты, обеспечивающие подготовку и аттестацию иностранных граждан. Результатом проведенного исследования является выявление Топ-10 стран, граждане которых в большей степени используют российскую систему присвоения ученой степени кандидата и доктора наук. В ходе исследования выявлено, что 41 % иностранных граждан закончил аспирантуру с защитой кандидатской диссертации, что в два раза выше общероссийского показателя (21 %). Как следствие, этот факт может служить обоснованием для увеличения в среднесрочной перспективе объемов подготовки аспирантов, а также кандидатов наук в российских университетах. Проведенное исследование послужит базисом для выработки управленческих решений на федеральном уровне по обоснованию целевых индикаторов программы «Развитие экспортного потенциала российской системы образования». Оригинальность и ценность статьи заключается во введении в научный оборот новых фактических сведений о деятельности системы подготовки и аттестации кадров высшей научной квалификации для граждан иностранных государств. The purpose of the article is to analyze training foreigners in Russian universities and conferring academic degrees to them during the latest five years. There has been used extensive statistical material on the system of higher education, including the level of postgraduate training and data on the network of dissertation councils. The subjects of the article include all levels of higher education, i. e. the system of certifying highly qualified scientific personnel, geographical distribution of students and postgraduates, Russian universities providing foreigners’ training and certification. The result of this research is the identification of top 10 countries using the Russian system of conferring academic candidate and doctor degrees. The study showed that 41 % of foreigners completed postgraduate studies with the defense of PhD thesis, which is twice as high as the average level of defenses in Russia (21 %). This fact can prove the necessity to increase in the medium term the number of PhD students and candidates of science in Russian universities. The study can also be a basis for developing managerial decisions at the federal level to work out the target indicators of the program «Development of the Export Potential of the Russian Education System». The article is approvingly supposed to introduce into the scientific circulation certain new factual data about the system of training and certifying higher scientific qualification staff, as provided for the foreigners. The article falls under research category. One of the tasks of managing highly qualified personnel is the improvement of attestation system which nowadays is testing the approach based on delegating the right to awarding academic degrees directly to universities. Transition to such system should be gradual and based on solid decisions concerning delegation of such rights to the organizations. The article looks into the problem of forming performance indicators list that would be based on performance indicators used in monitoring efficacy of higher education institutions that might get the right to award academic degrees. The number of possible performance indicators for higher educational institutions’ activities is over 100. The use of all indicators does not seem reasonable as some of them do not affect the ability to get the right of awarding academic degrees and some indicators correlate with each other In order to solve the problem at the first stage 14 most significant indicators of research activities efficacy at educational institutions were chosen from the list of indicators presented in the reports from organizations provided within the framework of monitoring higher educational institutions activities efficacy. These indicators can be divided into 3 groups. On the basis of the data for 2015 a list of higher educational institutions taking the firs 10 positions in terms of overall integral indicator was formed. In order to make the indicators list shorter an analysis of correlation links between indicators within each group was made based on which one indicator was taken from each group. The research employed the methods of system analysis and correlation analysis. The rating of organizations built on three indicators demonstrated that the decrease of data size did no influence the quality of the rating. It lead to the conclusion that three chosen indicators can be recommended for forming the list of higher education institutions allowed to award academic degrees independently. Authors defined threshold figures for these indicators, higher numbers for which allow for including organization into the list under analysis. The novelty of the article is in formulating the basis for qualitative criteria system for providing universities with the right to award academic degrees independently. The article is of interest for researchers and practitioners in the field of highly qualified academic staff management both at the level of educational institutions and at the level of federal executive bodies. Одной из задач менеджмента кадров высшей научной квалификации является совершенствование системы аттестации кадров высшей научной квалификации, где в настоящее время происходит апробация подхода, основанного на предоставлении образовательным организациям права самостоятельного присуждения ученых степеней. Переход к такой системе аттестации должен быть постепенным и опираться на взвешенные решения в части предоставления организациям таких прав. В статье рассматривается проблема формирования перечня показателей из числа показателей мониторинга эффективности деятельности образовательных организаций высшего образования, а также их пороговых значений для формирования перечня потенциальных образовательных организаций высшего образования, которым может быть предоставлено право самостоятельного присуждения ученой степени. Число возможных показателей эффективности деятельности образовательных организаций высшего образования превышает сотню. Использование всех показателей представляется нецелесообразным, так как некоторые показатели не влияют на возможность получения права самостоятельного присуждения ученых степеней, другие показатели коррелируют между собой. Для решения проблемы на первом этапе были отобраны 14 наиболее существенных показателей результативности научной деятельности образовательных организаций высшего образования из числа показателей, представленных в отчетах организаций в рамках мониторинга эффективности деятельности образовательных организаций высшего образования. Эти показатели можно распределить по трем группам. На основе данных за 2015 г. был сформирован перечень из образовательных организаций высшего образования, занимающих первые 10 позиций по величине общего интегрального показателя. Для сокращения числа показателей был проведен анализ корреляционной связи показателей внутри каждой из трех групп, по результатам которого из каждой группы было выделено по одному показателю. В ходе исследования применялись методы системного анализа, методы корреляционного анализа. Рейтинг организаций, построенный по трем показателям, продемонстрировал, что снижение размерности данных не повлияло на качество рейтингования. На основе этого был сделан вывод, что три отобранные показателя могут быть рекомендованы для использования при формировании перечня образовательных организаций высшего образования, кому предоставляется право на самостоятельное присуждение ученой степени. Статья посвящена проблеме повышения эффективности системы послевузовской подготовки научных кадров как главного фактора инновационного развития России. Модернизация послевузовского образования возможна за счет совершенствования структурных и содержательных отношений в самой системе послевузовского образования. Произведен анализ структуры послевузовской подготовки в российской и зарубежной образовательных системах. Обозначен ряд объективных проблем, присущих российской системе послевузовского образования. Сформулированы основные условия, системные характеристики и принципы, которыми следует руководствоваться при совершенствовании российского послевузовского образования. Указаны основные направления и задачи модернизации российской аспирантуры и докторантуры. The article is devoted to a problem of the effectiveness increase of postgraduate system of the scientific manpower training, as primary factor of innovative development of Russia. Modernization of postgraduate education is possible due to perfection of structural and substantial relations in the education system. The structure of Russian and foreign postgraduate system of the scientific manpower training was analyzed. A number of the objective problems inherent to the Russian postgraduate system is denoted. The basic conditions, system characteristics and principles of Russian postgraduate education perfection are formulated. The basic directions and tasks of Russian postgraduate education system modernization are denoted.

Статья посвящена проблемам модернизации организационно-правовой базы межвузовской кооперации. Кооперация вузов рассматривается как механизм повышения качества образования. Приведены примеры эффективной межвузовской кооперации за рубежом и в России. Анализируется действующая организационно-правовая база межвузовской кооперации в образовательной, исследовательской и инновационной деятельности. Определяются основные проблемные моменты и направления совершенствования нормативно-правового и организационного регулирования процесса кооперирования вузов. The article is devoted to problems of modernization of interuniversity cooperation organizational- lawful base. Cooperation of high schools is considered as the mechanism of the education's quality improvement. The examples of effective interuniversity cooperation abroad and in Russia are given. The operating organizational-lawful base of interuniversity cooperation in educational, research and innovative activity is analyzed. The basic problem moments and directions of perfection of the normative-lawful and organizational regulation of high schools cooperation process are determined.

This paper presents the on-going project on 3D cadastre modelling in the Russian Federation. The aim of this project is to provide guidance in the development of a prototype and to create favourable legal and institutional conditions for the introduction of 3D cadastre modelling in the Russian Federation based on experience of the Netherlands and other countries. The project is currently in the phase of the completing the design of a 3D Cadastral model. The first steps of the development of a prototype system have recently be taken.

Electronic medical records (EMR) constitute a valuable resource of patient specific information and are increasingly used for clinical practice and research. Acronyms present a challenge to retrieving information from the EMR because many acronyms are ambiguous with respect to their full form. In this paper we perform a comparative study of supervised acronym disambiguation in a corpus of clinical notes, using three machine learning algorithms: the naïve Bayes classifier, decision trees and Support Vector Machines (SVMs). Our training features include part-of-speech tags, unigrams and bigrams in the context of the ambiguous acronym. We find that the combination of these feature types results in consistently better accuracy than when they are used individually, regardless of the learning algorithm employed. The accuracy of all three methods when using all features consistently approaches or exceeds 90%, even when the baseline majority classifier is below 50%.
